SCOPE OF LAWS AND REGULATIONS OF DIFFERENT MODES OF
TRANSPORT.
The following essay describes the different laws that regulate the operation of transport in
all its fields, as well as all the media involved in it. We must also bear in mind that in
previous times or since the origin of the human being, he has had to seek and create means
to facilitate his movement and the transport of products and, in turn, to create ways to
communicate with other people. Through the means of communication and transport, the
human being has succeeded in meeting their mobilization and communication needs.
Within all modes of transport, land transport is the most important mode in our country, in
terms of production, volume and employment, that is, more than half the value of Mexico's
international trade is carried out by land , most of it with the United States, and when
speaking of this type of transport we also obtain that it implies greater regularity in all its
operations, high levels of accidents are caused by land.

The most important regulatory instruments for ground transportation relate to safety,
dimensions of weight and size, the importation of used vehicles and emissions since these
are often vehicles with several years of use and that are probably equipped with lower
standards in terms of safety and emission control technology; As we see in our state, the
conditions in which a large number of vehicles operate is many years of use, and although
there are regulations they are not respected, on the contrary, vehicles from other countries
are purchased that have already been scrapped.

Secondly, if we continue talking about our country, we find that Mexico is one of the
countries with the lowest records in road safety in terms of deaths and serious injuries per
capita per vehicle. Lack of resources for enforcement and inadequate administration among
government offices are common features of this problem.
So, how do we apply the different transport laws in the country?
In my opinion, throughout the investigation I have known laws on the dimensions and
capacities of transport, be it cargo or passenger, and we must also take into account
vehicles or transport for private use, but the problem here is that it is it gives more
importance to economic growth than to the external problems caused by the use of all
transport, be it by sea, land or in any other way.
For this reason, the importance lies in the fact that, in order to reduce this problem, it must
be necessary to increase the resources available for the application of the standards. The
number of inspectors that the SCT has for the revision of heavy-duty vehicles also requires
a considerable increase, so that resources are not lost on other issues. In addition, a
modernization of the equipment must be carried out, as well as an improvement in the
organization of the inspectors. Resources for vehicle inspections should also be increased
and the establishment of a specialized unit for the application of heavy vehicle regulations
should be considered.
Within the applicable laws we must take into account the following; general
communications law, road and bridge construction law, and especially regulations by the
SCT.
And to finish I give the following.
Recommendations:

 Increase the resources available for enforcement and verification of regulatory


compliance.
 Complete and adopt, as a matter of priority, the regulation on hours of service
 Introduce emission standards in vehicle regulations
 Basing any changes in the limits of weight and dimension on empirical evidence
that allows a cost-benefit analysis to be carried out on the proposed changes.
