TRAINING ON MAINTENANCE AND PREPARATION OF ANNUAL
MAINTENANCE WORK PROGRAM AND ITS IMPLEMENTATION CUM
COMMUNITY CONTRACTING
1. RATIONALE
The Provincial Government of Mountain Province had successfully formulated their
PGRR. One of the sections is the Capacity Development where several gaps were
realized. To fill these gaps, interventions such as trainings, workshops, and seminars
were identified for implementation,
Training on the preparation of Annual Maintenance Work Program (AMWP) and its
implementation is important in the achievement of the 2019 Government Reform
Target of the Provincial Government. As one of the deliverables, the PLGU should
maintain roads based on AMWP and it can be verified through the physical and
financial accomplishment reports submitted quarterly, However, accomplishment is
difficult to evaluate due to lack of capacity enhancement training in the over all
preparation and implemetation of the said program. With this, understanding the
concept, identifying the responsible person and delegating the work would surely
help in the correct and timely submission of reports, thus, it contributes in the
achievement of provincial governments target.
Combined to this activity is the Community Based Road Maintenance
Contract(CBRMC) System or Community Conracting. This program involves the
participation of local communities in the maintenance of provincial roads through
negotiated procurement, within the bounds of government procurement rules. It
involves direct contracting of local community as service provider for road
maintenance.
This training is designed to enhance the knowledge of participants in planning,
scheduling, directing, reporting and controlling maintenance activities based on plans
and budgets. Also, a new system of procurement with good objectives and many
advantages will be introduced to the province asan alternative approach to local road
maintenance.
Hl. OBJECTIVES
The activity generally aims to enhance the knowledge of the Provincial Local
Government Unit in the implementation of Local Road Maintenance.
Specifically, they are expected to:

2. Conduct maintenance activities as per program and able to prepare physical and

3. Gain knowledge in community contracting and apply in the local road
maintenance,
Ill. VENUE, DATE AND TARGET PARTICIPANTS:
‘The prioritized capacity development activities will be conducted in a learning-
conducive venues in the Province on October 21-25, 2019 (5 days including arrival
and departure). Target participants are the PLGU staffs especially the provincial
‘engineering staffs an some employees concerned on this matter.

IV. METHODOLOGY
Preparatory activities:
- DILG-Mountain Province will be in-charge of logistic requirements of the CD
activities including procurement of meals, accommodation, and supplies.
- Coordination and confirmation of participants from the Provincial Government.
+ Invitation and confirmation of external resource persons if applicable.
Activity Proper:
= This include registration and required preliminary activities.
+ The activity will employ various methodologies to ensure interaction among the
participants. This includes group workshops, presentations, open-forum, among
others.
- Daily recapitulation and end of the day reflection sessions shall be conducted to.
review the daily learnings,
Post Activity:
- Action planning on learning application shall be facilitated to be used for
monitoring and evaluation of learning
- Overall assessment of the activity using the CSS form shall be conducted

v. EXPECTED OUTPUT
Generally, the expected outputs of the capacity development activities are the
following:
1. Action plans for learning application
2, Filled-up CSS for training
3. Terminal report
VI. TRAINING MANAGEMENT, SECRETARIAT AND RESOURCE SPEAKERS
The training management team shall be comprised of the DILG-Provincial Office and
the Provincial Government of Mountain Province with the technical assistance from
the LGCDD thru its PDMU and CMGP-PMO. Exernal resource persons may be invited
ifnecessary.
VII. BUDGETARY REQUIREMENTS
The total budget required for this activity is Php 150,000.00 and shall be charged
againts CMGP funds downloaded to DILG- FOU Mountain Province from the DILG
Regional Office.

VIII. MONITORING AND EVALUATION
At the end of activity an evaluation using the CSS form for training will be conducted.
For the action plan, the Local Road Management Team, theu the secretariat, shall
submit a terminal and status report on the implementation of the action plan. Results
of the monitoring and evaluation of learning shall be used as reference for further
capacity enhancement.
