Cornwall Regional University Cornwall Regional University is a university located in the

Caribbean. It has a population of approximately 15,000 students. All students take classes face-

to-face. Recently, Cornwall Regional University was awarded a grant of US$2,000,000.00 for

the development of online programmes. You have been invited as a consultant to give feedback

on the possible top ten resources that they will need to give consideration to during the initial

quest for their LMS.

Introduction

The introduction of Learning Management Systems (LMS) at regional tertiary institutions

is associated with the demand for online learning platforms for the adult learner. (Kay 2017) This

paper will discuss ten major resources to be considered when pursuing an LMS for the Cornwall

Regional University.

Project Conception and Initiation

The project management team will produce a project charter outlining the project plan.

The team should include individuals with specific roles and the following titles. The project

manager/team leader, project liaison, project planner, risk manager, and representatives from the

university who will act as project sponsor and executive sponsor. (Harrin 2019)

Project Definition and Planning

As noted in the case study the goal of the project is to identify and implement a suitable

LMS for a tertiary institution which services 15,000 students and transition from face to face

learning to online learning platforms. The school has a budget of US$2,000,000.00. A project

timeline will be produced by the team to conduct a needs assessment and implement an

intervention.

The needs assessments will require an assessment of the following information; learning

objectives and business needs of the University, ICT skill level of the instructors and

administrators, available technical resources to support an LMS, content and courses offered by

the university, and university expectations of the LMS. (Gautam 2017) The findings of this

report will detail the needs, gaps, and recommended intervention.

Project Launch or Execution

With this information the project management team can determine the most suitable

LMSs for the institution. Team members in conjunction with the vendor party will then

characterize the role the LMS will play in the institution and produce a shortlist of LMSs for the

vendor to assess compatibility. An important feature of these LMSs should be quality support

services, which will help users to develop competence after receiving training.

After selecting the LMS a trial should be executed for a department within the

University. Staff would be trained to use the LMS based on their role at the University and when

the LMS is operational assessments would be conducted habitually to determine the extent to

which the identified LMS meet the goals of the school. This would include surveys of all

stakeholders and functionality of the LMS. If the team and the University are pleased with the

result the next phase would be initiated, otherwise another LMS would be tested. (Gautam 2017)

Project Performance and Control

A timeline for implementation of the approved LMS would be produced for

implementation at all learning departments at the University as well as sustainability principles.

Ongoing assessment would be conducted and after the trial period is completed and quarterly

assessments to ensure efficiency.


Case Study 4

Conclusively the ten major resources involved in the implementation of an LMS at the

Cornwall University are the human resources, university learning and business objectives,

learning department competencies, technical resources, teaching learning requirements for

content delivery, university expectations, training facilities, support services, budget and

compatible LMSs. These resources are vital in the development of a project plan for LMS

implementation and should therefore be considered during this process.
