0.1 THE COMPANY


PT. Vektor Maritim (herein after called “the Company), aware of the primary need of the safe
management and operation of ships and of the pollution prevention, has adopted and implemented
the International Safety Management Code (IMO Resolution A.741(18)), and has achieved the
Document of Compliance of its Safety Management System from the various Flag Administrations.

Our vision is to become the ship owner’s most preferred ship management Company through
innovation and continual improvement.

Our mission is to become a leading third party ship management company by investing in people,
learning continuously, using our best effort to achieve Zero incidents / Zero pollution on our fleet
vessels and an environment friendly management ashore.

The Company is totally committed to achieving the highest management standard with particular
emphasis being placed upon Safety, Quality, Safe working practices and Protection of the
environment.

Aiming to maintain and to improve its position on the market and aware that quality of the service,
as well as the safety and the environmental protection are critical elements of modern competition
on the international market, the Company has improved its management system by establishing and
implementing a Safety, Quality and Environmental Management System (herein after called
SQE System).
The SQE System, described in this Manual,
a) includes the commitment of the Company in regard to the safety, quality and the environmental
protection policy and system of the managed vessels in compliance with the ISM Code (IMO
Resolution A.741(18)), and
b) complies with the applicable requirements of the standards ISO 9001:2008 and ISO 14001.

The SQE system applies to all activities of the Company which include, but are not limited to:
 maritime transport, by managed vessels, of oil products, containerized and break bulk cargoes
for customer's account
 arrangement for the assistance, maintenance, survey and repair of the hull, machinery and all
other equipment of the managed Vessels as required by the classification Bodies, international
conventions and state and international legislation, in order to keep the Vessels in safe and
efficient condition
ensuring that the managed Vessels and their equipment, as well as their crew, are maintained to the
statutory safety requirements of the Vessels’ flags, international regulation, Owner and Company
standard and Customers’ requirements.

0.2 SCOPE, IMPLEMENTATION AND CONTROL OF THE SQE MANUAL


This Manual describes the measures established by the Company in order to make the personnel of
the Company, the Masters of the managed Vessels, as well as any other concerned party, aware of
the action and measures established by the Company to comply with the international standards for
the safe management and operation of ships and for environmental protection and to assure the
quality of the activities and their compliance with the contractual requirements.

The main purposes of the Manual are the following:


 to provide an overall introductory guide to the SQE System established by the Company;
 to state the Company's policy which governs the safe and efficient operation of the managed
vessels (on behalf of the Company's shipowning clients) as well as the quality of its services;
 to state how the Company responds to unplanned events; and
 to fix a basic reference for all ship management documents which control the main day to day
activities of the Company's personnel.
The Environmental Management System of the Company is applicable to the management and
operation of a fleet of Bulk carriers, Oil Tankers and Chemical Tankers for International Voyages.
All office-based staff and seagoing personnel involved in activities affecting the safety of the
managed vessels, the environmental protection and the quality of the contracts is committed to carry
out its duties as established in this Manual and in the referenced SQE documents.
Controlled and identified copies of this Manual are distributed within the Company and to the
Master of the managed vessels, as specified in an appropriate distribution list. The Manual is freely
accessible and is kept where the personnel of the Departments, ashore and on board, can easily
consult it.
The Manual is structured in chapters, each identified by its revision number. The actual status of the
Manual is identified in the Manual index which shows the revision number of each chapter. In case
of revision of the Manual, the SQE Manager will provide for the distribution of the revised chapters
in accordance with the distribution list, while the recipients will provide for updating their own
copy.
Photocopies made for internal use within the Departments are under the responsibility of the Dept.
Mgrs., but shall be considered as uncontrolled copies.
This Manual is the property of PT. Vektor Maritim and its use is restricted to the Company and the
managed Vessels. Uncontrolled copies of the Manual may be distributed outside the Company for
information or commercial purposes, upon approval of the Management.

0.3 NORMATIVE REFERENCES

0.3.1 Reference Documents


The SQE Management System described in this Manual intends to comply with the requirements of
the following, as applicable to the Company’s services:
 International Safety Management (ISM) Code (International Maritime Organization (IMO)
Resolution A.741(18)) – International Management Code for the safe operation of ships and for
pollution prevention

 ISO 9001:2008 – Quality Management Systems – Requirements


 ISO 14001:2004 – Environmental Management Systems – Specifications with guidance for
use

0.3.2 Requirements exclusions


With reference to the requirements of the above documents the following exclusion and/or
interpretation shall apply to the SQE Management System:
ISO 9001:2008: the following requirements are not applicable to the Company’s activities:

clause 7.3 - Design and development: the ordinary Company’s activities


does not include any design process. This clause could be applicable only in
case of new traffic lines or special services never provided before.

0.4 TERMS, DEFINITIONS AND ACRONYMS

Accident/Incident: Incident involving injury or damage to live, the environment, the ship
or her cargo.
Audit: Systematic examination to determine whether the SQE activities and
related results comply with planned arrangements and whether these
arrangements are implemented effectively and are suitable to achieve.
Auditor: Independent person qualified to perform verification of compliance
with the requirements of the SQE.
Company: The managed ship owner or any organization or person that has
assumed responsibility for the operation of the ship from the ship
owner and who, on assuming such responsibility, has agreed to take
over all the duties and responsibilities imposed by the ISM Code.
For the purpose of this Manual and all the SQE documentation, the
Company is Vector Maritim.
Contract: Agreed requirements between a supplier (of products or services) and
customer transmitted by any means.
Corrective Action: Action taken to eliminate the root cause(s) and symptom(s) of a
detected non-conformity to prevent recurrence.
Customer The party to whom services are provided by the Company.
(or Client): For the purposes of this Manual and the rest of the SQE system
documentation Customer (or client) is the ship owner and the
charterer.
DMR The person appointed by the top Management as the person

DOC A certificate issued for every company complying with the


Document Of requirements of the ISM Code by the Administration, by an

be placed onboard in order that the Master, if so asked, may produce
it for the verification of the Administration or organizations
recognized by it.
Environment: Surroundings in which the Company and the managed ships operate,
including air, water, land, natural resources, flora, fauna, humans and
their interaction
Environmental aspect: Element of the Company’ activities or services that can interact with
the environment
Environmental impact: Any change to the environment, whether adverse or beneficial,
wholly or partially resulting from the Company’s activities, or
services
Environmental Overall environmental goal, arising from the environmental policy,
objectives: that the Company sets itself to achieve, and is quantifiable whenever
practicable
Environmental Measurable results of the environmental management system, related
performance: to the Company’s control of its environmental aspects, based on its
environmental policy, objectives and targets
Environmental target: Detailed performance requirement, quantified where practicable,
applicable to the Company or the managed ships, that arises from the
environmental objectives and that needs to be set and met in order to
achieve those objectives.
Finding: A non-fulfillment of objectives or requirements defined by the
company which goes beyond what should be subject to mandatory
ISM Code certification. A finding does not effect the issue or renewal
of the certificate.
Flag Administration: Government of the State whose flag the ship is entitled to fly.
Hazardous situation: Situation where the safety of the personnel, ship, cargo, or the
environment are at risk.
Inspection: Activities such as measuring, testing, gauging, one or more
characteristics of a product or service and comparing these with
specified requirements to determine conformity.
Internal Auditor: Person of the Company qualified to perform verification of
compliance with the requirements of the SQE.
ISM Code: The International Safety Management Code for the safe operations of
ships and for pollution prevention adopted by IMO with the
Resolution A.741(18).

Product: Result of activities or processes.
A product may include service, hardware, processed materials,
software or a combination thereof and can be tangible or intangible
or a combination thereof.
For the purposes of the ISO 9001:2008 Standard the term “product”
applies to the intended product offering only and not to unintended
“by-products”.
For the purposes of this Manual the product that the Company
provides to its customers is 100% service (intangible). However,
other tangible or intangible products are also addressed, such as
purchased or customer-supplied materials and services.
Quality: The totality of features and characteristics of a product or service that
bear on its ability to satisfy stated or implied needs.
Record: Document demonstrating fulfilment of specific Safety, quality and/or
environmental requirements.
Safety: The state at which the risk is reduced to an acceptable limit.
Safety, Quality and The structured and documented system enabling Company personnel
