1. GOALS & RELEVANCE TO THE SPECIFIC OBJECTIVES OF THE PROGRAM

ATHENE project aims to contribute to intercultural dialogue and cultural cooperation,


through the revitalization and valorisation of Mediterranean Ancient Theatres (Greek and
Roman legacy). Actions to be developed in order to achieve this goal directly address the 3
specific objectives of the Culture Program:

• CULTURAL MOBILITY OF CULTURAL/ARTISTIC PRODUCTS: Definition and


implementation of a joint international ATHENE Festival in different disciplines. It aims to
recover and valorise the ancient Greek and Roman culture and legacy in the construction of
the identity and values of the contemporary European citizenship, and to promote
intercultural dialogue making visible the shared roots, values and culture throughout the
Mediterranean basin, from East to West.

• MOBILITY OF THE CULTURE PROFESSIONALS: Encouraging mobility through stays and


good practices exchange workshops of culture managers of Ancient theatres, aiming at
improving their skills on culture management and on heritage and tourist valorisation of
Ancient Theatres.

• INTERCULTURAL DIALOGUE: Identification, characterization, selection and dissemination


of artistic and cultural performances that promote intercultural dialogue among
Mediterranean peoples, through the creation of a database and programming of joint
festivals, and the setup of the foundations for the creation of a Mediterranean Ancient
Theatres Network.

2. EUROPEAN ADDED VALUE


ATHENE entails an example at the EU level of how to jointly tackle a more efficient
enhancement of culture and ancient theatres, proposing joint activities and performances. It
provides a joint response to a common challenge, the revitalization and enhancement of the
ancient Euro-Mediterranean theatres, by the pooling of information and good practices which
will allow a better achievement of this objective in a European level.

The overall goal of the project, as well as the specific ones described above, can just be
achieved in a supranational or European level. The character of the project itself and all actions
address the achievement of an intercultural dialogue and culture products and culture
professionals exchange. This makes the project not to be effective in a national or regional
level.

3. WORK PROGRAMME

The project will be implemented following a Work Plan divided into 4 Components:
MANAGEMENT & COORDINATION, CULTURAL COOPERATION, NETWORKING, and
COMMUNICATION & DISSEMINATION. The following 13 Activities are planned:

Brief description & Goals
Management and Coordination will be based upon a workflow system that will ensure the
correct information processing and the decision making responsibilities and tasks by partner.
Its goals:
• To ease the decision-making of project partners on the strategic, financial and operational
fields, through a collegiate body - Steering Group - which will assess updated information
on project progress and will conduct results-oriented meetings.
• To facilitate the communication and coordination of the technical efforts of all partners,
leading to the achievement of planned tasks and results, by the use of supple and
standardized tools.
• To fulfil all of the Culture Program’s requirements in terms of technical and financial
reporting.
• To carry out an on-going monitoring of project progress vis a vis originally agreed work
plan, deliverables, results and budget, in order to identify deviations, for its resolution.

Activities
1. Definition of the management and coordination method
Method will be based upon the following tools:

• Partnership Agreement: Update and signature of the preliminary Partnership Agreement


between partners, mirroring the obligations arising from the contract agreement signed
between EACEA and Coordinator.

• Steering Group (SG) constitution: Chaired by the Coordinator, this will be the main body for
the strategic, technical and financial decision making on the project progress. A document
with the description of functions and role of its members will be agreed, included guidelines
for the peaceful conflict resolution.

• Project Implementation Guidelines, with templates for the running of SG (agenda,


minutes), guidelines for technical and financial declaration of expenditure, work plans and
reporting templates,..

• Intranet: Project Intranet accessible from the web platform, based upon open software, will

serve as a repository of all documents and for the exchange of communication messages.

• Monitoring system: based upon the planning of the whole project (Pert and Gantt
Diagrams), the implementation and review of 8 monthly Work Plans, which will include the
update of a Balanced Scorecard with key result and impact indicators of the whole project
and the delivery of 8 monthly expenditure claim by all partners.

2. Steering Groups - Management and coordination of the project

• Attendance to the Cooperation projects Coordinators Kick off meeting held by EACEA in
Brussels: P1 and P2 in representation of the consortium.

• Holding of 3 SG meetings for the coordination of technical efforts: Kick-off Meeting in Spain
(M1), 2º meeting Italy (M8), and in Croatia (M16)

• Agreement and implementation of 3 Work Plans between partners.

• Balanced scorecard updated each 8 months.

• Delivery of 3 Expenditure Claims by each partner for the financial monitoring of budget.

3. Reporting to the EU Culture Program

• Delivery of 1 Interim Technical Report and 1 Financial Interim Report.

• Delivery of 1 Final Technical Report and 1 Final Financial Report, including a Report of
Factual Findings on the Final Financial Report, by an independent external auditor.

Partnership involvement

P2 (SODEBUR) will be the responsible of this action, proposing the management and
coordination method, supporting the Coordinator on the chairmanship of the Steering Group,
developing and revising the agreed Work Plans, updating the Balanced Scorecard, carrying out
the financial monitoring of the project and conducting the reporting duties with the Culture
Program.

All partners will take part on SG meetings, deliver eight-month expenditure claims in order to
monitor the financial implementation of the project and contribute to the Interim and Final
Reports.

A Euro-Mediterranean ATHENE Festival will be programmed and organized in 2014 on 3

different locations (Burgos in Spain, Pula in Croatia and Lecce in Italy), on a focused period of
time (May-September 2014), when involved theatres usually programme performances.

ATHENE Festival will be, thus, international on its nature, as it will born as the result of the
concerted efforts of 3 Ancient Theatres and cultural operators, located in 3 different
Mediterranean countries, which will come up with a joint Festival Program.

The concept of ATHENE Festival will revolve around the recuperation of the ancient (Greek
and Roman) performances and theatres, as the medium and forum from which make visible
the influence and implications of such arts and culture on the current European identity,
showcasing the common roots and culture shared by the Mediterranean peoples.

To that end, ATHENE Festival Program will be composed by a combination of international


performances coming from the 3 partner countries involved on ATHENE on 3 distinct
disciplines: performance of classical music, folk music and classical theatre.

Each of the 4 Ancient Theatres will propose to the project specific performances in the 3
categories, to be discussed by partners, up until a decision is reached on the category of
performances that will be provided by each of the participating partners. The chosen 3 shows
will be played at each of the 3 locations of the festival on agreed dates. So, a single
international program will be played on all 3 locations with a combination of 1 national and 2
international performances.

The Festival Program definition will correspond to the partners based on their experience of
national spectacles which might resonate with the intercultural dialogue of the ATHENE
Festival. The selection will be conducted thus prioritizing the ones that will facilitate the
approach and promote the intercultural dialogue between the partner countries.

Activities
4. ATHENE Festival programming

• Definition and agreement on the intercultural dialogue goals, background and underlying
principles of the future ATHENE Festival.

• Identification, proposal and selection by all partners of potential national performances


which under the 3 possible art categories might be included within the ATHENE Festival
program.

• Confirmation of availability dates of selected performers for the play of their spectacles
with the 3 locations on agreed time frame.

• Design of a single ATHENE Festival Program with agreement of the performing days on
each of the 3 locations.

• Coordination of ATHENE Festival Program with the Parallel Culture Programme to be


conducted on the 3 closest cities to the involved ancient theatres (see Activity 13).

5. ATHENE Festival organisation

• Sub-contracting of the companies by the partners from its country of origin, which will
contract the selected company for the development of 3 spectacles, one on each of the 3
locations.

• Translation and professional lay out the ATHENE Festival Program on the 3 target
locations, and dissemination through ATHENE Project and Partners’ communication and
dissemination means.

• Ordinary management by partners of the registration process to the Festival


performances.

• Organization by partners of all the logistics (sound, stage, imaging,…) necessary for the
holding of the 3 performances included on the ATHENE Festival.

• Briefing and logistics support provided by each partner to the 3 international companies or
spectacles hosted.

6. ATHENE Festival celebration and evaluation

• Holding of the ATHENE Festival in the 3 partner theatres on agreed dates. An average of
850 people per performance is estimated, outreaching thus an audience of 7.200. The
live-streaming and differed streaming of each of the 9 performances (3 performances at
each country) will be arranged on “ATHENE Festival Virtual Stage” at ATHENE web
platform (See Activity 12), outreaching an estimated audience of 13.000 people.

• Evaluation of the ATHENE Festival, based upon the surveys completed by the audience
to the festival, the performers, the culture managers and partners. Evaluation will focus
on the impact (total audience), quality of performances and the adequateness of
performances vis a vis the underlying principles of the Festival, focusing on the promotion
of intercultural dialogue.

Partnership involvement

P1 (Provincial Council of Burgos) will be the responsible of this component. As such, it will lead
the delivery of the ATHENE Festival Concept Paper, will coordinate the selection of
performances to be included, will support partners on the sub-contracting of selected
companies, will organize the festival in Clunia Theatre in Burgos (Spain) and will conduct the
overall evaluation of the Festival.

Remaining partners, except for P2, SODEBUR, will provide feedback to the Concept Paper,
will propose relevant national performances, will take part on the selection and drafting of the
final Festival Program, will translate the Program to their locations, will organise the local
editions of the Festival and will took part on the evaluation process.

• Concept Paper on ATHENE Festival: Goals, concept, underlying principles.


• ATHENE Festival single program and 3 translated and context-based programs.
• 3 performances sub-contracted and played on 3 countries.
• 3 Reports (one per country) on the outcomes of ATHENE Festival.

This component is aimed at strengthening the cultural cooperation among ATHENE partners

following a networking approach which will also ensure the sustainability of the project results.

To that end a sequential number of actions are planned, further increasing the cooperation level
among partners, ranging from cultural information exchange to the field visit and exchange of
cultural management good practices, the support of partners’ staff mobility schemes and finally
the assessment on the creation of a formal Network.

This component will be open from its start to other potential Ancient Theatres’ cultural managers
at the national and EU level, looking for their access to the cultural events database and their
involvement on the good practices exchange activity, as a means to entice them to join the
Network. The involvement of new Ancient Theatres managers into the networking activities will
be closely implemented with Component 4 activities.

Activities
7. International database on Cultural Events

As a first step on the cooperation path, an exchange of information on the current cultural
activities of involved theatres will be proposed. To that end, a database with information about
the different cultural events held in the involved theatres in the last five years will be created,
placing a specific focus on the potential contribution or links of the reported performances and
plays to the promotion of inter-cultural dialogue.

Partners will agree on the fields to be addressed by the database but the following are
preliminarily proposed: Concept; technical description; artist/company details; event programing
dates, budget; potential contribution to the development of inter-cultural activities; impact:
audience numbers; and quality assessment by the audience.

A single database will be developed on line, following common and open database software,
which will be updated and kept by partners. It will be accessible on ATHENE web platform
(Activity 12), where partners will be able to conduct searches following agreed fields. Database
will be open to other Ancient Theatres interested on sharing their own cultural programming
information.

8. Good Practices Exchange Workshop

As a second step on the cooperation, the exchange of practices, policies and models on
Ancient Theatres’ management is proposed. The aim of this activity will be to enhance the
cultural management skills of partners, based upon a mutual learning approach of sharing each
partners’ successful practices.

To that end the organization of a Good Practices Exchange Workshop is proposed. This will
take place coincident with the third Steering Group meeting planned under Activity 2 (Pula,
M16).

Workshop’s program will be prepared by the hosting partner and will include the presentation
and exchange of regional and national Good Practices 1) in the field of cultural management
of Ancient Theatres looking for the specificities provided by this kind of forum, and 2) in the field
of successful business models of Ancient Theatres looking for their utmost economic
valorisation and cultural offer dissemination.

Workshop will be aimed at cultural managers and general managers of partner Ancient
Theatres. Such managers from other national and EU Ancient Theatres will also be invited to
take part on the workshop. Proposed tasks:
• Selection by partners of relevant Good Practices at regional and national level to be
presented at the Workshop.
• Involvement of other Ancient Theatres managers as speakers/attendants on Workshop.
• Delivery of Workshop Program and Good Practices Briefs well in advance.
• Holding of the Workshop: participation of at least 2 representatives by partner is expected
(except for SODEBUR), plus other regional and national stakeholders.

• Workshops Evaluation & Reporting: Attendants will fill up an evaluation survey, whose
results will be included on “Workshop Report”.

As a result of the Workshop, partners will get to select which of the field visited and exchanged
Good Practices might be transferable to their own Ancient Theatre. Partners will produce at that
time a “Transfer Action Plan”, where the transferability to their own context of selected Good
Practices will be described and planned. The implementation of such Transfer Action Plans will
be facilitated by the next Activity.

Transfer Action Plans will be documents summing up the mutual learning process and the
strategic reflection process conducted by involved Ancient Theatres in terms of the potential
improvement of their strategies and practices taking into consideration the successful
experiences of other Ancient Theatres.

9. Mobility of Culture Managers

As a third step on proposed cooperation path, and following the selection of Good Practices
carried out by other Ancient Theatres, each partner will have the chance to delve in depth on
the good practices proposed by other partners, through the support of a mobility scheme,
leading to planned and results oriented Staff Stages at involved Ancient Theatres.

Cultural managers from partners will have the chance so, to conduct 1 stay of 4/5 days in
theatres of the partners of their choice following the results of the Transfer Action Plans. This
stay visit will take place on the second year of the project, once the Transfer Action Plans have
been agreed following the Good Practice Workshop.

The Work Plan will be carefully planned between visiting manager and hosting managers,
focusing mainly on the modus operandi and details of selected good practice/s. As a result of
such stay, both visiting and hosting managers will have to produce “Evaluation Reports”.

10. Creation of ATHENE Network

This activity will run all along the project with different approaches:
• From the start of the project, the ATHENE Network activities will be open to other Ancient
Theatres. The identification of such stakeholders, all over Europe, will be mainly conducted
from Activity 11. A simple procedure will be prepared for Ancient Theatres to informally join
the ATHENE Network, getting access to the international cultural events database or to the
attendance to the Good Practice Workshops.
• At all Steering Group meetings a session will be devoted to the assessment of the
cooperation and networking dynamics within the partnership and with third Ancient
Theatres, allowing to conduct an on-going assessment on a future and formalized ATHENE
Network.
• On the last semester of the project, and taking into consideration the number of adhered
Ancient Theatres and the discussions held on regards to the sustainability of the Network,
P0 will elaborate an “ATHENE Network Model Brief”, assessing the pertinence of
formalizing or not the Network, its potential mission, services and membership procedures.
Agreed by all partners, the last six months of the project will be devoted to the
implementation of agreed ATHENE Network Model, and dissemination of proposed model
between potential members.

Partnership involvement

P1 (Provincial Council of Burgos) will be the responsible of this component. As such, it will
coordinate the achievement of a joint decision on the database contents and format, will sub-
contract its development and will coordinate its update by all partners. P1 will also propose the
overall method leading to the organisation of Good Practices Workshop, and staff mobility
schemes, which will be implemented by all partners. It will be also responsible with the support
of P2 on the delivery of the ATHENE Network Model Brief. Remaining partners, except for

SODEBUR, will take part on all actions. P2 will support nonetheless P1 on the organisation of
the Good Practices Workshop in Croatia and on the delivery of the Network Model Brief.

Brief description & Goals

This component will be transversal on its nature and will aim at the promotion of ATHENE
Network, at raising awareness on the profile of Ancient Theatres as a cultural asset, at the
dissemination of project results and at the outreaching and involvement of other Ancient
Theatres, potential partners of ATHENE Network.

Communication and dissemination will relay on a Communication Strategy and Plan, where the
target groups, messages and communication tools and events will be designed. For its specific
nature 2 of such communication means are highlighted: the ATHENE web platform, incepted as
the main communication tool where all the project info, results and network information will be
showcased and the organisation of Parallel Cultural Events at partner regions, coincident with
the celebration of ATHENE Festival (Activity 6).

Activities
11. ATHENE Communication Strategy & Plan

A Communication Strategy will be elaborated trying to achieve the consensus of all partners. It
will detail the following aspects of the project´s communication:
• Target Groups (Ancient Theatres´ managers, Ancient Arts Culture Managers).
• Promotion, dissemination and outreach messages by target groups.
• Definition and design of communication tools: web platform, digital newsletter, press
releases.
• Work Plan of Communication and dissemination actions.

Once the Communication Strategy is defined, partners will define and implement the following
communication activities and tools:
• ATHENE Network Image Handbook: ATHENE logo will be prepared and templates
elaborated for its consistent use jointly with the compulsory logos of Culture Programme.

• ATHENE Project flyer: a Flyer with ATHENE Project basic information will be elaborated,
and distributed at the start of the project, aiming at the involvement of further Ancient
theatres on the project. Available at English and local languages, in digital and in print.

• ATHENE web platform (Activity 12) and ATHENE Parallel Culture Programme (Activity 13).

• ATHENE Newsletter: a digital newsletter will be developed in English, each 6 months, to be


distributed on line through ATHENE web platform, providing information on the project

progress. It will aim at Ancient Theatres and Culture Festival managers from all over
Europe.

• Delivery of press releases and press conferences: with occasion of each of the Steering
Group meeting held, press releases will be delivered to the hosting partner’s
regional/national mass media. Likewise, with occasion of the launch of the ATHENE
Festival and parallel cultural programme a press conference will be held by each partner.

• ATHENE Festival publication: a publication will be produced on 3 local languages and in


English, with information on the outcomes of the first international edition of ATHENE
Festival, highlighting its contribution to inter-cultural dialogue and the cultural cooperation
aspects.

• ATHENE Network brochure: on the last semester of the project a brochure summarizing the
ATHENE Network model agreed by partners will be produced, in order to disseminate the
mission, services and benefits of officially joining the Network.

All along the project, partners will closely monitor the press appearances on relation to the
project activities on regional and national mass media, which will be reported on six-monthly
ATHENE “Press Dossiers”.

12. ATHENE web platform

ATHENE web platform will be the main information hub of the project, showcasing information
and activities striving to fulfil information, touristic, cultural and educational purposes. The web
platform, to be available in English and on local languages will be much more than a web page,
as it will include several interactive tools specifically produced for ATHENE:

• ATHENE project and partners basic information and access to the Project Intranet (Activity
1).

• ATHENE News and Newsletters where project progress and other relevant events and
news related to the cultural management of Ancient Theatres in Europe and related inter-
cultural dialogue, will be disseminated.

• Access by member organizations to international cultural events database (Activity 7).

• Dissemination of ATHENE Festival Programme (Activity 6) and Parallel Culture Programme


(Activity 13) at 3 locations.

• "ATHENE Festival Virtual Stage", where people will be able to watch on live streaming (and
recorded) the various artistic performances taking place in the framework of ATHENE
Festival and the Parallel Culture Programme in 3 locations.

• “ATHENE Ancient Theatres Recreation”: a section where 3D virtual of the 3 Ancient


Theatres involved on ATHENE will be displayed, highlighting the architectonic, social and
cultural impact of such forum both in Antiquity and in the Modern World.

• Repository of ATHENE Network deliverables, mainly the ATHENE Project Flyer, ATHENE
Network Brochure and the ATHENE Festival publication.

• Detailed information on ATHENE Network Model, with info on the Network’s mission,
benefits, services and membership procedures.

ATHENE website will be available on the first 4 months of the project. Nonetheless, the
development of the “ATHENE Ancient Theatres Recreation” section will only be available by the
end of the first year of the project.

13- ATHENE Parallel Culture Programme Events

In order to further disseminate the ATHENE Festival and ATHENE Network, and aiming to
make visible the inter-cultural dialogue perspective of the ATHENE Festival, the celebration of
the Festival will be coincident in time with a Parallel Culture Programme to take place on each
of the 3 locations.

The aim of such events will be transferring the general public the philosophy of recovering
Ancient Theatre and arts as a means to approach the population to other Euro-Mediterranean
cultures with which a common cultural heritage is shared.

ATHENE Festival’s venue will be the 3 Ancient Theatres involved, whereas the venue of the
Parallel Culture Programme will go beyond such forum, as they will entail the organisation of
dissemination activities and workshops on the closest cities to such Ancient Theatres. Thus, the
estimated schedule of such events will be from Mai to September 2014 in the following
locations: Spain (Burgos); Croatia (Pula) and Italy (Lecce).

P2, as Communication Manager will propose a document with Guidelines for the programing of
the Parallel Culture Program, in terms of target group definition, messages to convey, and
potential contents of the programme. It will be partners’ responsibility though the definition and
reporting of a Parallel Culture Programme which will comprise activities aimed at different target
groups, ranging from workshops aimed at Ancient History & Architecture & Arts professionals, to
the organisation of guided visits to students to the Ancient Theatres, to the organization of Cine-
Forum on related topics, …

Partners will have to produce accordingly both “Parallel Culture Programs and Work Plans” as
well as the “Parallel Culture Programme Reports”, where the activities carried out and its impact
will be reported.

Partnership involvement

P2 (SODEBUR) will be the responsible of this component. As such it will be responsible for
drafting the Communication Strategy and Plan and the definition and implementation of
communication tools such as the Network Image Handbook, digital newsletter, contents of
flyers, brochures and publications and ATHENE web platform.

For the delivery of such outputs it will relay on the partners’ contribution, whose efforts it will
coordinate, and on the external expertise of technical providers on graphic design, web site
developers, 3D virtual developers, lay out designers,…
