RULES & REGULATIONS
1. DATE

The exchange of memorials for preliminary rounds and researchers’ test shall be held on 28th

September. The Oral Rounds of the Intra-Department Moot Court Competition shall be held

on 29th and 30th September at the University Institute of Legal Studies, Panjab University,

Chandigarh.

2. LANGUAGE

The official language of the Competition shall be English.

3. PARTICIPATION AND ELIGIBILITY

3.1. The Competition is open for students pursuing Five Year Integrated B. A. LL.B. / B.

Com. LL.B. Course from UILS, Panjab University, Chandigarh and no other.

3.2. For the purpose of the Competition, the students are divided into two groups. Group I

consists of the students from the 1st and the 2nd year. Group II consists of the students of

3rd, 4th and 5th year.

3.3. Group I students are at a discretion to participate in Group II but the Group II students

cannot participate in Group I.

4. TEAM COMPOSITION

4.1. Each team shall consist of a minimum of two members and a maximum of three

members. This team composition cannot be altered under any circumstance.

4.2. In a team comprising of two members, both the members shall be designated as

Speakers. In a team comprising three members, two members shall be designated as

Speakers and the third member of the team shall be designated as a Researcher.

4.3. Students taking part in the Group I can form a team with students of either the 1st year or

the 2nd year. Students taking part in Group II can form a team with 3rd, 4th or 5thyear

students.

4.4. Group I Students can be part of a Group II team or can contest as a complete Group I

team in Group II but Group II students cannot be part of a Group I team and cannot

contest in Group I.

5. MOOT PROPOSITIONS

5.1. There shall be 2 moot propositions, one each for Group I and Group II, which shall be

released soon.

5.2. A copy of each proposition shall be made available in the Department Library and also at

the Facebook page of Moot Court Society, UILS.

6. CLARIFICATIONS TO THE MOOT PROPOSITIONS

6.1. Participating teams may request for clarifications to the official moot problems by

sending an email addressed to intramootuils2k18@gmail.com with the Subject as “Intra-

Moot Clarification Group I/II” latest by September 5, 2018.

6.2. A full list of clarifications shall be released by the September 6, 2018.

7. TEAM REGISTRATION

7.1. The teams will have to register themselves by completing and submitting the

Registration Form available on the facebook page, @UILSMCS by 11:59 p.m. IST by

September 1, 2018.

7.2. Upon successful completion of registration, the teams will receive an email from the

Organizers within a week informing them of their successful Registration latest by the

September 3, 2018.

7.3. The teams successfully registering online as aforesaid will be provided a Team Code

(TC) as uploaded on the page and the notice board. Once the teams have been provided

the TC, the said Code will have to be mentioned by the teams in all future

communication(s) with the Organizers.

7.4. Teams must not reveal their identity or any other personal details in the written

Memorials, or at any time during the Competition, or at the request of the judges. Non-

compliance of this rule shall ensue such consequences as the Organizers may deem fit.

8. ORAL SUBMISSIONS

8.1. GENERAL RULES

8.1.1. The Competition shall consist of four set of rounds: the Preliminary Rounds, the

Quarter Final Rounds, the Semi Final Rounds and the Final Round.

8.1.2. The oral arguments shall be confined to the issues presented in the memorial

unless otherwise stated.

8.1.3. The Researcher must sit with the Speakers throughout the oral arguments.

8.1.4. The time split between the speakers must be communicated to the Court Secretary

prior to the commencement of each Round. Once so informed, these timings shall

not be changed.

8.1.5. Use of any electronic gadgets is not permitted during the course of oral

proceedings.

8.1.6. Teams may pass on compendium (highly recommended) of the sources they cite

in their Memorials if so requested by the judges.

8.1.7. Following the concept of an open court, the total scores of the teams (not

individual speakers) will be declared at the end of round by the judges, once the

calculation has been verified by a member of the Organizing committee. This will

only be applicable to the preliminary rounds. However the qualifying criteria shall

be announced at a later stage.

8.2. SCORING

Maximum scores for the oral rounds shall be 100 marks per speaker. Evaluation shall be done

on the basis of the following criteria:

➢ Knowledge of Law: 20 Marks

➢ Application of Law to Facts: 20 Marks

➢ Ingenuity and Ability to Answer to Questions: 20 Marks

➢ Style, Poise, Courtesy and Demeanour: 20 Marks

➢ Time Management: 10 Marks

➢ Organization:10 Marks

The qualifying criteria for Quarter-finals shall be announced at a later stage.

8.3. PRELIMINARY ROUNDS

8.3.1. There shall be an exchange of memorials as per the fixtures released by Moot

court society on September 28.

8.3.2. There will be 2 Preliminary Rounds. Each team will have the opportunity to argue

from both the sides.

8.3.3. The time limit for the oral submissions shall be twenty five (25) minutes for each

team. This shall include the submissions of both the speakers from the team and

the time reserved for rebuttal/ sur-rebuttal. This time may be divided between the

two speakers as per discretion, but, each speaker shall speak for a minimum of at

least ten minutes.

8.3.4. No two teams shall face each other more than once in the Preliminary Rounds.

8.3.5. Eight Teams from both groups will proceed to the respective Quarter-Finals.

8.4. QUARTER FINALS

8.4.1. The time limit for the oral submissions shall be twenty five minutes for each

team. This shall include the submissions of both the speakers from the team and

the time reserved for rebuttal/ sur-rebuttal. This time may be divided between the

two speakers as per discretion, but, each speaker shall speak for a minimum of at

least ten minutes.

8.4.2. The Quarter-Final Rounds shall be Knock-Out Rounds.

8.4.3. Winners of the Quarter-Final Rounds in each Court Room shall proceed to the

Semi Final Round.

8.5. SEMI-FINALS AND FINAL ROUNDS

8.5.1. In the Semi-Final and Final Rounds, the time limit for the oral submissions shall

be forty minutes for each team. This shall include the submissions of both the

speakers from the team and the time reserved for rebuttal/ sur-rebuttal. This time

may be divided between the two speakers as per discretion, but, each speaker

shall speak for a minimum of at least fifteen minutes.

8.5.2. The Semi-Final Rounds shall be Knock-Out Rounds.

8.5.3. Winners of Semi-Final Rounds in each Court Room shall proceed to the Final

Round.

8.5.4. Winner of the Final Round shall be declared as the winner of the Competition.

9. WRITTEN MEMORIAL SUBMISSION

9.1. GENERAL RULES

9.1.1. Teams have to prepare Memorials for both the sides.

9.1.2. The teams must submit in advance one soft copy by September 18, 2018 by 11:59

p.m. and three hard copies of their Memorials for evaluation by 2:59 p.m. on

September 19, 2018. The hard copies have to be submitted in MCS office

(Second Floor) while the soft copy must be emailed to

intramootuils2k18@gmail.com with the subject as “Intra-Moot Memorials for

Group 1/ Group 2 for Team Code---”. Requests for extension will not be granted

under any circumstances. The teams qualifying for the semi-finals will be asked

to furnish another copy of their memorials.

9.1.3. All soft copies must be emailed in in pdf format.

9.1.4. Each Memorial shall be a single file/document. The two files shall be named

“TC…. Memorial for the Petitioners/Prosecution” and “TC… Memorial for the

Respondent/Defense” or the legally applicable name respectively.

9.1.5. The content of the hard copies must be the same as that of the soft copy.

9.1.6. Although late Memorial submissions can be allowed only on a reasonable ground

based on approval of faculty coordinator, however, Memorial marks will be

deducted.

9.2. CONTENTS OF THE MEMORIALS

9.2.1. The Memorials have to be submitted on A4 size paper printed on both sides.

9.2.2. The Memorials shall contain the following:

a. Cover page, including:

➢ The Team Code on the upper right hand corner

➢ Title of the Competition

➢ The name and place of the forum

➢ The relevant legal provision under which it is filed

9.3. FORMAT OF THE MEMORIAL

9.3.1. The Memorial shall be typed on A4 size paper printed on both sides, with the

following mandatory formatting specifications (except for the Cover Page, Table

of Contents and Index of Authorities):

a) Font Type: Times New Roman

b) Font Size: 12

c) 1.5 line Spacing

d) Margins: 1 inch on each side.

For footnotes, the formatting specifications are:

e) Font type: Times New Roman

f) Font Size: 10

g) Single Line Spacing

9.3.2. All citations of authorities must be given only as footnotes and not in the text of

the arguments.

9.3.3. In the memorial, teams shall observe a uniform mode of citation. Teams may refer

to Basic Legal Citation available at .law.cornell.edu/citation/, or OSCOLA

(Oxford Standard for Citation of Legal Authorities) available at

denning.law.ox.ac.uk/published/oscola_2006.pdf. or any other standard legal

citation.

9.3.4. All pages in the memorial should be numbered. Reference to corresponding page

numbers should be given in the Table of Contents and Index of Authorities.

9.3.5. The Memorials shall be stapled only and usage of any other material for attaching

the pages of the memorial shall incur a penalty of 3 marks per memorial.

9.3.6. The following colour scheme shall be followed for the Cover Page of the

Memorial:

➢ Plaintiff/Petitioner/Prosecution/Complainant: Blue

➢ Defendant/Respondent/Defence/Opposite Party: Red

9.3.7. Memorials not fulfilling the above formatting requirements shall be subject to

penalty marks.

9.3.8. Go Green Intiative: Keeping in view the principle of Sustainable Development,

MCS, UILS has decided to penalise the wastage of papers during the Intra

Department Moot Court Competition, 2018. The following rules have been

framed to cater to the demand of environment conservation:

➢ The Memorials shall be double-side printed and single-side printing of

Memorials shall incur penalty of 7.

➢ The Memorials shall be stapled only and usage of any other material for

attaching the pages of the memorial shall incur a penalty of 3 marks.

➢ There shall be no usage of plastic sheets and contradicting this provision

shall incur penalty of 4 marks.

➢ Exceeding the page limit as mentioned in Clause 9.2.2 shall incur a penalty

of 2 marks per page.

➢ The Brownie-points (i.e. +1) shall be added to the memorial marks for

following each of the above mentioned Go Green rules.

➢ The Compendium/Judgements shall be double-side printed and single-side

printing of Compendium/Judgements shall incur penalty during the oral

rounds at the discretion of the Judges.

➢ Keeping in view the Go Green Initiative, it is highly recommended that

your Compendiums shall not be too bulky and only the relevant judgments

may be printed.

9.4. SCORING

9.4.1. The maximum scores for the memorials shall be 100 points. The memorials shall

be evaluated on the following criteria:

➢ Knowledge of Law and Facts: 25 Marks

➢ Proper and Articulate Analysis: 25 Marks

➢ Extent and Use of Research: 20 Marks

➢ Clarity and Organization: 20 Marks

➢ Grammar and Style: 10 Marks

10. RESEARCHERS’ TEST

The researcher of each team shall be competing for the best Researcher in their respective

groups on September 28, 2018. For evaluation, 50 marks MCQ Test will be provided to be

attempted in 30 minutes times. The questions will comprise of generally the laws covered in

Fact sheet along with basic legal knowledge. For each correct answer, 1 mark will be

awarded and a penalty of 0.5 for a wrong answer. This shall be compulsory for the teams

having a researcher. If the participant does not show up on time, the entire team shall be

disqualified.

11. AWARDS

11.1. The participating teams from both the groups separately compete for the following

awards and prizes :

a. Winning Team - Rs 3000/-

b. Runner-Up Team - Rs 1500/-

c. Best Memorial - Rs 1500/-

d. Best Student Advocate - Rs 1500/-

e. 2nd Best Student Advocate - Rs 1000/-

f. Best Researcher- Rs 1000/-

11.2. Each member of the participating team shall be awarded a Certificate of Participation.

11.3. All the winners shall be given trophies. The teams competing in the Final Rounds from

both the Groups will also have the opportunity to represent UILS in a National Moot

Court Competition of their choice in the academic year 2019-2020 provided that no

National Moot Court Competition shall be reserved which has been reserved in the

Academic Session 2018-2019 by the Finalists of Group I and Group II of Intra

Department Moot Court Competition, 2017.

12. MISCELLANEOUS

12.1. The MCS’s decision shall be final as to conduct of proceedings in the Oral Rounds.

12.2. Any grievance in the conduct of the Competition may be addressed to the Organizing

Committee of the Competition, whose decision shall be final.

12.3. If any one of the members of a team is notified or informed of any detail or information

concerning the Competition, it shall be deemed as if the said team as a whole has been

duly been notified or informed.

12.4. Dress Code:

➢ Boys: Western formals, i.e., White Shirt, black trousers, Black coat and tie.

➢ Girls: Indian formals, i.e., White Sari or Salwar-Kurta, or Western formals, i.e., white

shirt, black trousers/skirt and a black coat.

Teams shall not wear neck bands and gowns.

12.5. The Moot Propositions are neither intended to nor do they attempt to resemble any

incident or any person, living or dead. They are fictitious factual accounts prepared for

the purposes of the present Competition only and do not attempt to influence or predict

the outcome of any matter whatsoever.

12.6. The Organizing Committee reserves the right to amend, alter, vary or change, in any

manner whatsoever, the Rules governing the Competition, which would be

communicated to the teams within a reasonable period of time.

12.7. The Organizing Committee, as mentioned in these Rules, refers to the Moot Court

Society (2018 -2019) of UILS Panjab University, Chandigarh.

12.8. Attendance will be given to all the participants, volunteers and moot court society

members as suggested by the faculty incharge of Moot Court Society and approved by

the Academic Committee of UILS, Panjab University.
