(I) ELECTRICAL AND TELECOMMUNICATION SYSTEM

1. Standards, Codes and Statutory Requirements

The System Design for the Electrical and Telecommunication system includes the followings:-

(a) Tenaga Nasional Berhad

2. The scope of works for the Electrical and Telecommunication system includes the followings: -

(a) LV Main Switch Board and Emergency Main Switch Board


(b) LV Distribution Sub-main cables, cable riser and tap off units
(c) Sub switch boards and distribution boards and metering panels
(d) Final sub-circuits for lighting and power
(e) Light Fittings & small power fittings
(f) Emergency Standby Generator for Essential Loading
(g) Lightning Protection System
(h) Earthing System
(i) Telephone and UNIFI System
(j) Satellite and Master Antenna Television System
(k) Public Address (PA) System and Emergency Voice System (To Bomba requirement)
(l) Security System such as Closed Circuit Television System and Security Card Access
System and Guard Tour System.
(m) Building Automation System (Optional)

3. The following works are excluded: -

(a) Landscape M&E works such as compound light, landscape light, irrigation system, watering
system and etc-; interior design M&E works and building fascade lighting works. Respective
consultant shall provide their individual M&E requirement for M&E Consultant to allow
provisional M&E works.

(b) Property Management and ICT interface System. Management Committee (MC) shall
provide M&E requirement for final M&E design.

(c) Automatic Gate Barrier System. Car operator shall provide M&E requirement for final M&E
design.

4. The estimated maximum demand for the mixed development is 4,461.39kVA.

(A) 415V LOW VOLTAGE ELECTRICAL SYSTEM

1. The electricity supply shall be incoming from TNB Susbstation to 415V 3-phase and 240V 1-
phase prior to distribute supply to the various load centres. Electrical power is distributed from
the Consumer Main Switchboards, MSB to individual load through a network of Sub
switchboards, distribution boards (DB), sub-main cables and final sub-circuits.

2. Each condominium unit is equipping 60A 3-phase Distribution Board.

3. Provision shall be allowed for interfacing to the special lighting designed by interior designer or
lighting consultant.

4. High starting current equipment such as lifts, pumps, etc will be served with separate submain
cables to prevent voltage dips and disturbance affecting other sensitive equipment.

5. Sub-main cables shall be provided to the motor control centre (MCC) for mechanical plant
rooms, lift motor room and pump rooms.

6. The designed illumination level at each area shall be recommended as follow: -

(a) M&E Plant Room - 200 lux


(b) Carparks - 50 - 100 lux
(c) Stairways - 100 lux
(d) Common Area - 150 lux
(e) Entrance and lift lobbies - 200 lux

7. Recessed down lights equipped with PLC compact energy saving lamps shall be used throughout
the common corridor if there is false ceiling. Energy saving fluorescent tubes and high efficiency
lamps where possible is used for all plant rooms, stairways and car park.

8. The lighting and lighting control system for lift lobbies and front lobby area shall be designed by
interior design lighting consultant.

9. The switching control for M&E plant rooms shall be local switch while the common corridor
area and the staircase shall be un-switch or by BAS or by timer is without BAS.

10. Building automation system shall be provided when required, for effective energy management
so that the light fittings at selective areas can be scheduled or switched off when not in used.
Areas to be considered are car park, external lighting, corridors & lobbies etc.

11. Exit sign fittings and battery back-up emergency fittings shall be provided in accordance to
Bomba’s requirements.

12. Emergency lighting system shall be designed to provide sufficient illumination in the event of
normal power failure to enable the building occupants to evacuate a passage route to exit point
in accordance to BOMBA requirements.

13. Back up power supply by standby diesel generator set is provided for the followings: -

- Essential lighting
- Essential Mechanical Ventilation System
- Sprinkler System
- Hosereel System
- Wet Riser System
- Fire Alarm System
- Fireman lift
- Domestic Water Transfer and Booster Pump System
- Sewerage/Ejector Pumps and Submersible pump, if any

- Car park lighting 30% back-up

14. General power points should be provided within the common amenities area.

15. Electronic surge protection system shall be provided at Main LV Switchboards and Telephone
system. Surge arrestors for computer system or other electronics equipment which is not with the
main building contract shall be installed by equipment vendors.

(B) EARTHING SYSTEM

2. The Earthing System shall be designed and installed in accordance with local code of practice /
Malaysia Standard.

3. The proposed earthing system shall be connected to pilecap and use pilecap as part of the
earthing system, if there is basement floor. Otherwise, the earthing system shall be connected to
earth electrode which is housed in earth chamber.

(C) LIGHTNING PROTECTION SYSTEM

1. The Lightning Protection System shall be designed and installed to protect the building fabric,
occupants, equipments and services from damage by lightning strike.

(D) TELEPHONE SYSTEM

1. External manholes and underground lead in pipes shall be constructed to cater for Telekom
Malaysia or/and other service providers to lay their incoming lines.

2. One (1) MDF rooms of clear dimension 5m x 4m shall be provided at Ground Floor as required
by Telekom Malaysia Berhad or/and other service providers.

3. Telephone riser shall be provided at every floor. Telephone lines shall be provided for all
condominium units, shops/ retails, public area and management office.

4. PABX system or telephone system with special features for management operation shall be
purchased separately by the client, if there is any.

5. All condominium units shall be installed with one unifi line for voice and ICT point for data
communications.

(E) SATELLITE AND MASTER ANTENNA TELEVISION SYSTEM (SMATV)

1. Infra structure for the SMATV such as the head-end equipment, cable tray / trunking, PVC
conduits c/w cable riser and dropper, and metal box to house distribution point are provided to
all service units.

2. The design of SMATV shall be basing on high definition (HD) requirement.

3. The roof shall be designed to accommodate the installation of satellite dish in future, if this is
required by client.

(F) PUBLIC ADDRESS (PA) SYSTEM AND EMERGENCY VOICE COMMUNICATION


SYSTEM

1. The public address system shall be designed for the purpose of broadcasting and background
music. The system shall be suitable for different types of broadcast viz. voice. The proposed
system will have the facility to isolate zone by zone. PA system shall be available in the lifts.

2. Basically, the PA System shall have the following systems:-

(a) Emergency voice communication system for emergency evacuation usage.

3. Back-up battery shall be provided for emergency voice communication system.

(G) SECURITY SYSTEM

1. The proposed system shall consist of the followings:

- Closed Circuit Television system (CCTV)


- Card Access system
- Door Contact system
- Guard Tour system

The system configuration shall be discussed in details with the developer later.

2. CCTV system

2.1 The main system shall be located in the fire control room.

2.2 The cameras shall be located at strategic locations to monitor the activities at the public
area which is accessible by visitors.

2.3 The DVD Recording (DVR) System shall be of state-of-the-art microprocessor-based


video processor, multiplexer and recorder for advanced digital video surveillance and
image storage. A simple feature to use graphical Operator interface shall show all
displays and programming features.

3. Card Access system

3.1 Card access system is provided for employee to access into classified area to be
determined by the client.

3.2 The same system could be part of the management system.

3.3 Different level of access shall be allowed.

4. Door Contact system

4.1 Door contact could be provided to access doors for classified area, if there is such
requirement.

4.2 Alarm should be sounded when there is unauthorised access through the doors.

5. Guard Tour System

The guard tour station shall be located in strategic location to achieve the purpose guard
tour function.

(H) BUILDING AUTOMATION SYSTEM (BAS)-OPTIONAL

1. Building automation system shall be installed to monitor and control the building M&E services.

2. The system shall control and monitor the following M&E equipment:

2.1 Electrical

- Monitor main circuit breakers status


- Monitor energy consumption
- Remote control of light fittings fro common area / corridor / staircase /
carpark.
- Monitoring of generator status

2.2 Air-conditioning & mechanical ventilation system

- Monitor and remote control ventilation fans

2.3 Fire protection system

- Monitor fire pumps status


- Monitor the fire alarm signal

2.4 Cold water distribution system

- Monitor and remote control of transfer water pumps and booster pumps
- Monitor the water tank water level

2.5 Sanitary system

- Monitor the sump pump status, if any

(A) AIR CONDITIONING AND MECHANICAL VENTILATION SERVICES (ACMV)

1. Standards, Codes and Statutory Requirements

The system design, material and equipment shall in general comply with the latest requirements
of the standards, codes and statutory regulations issued by the relevant Authorities and
Institutions:

2. System Description

2.1 The air-conditioning unit shall be air cooled unitary or duct-able split type or package type air-
conditioning unit upon the size of the space to be air-conditioned, in accordance to relevant local
standards.

2.2 The air-conditioning system units to be used are as follows:-

• Air Cooled split unit or ducted depending on upon the area sizes and ID design concept.
• Condominium Units, retail shops – Refrigerant pipe and control wiring are provided,
optional for equipement.

2.3 Refrigerant of R134a/R410A shall be adopted as part of the CFC-free criteria for refrigerant.

2.4 For MDF room and fire control/ security room, the air conditioning unit shall be 24 hour
operation. The operation shall be lead-lag and to be controlled by timer and thermostat.

2.5 The exhaust air from the bathroom will be extracted with the aid of the individual ceiling
mounted fan in the bathroom and discharge via an exhaust duct above ceiling, if the bathroom is
not naturally ventilated.

2.6 Mechanical ventilation shall be provided according to the following requirements:

Toilet 10 air changes per hour

Underground Car Park (if any) 6 air change per hour for normal operation
12 air change per hour for smoke purging operation

Generator Room designed for combustion exhaust and radiation cooling

Lift Motor Room to maintain below 40 deg C room temperature at 33


degree C outdoor temperature

Plant rooms To dissipate heat from equipment and maintain room


temperature below 40 degree C

2.7 The pump rooms in Basement shall be provided with mechanical ventilation for removal of heat
dissipation from the equipment. A minimum of fresh air supply shall be provided.

2.8 To comply with the requirements of the local authority, smoke spill control system shall be
provided for the basement carpark if the natural ventilation cannot be fulfilled. Supply and
exhaust ducts for ventilating the corridors shall be used for this purpose too.

2. System Description

The proposed fire protection system for hotel shall consist of the following:-

- Automatic sprinkler system


- Hose reel system
- Wet riser system
- Automatic fire alarm system
- Fireman intercom system
- Automatic total flooding inert gas extinguishing system
- Portable fire extinguishers

3.1 Automatic Sprinkler System

a. In the sprinkler system design, the Class of Hazard shall be based on the stipulation of
the Rules for Automatic sprinkler installation issued by the Loss Prevention Council, as
follows:

Ordinary Hazard Group III - Shop/ Retail/ Office units, Car parks, and
other areas at the podium block

b. Automatic sprinkler system is required to be provided to protect the entire podium area
with the exception of electrical plant rooms.

c. The automatic sprinkler system shall be of wet pipe system.

d. The sprinkler system shall be provided to:-

Basement carpark

Water for the sprinkler system shall be taken from the city mains and then directed to the
185m³ sprinkler tank at Basement.

All sprinkler control valve and pumpsets for these stages shall be installed at Ground
Floor for control and monitoring of the system.

e. One no. of 4-way sprinkler breeching inlet shall be provided for water direct feeding
into the 185 m³ sprinkler tank at Basement.

f. All the sprinkler pumps and jockey pump shall be connected to emergency power
supply.

3.2 Hose reel System

a. Fire hose reel sets are located on every floor and sited in prominent and
accessible positions in accordance with the relevant building regulations and indicated
in the architect’s building plans.

b. Hose reel, each complete with 30 m long 25 mm diameter rubber hose shall be
provided to cover all areas of the development to provide first aid fire fighting facility.

c. All the hose reel pumps shall be connected to emergency supply.

3.3 Wet Riser System

a. Water supply for the wet rising main system and shall be taken the city mains and
directed to 46 m³ wet riser tank at Basement.

2-Stage Wet Riser System is proposed as following:-

Stage 1
- Wet riser tank and pumpsets located at Basement.

Stage 2
- For Tower A, wet riser break tank and pumpsets located at Level 12 Floor.
- For Tower B, wet riser break tank and pumpsets located at Level 14 Floor.
- For Tower C, wet riser break tank and pumpsets located at Level 15 Floor.

Stage 3
- For Tower A, wet riser break tank and pumpsets located at Level 29 Floor.

b. Breeching inlet shall be provided at Ground Floor of the podium block to enable
the replenishment of water to the transfer tanks by Bomba during emergency when the
city water supply fails.

c. The landing valves at each floors shall be located in the fire lobby.

d. All the wet riser pumps and jockey pumps shall be connected to emergency supply.

3.4 Automatic Fire Alarm System

a. In order to maximise the safety control of the development, a fully


addressable/intelligent automatic fire detection and alarm system using multiplexing
transmission technology is proposed.

b. Fire Control / Security room shall be situated at Ground Floor having direct access to
open air and vehicular approach and containing the main fire services control panel,
operator’s terminal and system printer of the fire protection and life safety systems
within the building for the operation of Bomba in case of emergency.A Centre
Monitoring System (CMS) is provided to directly report to Bomba during the fire alarm
triggered.

c. Optical type smoke detectors shall be adopted as the major alarm initiation device
supplemented by heat detectors to suit occupancy of various areas within the building.
Smoke detectors shall be provided as added protection for lift loby, electrical riser and
plant room.

d. Manual fire alarm system shall be provided and incorporated with the hose reel
installation. One breakglass unit and one alarm bell shall be provided adjacent to each
hose reel position. Additional breakglass units and alarm bells may be required by
Bomba.

3.5 Fireman Intercom System

a. The main fireman intercom station is located in the Fire Control / Security room at
Ground Floor.

b. A fireman intercom station shall be provided at every fire lift lobby at every storey,
mechanical plant rooms and lift motor rooms to perform two ways communication with
the Fire Control / Security room.

c. The entire system is connected to a hard disc for recording purpose.

d. An all-call switch shall be provided at the control panel to facilitate an emergency


announcement from the panel to those areas simultaneously.

e. The fireman intercom system shall be connected to emergency supply and backed up by
battery unit.

3.6 Automatic Total Flooding Inert Gas Extinguishing System

a. The system shall be provided to protect the TNB Substations, Consumer Main Switch
Board Room, and generator set room. Total flooding design concept shall be utilized.

b. The system shall be store in cylinders and connected through manifold and control
valves to network of pipe and nozzles to deliver the required amount of gas when
triggered.

c. Smoke detectors shall be used as triggering device and shall be wired in cross zones.
Signals shall be sent to a main control unit to control discharge of gas; shutdown of
respective dampers and ventilation fans wherever necessary.

3.7 Portable Fire Extinguishers

a. Portable fire fighting equipment shall be provided to meet Bomba’s requirement and to
facilitate immediate first aid fire fighting purpose.

b. In electrical and mechanical plant rooms, CO2 fire extinguishers shall be provided.

(C) SANITARY PLUMBING SERVICES

1. Standards, Codes and Statutory Requirements

The installation, materials and equipment shall generally comply with the latest requirements of
the relevant standards, codes and statutory regulations issued by the relevant Authorities and
Institute :

a. Code of practice by the respective local government.

b. Code of practice for the design and installation of sewerage systems, MS 1228

c. Code of practice by Indah Water Konsodium (IWK)

2. System Description

2.1 The sanitary plumbing services is designed to remove sewage and waste water from the building
quickly so as not to create any nuisance or health hazard.

2.2 In view of the height of the proposed development, multiple fully-vented systems each
consisting of a ventilating stack and discharge stack shall be designed.

2.3 The off-set of discharge stack shall be provided every 10 storeys of the tower.

2.4 Effluent is discharge into inspection chambers and the flow to building last manhole/ C&S.

2.5 The carpark decks will be provided with floor drains and sumps for efficient waste water
drainage into storm water drain. This works shall be designed by the Architect.

(D) COLD WATER PLUMBING SERVICES

1. Standards, Codes and Statutory Requirements

The installation, materials and equipment shall generally comply with the latest requirements of
the relevant standards, codes and statutory regulations issued by the relevant authorities and
institutions:

a. Code of practice by SPAN and SYABAS

b. The MWA Design Criteria and Standards for Water Supply System by The Malaysian
Water Association, 1994

2. System Description

2.1 A combined cold water supply system is proposed for the development via a communal water
meter located at Ground Floor. The system shall generally be provided for the application of
general ablutions, flushing, general cleansing, Car park cleansing, irrigation and fire fighting
services.

2.2 The common main domestic water suction tank is located at Basement. Water is then transfer to
the intermediate storage tank and roof tank. Two numbers of transfer pumps at stage I & II shall
be designed to 100% duty capacity and operate as duty and standby mode.

- Stage I shall be from Basement to 12th, 14th & 15th Floor for Block A, B & C respectively.
- Stage II shall be from stage 1 tank to 29th, 31st & 32nd Floor for Block A, B & C respectively.

2.3 For retails/shops, the incoming water shall be transfer from Basement Floor to intermediate floor
water tank and gravity feed to the retails/shops via cold water meter dropper.

2.4 The roof water tanks shall be of FRP twin-compartmented type. The suction tank and mid tank
can be of R.C type.

2.5 For Tower potable water is fed to all areas via gravity feed, except the four highest floors shall be
via booster pumpsets and pressure vessels.

2.6 Pressure reducing valves are installed at appropriate location to limit downstream pressure within
acceptable design range. Water supplied to different tenants and landlord areas shall be
separately metered. All the submeters’ shall be read by Management Committee.

2.7 Each condominium unit will have own water meter located at cold water riser room at their
individual unit outside the door entrance.

(E) HOT WATER SYSTEM

1. System Description

1.1 Individual storage water heater will be proposed in condominium unit.

1.2 Hot water will supply to condominium unit’s shower head only. Can be extended to Basin if
required.

(F) VERTICAL TRANSPORTATION SERVICES

1. General, Requirements, Regulations And Standards


The design, manufacture, installation, testing and final commissioning of the system shall be in
accordance with the requirements of Rules and Regulations of:-

- Jabatan Kesihatan dan Kesihatan Pekerjaan (JKKP).


- Suruhanjaya Tenaga (ST)
- Jabatan Bomba Dan Penyelamat Malaysia (JBPM).
- Tenaga Nasional Berhad (TNB)
- The Factory and Machineries (Electric Passenger and Goods Lifts; Escalators)
Regulations 1970.
- The relevant Malaysia Standards, British Standards and other Standards approved by
Local Authorities.
- The Regulations of the Electrical Equipment of Buildings (Current Edition) as issued by
the Institution of Electrical Engineers, London.
- MS1184 for handicap lifts.
- BS 2655 Part 1 – Appendix E for Fire Lifts

2. Design Criteria
The performance requirement of the lift system for condominium shall be as follows:-

(a) Waiting Interval : 80 sec maximum


(b) Population Handling Capacity : minimum 12% in 5 minutes

3. The vertical transportation system shall consist of the following:-

(a) Passenger Lifts


The number of lifts in each bank within the shafts is as indicated in the architectural plans to
serve the buildings. The number of lifts required as shown in the architectural plans takes
precedence from the lift traffic analysis study, if only the numbers indicated are more than the
lift study requirements.

There shall be minimum one handicapped/ disable lift in each lift bank for handicap use in all
public/ circulation areas or more in accordance with relevant MS standards and authority
requirement.

Lift car’s internal floor to ceiling height: 2100 mm minimum.

The lift car size is being left flexible at this juncture and to be stated by the lift manufactures to
fit in the given shaft dimensions.

The passenger lifts shall utilise AC Variable Voltage Variable Frequency (ACVVVF) gearless
or helical- geared motor drives and each bank will be grouped under Microprocessor based
group with feedback signal to optimise power consumption.

The handicapped lifts shall also be equipped with the following features in accordance with the
latest edition of MS 1184.

g. Braille identification on auxiliary panel


ii. Different audible tones for up and down as lift lobbies.
iii. Audible tones for each floor sounding in lift car.
iv. Alternatively voice announcement system in lift car in lieu of above.

(b) Service Lift

The lifting performance criteria of the lifts system shall be as follows:-

i) Numbers : As per Architectural Plans


ii) Waiting Interval : 90 seconds (Maximum)
iii) Size : 15 Person
iv) Speed : Similar to passenger lifts if in the same group
v) Loading factor : 80%

The lift size shall be equivalent to that required for a lift maximum capacity to carry 15 persons
weight, i.e, about 1020kg.

The lift car size is being left flexible at this juncture and to be stated by the offer by the lift
manufacturers to fit in the given shaft dimensions with minimum capacity to carry weight of
1020kg.

Motor drive system shall be ACVVVF helical-geared where available. Under electrical mains
failure mode, the Service Lift shall continue to operate as normal under generator set supply.

Under fire emergency or fire alarm mode, this lift shall return to the Lobby Floor.

Supervisory and control panel shall be similar as that mentioned above for Passenger Lifts.

(c) Emergency Lighting

Each lift car interior shall be provided with battery operated emergency lighting to last for at
least 4 hours. Batteries shall be of nickel-cadmium type complete with rectifier and charger and
automatic changeover for power failure.

(d) Background Music System & Emergency Announcement

Each passenger lift car shall have concealed speaker to receive piped-in background music
system (if there is such requirement by client) and emergency announcement. Service lift car
shall be provided with voice synthesiser to local authority requirement.

(e) Intercom

Separate intercom system shall be provided for communication between each lift car, respective
machine rooms and lift supervisory panels in Fire Control Room and Security Control Room.

(f) Alarm System

The “Emergency Alarm” push button in each car shall sound the alarm bell in lift car and at the
same time shall energise a flashing indicating light and audible alarm at the supervisory panels.

(g) Telephone

Telephone will not be provided in lift car.

(h) Closed circuit television (CCTV)

If required, these can be provided and installed under the lift package and interfaced with the
Building Security System.

x. Amp General Purpose Outlet.

Item (vii) to (x) inclusive shall be located within a locked hinged door panel for use by
authorized personnel only.

(k) Hall Lanterns

Directional hail laterns at each landing shall be provided for each lift. The design of the hail
lantern shall be as specified in the architectural specification. The illumination of the lantern
shall be followed by a mellow tone of chime or gong for indication of the travel direction of the
lift car and door opening.

(l) Supervisory and Control Panels

Panels shall have following basic functions:

i) Traffic Display
Illuminated lift number and car position indicator with up and down arrows to indicate position
and direction of each and every lift.

ii) Floor Service Display


Illuminated indicators to show which floor have up or down landing calls registered, or floor is
isolated from services.

Illuminated indicators to show operational mode of individual lift e.g. Auto, Manual, Under
Maintenance “Out of Service”, Lift Fail, VIP operation or fully loaded.

iv) Alarm Display


Flashing indicator and audible alarm for “Emergency Alarm” condition. Acknowledgement
button shall cancel the audible alarm only. Flashing indicator can only be cancelled through a
reset button.

v) Switches control
(For panel in Fire Control Room, Security Control Room and Lift Machine Room only).

Key switches to enable individual lift car to home for either independent services or for security
control.

Key switches to isolate services to floor(s). When activated, lift’s car and hall buttons for the
selected floors shall become inoperative.

Fireman’s key switch for emergency operation and control.

vi) Intercom handset and selector switches for communication with individual lift and control
panels.

vii) Indicators to show either “Mains” or “Standby Power”

viii) All controls and indications to be powered by self-contained power pack to last for at least 2
hours in the event of supply power failure.

Other than the panel in the Fire Control Room, which must meet the requirement of the
Fire Services Department. All other panels shall be of microprocessor based.

m) Fire Emergency Operation

All lifts shall be included for operation under emergency conditions, except stated
otherwise.

In case of a Fire alarm or any other EMERGENCY by operation of the key switches in
the control panels, all elevators are immediately required to ignore car and landing calls
and returns non-stop in sequence to the lobby floor and open their doors.

The Fireman’s switch shall also be provided at the Lobby Floor or otherwise stated and
unauthorised persons cannot easily interfere with it. It shall be completed with a label of
“ON” and “OFF” position and shall be housed in a recessed in a metal box with a metal-

n) Mains Power Failure Operation

Loss of main electrical power, which shall start up the emergency generator, shall initiate
the return of the lifts to the next nearest landing floor and open its doors to discharge all
passengers. Certain designated lifts shall continue operation under emergency power
supply.

o) Lift Cars Horizontal / Vertical Vibrations

The lift cars horizontal/vertical vibrations shall be measured with approved PMT with
ISO filtering. The permitted degree of vibration at centre of car platform shall be
maximum +1- 7.5mg or 15mg peak to peak for all the x, y & z axis.

p) Noise Level

Car noise measure 1m above platform when car is running at full speed non-stop and
with ventilation fan switched on shall not exceed 55dBA.

Door operation noise shall not rise more than 3dBA above ambient as measured by
performance analysis at 1m above platform floor.

(G) SWIMMING POOL M&E SYSTEM

The M&E system in swimming pool shall consist of the following :-


i) Filteration system
ii) Pipe works
iii) Balancing Tank(by builder)
iv) Pool under water light
