Introduction:

Edotco Group was established in 2012, is the first and leading regional integrated
telecommunications infrastructure services company in Asia. They specialize in end-to-end
solutions in the tower services sector including co-locations, build-to-suit, energy, transmission
and operations and maintenance (O&M).

Our regional portfolio includes over 29,500 towers and is supported by our state-of-the-art real
time monitoring service, echo, which helps to improve field operations whilst maximizing
operational efficiencies.

With the nation’s smartphone penetration rate expected to grow from the current 30% to over
60% in the next five years, integrated regional telecommunications infrastructure services
provider edotco Group Sdn Bhd (“edotco”), through its local operations edotco Pakistan, today
reinforced its position as the country’s nation building partner by highlighting its commitment to
shaping Pakistan’s telecommunications landscape to be future ready, while overcoming

fivefold spike in mobile data usage, Pakistan’s telecommunications industry will need over
30,000 new tower sites by 2022, double the amount it has now. The new sites will be coverage
sites to extend connectivity to rural and hard to reach areas, as well as capacity sites, to meet the
increasing data usage growth, as more users transition from 3G to 4G and beyond.
Infrastructure sharing has proven to help MNOs by alleviating the cost pressure of building and
maintaining towers, whilst enabling them to focus on their core business and new service
creation. By reducing overlapping sites and increasing tenancy ratio per tower, the industry will

see a significant reduction in capital expenditure (CAPEX) and annual operating expenses
(OPEX).

In Edotco, performance of employees is measured by Seven Point Likert Scale. On likert scale
from 1-3 there are low performers and from 3.5 to 5 are high performers. And 3 is considered for
average performers.

The Likert scale is a five (or seven) point scale which is used to allow the individual to express
how much they agree or disagree with a particular statement.

Strengths:
Likert Scales have the advantage that they do not expect a simple yes / no answer from the
respondent, but rather allow for degrees of opinion, and even no opinion at all. Therefore,
quantitative data is obtained, which means that the data can be analyzed with relative ease.

They are the most universal method for survey collection, therefore they are easily understood.
The responses are easily quantifiable and subjective to computation of some mathematical
analysis. Since it does not require the participant to provide a simple and concrete yes or no
answer, it does not force the participant to take a stand on a particular topic, but allows them to
respond in a degree of agreement; this makes question answering easier on the respondent. Also,
the responses presented accommodate neutral or undecided feelings of participants. These
responses are very easy to code when accumulating data since a single number represents the
participant’s response. Likert surveys are also quick, efficient and inexpensive methods for data
collection. They have high versatility and can be sent out through mail, over the internet, or
given in person.

Weaknesses:
Attitudes of the population for one particular item in reality exist on a vast, multi-dimensional
continuum. However, the Likert Scale is uni-dimensional and only gives 5-7 options of choice,
and the space between each choice cannot possibly be equidistant. Therefore, it fails to measure
the true attitudes of respondents. Also, it is not unlikely that peoples’ answers will be influences
by previous questions, or will heavily concentrate on one response side (agree/disagree).
Frequently, people avoid choosing the “extremes” options on the scale, because of the negative
implications involved with “extremists”, even if an extreme choice would be the most accurate.

2. Bell Curve:

Performance Appraisal is done by Bell Curve Method. Bell curve system of performance
appraisal is a forced ranking system imposed on the employees by the management. Through this
system, the organization tries to segregate the best, mediocre and worst performers and nurture
the best and discard the worst. And this segregation is based on a relative comparison of the
performance of the workforce against those engaged in a similar activity and ranking them
accordingly.

High Performers – Top 5%

Average Performers – The middle 90%

Non-Performers or Below Average Performers – The bottom 5%

Strengths:
It is always important to identify top-performers and reward them substantially. This helps the
organization to retain the top talent with them. This way both the employee and the organization
grow.

Bell curve is probably the only method by which managers in the organization can implement
leniency or strictness of ratings. If the managers implement leniency in their rating a large
majority of employees will fall in the high rating group. If the managers implement strictness in
their rating a large majority of the employees will fall in the low rating group, which will
demotivate the employees. So on average, most managers tend to rate on a lenient scale.

Weaknesses:
The Bell curve model might turn out to be too rigid in cases where the employee strength in the
organization is less. Here the manager might be forced to put employees in specific ratings just
for the sake of bell curve requirements.

As in the bell curve model, the managers can give only a limited number of employees in the top
performer’s category, employees who have actually performed exceedingly well through the year
might be forced to be categorized in the Average performers’ category for some valid Bell curve
requirements. This will lead to a loss of morale among the employees.

But timely and appropriate feedback is definitely essential to improve employee performance.
Telling everyone they are doing better than what we expect from them might send a wrong
message to the employee that they need not strive more for success.

Recommendations:
 Edotco is using seven point likert scale currently to measure the performance of
employees. But this doesn’t correctly measure the performance of employees.
 We highly recommend that they should use three points likert scale for better and
accurate results.
 We also recommend that they should give training to low performers instead of directly
terminating them off.
 The method that they use for performance appraisal is bell curved through this method
the moral of performers fell down.
 We recommend that bell curved is not suitable to be used in small companies. It may give
erroneous results.

The main focus of the project is to initiate the following:

 Performance management
 Edotco practices and procedures
 Mission vision and strategies
 Their cooperate objectives
 Focus on strengths and weaknesses of their HR practices

Conclusion:
It is concluded that Edotco is a multinational company. They specialize in end-to-end solutions
in the tower services sector including co-locations, build-to-suit, energy, transmission and
operations and maintenance (O&M) and are committed to conducting their business in a
responsible and sustainable manner for the benefit of our customers, employees, communities

and developing nations. Furthermore, there HR practices are being done in a best possible way
which benefited both the organization as well as employees.
