It was observed for a considerable period that Level-1 calls are not matured properly and QoS parameters of
all TSPs were are below the level of benchmarks. JA, TRAI requested all the TSPs to communicate the status
of level 1 codes case by case basis. Following were the observations and decisions:
• Level 100 : All operators specially Aircel informed that 100 calls are not getting matured in some of
the SSAs and in some SSAs terminating numbers are not working. JA, TRAI requested SDE, IPTAX,BSNL, WB to
prepare a comprehensive list SSA wise and share the same to all TSPs through TRAI, RO. Wherever
terminating numbers are not working BSNL may take initiative to talk to concerned Police Authority and get
them rectified. Failing which TRAI will intervene to resolve the issue. A review meeting will be held soon.
• Level 102 is not working at Kolkata & WB. JA, TRAI requested all TSPs along with SDE,SP Calcutta
Telephones and SDE, IPTAX,BSNL, WB may take initiative to talk to concerned Authority and get them
rectified. If need be, state Govt may be requested to provide the comprehensive list to get implemented by
TSPs
• Level 104 is not working at Kolkata & WB. BSNL CTD & ROB are requested to open the code in TAX
and communicate the same to TSPs.
• Level 108 is found to be maturing partially among TSPs. JA/TRAI instructed BSNL and TSPs to check
and comply before next meeting.
• Level 149 is not functional. JA/TRAI communicated to TSPs status of the code will be reverted after
getting a clarification from authority.
• Level 181 is found maturing from BSNL.181 from specific MSCs. JA, TRAI requested BSNL CTD & ROB
to open it in all MSCs and inform the same to all TSPs.
• Level 1033 - JA, TRAI requested BSNL CTD & ROB to share the 10-digit code for proper routing of all
TSPs.
• Level 1037 is not functional. JA/TRAI communicated to TSPs status of the code will be reverted after
getting a clarification from authority.
• Level 1056 is not functional. JA/TRAI communicated to TSPs status of the code will be reverted after
getting a clarification from authority.
• Level 1064 is not functional. JA/TRAI communicated to TSPs status of the code will be reverted after
getting a clarification from authority.
• Level 1079 is not functional. JA/TRAI communicated to TSPs status of the code will be reverted after
getting a clarification from authority.
• 1090: Termination number for Crime cell not available with BSNL. JA, TRAI requested BSNL CTD &
ROB to get the data from concerned agency and communicate the same to all TSPs
• 1095: Termination number for Crime cell not available with BSNL. JA, TRAI requested BSNL CTD &
ROB to get the data from concerned agency and communicate the same to all TSPs
• 1099: Termination number for Crime cell not available with BSNL. JA, TRAI requested BSNL CTD &
ROB to get the data from concerned agency and communicate the same to all TSPs
• 1511 is found maturing from BSNL. JA, TRAI requested BSNL CTD & ROB to inform the correct
terminating no to all TSPs.
• 1517 is found terminating for all TSPs except RJIO, WB. JA, TRAI requested BSNL WB to share the
requisite information to RJIO for proper routing.
• 1912X routing at WB is not proper. JA, TRAI requested BSNL, ROB to get them rectified.
• 1063 mapping no is found to be faulty. JA, TRAI requested BSNL, ROB & CTD to get them from
concerned authority and get rectified.

Advisor and Jt. Advisor sir clearly mention the need of sharing the schematic network diagram for all
network elements for all TSPs and instructed to add the same to their next PMR audit for QE June 2017.
Name of all Counters with their counter details: T N Das Sir, mention the need for counter which are
available in the report for 2G services. He also instructed to submit the same for 3G services. Aircel and Airtel
mention that they will ask permission from their Hq. BSNL mention that the will submit within 7 days. Sir,
instructed to submit the 3G counters to TRAI.
Authentication and justification of invalid complaints: As per TRAI regulation there is no scope for
considering customer complaint as invalid. Once customer make a complaint if it is not solved through FTR
(First Time Resolved) then SR number generated and then complaints are treated as invalid.
T N Das sir reiterated to all TSPs specially Aircel to revalidated the issue of invalid complaint.
Calculation methodology for Voice quality: Except BSNL all operators consider the calculation by considering
samples of voice calls whereas BSNL consider voice calls. Sir instructed to BSNL to consider samples of voice
calls for voice quality.
For calculation of CSSR, Reliance considered exorbitantly high number of call attempts and number of call
established. T N Das sir, requested to RTL representatives to explain the fact. In reply RTL representative
replied that the matter already escalated to their Hq and they will revert back soon.
Sir, instructed to the representative that for the next quarter for Q.E June 2017 logical data should come for
the calculation of network parameters for audit.
Equipped capacity of the network in Erlang for 2G and 3G. : TSPs informed that the equipped cannot be
separated for 2G and 3G services from the system.
For wireless data services – “Activation done within 4 hours” - Same data providing for 2G and 3G services
by all operators :
