7Title: An Act to Improve the Level of Green Energy on Penn’s Campus

9Preamble: Whereas the majority of the scientific community has concluded that global
10warming is a serious problem, whereas the U.S. has been working to advance green
11energy in this country, whereas Penn should also make an effort to help the environment,
12whereas many other universities have also been working to advance clean energy…

14 Be it hereby enacted by the Penn Model Congress:

16Section 1: Create a subcommittee in the University of Pennsylvania dedicated to
17researching possible methods of improving campus waste and energy use
18
19 a. The University of Pennsylvania Committee on Environmental Affairs will be
20 headed by university officials with student representatives
21
22 i. The Assistant Secretary for Environmental Affairs will be responsible for
23 assigning 5 representatives to the committee
24
25 ii. The representative term limit will be set at a maximum of 4 years on the
26 committee.

28Section 2: The University of Pennsylvania Committee on Environmental Affairs will be
29apportioned $1 million annually to promote the use of green energy, recycling, etc.

31 a. The chosen representatives of the committee will compile an annual spending
32 report, which will be reviewed by the Assistant Secretary for Environmental
33 Affairs.

35 i. The Assistant Secretary for International Affairs will present the reviewed
36 report to the Secretary of an independent commission, who will determine the
37 future allocation of funds to the committee.

39Section 3: At the end of a 5-year period, starting after the passage of the bill, an
40independent commission will conduct a complete and thorough investigation of the
41actions of the new committee

43 a. The commission will have the power to either continue with the implementation
44 of the committee or discontinue all activity and funding.

46Section 4: This bill will take effect 91 days after its passage.
