4th SUPPLEMENTAL EMERGENCY DECLARATION
FURTHER CLOSING PUBLIC RECREATION FACILITIES INCLUDING
WALKING TRACKS AND QURANTINE RESTRICTIONS.
ON TRAVELERS FROM NEW YORK STATE
‘This Emergency Declaration supplements my Executive Order issued on March 15, 2020
declaring a state of local emergency, Supplemental Executive Order 20-02 and 3"! Supplement
Executive Order 20-03,
WHEREAS, on Sunday, March 15, 2020, Mayor Allan Fung issued a Declaration of a State of
Local Emergency for the City of Cranston and on Thursday, March 19, 2020, the Cranston City
Council by a majority vote continued said Declaration of a State of Local Emergency and all
emergency powers granted therein until such time as Governor Raimondo lifts the state of
emergency in our state and/or until such time as Mayor Fung lifts the state of emergeney in
Cranston; and
WHEREAS, COVID-19 continues to spread within the community and as of March 26, 2020,
Cranston has 18 positive cases, which is the second most in the state; and
WHEREAS, Governor Raimondo, the Rhode Island Department of Health, and I continue to
urge people to stay indoors and limit outdoor activities and have enacted strong community
mitigation strategies to protect the health of the people and to contain the spread of COVID-19
so that this pandemic does not overwhelm our City’s ability to effectively respond; and
WHEREAS, |, along with my staff and our Cranston Police, have personally witnessed a large
number of individuals in Cranston and also from other communities who are not adhering to the
pronouncements of the Governor, the RI Department of Health and our local Cranston orders by
continuing to utilize our public recreation facilities in contravention of my Executive Order 20-
(2 thereby significantly increasing the likelihood of transmission in our city;WHEREAS, 1am extremely concerned today as the 14 day self-quarantine of the Cranston West
community is set to expire on March 27, 2020 and that of the over 1700 individuals who have
been within their homes, many will not to adhere to the ongoing mandates with respect to social
distancing and mass gatherings as ordered by the Governor, the RI Department of Health and
myself; and
WHEREAS, Governor Raimondo via Executive Order 20-12 has ordered any person traveling
back from or coming to Rhode Island from New York State to self-quarantine for 14 days; and
WHEREAS, many residents of New York State have family and friends in Cranston and/or have
another residence located in the city; and
NOW IT IS THEREFORE RESOLVED THAT I, MAYOR ALLAN W. FUNG, by the authority
vested in me do hereby order and declare the following:
1. Allcity recreation facilities, including but not limited to football, soccer and baseball
fields, basketball courts, tennis courts, hockey rinks and walking tracks, shall be closed
effective immediately until further notice. Any intentional or willful violation shall be
considered a trespass on public property and may be subject to a $25 fine and/or
community service.
2, ‘The Cranston Police Department, Cranston Parks and Recreation Department, and
Mayor's Office shall have the authority to expend such funds as needed to enforee said
closure of all city recreation facilities
3, Any person from New York State who has come to Cranston with an intent to remain for
‘a period of time must immediately self-quatantine for 14 days. This quarantine
restriction shall not apply to public health, public safety or healthcare workers
‘This Executive Order shall take effect immediately upon signature and shall last until such time
as the State of Emergency in Rhode Island and/or the City of Cranston is lifted.
