Our
Belief

At MOE Kindergarten,
we believe that children
are curious, active and
competent learners.
Children are curious learners. They have an innate
sense of curiosity that should be nurtured. They wonder, question,
explore and seek to make sense and meaning of their world. By acting
on their curiosity, they continue to discover and learn more.

Children are active learners. They learn by doing. They

are also more likely to understand and remember skills and concepts
learnt through participation, exploration and experimentation involving
real-life objects and experiences.

Children are competent learners. Their thinking and

reasoning skills evolve over time as they build new knowledge upon
their existing knowledge and experiences. Through this continual
process of thought and reflection, children deepen their understanding
of how the world works.

2
Our vision is to provide a
strong start for every child.
We seek to do so through
providing quality pre-school
education that is affordable
to Singaporeans and catalysing
quality improvements in
the sector.
We nurture children holistically, so that they are confident,
demonstrate strong social skills and have a good foundation in
literacy and numeracy.

Our curriculum is designed by the MOE early childhood and

curriculum specialists behind the Nurturing Early Learners
Framework, which guides the development of kindergarten
programmes in Singapore.

Your child will embark on an exciting learning journey at MOE

Kindergarten, through our two flagship programmes –
the HI-Light Programme and the Starlight Literacy Programme.

3
HI-Light
Programme

Holistic
development
through an
integrated
approach to
learning

The HI-Light Programme forms the core curriculum of MOE Kindergarten.

Designed to support children’s holistic development through an

integrated approach to learning, the HI-Light Programme ignites the joy
and love for learning in children.

As children learn holistically from their experiences and do not

compartmentalise what they learn, the learning experiences in the
HI-Light Programme are planned as a whole to help children make sense
of the world around them.

Through the HI-Light Programme, your child will be nurtured holistically

in six learning areas:

Aesthetics and Creative Expression Motor Skills Development

Discovery of the World Numeracy
Language and Literacy Social and Emotional
Development

4
The Starlight Literacy Programme aims to nurture early childhood
bilingualism. Offered in English and the three Mother Tongue
Languages, the programme provides opportunities for children to
enjoy English and their Mother Tongue Language, communicate
with confidence and be aware of local traditions and customs.

Language learning is made fun for children through the use of a

rich variety of resources such as Big Books, songs and games
set in the local context. Families are also involved in children’s
learning through activities that children can do together with
their family members.

Through the programme, your child will develop listening,

speaking and early literacy skills, which will help lay a strong
foundation for language learning in later years.

The MOE
Kindergarten
Difference

Learning through activities organised

around four themes
At MOE Kindergarten, your child will learn and progress through
activities organised around these themes:

Who am I?
Who are the people and what are the places around me?
Who do I share the world with?
How do things work?

Each theme includes topics that are familiar to children which allows
them to first explore and learn about themselves, before learning
about their friends, the people and places around them in Singapore
and subsequently, the world.

Learning through purposeful play

and quality interactions
Through enjoyable activities that are intentionally planned to achieve
learning outcomes, your child will engage in lively discussions with his
or her teachers and friends to build on ideas and concepts together.

6
Learning through activities with
a distinctive Singapore flavour
Your child will learn about the people, places and things around him
or her, such as festivals, traditions and local food. This makes your
child's learning more authentic, relevant and real.

Deepening learning through

Weeks of Wonder (WoW) projects
To deepen children’s learning, each term culminates in a WoW
project. Children work together with their peers and teachers
to investigate topics of their interest. Through the WoW projects,
children experience the joy of self-motivated learning and find
answers to their questions. These experiences will build your child's
confidence and nurture his or her dispositions towards learning.

7
Strong partnerships with
families and the community
We believe that education goes beyond
educating the child. We strive to enrich
children’s learning experiences through building
strong partnerships with families and the community.
We involve families in children’s learning through
workshops and family-based activities.

Through effective communication, active engagement and

meaningful collaboration, we seek to work closely with you to
support your child's holistic development and ensure that he or
she is on to a strong start.

8
Close partnerships with primary schools
to facilitate transition to P1
Our close partnerships with primary schools enrich children’s
learning experiences and support their transition from
kindergarten to Primary 1. Your child will interact with primary
school students through joint activities and in the process, learn
from his or her older peers.

To promote the continuity of learning from kindergarten to primary

school, our curriculum includes a five-week
distinctive experiential
Singapore flavourlearning
component where your child will find out what life as a primary
school student is like and prepare for the changes he or she will
experience in Primary 1.

We also collaborate with lower primary educators to establish a

shared understanding about children’s learning and development,
so that they can better build on your child's learning when he or
she enters Primary 1.

9
Kindergarten
Care

The MOE Kindergarten programme is a 4-hour programme. Parents who

require a full-day service for their children can opt for Kindergarten Care
(KCare), which is provided by MOE-appointed service providers and
based on MOE guidelines.

KCare provides the time and space for children to play, explore and
discover in a conducive environment that meets the developmental
needs of young children. Your child will have a variety of play
experiences and exposure to different areas of interest.

KCare provides opportunities for children to:

Engage in indoor and outdoor play

Play with friends and interact with the larger community
Explore and discover the world around them

Blangah Rise
Thank you to the teachers
and staff of MOE Kindergarten
@ Punggol Green! Within a short span of
2 years, Athena has grown from a reserved
and shy little girl who did not speak a
single word of Chinese to a chatty, brave
and curious girl. Athena now enjoys
learning Chinese and can confidently
communicate in the language.
Thank you for helping her
to grow so beautifully! We really appreciate
Jensson’s teachers.
Parents of Athena Lee, They provide practical tips to
MOE Kindergarten @ help us support our son in his
Punggol Green learning and development.
Jensson’s teachers also share with us his
learning portfolio which details his learning
experiences and progress. It is evident that the
learning activities at MOE Kindergarten are
designed with the child in mind. We are assured
that Jensson is in good hands with the team of
dedicated educators at MOE Kindergarten and
hopeful that he will blossom into an
engaged and confident learner!
