GLEN? 4 Introduction ‘Abu Dhabi Distribution Company is committed to ensure the safe operation of its network components by continuous evaluation of its performance. As a utility provider, it is ADDC’s responsibility to ensure that the guidelines issued by Regulation and Supervision Bureau (RSB) are being implemented. The manufacturer shall visit the web site of Regulation and Supervision Bureau (RSB) www.tsb.gov.ae to understand the regulatory standards applicable for LV installations. As a pre requisite, ADDC has set up a prequalification process and published a Vendor list of the Manufacturers and their products, after careful evaluation of the technical a parameters and the type test reports. Hence it is mandatory for the all the LV Switchgear manufacturers to get their LV Switchgear pre-qualified by ADDC prior to installation/use. This document is prepared to provide general guidelines for the Manufacturers of the LV Switchgear, who would like to get pre-qualified with Abu Dhabi Distribution Company (ADDC). GL.GN.02 Special Distribution boards used for IT industries Automatic Transfer Switch (ATS) (used for standby generator feeders) Motor Control Centres (MCC) (with motor starter units including soft starters and variable frequency Drives) LV Capacitor bank Panel Bus ways LV Switchgear components such as ACBs, MCCBs, MCBs RCDs ADDC's prequalification is not compulsory for Single core cable & Wires, Sockets, Extension Boxes, Conduit, Cable lugs, lamps & fittings etc. The end user shall ensure that these products are from reputed manufacturer who has at least 10 years of installation reference in the Emirate of Abu Dhabi and that all apparatus have been subjected to the applicable IEC Standards and Tests. 3 Objective of the prequalification process The objective of this guideline is to facilitate the LV Switchgear manufacturers to understand ADDC’s requirement in pre-qualifying their LV Switchboards with ADDC. The LV Switchboard include Main Distribution Board(MDB), Sub Main Distribution Board (SMDB), Final Distribution Boards(FOB), Special Distribution boards used for IT industries, Automatic Transfer Switch (ATS) (used for standby generator feeders) Motor Control Centres (MCC) (with motor starter units including soft starters and variable frequency Drives) and LV Capacitor bank Panel The manufacturers who would like to get pre-qualified and registered with ADDC to supply the LV Switchgear and other components in the Emirate of Abu Dhabi shall fully comply with the guidelines provided here under. It is mandatory that all the specified type tesfs shall be carried out for the switchgear in a an approved laboratory witnessed and certified by one of Third Part Inspectors/Certifying Agents as listed under Clause 7.1 of this document. The certificate issued by the agencies, after the type test, shall be on the name of the manufacturer, clearly mentioning the country of origin. Any panel assembler who uses the design of the Original Equipment Manufacturer (OEM) and would like to pre-qualify with ADDC, they have also to conduct separate type test (other than that of the OEM). They assemble the full range of mechanical and electrical components (enclosures, busbars, functional units, etc.), as defined by the original manufacturer, in accordance with the original manufacturer's instructions in order to produce various ASSEMBLIES, Irrespective of the enclosure parts supplied by OEM or manufactured by assembler, the complete unit shall be type tested and the Type Test Certificate shall be issued on their name for the Assembly Manufacturer. 5.3 Supplier Supplier is an agent who is authorised by the OEM (as defined under 5.1) or the Assembly Manufacturer (as defined under 5.2) to distribute the Assembly in UAE. He shall be the local contact point for ADDC for any discussion & enquiry. He shall be responsible for coordinating with OEM for all technical & non technical matters as required by ADDC. The supplier should hold a valid distribution/agent ContraclAgreement with the OEM and/or Assembly Manufacturer. The panels supplied from countries other than UAE to the Projects in Abu Dhabi, shall hold attested valid country of origin certificate or shipment certificate in the name of the project for that switchgear intended for. GL.GN.02 6.2 Ambient Conditions The Assembly shall be rated for the mean ambient air temperature of 50°C. The design humidity shall be 100%. 6.3 Degree of Protection The minimum acceptable ingress protection for the LV Switchgear shall be as mentioned below; (Refer 8.2 of 61439). Description IP Class. Table 1: Degree of Protection However this ingress protection shall be set for higher grade as demanded by the site installation conditions and locations. ADDC holds no responsibilty of any fault due to wrong IP ratings of above LV equipment installed at locations that necessities a higher ingress protection. The Consultant/Contractor shall review the IP requirement case to case, All the IP rating of the above panels shall be subjected to type test as per IEC 60529 (Degrees of protection provided by enclosures (IP Code)). 6.4 — Forced cooling As per the standard practice, ADDC does not accept forced ventilation for the LV Switchgear panels in general, as its failure may result in Hot Spots and subsequent failure of the breaker/switchgear when it is fully loaded (upto its specified rating with forced ventilation). Also please refer Clause 9.2. The type test report shall mention clearly these components along with their corresponding rating Itis the manufacturer/Supplier's responsibility to inform their Client about any Special conditions that were mentioned by ADDC LV Switchgear Committee in their prequalification letter. Guideline for carrying out type test 8.1 ADDC Approved Third Party Inspectors/Certifying Agents The following is the list of ADDC approved third party inspectors/Certifying agents who shall carryout the test/certify the type test certificates. ADDC will accept the type test certificate issued and certified by one of these agencies, The manufacturers are advised to type test their product as per the Guidelines stated in the document and get certified. by one of these agencies. It is mandatory that the test lab shall be certified as per BSEN ISO/IEC 17025 or Equivalent. The manufacturer shall submit documents to verify this requirement, as a part of the prequalification procedure. 1. DEKRA Certification B.V. 2. The MDB having rating 1600A and above shall be of Form (4b) construction. The form of construction for MDBs below 1600A, SMDB and FDB shall be minimum Form 2, (Note: Manufacturers who are already pre-qualified for their Main Distribution Panel Assembly of rating 1600A or above having Form 2 construction , shall carry out additional tests required for a Form 4b Construction in an approved laboratory and get certified for Form 4b construction, to renew the validity of their prequalification) The cross section of the busbars shall be according to the latest IEC 60865-1 recommendation, uniform throughout the length of switchgear and shall be adequately supported and braced to withstand the stresses due to the specified short circuit currents. The neutral bus bar shall be of the same size as the phase busbar. The cross-section of the earthing bus shall be according to latest IEC 60865-1 recommendation and shall have sufficient cross-section to carry the momentary short circuit and short time fault currents to earth without exceeding the allowable temperature rise. As a minimum, ADDC recommends that the cross section of the earth bar shall be 50% of the phase bars. As a normal practice, the main busbar shall be horizontal and located at the top side of the . LV Switchgear having horizontal busbar located at the bottom side of the switchgear is acceptable only at buildings where the installation of such switchgear comply with the environment conditions. ADDC Inspection section approval shall be obtained prior installation of such Switchgears. All rating of the circuit breakers should be tested in accordance with IEC 60947-2 (its updates issued at the time of testing) and to be pre-qualified with ADDC LV Switchgear Committee. The original manufacturer is required to design and test the assembly to ensure the incoming device is capable of carrying the full rated current of the assembly, while keeping in line with the additional requirements laid out in this document Manufacturer shall consider using the next higher size breaker, so that the temperature rise will be improved. 10.3 Orientation of the Breakers ‘The manufacturers shall maintain the same orientation of the breakers (vertical or Horizontal) that was used in the type tested model. The same clearance that was in the type tested unit shall also be maintained. This is important with respect to the arc energy dissipation. 10.4 Temperature rise test. It is important that all the LV Switchgears are rated for the ADDC specified mean ambient air temperature of 50 degrees. Allowed temperature rise limit is 55 Degree K (at mean ambient air temperature of 60°C) as per IEC 61439. If the type test laboratory does not have the facility to test at this ambient condition. it shall clearly mention in the report that the temperature rise at rated current is within this limit at the specified mean ambient air temperature of s0°c If the highest rated breaker in a particular frame size is used in the test, the link connecting this breaker to the main bus bar is also tested for temperature rise and short circuit. Lower rated breaker in the same frame should be acceptable provided the same link as the one used for testing in used in the panel supplied for projects. 10.5 Test with enclosure The type tests (including the Short Circuit Tests) shall be performed with enclosure and with all incoming and outgoing breakers installed. The tests carried out otherwise shall not be acceptable. 10.6 Application of the old and latest standards - IEC 60439 and IEC 61439 ADDC shall accept only the type test carried out as per 61439 starting from January 2012. GL.cNo2 standards, shall submit a declaration that the type tests are valid as per the Annexure D of 61439. Any calculation/additional test required shall be carried out before submitting the prequalification documents. DDC advice all the manufacturers who are in the Vendor list that they should complete the type test as per new IEC 61439 by ‘1st January 2015. After this date only the manufacturers holding the type test as per IEC 61439 (and its issued updates) will be included in the Vendor List. The Manufacturers shall carry out any additional tests that are required to be carried out (other than that are carried out as per IEC 60439) for the full compliance to IEC 61439. The certifying authorities shall review all the type test reports carried out as per IEC 60439 and the additional tests carried out and a certificate stating its full compliance to IEC 61439 shall be issued to the manufacturer. 11 Motor Control Centre (MCC) Panel Motor Control Centres (MCC) that is used as a main distribution board (with busbars assembly) will necessitate prior LVSG committee approval and shall be with Form 4b construction. MCC that are part of plant machinery will not necessitate prior LVSG committee approval; 12 LV Capacitor Panel Metal Enclosed Capacitor Banks must be type tested as per IEC 61921 Standards, and pre-qualified by LVSG committee. The general technical requirements and details of the tests are given below. The format for the submission is included in Appendix. 121 General Technical Requirement The power factor correction capacitor banks shall be free standing or wall mounted (for small rating). Genin Metal enclosed capacitor banks and all associated components shall conform to the latest relevant IEC standards and RSB Wiring Regulation requirements. . Metal enclosed capacitor banks shall be designed suitable for the intended installation and site conditions, with full consideration given to heat dissipation, cooling, ambient temperature, dust and humidity. |. The metal enclosure system and the various components shall be designed and selected to ensure that all components operate within their normal rating and in compliance to the latest relevant IEC standards. The design and component selection shall consider continuous operation at a system voltage of 440 volts and ensure reliable performance in consideration of over voltages and over currents including harmonics as required by the Electricity Wiring Regulations and the latest IEC standards Capacitor units shall be temperature Class D and have adequate voltage rating in order to ensure they operate within their design limits in consideration of the overvoltage / overcurrent conditions and the specified mean ambient temperature of 50 Degrees. Capacitor units shall be metal encapsulated, suitably mounted and spaced to ensure adequate cooling. Switching contactors shall be specially suited for capacitor switching in order to prevent restriking on opening and to accommodate the maximum inrush current resulting from back to back switching on closing. On capacitor banks not fitted with series tuning reactors the switching contactors shall incorporate series resistors. ‘The design, manufacture and installation shall meet best industry practice and ensure safe and reliable operation over a minimum operating life of 10 years. Metal enclosed capacitor banks shall be installed, operated and maintained strictly in compliance with the manufacturer's requirements and guidelines. 12.2 Switching and overload protection Each stage of the capacitor bank shall have protected by high rupturing capacity (HRC) fuse. The capacitor and the reactor combination shall be tuned below the third harmonic frequency level (135 Hz) for each capacitor stage. 12.3.2 Rise of ambient temperature The capacitor bank shall incorporate forced ventilation, as required. The design of the ventilation system should limit the temperature rise within the maximum temperature operating characteristics of the capacitor bank components. Should the ventilation system fail, an alarm and a trip mechanism should be incorporated. 12.4 Type tests All type tests shall be carried out in ADDC/ADWEA approved independent testing laboratory and in accordance with the latest issues of the IEC 61921 and IEC 61439- Type tests shall be carried out on a sample of an assembly or on paris of assemblies manufactured to the same, or similar design, and under the responsibility of the manufacturer. Type tests include: a) Verification of temperature-rise limits b) _ Verification of dielectric properties ©) Verification of the short-circuit withstand strength 4) Verification of the effectiveness of the protective circuit ) _ Verification of clearances and creepage distances f) Verification of mechanical operation 9) __ Verification of the degree of protection These tests may be carried out in any order and/or on different samples of the same type. If modifications are made to the components of the assembly, new type tests shall be carried out, but only in so far as such modifications are likely to adversely affect the result of these tests. ADDC will accept only the pre-qualified LV capacitor panels starting from 1° September 2012. Till then, as a minimum requirement, the manufacturer shall use only a pre-qualified busbar arrangement for the LV capacitor panel. In addition, the manufacturer shall fully comply with the above technical parameters/requirements for the LV capacitor banks/panels. 13 Recommended Busbar cross section The current rating of the copper busbars published by Copper Development Association is given under Appendix A. Manufacturers shall follow these guidelines in sizing the busbar. For any other cross sections that are not included in the table under Annexure A, the manufacturer shall submit the current carrying capacity calculation as per IEC guideline and at the design mean ambient temperature of 50°C with respect to this rating. 44 LV Switchgear Description The manufacturers shall refer to RSB Wiring Regulation for the description of the LV ‘Switchgears that form part of the Consumers electricity network. The short circuit current withstand capability of the Main Distribution Board and the Sub Main Distribution Board shall be as summarised in the following table. Table 3: Short Circuit Current Withstand Rating For MDBs and SMDBs with fixed type circuit breakers, mechanical type test (Clause 10.13 of IEC 61439-2) is optional and that with withdrawable type cirouit breakers, the mechanical test is mandatory. Number of outgoing feeders for SMDBs and FDBs shall be as per RSB Guideline. FDB shall be subjected only to short circuit test and temperature rise test. All the manufacturers are advised to complete the additional temperature rise test by 1% January 2012 and FOBs having the both short circuit test and temperature rise test shall only be accepted from that date. No type test is required for the Consumer unit (single phase DB) if its equivalent TPN. DB (with same busbar cross section) is type tested. However the breakers used shall hold valid LV Switchgear Committee approval. 45 Attestation of the Original Type test Certificates The type test certificate issued by the Testing Laboratories/Agents shall be on the name of the manufacturer or the assembler who would like to pre-qualify with ADDC. (refer Clause 5 of this guidelines). After the preliminary evaluation and acceptance of the proposed LV Switchgear by LVSGC, the Manufacturers/Assemblers in UAE shall be advised to submit the original type test certificate for verification. The final approval shall be issued only after this verification Similarly the Manufacturer/Assembles out side UAE shall be advised to get the original type test certificate attested by the respective Embassy of UAE in that country, once their proposed panel is found acceptable after preliminary evaluation. The original attested copy of the type test certificate shall be submitted to ADDC and the final approval shall be issued only after the verification. If the manufacturer can submit the original cerlificate for ADDC verification, no attestation is required. The manufacturer shall apply to ADDC LVSGC for renew the validity of LVSGC approval. At the time of renewal, the manufacturer shall confirm compliance to any update to the IEC standards supported by required test reports 47 Performance of the pre-qualified Products At the time renewal of the prequalification, the manufacturers shall submit the performance report for their installations within these 3 years. Any report/ information to ADDC regarding the failure of any of the installed unit may lead to disqualification of the Vendor or their specific items/materials. 48 Supply of pre-qualified items to Abu Dhabi All the Developers, Consultants and Contractors are advised that they should install only the pre-qualified model of the switchgear from any manufacturer included in the latest Vendor list. This shall only be verified at the time of site inspection by presenting LVSGC issued approval. Separate material submittal and approval is not required. 19 Updating the Vendor List The vendor list shall be updated in regular intervals by including the new manufacturers pre-qualified with ADC and removing the names of the Vendors who have not renewed their approval or who are disqualified by LVSGC for reasons detailed under Clause 23. 20 Guideline to the End Users/ Designers Itis the responsibility of the Designer/End User to verify that the LV panel that they have proposed shall meet the maximum demand as specified in ADDC issued approval letter. The manufacturer shall also inform the end user about the diversity factor they have considered for the panel and advice the maximum current limitation (lesser than the rated current for Diversity Factor less than 1) or any other specified Special Conditions. The inspection team will also verify compliance to RSB guidelines. All required tests as per RSB Guidelines will be witnessed and certified before energisation. The panels supplied by OEM from countries other than UAE to the Projects in Abu Dhabi, shall hold valid country of origin certificate which shall be verified at the time of inspection 22 Compliance to New Standards Whenever IEC releases new standards which supersede the referred standards in the guidelines, the manufacturers shall follow the latest standard at the time of type testing. All the manufacturers who are pre-qualified as per the current standard shall evaluate the compliance of their products with reference to the new standard(s). In such cases, the manufacturers are advised to carryout all required additional tests for pre-qualified models, to comply fully with the new standard(s), with in a seasonable time. ADDC also does not hold any liability towards the installation of items that are not checked and approved by ADDC LV Switchgear Committee. The prequalification approval issued by ADDC is in reference to the documentation provided by the Vendor and ADDC hold no liability to forged or fake correspondences and certificates. The Vendors shoulder full responsibility towards clarifying to their lient the special conditions and installation restrictions that may be specified in the test certificates or in the technical catalogue. Consultant & Contractor holds full responsibility for any delay in providing the power supply by ADDC as a result of deviation to RSB Regulation, 25 Evaluation Process and Documentation Representation The documentation for the prequalification submittal shall be arranged in a professional way. The evaluation process is divided into two stages (1) Preliminary Review and (2) Final Review & Approval. Please refer to the Annexure C to ensure that all the attachments indicated there under are included with the submittal for ADDC LV Switchgear Committee evaluation. 26 Conclusion This document provides only a general guideline to help the Manufacturers/Contractors and Consultants involved in the residential/commercial Building Projects in-Abu Dhabi. A close coordination is required with ADDC Customer Service Directorate during the approval stage, installation stage and commissioning stage to apply clearly ADDC requirement.
