Public Private Partnerships (PPPs)

• Financial models that enable the public sector to

make use of private finance capital in a way that
enhances the possibilities of both the regional
government and the private company involved.

• PPP in facilities development involve private

companies in the design, financing, construction,
ownership, and/or operation of a public sector
utility or service. (Akintoye et al, 2003)

• A partnership involves two or more actors, at least one of

which is public, and another from the private business sector

• In a PPP, each participant is a principal

• They establish an enduring and stable relationship among

actors

• In a PPP, each of the participants brings something to the

partnership (Collin, 1998; Petersn 1998)

• There is some shared responsibility for outcomes or

activities (Collin, 1998; HM Treasury, 2000)

solutions
• Facilitate creative and innovative approaches
• Reduce the cost to implement the project
• Reduce the time to implement the project
• Transfer certain risks to the private project partner

the project
• Access skills, experience and technology
