Executive Summary

VISION

The Johor RSN proposes a long-term state vision statement of more than 30 years, as a guide to
achieve goals and objectives beyond 2045:

“Johor National and Regional Economic Power”

Johor State Development Goals 2030

“Johor Prosperity and Well-Being is Supported by Fair Growth, District-Based Growth, Commitment
to Sustainability and Fostering People's Well-Being”.

Johor State Development Objectives:

1. To accelerate strategic and sustainable spatial and economic growth, transformatively into a
PROGRESSIVE and PROSPEROUS state, elevating the state as the leading economic power in
Malaysia and remaining competitive in the world
2. For the sake of importance, MUAFAKAT (in agreement) and the people's voice have always
been the main agenda of the State of Johor in the development of a prosperous, inclusive and
quality community.
3. To mainstream the state's SUSTAINABILITY by preserving the priceless assets and heritage of
Johor's cultural heritage, it is resilient to face the challenges of global change and to adopt
sustainable development concepts such as renewable energy and low carbon communities.
4. To strengthen the PARALEL GROWTH between the Southern Conurbation and outer Southern
Conurbations areas based on the LOCAL NICHE of each district to support sustainable state
spatial development.

Niche of each district

The development of the territories is based on the strength of the current economic sector and the
regionalism it supports. RSNJ 2030 welcomes the planning of the Johor State Strategic Growth Plan
2020 through the 2030 planning year.

Listing of regional economic sectors based on the following factors: a) Major economic sectors and
regional support either primary, secondary or tertiary. b) The emerging economic sector of the
region is involved in projects in planning. c) The role that a sector plays in the district, either the
primary role (the primary sector) or the support role.

Thrust 1 :

Dynamic and balance growth between southern conurbation and the outer southern conurbation

RSJ 1 - The internationalization of the State of Johor is through recognition and consolidation of
the international agenda which focuses on 29 indices of internationalization based on
society, sustainability and economic and business prosperity

RSJ 2 - Strengthen regional and state co-operation between multi-lateral Johor and the SIJO
KEPRI region and internationally through national priority projects such as High Speed
Rail (HSR) as well as inter-state resource management through strategic consultation and
the Regional Planning Committee.

RSJ 3 - The Johor economy is competitive and resilient to achieve and maintain high economic
growth rates according to their respective districts.

RSJ 4 - Sustainable population growth to reach a target population of six (6) million by 2030.

RSJ 5 - Efficient management of non-citizen employment with a target of non-citizen shares does
not exceed 15%.

RSJ 6 - Managing a community-friendly environment is aging by incorporating needs in


development including aspects of mobility, accessibility and welfare.

RSJ 7 - The urban and rural growth and symbiotic growth are driven by the Johor 2030 Main
Figure with development priorities focused on five sub-provinces of the state.

RSJ 8 - Increasing the competitiveness of the South Conurbation area through the continuous
development of the International Metropolis Dual Nucleus - Johor Bahru City - Iskandar
Puteri to Global City status

RSJ 9 - Strengthening the functioning and competitiveness of the regional centers and urban
areas in accordance with the proposed hierarchy with the support of infrastructure
facilities and their corresponding economic activities.

RSJ 10 - Resilience of the economy by equipping facilities in the Village Growth Center and
suburban villages as well as strengthening the rural economy with a sustainable rural
environment through the transformation of FELDA and indigenous villages.

RSJ 11 - Recognition and internationalization of Johor through the legacy of history, heritage and
culture of the city of Johor in achieving the aspirations of "the Johor Malay Civilization
Center For International".

RSJ 12 - Sustainability of agro-food sources, supply of meat and fish resources through the
retention of agricultural land such as offshore areas, develop more TKPM and TKMO,
adopt modern technology approaches such as urban farming, as well as improve market
areas and upgrade infrastructure for landfill activities. marine and aquaculture.

RSJ 13 - Sustainable development of industrial and commodity crops by maintaining industrial


crop area outside the urban area and using modern and productive management
methods.

RSJ 14 - Conservation of forests and sustainable production of land through various activities such
as eco-tourism, forestry research and replanting, as well as control over the opening of
new mine areas

RSJ 15 - Empowering the manufacturing industry and exploring new industries through the
establishment of clusters based on industry corridors of each region and providing
incentives to new investors as well as creating new emerging industries such as the
creative and ICT industries.

RSJ 16 - Dynamic and competitive trade development based on the function and role of the city
centre based on the regional and regional potential including urban and urban renewal
programs in line with the concept of adaptive reuse as well as encouraging investment in
branded services and products.

RSJ 17 - High value tourism and sustainable tourism management through strengthening the
state's tourism corridors, recognition of international-class products such as RAMSAR and
Geopark and upgrading tourism infrastructure and facilities as well as providing
sustainable tourism management plans for eco and heritage products.

RSJ 18 - Adequate and quality housing with complete amenities and conducive environment
based on the needs of those in need such as the B40 and M40, and upholding the Johor
People's Housing Policy and the People's Housing Project

RSJ 19 - Offering quality community facilities, complete with the best services available to the
population and also focusing on the development of international health, hospitality and
science hubs in line with the international agenda of Johor and the vision of Johor H3
(Johor Healthcare and Hospitality Hub).

RSJ 20 - Provision of quality and diverse open space to meet the needs of the population with the
target of providing a ratio of 1,000 urban dwellers per hectare of open space as well as
immediate reporting of existing open space.

International standard Transportation system and Infrastructure

RSJ 21 - Secure and reliable water supply through the protection of water sources such as rivers,
lakes, dams and rainwater catchment areas as well as improved water supply and
coverage and alternative water supply exploration by building four tube wells in Mersing
and Kota Tinggi

RSJ 22 - Flood risk is minimized through integrated flood management including flood risk area
planning, integrated river basin management, urban drainage plans and flood mitigation
plans for the entire state of Johor.

RSJ 23 - Provision of infrastructure and utility services to meet consumer demand such as: i.
Efficient and reliable supply of electricity from the 132kV, 275kV and 500kV TNB
transmission lines and identify renewable energy; ii. Expansion of the use of sewerage
systems and sludge plants is based on its priority in the South Conurbation area and the
highly populated Main Town Centre.

RSJ 24 - Provision of quality and diverse open space to meet the needs of the population with the

immediate reporting of existing open space

RSJ 25 - Equip the communications and transportation network system with network and
connectivity strengthening between regions and between modes of transportation
through existing road networks, highways, rail, marine transport systems and airport
activation.

RSJ 26 - Provision of interrelated and comprehensive public transport with the breakdown of
public transport modes: private in the Southern Conventions of 40:60 by 2030 and the
breakdown of public transport modes: private outside the Southern Conventions of 30:70
by 2030.

RSJ 27 - Importance of conservation and management of natural resources through: i.


Conservation of forest resources, National Parks and Ramsar sites. ii. Control of
development in the CFS ecological corridor environment to prevent deforestation. iii.
Conservation of marine biological diversity in the waters of Sultan Iskandar Marine Park
and the east coast of Johor. iv. Conservation of coastal areas and the Straits of Johor
according to the concept of integrated coastal management.

RSJ 28 - The need to conserve and manage KSAS is integrated and effective through compliance
with development by type and level of KSAS at all stages of land development with a
target of 7 out of 14 sectoral KSAS being gazetted in 2030.

RSJ 29 - Low-carbon communities and disaster resilience through sustainable development


planning and green technology practices and the preparation of a State Disaster Risk Plan
to mitigate future disasters.

RSJ 30 - Effective system implementation and monitoring of the Structure Plan through the
Establishment and Monitoring Committee of the Johor State 2030 RS (RSNJ Monitor) to
ensure effective implementation of the RSNJ 2030.

RSJ 31 - Strengthening the capacity of the machinery institutions to implement the State
Structure Plan through the development of human resources through the development
of quality personalities, training and skills (up-skilling and capability building) to drive
governance in implementing the RSNJ.

RSJ 32 - Internationalization of Southern Johor Convention in the context of governance through


the strengthening of local councils and other government agencies in the Southern
Conference to advance the internationalization agenda of the State of Johor by upgrading
all local authorities in the Southern Conference to the City Council / City Council and
Municipal Council

RSJ 33 - Strengthening the organization and quality of decision-making to support the


internationalization of the State of Johor through the establishment of an entity /
organization / agency to be a public policy think tank of the Johor State Government
