What measures do you suggest to increase the private sector investment? Ans : The measures that should be taken for the private sector investment : 1 3. vf Governments are required to become more investment oriented if they are to increase the levels of private investment. They should come to understand the factors that influence the dynamics of private domestic and foreign investment, Public sector policies and behaviours play a key role in shaping conditions for investment. Private sector development requires the development of markets that comprise the interplay between public policies, laws, regulations, norms, ete. —as well as private actors. Govt. should confirm these elements that create a market in which private investors: their choices. Countries wishing to encourage positive investment decisions need taconsider the risks, costs and rewards that influence these decisions and find ways to engute the market for private investment performs competitively. While growth depen ai private investment, private investment depends on a sound infrastructure and adeqjté human capital, both of which depend on an adequate level of national savingg. Hus, aid financed infrastructure development and human capital investments catvinake a vast difference in promoting investment, particularly foreign direct investment s It is essential to engage with the private gechég'when identifying priorities for reform of the investment climate. In general ene a rivate sector usually requires a stable and Predictable investment climate. Mo: )ssues such as transparency, reducing corruption, good public governance, strong rule 6f Jaw, a sound macro economy, performing institutions and the right regulations are esseni{iaifor sustainable investment and economic growth. Private investors cannot be ex to put scarce capital at risk in nations where cornuption is rampant and the governmegiuintrustwerthy, or where essential infrastructure is missing, So improving governance-apid 2ucing corruption are must for private investment. Greater focus must begiuen to the development of rural infrastructure as the foundation upon which business — can be improved with fully functioning markets. For example, investment in. rdgch improvements is vital. Without adequately maintained roads, producers and communitits'are often isolated, leading to high costs and low returns. Roads, however, are just one essential infrastructure component for sustained development and accelerated agriculture productivity. All kinds of political violence must be stopped and democracy should be ensured to attract the private sectors to invest. The application of these measures may increase the private sector investment. Write an easy in English on "The importance of discipline in the financial sector of Bangladesh’ (30 Marks) ‘The Importance of Discipline in the Financial Sector of Bangladesh Introduction : A healthy financial sector is crucial for economic growth, especially for economies like Bangladesh. Because, economic growth in Bangladesh must come largely from exports and its enterprises must, therefore, be internationally competitive. But unfortunately due to lack of discipline, Bangladesh has a financial system in which borrowers fail to repay loans, foreclosure is almost unheard of, and the government has to bail out banks. The nationalized banks pass on their losses to the government and receive periodic capital transfusions to keep themselves going on Thus, commercial banks are at the heart of the problem in Bangladesh financial sector. Major problems in the financial sector : The major problems in the financial settor of Bangladesh are Jack of discipline. Furthermore the crucial problems of our finaneial sector maj-be identified as under a. Unsound private banks : Small domestic private banks are hardly better off. They offer no setious competition to nationalized banks. A b. Inadequate suppression and enforcement : Inadequate prudential regulation and weak suppression are a recipe for banking problems. Poor enforcement capacity robs weak suppression of what little effect it might have. o > Fe . Deficient legal framework for loan recovery : Poor prudential regulation and suppression are made worse by an inadequate legal framewprk. Banks can absorb some low level of non- performing loans if there is a strong legal framework for loan recovery, foreclosure and liquidation. Bangladesh lacks such a frarriework. d. Shallow capital markets : Discipline of Bank are not the only problem in the financial sector of Bangladesh. Capital markets are small and do not offer a competitive alternative to bank borrowing. Stock market, capitalization relatied to GDP is 25 to 75 times smaller than in neighbouring South Asian)countries. Measures for cure : Currijig'the financial sector will not be easy enough, financially or politically. It needs comprehensive programmes, both short-term and long-term for making the financial sector viable and compétitive. For this, following measures may be considered : 1. Tightening loan recovery and its legal framework : The government needs to undertake comprehensive measures for loan recovery. So, government should— _ Amend the Financial Loan Court Act to strengthen the loan courts, giving them the powers to execute their decrees and staffing them adequately. — Increase the number of loan courts, especially in Dhaka, Chittagong and Khulna, to clear the backlog of cases. = Strictly enforce all laws against white-collar crimes. 2 Strengthening Bangladesh Bank : Tighter regulations should be phased in to avoid shocks f the health of banking system. For this, the government and Bangladesh Bank should : ~ Tighten regulations on bank capital, loan classification and provisioning and ownership; Define and enforce penalties for insider lending; 7 9 ~ Ensure that Bangladesh Bank's autonomy, legal status and organizational structure which need actions to : * strengthen Bangladesh Bank's supervisory, inspection, treasury and risk management functions; * strengthen monetary management and continue initiatives for strengthening staff capabilities in supervision and risk management in the medium term upgrade technology. Restructuring private banks : To deal with troubled private banks, Bangladesh Bank should develop criteria for selecting banks for restructuring. Privatizing nationalized commercial banks : Privatizing nationalized commercial banks is required fo cure the financial system. However, in privatizing the banks, the government should : ~ Appoint a financial advisor with comprehensive terms of reference for selling the first bank. ~ Develop a strategy for dealing with the delinquent debt of state enterprise in co-ordination with the privatization program for state enterprises. ~ Strengthening accounting and auditing practices : The government nec to : ~ Require audits to trace suspected insider (benami) loans. os) Implementing new information technology : Bangladesh Bank's regulatory functions would be easier to manage with computerization and real-time data communication links with the ‘Commercial Banks it regulates. a>” Developing staff skills : Professionalizing the banking business will generate large, long-term payoffs in the form of a more efficient banking system) Deepening capital markets : The government shold take steps to increase the ability of capital markets to efficiently provide long-term funds through debt and equity financing. Thus, the reforms should include; ,” ~ Strengthening prudential regulation ili the stock market and gradually removing over restrictive and ineffective regulations.én share issuers and market makers. — Strengthening the securities and Exchange Commission. Restructuring state-owned development finance institutions : Strategy for deepening the financial system must give special afferition to development finance institutions, the traditional but now ineffective source of term linanice, to help industry respond to the growing economic liberalization. 10. Strengthening contractual savings institutions : The government should examine ways of strengthening non‘depository contractual savings institutions through actions to : ~ Strengthen thé management, colection and funding performance of state-owned pension funds, 3 Provide best practic examples for setting up private pension funds, Conclusion : Above discussionhas showed that the financial sector of Bangladesh is not functioning well and it needs lot of reforms and reappraisals. For this, government should come with crash programs which must be implemented promptly with courage and passion. Otherwise, all the programs and efforts will go to astray. 02. Read the following passage and answer the questions below : (5x 6=30 Marks) The debate over environment-development relationship is not new. However, for the last few: decades, this relationship has become extremely crucial for reasons that we, each and every citizen of the globe, and particularly of Bangladesh, experience each day. The path of development engineering of the developing countries after decolonization started with growth-based trickle- down ideas. Then came growth with equity followed by basic needs app roach and participatory development. Subsequently sustainable development which embodies all thes previous strategies, with only one new element added ie. environmental sustainability, came in the mid-1980s. This developmental tool developed a consensus based on three dimensions-economic, social and environmental. How has environmental sustainability affected globalization? Human-induced climate change is universally agreed to be the Red Light of global unsustainability. The glaring contradiction is that while the industrial countries press for adopting newer market mechanisms for emissions reduction, they do not commit to binding reductions. In 2012, global greenhouse gas emissions witnessed a 40°%n rise instead of the set target of 5.2% average reduction in industrial countries under Koto Protocol. On the other hand, the LDCs have been condemned to double exposure — to runaway globalization and climate change, making them ‘double losers.’ For example : Bangladeshi garment products end up paying 45 times more tariff to enter the US market than other industrial countries. On top of this, the imposed burden of climate, change is pulling us decades back. a” With a population half of the US, but 65 times smaller in territory, Bariglidesh, is regarded asa development paradox, with its average of 6% growth a year during the last few years. Bangladesh is regarded as a test-case of sustainable development, given its socio-economic and physical- geographical parameters. The Question is : How can count i Bangiadesh develp sustainably under this model of globalization? a) a What would be an appropriate title for the above passage? Ans: Environment: its Effects on Sustainable Deyelopment. b. What path has the developing econeming fee ing he evelopment: proce ter decolonization? Ans : Growth-based Uicledown ideas wet the paths with which the developing countries started during, their development proctss after decolonization. ¢. What makes sustainable development a unique developmental tool? Ans : In the way of sustainable development there is a consensus which is based on three dimensions named economic, scial and environmental and along with these dimensions, the consensus makes the suitaljiable development a unique developmental tool. d. What makes Bangladesh a ‘double loser according to this passage? Ans: Two aspects tamed globalization and climate change make Bangkladesh — dauble losers. e. Why is the examiple of Bangladesh termed as a development paradox’? Ans : Bangladesh's average growth is 6% in a year and during the last few years in spite of its having half population of US and the territory that:is 65 times smaller than US. For this reason, Bangladesh is termed as a ‘development paradox’. 03. A, Band C do a job alone in 20, 30 and 60 days respectively.
