Accordingly, the Scheme has been Continuously implemented upto 2018-19 and so far 40,88,608 goats/sheep were distributed to 10,22,152 poor women beneficiaries 2. During the Budget Speech in the Legislative Assembly on 08.02.2019, it wes announced that the Government will continue the “Free distribution of Goats/Sheep Scheme" during the yeer 2019-20. ‘ansportation charges etc., 3. Based on the announcement, the Director of Animal Husbandry and Veterinary Services in his letter third read above sent proposal for implementation of the Scheme of Free Cistribution of Goats/Sheep for the year 2019-20. The Director of Anirral Husbandry and Veterinary Services has stated that it has been proposed to distribute Goats/Sheep to all the eligible beneficiaries selected by Grama Sebha in the village Panchayat without changing the dstrict target, LENCE, It IS proposed to distribute 6,00,000 Goats/Sheep to 1,50,000 peseticiaries during the year 2019-20. The Scheme will be implenoecy in 31 districts, 4. Introduction : The Government of Tami Nadu taunched 3 "Scheme for Free Distribution of Goats / sheep’ “for the poorest of poor in the rural areas in order to enhance their standard of living during the year 2013-12 The Scheme has been well appreciated foF its success in canverting assetless individuals into animal asset owning families having 2 sustainable livelihood opportunity. The Scheme is being continued for the year 2019-20, 1.1 A total of 1,50,000 beneficaries, whe are predominantly women in rural areas will be distributed 4 Goats / Sheep each during 2019-20 so as to have Sustainable livelihood opportunity. As per the provisional figures available Under the 18" Livestock Census, there are abou! 81.43 lakh Goats and 47.86 lakh Sheep in the State. The following varieties of goats are Widely available in the State - Salem Black, Keni Aadu, Kodi Aedu, Non descriptive oe, Palalady anc Molai Aad. The following types of sheep ‘2Fe avatisble in the State - Meichery, Madras Red, Trichy Bleek, Ramnad ‘White, Vembur, Chewvady, Nileiris ang Keesha Kartal. Sheep ate oeneral Ny preferred to be reared by the beneticiaries only in large numbers anc that too in such Village Panchayats whieh neve got substantial grezing ‘grounds. Goats can be main inec through stall feeding in the householés ang are maintained even in such villages where the grazing grounds are not extensively available, Goats are generally preferred by poor households since It is possible to rear them even in @ few numbers. 2. Implementation of the Scheme. 2.1 The goats / sheep can normally be procured [rom within the State. The Procurement of Goats / Sheep in larger numbers trom other States. The larget number of beneficiaries for each District will be deciéed by the 4 Director of Animal Husbandry and Veterinary Services (DAHEVS) based on the strength of the rural population of the District. 4.2 During implementation of the scheme in previous years ti 2015-16, in each District, the Vilage Panchayats were selected. in such @ manner thet approximately one-fith of the beneticiaries were coveree in each Block in @ Year and the beneficiaries of 2 particular Village Panchayat tully covered within the year ise. As almost all the Vilage Panchayats were covered for Implementation of the above Scheme till 2015-16 the same Village Panchayats have been Laken for implementation since 2016-17. As was done uring 2038-19 it ts now proposed that all the eligible beneficiaries in a village Panchayat finalised by the Grama Sabha and approved by the District Collector shall be distributed goats / sheep units with -egard to’ Distict targets.
