EXECUTIVE ORDER
OFFICE OF THE TOWN MANAGER
AN EXECUTIVE ORDER OF THE TOWN OF LONGBOAT KEY
TOWN MANAGER RESTATING AND EXTENDING CERTAIN
CLOSURES, SUSPENSIONS AND CANCELLATIONS WITHIN
THE TOWN OF LONGBOAT KEY DUE TO THE ONGOING
THREAT FROM THE COVID-19 VIRUS; PROVIDING AN
EXPIRATION DATE.
WHEREAS, since March 1, 2020, the State of Florida, and the United States of
‘America, and Sarasota County have declared a “State of Emergency" due to the onset of
the Coronavirus ("COVID-19") pandemic; and
WHEREAS, since March 1, 2020, there have been multiple Executive Orders issued
by Florida Governor DeSantis to provent the spread of COVID-19 throughout the State of
Florida; and
WHEREAS, on March 23, 2020, the Town Commission of the Town of Longboat Key
(Town) adopted Resolution 2020-06, affirming the local State of Emergency within the Town
arising from the COVID-19 pandemic; and
WHEREAS, the Town Charter, Town Code of Ordinances, and Resolution 2020-06,
delegates to the Town Manager certain emergency administrative and operational authority
to safeguard the lives and property of the Town's residents and visitors during the COVID-
19 pandemic; and
WHEREAS, the Town's population is composed of approximately 7,000 full time
residents and 69% of those residents are individuals over the age of 65; and
WHEREAS, the Town's population demographic is considered one of the populations.
‘most susceptible to severe illness and death from the COVID-19 virus; and
WHEREAS, on Aaril 1, 2020, Governor DeSantis issued Executive Order 20-91,
known as a *Safer at Home" order that directed Floridians to limit their movements and
personal interactions outside of their homes and only engage in activities deemed “essential”
Inan effort to slow the spread of COVID-19; and
WHEREAS, the COVID-19 pandemic is a condition that continues to pose a potential
life-threatening situation for the citizens and visitors within the Town and precautionary
‘measures intended to limit ts spread are expected to continue until at least May 1, 2020;
and
WHEREAS, the purpose ofthis locally issued Executive Order by the Town Manager
\s to affirm and extend certain closures, suspensions, and cancellation orders previously
issued by the Town Manager due to the COVID-19 threat, and extend the duration of the
previously issued order(s) until May 1, 2020, unless otherwise repealed or extended by the
‘Town Manager or Town Commission.
NOW, THEREFORE BE IT RESOLVED BY THE TOWN MANAGER FOR THE
‘TOWN OF LONGBOAT KEY, THAT:
1. All Public Beach Access parking locations shall remain closed to the public until

2. The Quick Point and Overlook Park Parking Lots shall remain closed to the public
until further noticed,
3. The Town's Boat Ramp located at Linley Street shall remain closed to the public until
further noticed.
4, The Town's Tennis Center shall remain closed to the public ntl further noticed,
5. The Town's Recreation Center at Bayfront Park and all classes scheduled within that
{acilty shail remain closed to the public until further noticed,
6. The playground, basketball, pickleball, and tennis courts at Bayfront Park shall
remain closed to the public until further noticed.
7. The issuance of Temporary Use Permits for rentals on Town property shall be
suspended untl futher noticed.
8. Scheduling of certain building permit inspections in interior confined spaces shall be
suspended until further noticed. Alternative methods to provide assurance of code
‘compliance shall be provided on a case by case basis.
8. Expirations of buiding permits are tolled for 6 months from the issuance of the
Govemor's Executive Order 20-52, issued on March 9, 2020.
10.All Town Facilities including Town Hall shall remain closed to the public until further
‘noticed. Town staif shall remain available and accessible to the public by phone,
email, and appoiniment, as appropriate.
11.All Town Commission Workshops and Advisory Board Meetings/Hearings of the
Planning & Zoning Board, Zoning Board of Adjustments, Consolidated Retirement
‘System Board anc Code Enforcement Special Magistrate are cancelled unti further
noticed,
12.The above listed closures, cancellations and suspensions may be amended based
‘upon additional directives and Executive Orders from Florida’s Governor, Sarasota
County, the Department of Health, andior the Center for Disease Control
18. This Order will be ‘e-evaluated on or before May 1, 2020 and shall only apply during
the period of dectared local, State, and National emergency caused by COVID-19.
