What�s the difference between a false witness and a false testimony?

In relation to the Webb case, can Jessica Alfaro be prosecuted for false testimony
against a defendant and can the prosecutors who presented Alfaro or the NBI agents
who brought her to the prosecutors be prosecuted for offering a false witness under
Art. 184?
