§ Concessionaire can nullify change of scope orders if their sum in

any 3 consecutive years exceeds 10% of bid cost and 25% overall at
any times
§ These numbers were 5% and 20% respectively in earlier
concessions
§ Reduction in Change of Scope would reduce the bid project cost
by the % reduction in the civil cost
§ O&M payments will also be reduced or increased proportionate
to the length reduced or increased
§ Earlier obligations for works under negative change of scope
were deemed to be fulfilled by paying 80% of the cost savings from
such reduction
