The procurement and supply in sequence and at the appropriate time all metallic and non-
Metallic materials and consumables, required for complete construction/ fabrication/ erection/
installation of all bought out components and free issue materials/ inspection/ testing/
insulation/ painting/ handing over of tanks including instrumentations, piping, structural works,
electrical works, accessories and attachments as per Engg. data sheet and specifications,
except material specifically listed under EXCLUSION to scope of supply and work shall entirely
ll include but not be limited to
the following:

(a) LTCS (A-537 Cl. 1) plates for inner shell, inner and outer bottom/ annular plate, outer shell,
outer dome roof, roof structure, suspended deck, suspended deck structure and hanger,
reinforcement pads, manway necks, structural, gussets and attachments on inner tank
components/ outer tank bottom and shell, nozzle necks > 10 , internal
ladder, supports, internals, etc. (all components in touch of liquid Propane / Butane / LPG).

(b) SS 304 metallurgy for Anchor strap assembly.

(c) Structural steel for outer tank outside stairway, platforms, hand railing etc.

(d) Supply and erection of all structurals (e.g. Pump maintenance platform, hoist, stairways,
access platform etc.) coming on top of the tank including HOT and monorail.

(e) All materials required for Earthing and Lighting of the tank as per bid document.

(f) Material confirming to A-333 Gr. 6 (seamless pipe) 10 NB for nozzles/ internal pipes/
stilling wells etc.

(g) Forged flanges/ blind flanges (wherever necessary) for nozzles, manholes and other
appurtenances.

(h) All materials for insulation and cathodic protection of tanks.

(i) Gaskets and fasteners.

(j) Welding consumables, Electrodes and gases.

(k) Deployment of cranes and other construction & handling equipments.

(m) All electrical works and supply etc. as defined in relevant section enclosed with the bid.

(n) All civil works / structural works etc. as defined in bid document.

(o) Procurement, supply of all instrumentation except Level Instruments.

(p) Installation of all instruments including laying of cable, tubing and termination at junction
box as defined in bid document.

(q) All materials required for Intank pump installation & supporting / removal system,
nameplates etc.

(r) All materials for surface preparation and primer/ painting.

(s) Construction Power and Water.

(t) All material required for firefighting facility.

(u) In-tank pump wells etc.

(v) Digital Radiographic films and other consumables etc. for radiography and other non-
destructive/ destructive examinations and tests.

(w) Spares as per bid document.

(x) All materials as required vide various sections enclosed in the bid document/ specifications/
standards and applicable codes.

(y) All materials required for barricading/ water curtain for enabling works.

(z) Supply of manpower, materials, consumables required for Cool down and purging of the
tank and other commissioning/pre-commissioning activities.

(aa) All manpower, tools, tackles, materials (metallic and non metallic)/ consumables and gases
which are not specifically listed above but required for satisfactory completion of all works in

system in all respects and as per the instructions of site in charge.

(a) Complete fabrication and erection of Double Wall Storage Tank providing all necessary
construction equipment, machinery, deployment of cranes, hydra, forklifts etc., lifting and
erection tools and tackles; temporary structure clamps, wedges and all labour, supervision
etc. required for the tank.

(b) Installation and testing of Free Issue Intank pumps as per the guidelines provided by Intank
pump supplier. Guidelines shall be furnished to the successful bidder.

(c) Carrying out all inspection (stage wise and final), hydrostatic, pneumatic, vacuum and other
tests as mentioned in specified codes and EIL specifications and it includes all supply of
labour, materials, equipment, supervision etc. which may be necessary.

(d) Supply and fabrication/erection, inspection and testing of external piping upto battery limit
i.e. upto 1m. outside the kerb wall along with supporting arrangements including submission
of fabrication drawings of the same for

(e) Preparation of quality management systems, coordination with inspection agency for
approval/ review of quality control procedures and systems.

(f) Supply, fabrication and erection of ladders, platforms, stairways, walkways and inter landing
supports.

(g) Cleaning, surface preparation and applications of primer/paint as per specifications.

(h) Complete insulation, painting and cathodic protection works.

(i) All work related to provision of barricading/ water curtain for enabling work.

(j) Storage, movement, handling of materials at site.

(k) Obtaining statutory approvals from state/local agencies.

(l) Installation of instruments and accessories for the tank as specified.

(m) Preparation of all detailed fabrication drawings and submission review.

(n) Supply and installation of N2-purge system as per the requirements specified in MDS.

(o) Calibration of tanks including preparation and submission of calibration charts for getting
approval from competent authority/owner as per IS 2007 & 2008 (latest edition).

(p) Procurement of all imported plates, forgings, fittings, pipes, consumables etc. to be
inspected under third party inspection agency designated by Owner/ EIL (e.g. Lloyds, DNV,
Bureau Veritas or equal).

(q) Approvals from Advisory Committee of Insurers (TAC).

(r) Obtaining approvals from PESO.

(s) Arranging for tools, tackles, support stiffeners, temporary platforms etc. for fabrication,
welding, inspection, testing and completion of entire work.

(t) Final hook-up for Piping, Electrical and Instrumentation with Owner's existing facilities
defined elsewhere.

(u) Any other work covered under scope of work given elsewhere in this bid document required
for satisfactory and successful completion of the project.

(v) Submission of progress reports, bar charts, planning and scheduling of all activities for
completion of the entire job.

(w) Cleaning of work area as per instructions of Engineer-in-Charge after completion of the job.
Complete drying of the tank after hydrotest.

(x) Purging of tank as per bid document.

(y) Supply of all documents/manuals as per Vendor data requirements. Accomplishment of all
other items of work required to make the storage tanks and associated systems ready for
commissioning and to the complete satisfaction of site-in charge.

(z) Pre commissioning and commissioning assistance including supply of services of


specialized personnel for supervision during chill down and pre-commissioning and
commissioning activities.

SECTION-B

SCOPE OF WORK FOR TENDERS (PIPING)

Generally the Piping scope of work of contractor shall include the following activities relating to tender
for Double walled tankages (LPG import terminal-Haldia):

1.1 Procure and supply all piping material related to the Double walled Tanks of LPG Import Terminal
Haldia as per the piping drawings, piping material specifications, technical specification, P&IDs,
Inspection and test plans of the respective items and from EIL approved vendors only.
Piping materials include the following but is not limited to the same:

a) Pipes (All sizes, types and schedules)


b) Flanges (All sizes, types and Pressure ratings)
c) Fittings (All sizes, types and schedules)
d) Valves (All sizes, types and ratings)
e) Gaskets (All sizes, types and ratings)

premises (as detailed elsewhere) due to space constraints. Contractor shall accordingly
arrange for transport of material and the pre-fabricated spools to worksite for erection.

1.2 Shop & field fabrication and erection of piping in accordance with documents listed under CL. 2.0
i.e., 'BASIS OF WORK' including erection of all piping materials enumerated above. All inline
instruments shall also be installed along with the piping.

1.3 Supply, Fabrication and erection of pipe supports like shoes, saddles, guides, dummy pipes, stops,
anchors, clips, cradles, hangers, turn buckles, special supports, supporting fixtures, brackets,
cantilevers, lubrite /graphite/PTFE low friction pads, roller supports, struts, tee-posts, including
erection of spring supports, expansion bellows, steam and condensate manifolds and sway braces.

1.4 Site Fabrications of piping items including but not limited to the same:

a. Fabrication of piping specials like special radius bends, reducers, miters, etc.

b. Fabrication of plain and threaded nipples from pipes as required during erection

c. Fabrication of swage nipples as and when required.

d. Fabrication of odd angle elbows like 60°, 30°, or any other angle from 90°/45° elbows as
and when required.

e. Fabrication of flanges, reducing flanges, blind flanges, spectacle blinds, crosses, jumpovers
etc. as and when required.

f. Fabrication of circular pipe for steam rings, fire water lines, utility lines at all levels and
elevations.

g. Fabrication of stub in connections with or without reinforcement.

h. Grinding of edges of pipes, fittings, flanges, etc. to match mating edges of


uneven/different thickness wherever required as per specifications including
bevelling of plain end pipes.

i. Design and fabrication of Sample Coolers as per EIL Std.Dwg. wherever required.

j. Fabrication of chain operation arrangement of chain operated valves including chain


of required length as per EIL std. 7-44-0050. All material required for this modification
shall be supplied by contractor.

k. Threading of all small bore piping as per piping material specifications.

l. Drilling on blind flange for inserting / joining small bore lines.

m. Fabrication and welding of reinforcement pads at branch pipe locations wherever


required.

n. Fabrication & erection of steam supply & condensate return manifold, if required as
per direction of engineer-in charge.

o. Internal grinding of orifice flanges to render smooth surfaces

1.5 Obtaining approval for the piping systems falling under purview of IBR from the statutory Indian
Boiler Regulations (IBR) authority of the state where the plant is situated. The documentation for
the IBR System shall be provided to the contractor. In case the local IBR authority insists that the
documentation is required to be submitted in an alternate format then it will be co
responsibility to get the isometrics, system isometrics, IBR calculations etc. from the original
package and get it revised in the appropriate format as required by the local IBR authority at no
extra cost. The revised package shall require Owner/EIL approval. System isometrics or GAD
required by IBR authorities shall be made by Contractor based on the available isometrics.

1.6 Modifications like providing additional cleats for extension of stem of valve, locking arrangement of
valves, providing chain operation facility etc. as and when required.

1.7 Isometrics for small bore piping for main process / utilities shall be provided to contractor. However,
Preparation of Isometrics & bill of materials for small bore lines related to instruments & pump
flushing / cooling, sprinkler piping over pumps / vessels / columns / air coolers, purging, pump vent
& drain lines to CBD/OWS/SS & drain lines from LG ,LT to CBD/OWS/SS, steam tracing (Non-IBR)
from steam supply stations up to condensate recovery station, supporting details of all Non-IBR
lines up to and including 1- 1/2" and lines specified as field routed within the unit battery limit
including subsequent approval from Engineer-in-
scope of work. Small bore piping isometrics given by owner shall be rechecked by Contractor and

contractor.
The material for all above shall be free issued.

For sprinkler system, isometrics of main header will be provided. Preparation of isometric for
branch piping and modification of main header for inclusion of branches, rings and pipes for
sprinklers over equipments for all size is part of Contractor deliverables as part of his Document.

1.8 Obtaining approval from statutory authority, for drawing prepared by contractor wherever required
as per instructions of Engineer-in-charge.

1.9 Non-destructive examination / testing as per Job Specification for Non Destructive
Examination Requirements of Piping Specification No.A872-6-44-0016. In addition
to this, welded reinforcing pads shall be pneumatically leak tested.

1.10 Fabrication and erection of small structures for pipe supports and valve operation / attending some
instruments etc., providing brackets from structures for pipe supports, modification / extension of
platforms, providing additional platforms / ladders for improving / providing accessibility, including
supply of necessary materials.

1.11 Flushing and testing of all piping systems as per Standard Specification for Inspection, flushing and
pressure testing of erected piping systems (6-44-0013) . The accessories required for blinding the
line like flange, blind flange, gasket (all sizes, type and rating), stud-bolts, flexible hoses etc. are to
be arranged by the Contractor. During flushing the discharged water / air shall be drained / routed
as directed by the Engineer In Charge.

1.12 Making connections to underground piping systems erected by other agencies.

1.13 Fire Fighting System (Above Ground) & C.S. Galvanised Piping (Above ground).
Fire water CS piping above ground shall be supplied / fabricated/ erected/tested etc. as per
isometrics and respective PMS.
The C.S. Galvanised (above ground) piping shall be done as per applicable piping material
specification and the isometrics. Wherever insulation is required as per isometrics or P&IDs the
same shall be provided.

1.14 Providing brackets from structures for pipe supports; modification / extension of platforms,
providing additional platforms / ladders for improving / providing accessibility.

1.15 Wherever piping class breaks of high pressure/ low pressure are involved, the high pressure circuit
shall be tested up to piping class spec. break and the low pressure circuit shall be done up to the
nearest flange of high pressure piping.

1.16 Bought out manifold shall be used for steam tracing as per std. 6-44-007. Steam tracing shall be

of very large bore piping is required job specification for steam tracing shall be followed which will
be furnished to successful bidder. Fabrication and erection of steam supply/ condensate recovery
manifolds if required and tracer pipes in accordance with approved drawings and standards.

1.17 Providing insert plates with anchor fasteners in concrete structures / paved floors, openings for
pipes in floor and repair of platform gratings around pipe openings and providing suitable members
for support under the platform grating. Materials required for above are in Contractor
supply.

1.18 Hydraulic bolt tensioning & torquing shall be performed on flange joints as per the requirements
-
76-0002) For determining the lines requiring torquing as per subject document, PMS class shall be
referred. Wherever sizes / piping class are not covered in this specification, the same shall be
furnished to successful bidder.

1.19 Contractor shall prepare welding specifications for all weld joints where dissimilar welding will be
performed, and obtain approval from EIL.

1.20 SOR item for reinforcement pads also includes pneumatic testing of the pads.

1.21 Erection of all inline instruments like flow instruments & speciality items like static mixers, exhaust
head, rupture disk, flow meters, venture tubes, flame arrestor, thermal flow switch etc. shall be
considered as part of piping and separate payment shall not be made on this account.

1.22 Erection of control valves and other inline instruments shall be done after completion of all kind of
works in the lines like pressure testing, flushing/ chemical cleaning etc. For dimensional verification
of piping during fabrication of respective process lines, temporary spool pieces have to be used in
place of control valves. The spool piece shall be fabricated by the contractor at site. The temporary

1.23 Casting of concrete pedestals and fabrication and erection of small structures for pipe supports
including supply of necessary materials.

1.30 Necessary rain protection and water draining arrangement to facilitate construction work at site

and ensuring the safety of working personnel at site is prime responsibility of the contractor.
Contractor has to take utmost care & safety precautions while working in the plant. Proper
barricading to be done to the satisfaction of Owner/Engineer In-charge. Hot work permits / safety
permits for working in the plant shall have to be taken from the Owner by the Contractor whenever
the same is required. Contractor shall carry out work only after obtaining clearance from the
Owner.

1.31 Contractor shall supply and erect structural davits for safety Valves, control valve etc. Wherever
required as per operating conditions of the plant.

1.32 Bare lines shall be provided with corrosion pads of same metallurgy at all
Support locations in accordance with the Job Specification which shall be

provided by the contractor as required.

1.33 Providing barricading wherever required to prevent hot gases affecting adjacent unit area, work

1.37 For specific requirements of materials to be supplied by the contractor other than those mentioned
in the technical specifications refer General condition of contract and Inspection and testing of
contractor supplied items refer special condition of contract.

1.38 Bidder shall procure piping items from approved vendors. The approved vendor list shall be
provided to successful bidder.

1.39 Providing skilled/unskilled manpower assistance during pre- commissioning/commissioning


activities.

1.40 Assistance for Pre- ot

a) Providing pre-commissioning/commissioning assistance to the Owner/EIL by providing Skilled


/Semi-skilled/ Un-skilled workers as per the direction of Engineer in -Charge with tools tackles,
PPEs, consumables and supervision (including safety supervision ) with single point responsibility
for quality, safety and speed of execution (One Man Day =8 hours shift) with 1 vehicle standby for
emergency at site. Contractor to provide & mobilize man power in shifts on Need Basis on the

cutting sets, etc.

b) Opening & box-up of valves, instrumented valves & spool pieces wherever necessary.

c) Attending leaks by tightening to the required torque/ replacement of faulty gaskets where
necessary.

d) Air blowing, water flushing, cardboard blasting & steam blowing.

e) Manual cleaning in big size compressor suction lines as per requirement.

f) Cleaning strainers/filters in the pump /piping circuits.

g) Topping up of bearing oil/lube oil in rotary equipment.

h) Hose connections/removal.

i) Opening & box-up of piping for connection & disconnection of chemical drums/ containers & their
unloading into the system.

j) Rechecking of alignments for the rotating equipment.

slings web-belts, d-shackles, guiding ropes etc. for lifting/shifting/loading/unloading material like
pipes , equipment, fittings, pipe-spools, concrete blocks, drums, boxes boulders, crates, scraps
etc, as directed by Engineer-In-charge.

u) Providing Flame proof Torches- Rechargeable (with high intensity).

v) Supply of all sizes SS wire-mesh (as per requirement), for covering strainers /filters.

w) Supply of Rubber/ Steam hoses.

x) Supply of all types brass tools required for the pre-commissioning and commissioning work.

y) Supply of fire Hoses with connector for fire hydrants.

z) To and Fro transportation for all electrical, instruments, mechanical items from site /store as per
instruction of Engineer-in Charge. Suitable packing shall be included in quoted rates.

1.41 In case certain equipments are required to be included as a part of piping hydrotest / pneumatic
ll include making necessary arrangements therof and equipment
drying after hydrotest. Contractor shall take adequate care to ensure that no damage to equipment
or its auxiliaries take place. The rates of piping shall be inclusive of said equipment testing and

1.42 All accessories, equipments, manpower, structure required for installation of the catalyst, catalyst
filling, top-up, change of catalyst (in case of any problems during start-up) shall be provided by
contractor.

1.43 Fabrication, erection and painting of piping in the packages which are to be done by Mechanical
contractor. Contractor shall also facilitate the work of different other package vendors for
successful mechanical completion.

1.44 Any damage to Painting and insulation on the existing equipment and piping shall be made good
by the Contractor. The EIL specifications for Insulation & Painting shall be followed in such cases.

1.45 Contractor shall note that he has to facilitate in the smooth fabrication, erection, testing of such
packages. Any items required for completing the packages which due to unforeseen reasons have
not been completed by the concerned vendor shall be completed by Mechanical contractor.

1.46 Contractor shall carry out removal of all temporary support, bracing or other foreign objects
that were installed in vessels, piping or other equipment to prevent damage during
shipping, storage and erection and repair any damage sustained.

1.47 In case of any modifications required in the piping layout shown in GADs/Isometrics/Piping
sketches (prepared by EIL), contractor shall have to undertake site survey, modify the routing if
necessary as per site conditions, provide necessary supports as and when required and obtain
approval of Engineer-in-charge/Owner without any price implication.

1.48 The contractor shall supply all testing apparatus, appurtenances and fittings and the like
and specialist testing fluids where required.

1.49 The contractor shall arrange suitable numbers of PMI equipment at site to enable Owner/PMC to
verify the bulk piping material supplied.

1.50 The contractor shall execute all mechanical jobs identified during Owner/Licensors check list,
technical audits, pre-commissioning and commissioning, including additional supports required to
restrain pipe movement avoiding interference with nearby structural/piping.

1.51 Development of a system base for Mechanical completion in agreement with EIL engineer in
charge and hand over of sections of the work. The contractor shall adopt Owner/ EIL requirements
regarding sequence of system completion and hand over.

1.57 Any damage to existing structure and services due to upcoming of new plant shall be repaired,
replaced, tested and commissioned by the contractor without any extra cost.

1.58 Any road widening, modification of existing structure to enable transport of equipment and tools for
erection at site, the same shall be done by the contractor at no extra cost. The work shall be

1.59 The entire threaded high pressure/high temperature instrument tapping and critical service tapping
like hydrogen etc., shall be seal welded by the contractor.

1.60 Identification or color coding on pipes, fittings, valves, fasteners, etc shall be in accordance with
Technical Notes of respective items for easy and clear identification of materials at site. However in
any case of any ambiguity, the same shall be done as per the decision of EIL/Owner. Material

1.61 Contractor shall install the requisite software (e.g AutoCAD, PDF etc.) for viewing & updating
drawings at site by his representatives.

work and which is not covered in the SOR, shall be accounted as per actual duly certified by site
engineer in charge and by client.

Contractor to note that after detailed engineering activities of the tank and consideration of the
vendor information (e.g : pumps) updated MTO shall be provided for the tankages tender
approximately 4 months from the award of job.

Any further Material requirements shall be worked out by the Contractor based on the actual
requirements at site and detailed drawings.

All the codes referred above shall be of the latest edition, at the time of award of contract.

e. The tentative material requirements and quantity of procurement is listed in the schedule of
rates based on the preliminary P&IDS. However based on the actual detail engineering the
quantities shall be revised and provided to contractor. However after receipt of the
quantities if Contractor has to check the requirement of materials and the quantities based
on the actual requirements, fabrication and erection margins, support requirements, testing
requirements etc.
If any items are not appearing in SOR and there are no rates available then contractor shall
submit necessary documentation as required by Engineer in-charge and the payments
shall be made on actual cost to the contractor based on the documentary evidences.
Contractor shall check whether any materials which is required for the job is available in
Owners store before starting the process of procurement.
All procurement of piping items shall be consistent with the technical notes for purchase of
piping items & the relevant ITPs which will be provided to the bidders for inclusion in their
material requisitions. All material and purchase requisitions have to be approved by site
engineer-in-charge.

3.0 SCOPE OF WORK (PAINTING)

The scope of work broadly consists of painting of piping, inline items, pipe supports and structural
steel work for pipe supports as detailed in schedule of rates as per drawings, Standard
specification for surface preparation and protective coating (new construction), doc no. 6-79-0020
and its Addendum and instructions of Engineer-in-charge.

The scope of work shall consist of surface preparation as required, selection and application of
required paints on surfaces of piping, inline items ,pipe supports and structural steel work for pipe
supports etc. including but not limited to:

(i) All un-insulated piping and fittings including flanges and valves (Including providing
identification marks) and Instrument impulse lines.

(ii) All equipments like columns, vessels, Heat Exchangers, pumps etc. and other miscellaneous
equipments as specified.

(iii) Painting of surfaces to be insulated as per requirement

(iv) Any other surface as directed by Engineer-in-charge including all surfaces.

(v) Identification, color bands on all painted surface of equipments/piping. Color coding shall be
carried out as Standard specification for surface preparation and protective coating (new
construction), doc no. 6-79-0020. In case of any doubt/ ambiguity on the color codes, the
on shall prevail.

(vi) Identification lettering/numbering on all painted surface of


equipments/piping.

(vii) Hazardous content marking/identification signs on painted surface of equipments/piping.

(viii) Cleaning up the working areas regularly during the course of work for purpose of good
house keeping as well as cleaning up the site on completion of the work as directed by the
Engineer-in-charge.

(ix) Providing scaffolding for all heights, all other incidental/auxiliary /ancillary/accessories, labor,
material, tools and tackles / consumables, supervision etc. or any enabling work not
specifically mentioned in the specifications but necessary for the execution and completion
of work as envisaged in the tender document.

(x) Providing painting under insulation on the lines which are bare and required to be steam
traced as per process requirement.

(xi) Fire Water CS piping above-ground shall be painted as per specification.

(xii) All other incidental/auxiliary /ancillary/accessory or any enabling work/materials not


specifically mentioned in the specifications but necessary for the execution and completion
of work as envisaged in the tender document.

(xiii) Whenever a line is painted, all valves, flanges & blind flanges shall also be painted.

(xiv) The quantum and scope of painting shall be assessed by the bidder himself based on
-up dwgs and all
other documents and specifications. However complete painting works as necessary shall
be in the scope of the contractor.

(xv) Re-painting of existing piping exposed/spoiled while making hook-ups, damage of any pipe

(xvi) All structural steel work including piperack, trestles, reactor structure, flood light mast, flare
trestle structure, walkways, handrails, pipe supports, ladders etc. as per specification.

4.0 SCOPE OF WORK (INSULATION)

The scope of work shall include hot Insulation, safety insulation, insulation over steam tracing, of
equipments, Valve & flange assemblies, instrument impulse / lines etc. as detailed in schedule of rates
and as per this document and as per Standard specification for hot insulation of vessels, piping
and equipments Doc No. 6-44-0002 and Standard specification for cold insulation of vessels,
piping and equipment Doc No. 6-44-0003.
The work in brief shall include the following but not limited to this only:-

(i) Supply of all insulation and ancillary material like spacer-ring , stays, asbestos millboard,
lacing and binding wires, screws, bands, asbestos felt, wooden blocks, studs, flats, support
ring clips, sealant and mastic, cement, glass cloth, aluminum sheets/ GI sheets necessary
drillings and fixing of bolts/nuts, washers etc., wherever specified and required. All insulation
material shall be new and of approved quality with complete test certificates and in
accordance with the specifications

(ii) Application of insulation with weather proofing on equipments and piping including valves,
flanges etc. and instrumentation as per specifications and instructions of Engineer-in-charge.

(iii) Application of hot insulation on heat traced instruments and level gauges as per
specifications and instructions of Engineer-in-charge.

(iv) Insulation of any other surface as per instruction of Engineer-in-charge.

(v) Providing scaffolding for all heights, all other incidental/auxiliary /ancillary/accessories,
labor, material, tools and tackles / consumables, supervision etc. or any enabling work not
specifically mentioned in the specifications but necessary for the execution and completion
of work as envisaged in the tender document.

(vi) Providing besides all materials and consumables labour and supervision required for
carrying out the insulation work, all safety devices, equipments, apparatuses, instruments
etc. necessary and incidental requirements to perform the work in workmanship and efficient
manner within the stipulated time period.

(vii) Color coding, identification of equipments, vessels, heat exchangers, process column,
piping, instruments etc. after insulation as per relevant specification doc no. 6-79-0020 and
its Addendum and instruction of Engineer-in-charge.

(viii) Proper storage and protection of insulation material and consumables brought to site by the
contractor at all stages of work.

(ix) Providing insulation plugs and windows at all locations as per drawings, specifications and
instructions of Engineer-in-charge.
(x) Keeping the working area clean and tidy during course of execution and cleaning the work
site to the full satisfaction of the engineer-in-charge after completion of work.

(xi) Any other incidental/intermediate/ancillary or any enabling work/materials not specifically


mentioned in the specifications but necessary for the execution and completion of work as
envisaged in the tender document.

(xii) Certain equipment and piping require chain guards, screens for personnel protection etc.
because insulation cannot be provided directly on the equipment/ piping. Contractor shall
provide the same as per approved drawings and instructions of Engineer-in-charge.

(xiii) Any lines requiring dismantling of the insulation for inspection / repair / maintenance,
erection of any other equipment shall be done by contractor and again secured back in place
after completion of the subject activity.

(xiv) Any line which Owner feels requires insulation during the process of commissioning shall
also be done by contractor.

The procurement and supply in sequence and at appropriate time of all materials and consumables
required for the completion of the works shall be the responsibility of the contractor and prices
quoted shall be deemed to be inclusive of such materials. The supply of these materials shall
include but not limited to the following:

(1) All cutting, fitting, welding, brazing, cleaning, grinding, threading tools &
tackles. All equipments (like torque wrench and hydraulic bolt tensioning
equipments) required to tighten the flange joints to desired level.

(2) All industrial gases such as oxygen, acetylene, inert gases, all types of electrodes, filler
wire, flux wire, brushes, etc.

(3) All structural steel materials including MS flats, Bolts / Anchor fasteners, nuts, washers,
spring washer including hangers, U-bolts with nuts, clamps, structural steel plates,
angles/sections for pipe supports, rigid hangers and all miscellaneous steel structures,
graphite and Teflon pads to achieve low friction in supports, wires, and strip for attachment
of steam tracers etc.

(4) Shims, wedges, and packing plates (machined wherever required).

(5) All materials such as hydraulic pumps, metallic blinds, temporary gaskets etc. and
arrangement required for pressure testing.

(6) Arrangement for compressed air, blinds, temporary gaskets etc. and arrangement required
for pneumatic pressure testing including suitable compressor. Compressor for pneumatic
testing shall be suitable for testing the lines at 7 to 8 Kg/cm2g pressure

(7) All materials and arrangement required for all types of non-destructive tests such as
radiography, dye-penetrant, magnetic particle , Pneumatic Testing for reinforcement pad,
PMI instruments etc.0

(8) Arrangement & supply of chemicals, consumables, DM Water, equipments, boilers,


coupons and other testing equipments required for chemical cleaning, pickling &
passivation of lines. The contractors shall submit his proposed circuit which shall be duly
approved by EIL.

(9) All sealing and protecting materials required for protecting materials/equipments supplied
by owner/contractor.

(10) Oil, grease, graphite, Teflon pads, molykote , sealing tapes, cleaning agents including acids
for cleaning of internals/packing/trough/tray etc.

(11) Suitable material and water hoses for fire and safety protection as required.

(12) Chain pulley block and all other material handling equipments as per requirements.

(13) Supply of all items required for erection comprising of:


- Cranes/trailers & all other material handling equipments.
- Manually operated ground winch
- Hoisting rope
- Direction pulley on ground
- Guide pulleys
- Motor for hoisting rope, along with fixing bolts and structural support members, as
required.
- Thimble for fastening hoisting rope to lifting beam.
- Supports for ground winch and direction pulley with foundation bolts, as necessary.
- Welding/fixing of bearing brackets on the platform and support arms on the stack.
- Structural members as necessary for supporting the guides for lifting beam during
lowering/hoisting.
- Tip lowering/hoisting guides.
- Supply of pipe (IS1239 pipe) for handrails and chequered plates

(14) All safety equipments required to conduct the job and avoid accident and keep good house
keeping and environment.

(15) Supply, fabrication, welding of hot dip galvanized plates, for earth wire lug connection
required for earthing of pipes.

(16) All consumables and materials required for fire fighting system other than supplied by Owner
as free issue.

(17) Tape / Tape coating material for U/G piping as required.

(18) Wherever valves require extended spindle, the valves have been generally procured with
extended spindle. If anywhere if the same is not procured/available then the extended
spindle shall be provided by the contractor.. The arrangement for the extended spindle shall
be prepared by Contractor and submitted to Engineer-in-charge for approval.

(19) All grouting material required and specified as per EIL Specification,
drawings and two sets of instructions of the Engineer-in-charge.

(20) Contractor shall hand over one complete set of hydraulic bolt tensioning
Equipment and torque wrenches along with all adaptors covering all sizes of nuts, to the
Owner after commissioning of the plant. Material requisition shall be submitted by
contractorr for review before procurement.

(21) All tools and tackles required for assistance in pre-commissioning/commissioning

(22) Structural steel required for modifications/ extension of platform, providing additional
platforms, ladders, jumpovers etc. to improve accessibility, wherever required.

(23) For painting all of the following are in Contractors scope of supply :

All primers and finish paints as per painting specifications.


All equipments for surface preparation.
All consumable for surface preparation.
All equipments for paint application like brushes, spray, nozzles, spray
Pumps/blowers etc.
All equipments like dust collector, protection shield etc. for conducting the job

EIL / Owner with necessary required tests at no extra cost.

(24) The procurement and supply in sequence required for the completion of Insulation and
Painting (Color coding identification) works shall be the responsibility of the contractor and
prices quoted shall be deemed to be inclusive of such materials. The supply of INSULATION
materials shall include but not limited to the following:

a. All items required to complete Insulation (Insulation material, attachment material, fixing
materials, vapor barrier material, bolting, screws, inspection window, structural attachment,
material for color coding identification etc.) as per EIL standards, specifications and
instructions of Engineer-in-charge.

b. All consumables and equipments which is required for job completion at all elevations and
any location.

c. All sealing and protecting materials required for protecting materials/equipments supplied by
Owner/ Contractor

(25) All items required for hydro testing / blinding / deblinding / flushing etc.

(26) Safety net & Fall arrester.

(27) Cranes/hydra/other lifting tools required for erection.

(28) All other materials though not specified above but required for completion of the work as per
specification, drawings and instructions of the Engineer-in-charge.

1.0 GENERAL

1.1 INTRODUCTION
a) This section defines the electrical scope of work for Tankage tender. The intent of this specification
is to define the electrical requirements covered under the scope of this tender for LPG import
terminal project of M/s BPCL.
b) The work shall be carried out to the best workmanship like manner, in conformity with these
specifications, approved drawings/ construction drawings and the instructions of the owner or
Engineer-in-Charge from time to time.
c) The contract shall include clearing of temporary constructions, waste materials and loose earth,
which might get collected in and nearby the work site during execution of work and after final
completion.
1.2 STANDARDS
a) The work shall be performed in conformity with these specifications and code of practices of the
Bureau of Indian Standards. In case of any conflict, the most stringent one shall be followed and

bring the same to the notification of EIL.


b) In addition, the work shall also conform to the requirements of the following:
- The Indian Electricity Act/ CEA guidelines and rules framed there under.
- The fire insurance Regulations.
- Indian Petroleum Rules.
- The regulations laid down by Electrical Inspectorate (CEA).
- The regulations laid down by the Factory Inspector.
- The regulations laid down by the Chief Controller of Explosives.
- The regulations laid down by Oil Industries Safety Directorate (OISD).
- Any other regulations laid down by the Central, State or Local Authorities from time to time
during the execution of this contract.
1.3 GUARANTEE
The contractor shall guarantee the installation for satisfactory operation against any defects of
workmanship and materials (supplied by the contractor) for a period as specified elsewhere. Any
damage or defect connected with the erection of materials, equipments or fittings supplied by the
contractor that may be discovered at the time of issue of the completion certificate, or arise or
come to light thereafter, shall be rectified or replaced by the contractor at his own expense as
deemed necessary and as per the instruction of Owner or Engineer-in-Charge within the time limit
specified by the Owner or Engineer-in-Charge.

2.0 SCOPE OF WORK

2.1 The electrical scope covered under this tender includes complete electrical works pertaining to
lighting, earthing, cabling of intank pumps for tankage tender. Following electrical items are in scope
of contractor:
i). Lighting fixtures with pole & lamps
ii). Lighting cable from lighting panel
iii). Lighting panel
iv). Earthing materials (Earthing electrode, earth plate, earth strip etc)
v). Cable laying for intank pumps.

2.2 The scope shall also include handling, transportation of free issue equipment/ material from owner's
stores/ warehouse to the place of installation and supply of commissioning spares wherever
required.
2.3 All associated work related to minor civil, structural, architectural works for these buildings as
covered in the respective parts are also included in the
breakages of civil works , Patch/touch-up painting as required.

3.0 INTERFACE/BATTERY LIMIT

3.1 Owner shall provide one number of 415V TPN supply to the flame proof lighting panel (supplied by
contractor). Further distribution of power for lighting are in contractor scope.
For in-
substation to terminal box/junction box (supplied by others) located at top of the tank. Further
cabling (excluding supply of cable) from terminal box/junction box to motors terminals are in
cable for in-tank pumps &
lighting shall be supplied and installed by contractor from battery limit of tanks onwards.
Details of power & control cables for each in-tank pumps:
1. Power cable- 2Rx3Cx300 sqr mm Aluminium cable.
2. Control cable- one number thermistor cable for motor, one number for LCS cable for each motor.
3. 2Cx2.5 sqr mm copper cable for motor space heater
Supplies of above cables are not in scope of contractor.

4.0 AREA CLASSIFICATION & EQUIPMENT SPECIFICATION:

4.1 All electrical items shall be flame proof (Ex-d) type, applicable for the installation in zone -2, gas
group IIA/IIB. Flameproof (Ex-d) equipment shall conform to IEC 60079-1 (2001) / IEC-60079-1
(2007).
4.2 All electrical equipment shall have test certificates issued by recognized independent test house
(CIMFR/ CPRI/ ERTL/ Baseefa/ LCIE/ UL/ FM or equivalent). All indigenous electrical item shall
conform to Indian standards and shall be certified by recognized testing agencies. All motors
(indigenous & imported) shall also have valid statutory approvals (e.g. PESO, DGMS etc). as
applicable for the specified location. All indigenous flameproof motors shall have valid BIS license
and marking as required by statutory authorities.
4.3 Vendor shall supply cable glands and tinned copper lugs for equipments supplied by them Cable
glands shall be of nickel plated brass unless otherwise specified. All cable glands/adaptor/blocking
plugs for use in hazardous area shall conform to requirements of latest IEC 60079-0.

5.0 SUPPLY, INSTALLATION, TESTING AND COMMISSIONING (EQUIPMENT/ MATERIAL


SUPPLIED BY CONTRACTOR)

5.1 Scope of work shall include supply, installation, testing and commissioning of all equipment and
systems to meet the requirement defined in specifications & data sheets attached with the tender
and required for completion of the job including but not limited to the following. Detailed scope of
work and quantities shall be as per Schedule of Rates enclosed with the tender.
i). 1 no. of flameproof Lighting panel for hazardous area
ii). Lighting fixtures 1 No. LED FLP-1(30W) for each landing platform of main spiral staircase of
each tankage and LED FLP-1 (30W) on top of each tankage so as to achieve average
illumination level of 10 lux . Minimum 4 nos. of fixtures have to be provided on top of each
tankage.
iii). Cables and wires for lighting
iv). Complete earthing protection system of the tankage
v). Anchor fasteners, tinned copper lugs, and nickel-plated brass cable glands. The cable glands
shall be single compression type for indoor equipments & double compression type for outdoor
equipments.

other statutory authority for energizing the complete electrical facilities covered under this tender
8.5 It may be noted that no separate payment shall be made for any statutory approvals.
8.6 Minor modifications, wherever needed, for the free-issued material/ equipment/ devices to enable
cable entry/ termination, wiring changes etc.
8.7 Sealing of openings made in walls/ floors, firewalls for cables etc., using acceptable practices and
standards to the satisfaction of Owner/ Engineer in charge.
8.8 Other activities listed in data sheets/ vendor data requirement formats.
8.9 Any other item/ work/ activity which is not specifically listed but is necessary for completeness of
electrical system as per specifications, drawings and instructions of Engineer-in charge.

9.0 WORKS EXCLUDED

10.0 CO-ORDINATION WITH OTHER CONTRACTORS/ AGENCIES

10.1 It is the responsibility of the contractor to coordinate and provide all necessary assistance to other
contractors/ agencies/ vendors involved in the complex for proper and timely execution of the works.

10.2 Coordination between various agencies/ equipment vendors/ other contractors working at site and
providing all assistance and interface connections as per drawings to enable others to take up
testing and commissioning activities of their equipment/ systems.

11.0 SPECIFIC REQUIREMENTS

11.1 Various electrical works covered under this contract like equipment installation, cabling, lighting and
earthing works, etc. shall be performed in accordance with the EIL standard specifications &
installation standards, enclosed with the tender document and approved earthing, lighting & cable
layout (prepared by contractor). (Certain clauses of specifications which are applicable to equipment
or systems not covered under this contract shall be omitted).
11.2 Installation, testing and commissioning of equipment shall be performed in accordance with
-in-charge.
11.3 All electrical equipment shall be said to be installed and mechanically complete after circuit testing
and loop simulation is complete. Due care and consideration shall be given to the installation of all
equipment, material and facilities.
11.4 All equipments supplied by the contractor shall be supplied with nickel plated brass cable glands
(where required) and tinned copper lugs. The cable glands shall be single compression type and
double compression type for indoor and outdoor equipment respectively.
11.5 All outdoor lighting fittings & fittings shall be with IP-65 enclosure. Terminal blocks for these shall be
bolted type.
11.6 All outdoor equipment shall be supplied with proper G.I canopy with full coverage of equipment from
3 sides.
11.7 All other Electrical equipment, materials and work not explicitly mentioned but nevertheless required
to fulfill the following minimum requirements shall be deemed to be included in the scope of the
CONTRACTOR with no additional cost and time implication to OWNER / EIL
i). Achieving the plant equipment and personnel safety.
ii). To meet the equipment and environment safety.
iii). To suit site facilities and environmental conditions.
iv). To meet the requirement of statutory approving authority
v). To co-ordinate with other CONTRACTORS and agencies involved in at site for other activities
and site work.

12.0 INSPECTION, TESTING AND COMMISSIONING

12.1 Site inspection, testing and commissioning of electrical installation shall be carried out as per
enclosed Specification no. 6-51-0087 and Inspection and Test Plans listed in the list of attachments.
12.2 All the equipment installed by the contractor shall be tested and commissioned, as required.
Contractor shall carefully inspect all equipment before receiving them from owner/EIL for installation
purposes. Any damage or defect noticed shall be brought to the notice of the engineer-in-charge at
that time.
12.3 Any work not conforming to the execution drawings, specifications or codes shall be rejected
forthwith and the contractor shall carry out the rectification at his own cost.
12.4 The contractor shall carry out all the tests as enumerated in the tender and technical specifications
and technical documents which may be furnished to him during performance of the work.
12.5 Before the electrical system is made live, the electrical contractor shall carry out suitable tests to
establish to the satisfaction of Engineer-in-Charge/ Owner/ EIL that the installation of equipment,
cabling/ wiring and connections have been correctly done and are in good working condition and
that the system/ equipment will operate as intended.
12.6 All tests shall be conducted in the presence of Owner/ EIL/ Engineer-in-Charge or his authorized
representative unless he waives this requirement in writing. Contractor shall arrange testing

equipment, as required to carry out the tests. Test results shall be recorded on approved Performa
and certified records of the tests shall be submitted to Owner/ EIL/ Engineer-in-Charge.
12.7 After the completion of all tests and rectification of all defects pointed out during final inspection,
plant start-up trials shall commence. During the start-up trials, contractor shall provide skilled/
unskilled personnel and supervision round the clock at his own cost. The engineer-in-charge/ owner/
EIL will decide the number and the category of workmen and their duration. Any defects noticed
during the start-up trials relating to the equipment supplied and work carried out by the contractor,
shall be rectified by the contractor at his own cost.
12.8 Owner/ EIL/ Engineer-in-Charge shall have the right to get the defects rectified at the risk and cost
of the contractor if he fails to attend to the defects immediately as desired.

13.0 DRAWINGS

13.1 The drawings accompanying the tender document are indicative of the nature of work and issued for
tendering purpose only. The purpose of these drawings is to enable the tenderer to make an offer in
line with the requirements of the owner. However, no extra claim, whatsoever, shall be entertained
for any variati
any changes. Construction shall be carried out as per drawings / specifications issued / approved by
the engineer-in-charge during the course of execution of work. Detailed construction drawings on
the basis of which actual execution of work is to proceed will be furnished to the contractor
progressively based on the detailed construction program evolved after the award of work and also
based on construction progress achieved by the contractor.
13.2 Detailed earthing, lighting & cable layout for tankages shall be prepared & submitted by the

drawings shall be submitted by the contractor to owner in bound volumes with one set of
reproducible original sepia plus ten sets of prints.

14.0 APPROVED MAKES OF EQUIPMENT & COMPONENTS

14.1 Makes of electrical materials/ components/ equipments shall be selected out of the list given in the
tender. All electrical equipment shall be brand new with state of the art technology and proven
record. No prototype shall be offered. The make and type of equipment, if not specified in this
tender shall be subject to OWNER / EIL approval.
14.2 Vendor may procure material from any of the listed vendors. However current validity and range of
approval as per EIL enlistment letter, workload, stability and solvency need to be verified by the
vendor before placement of order.

1.0 SCOPE OF WORK

The scope of work envisaged in this tender covers all relevant structural works of Double wall
storage tanks for LPG Import Terminal Project at Haldia, West Bengal of M/S Bharat Petroleum
Corporation Ltd. as per tender specifications, drawings, codes, standards, SOR, good engineering
practice, directions of Engineer- in- Charge and as per construction drawings made available to the
successful bidder related to following structures:

a) All supporting structures on top of Propane tank (030-T-001) & Butane tank (030-T-002).
b) Pipe rack inside tankage area.
c) Staircase tower for tanks
d) Equipment foundations, pipe supports & operating platforms.
e) Kerb Wall

Major civil and Structural works involved shall include, but not limited to the following structures:

non-suspended slabs, etc., and in screed at all depths below plinth level.

1.5 RCC works in sub-structure for foundations of all types & shapes, including pile caps/ open
foundations, plinth beams, walls, basements, non-suspended floor slabs, trenches, pits, etc. at all
depths.

1.6 RCC works in super-structure at all elevation columns, beams, etc. at all heights.

1.7 Supplying and mixing of approved brand of BI-POLAR CONCRETE PENETRATING CORROSION
INHIBITING ADMIXTURE in concrete as per manufacturer's specification for protection of
reinforcement against corrosion.

1.8 Centering & Shuttering in sub-structure at all depths and in super-structure at all heights/
elevations.

1.9 Structural steel works with rolled steel, parallel flange and built-up sections or tubular/hollow
sections, including fabrication, erection and preparation of typical detailed fabrication drawings for
all types of structures at all locations and heights in super-structure.

1.10 Providing electroforged hot dipped galvanised MS gratings and Handrails on platforms/ stairs.

1.11 Supplying and providing anchor fasteners on reinforced concrete structures for fixing structural
steel plates.

1.12 Supply and applying three coats of Cement based water proof paint on RCC substructure and
super structure as per IS: 5410 on concrete surface (wherever no other surface application is
specified).

1.13 Surface Preparation, Primer & Finish Paint for Structural steel shall be as per EIL STD. 6-79-0020
wherever required.

1.14 Fabrication & placing/ erection of miscellaneous steel items like Anchor Bolts, Metal Insert Plates,
Pipe Sleeves, Rungs, etc. as per EIL specs./ as directed by Engineer-in-charge at any location
wherever required.

Note: In case of any contradiction between these Specific Requirements and Requirements/
Specification specified elsewhere in the tender document, the Specific Requirements given
below shall have precedence.

3.1 Mandatory use of mechanical excavators for excavation, however manual excavation for minor
foundation can be taken up after due approval of Engineer-in-Charge.

3.2 Use of Ready-mixed Concrete (RMC) is mandatory for all plain & reinforced concrete works.

3.3 For borrowed earth or surplus earth disposal from outside plant boundary, location for borrow area/
disposal of surplus earth, debris to be identified by the contractor. Contractor shall obtain relevant
statutory approval from all statutory authorities (like municipal etc.) and including payment of
charges/ royalty/ octroi for the same. Contractor shall keep client indemnified of any liability and/ or
complaint from local authorities/ municipal bodies.

3.4 For cutting & bending of rebars mechanized equipment/ cutting-bending machine shall be used.

3.5 Structural concrete mix shall be approved Design Mix.

3.6 Generally the use of one of the following cements shall be considered,

Portland Pozzolona (Fly ash based) cement conforming to IS: 1489 Part-1.
Portland Pozzolona (Calcined clay based) conforming to IS: 1489 Part-2.

3.7 All inserts/ sleeves shall be properly secured in position before pouring of concrete.

3.8 Reinforcing steel shall be high strength deformed steel bars of grade Fe500D (CRS) conforming to
IS: 1786.

3.9 Structural steel shall be of grade E250 Quality BR / BO confirming to IS: 2062. For steel structures,
field welding shall be minimized by employing modular construction to the extent possible.

3.10 Dewatering wherever shall be carried out by the contractor at his cost.

3.11 During the performance of the work, the contractor, at his own cost, shall keep structures, materials
and equipment adequately braced by guys, struts or otherwise approved means which shall be
supplied and installed by the Contractor as required till such time the installation work is
satisfactorily completed. The provided guys, shoring, bracing, strutting, planking supports etc. shall
not interfere with the work of other agencies and shall not damage or cause distortion to other
works executed by him or other agencies.

3.12 All lugs shall be of high strength deformed bars of minimum grade Fe500D (CRS) confirming to IS:
1786.

3.13 Connection Bolts shall be High Strength Structural Steel Bolts of Property Class 8.8 (minimum)
conforming to IS:3757 & IS:4000. Hexagonal Nuts shall conform to IS:6649. Washers shall
conform to IS:6649..

3.14 All works shall be done to the entire satisfaction of the Engineer-in-Charge. Any work not carried
out in accordance with the instructions shall be dismantled and made good without any extra cost
and time implication to the owner.

5.0 PREAMBLE TO SCHEDULE OF QUANTITIES

5.1 Depth of open foundation in general shall be 3.0 m below HPP (This data is for general guidance of
the Contractors; however deviation from the noted depth shall not form a basis for any extra
claim).

5.2 The maximum approximate height of structures shall be 40.0 m (This data is for general guidance
of the Contractors; however deviation from the noted height shall not form a basis for any extra
claim).

5.3 The expected water table depth may fluctuate. The quoted rate of excavation shall include
requirement of dewatering etc. for completion of total works including concreting, backfilling etc.

1. GENERAL

1.1. This specification outlines the minimum requirements for residual engineering, manufacture,
procurement, installation of free / bought out items, inspection, testing, supply, assembly of
LPG/Propane/Butane Double Wall Full Containment Storage Tanks along with spares and all
accessories as outlined in specifications attached with this tender, Pre commissioning &
commissioning assistance of Package for LPG Import Terminal, Haldia of M/s Bharat
Petroleum Corporation Limited. This specification is also intended to supplement the scope
and obligation of the contractor.

1.2. Codes and standards

Fabrication, Inspection, Testing and Supply shall conform to Codes and Standards referred to
in this specification & Standard Specifications, Data sheets & drawings attached in various
sections of the Package. The residual engineering, if required shall also confirm to the
following codes.

1.3. Contractor Documentation

1.6. 100% radiography of all butt joints (longitudinal and circumferential) including nozzle
neck to flange, pipe to pipe, pipe to pipe fitting for LTCS material shall be considered for
Double wall storage tanks.

2. SPECIFIC REQUIREMENTS

2.1. Double Wall LPG/Propane/Butane Storage Tank

2.1.1. Material Requirements


All plates shall confirm requirements / applicable supplementary requirements specified in
ASTM 537.

2.1.2. Ultrasonic Examination of Plates


All Plates shall be examined ultrasonically as per SA-435.

2.1.3 All weld Joints should be 100% tested by RT. In addition, UT shall also be carried out with
Automatic Phased array technique along with TOFD.

2.1.4 Charpy V-notch impact test shall be carried out as per API-620 APPENDIX R at design
temperature indicated in the MDS for plates, welds and HAZs. Impact energy values shall
be as per API-620 APPENDIX R for plates and shall be as per Welding specification
A872-000-02-42-WPS-0002.

2.1.5. Simulated Heat Treatment of Test Coupons

The following heat treatment shall be conducted on the test coupons representative of
heat treated plates before the specified mechanical testing like tensile, bend, impact
tests, etc. to meet minimum ASME Sec. II Part - A requirements and these details shall
also be recorded on the test certificates.

forming:

2.1.6. Nozzles: The details of nozzles/sleeve etc. shall be firmed up by contractor. However,
thickness of insulation of nozzle sleeve shall be as per MDS.

2.1.7. Work can only be subcontracted to agencies approved by EIL and as per the

2.1.10. Contractor shall abide by all National, State and Local statutory laws/rules/regulations
applicable for the site and the instructions of Engineer-in-charge.

2.1.11. The steel shall be in killed condition and shall confirm to the fine austenitic grain size
requirement of A20/A20M.

2.1.12. The tolerance on thickness of plates shall be positive only.

2.1.13 Protection of Insulation: All insulation materials shall be stored in an enclosed and ventilated
dry place and shall be protected against water from the time they are dispatched to site, and
also protected at the site until they are required for installation. Adequate provisions shall be
made to ensure the complete absence of moisture in the insulation and in the zone where
insulation is to be installed while hydrotest.

2.1.14 No attempts shall be made to force two plates together due to distortion and/or improper fit.

2.1.15 Manways shall be provided with davits.

2.1.16 Earthing / Lighting of tanks:

Earthing / Lighting of tanks shall be as per Electrical Specification attached with the tender.
Earthing lugs, associated connectors and accessories etc. as required shall be provided by
the contractor for both tanks as per A872-030-80-43-SOW-6001.

2.2 Appurtenances and accessories:

2.2.1 Tank shall be provided with the appurtenances and accessories listed on engineering
data sheets. Accessories shall be suitable for the specified pressure and temperature
conditions as per specifications and in accordance with the requirements of codes
and safety standards.

2.2.2 Tanks shall be provided with staircase or spiral stair-way on outer tank as per MDS.
Walkways extending upto centre of the outer roof shall be provided.

2.2.3 There shall be a central platform together with another platform located on nozzles and
intank-pump side on outer dome roof of the tank.

2.2.4 Internal cage ladders with top platform and appropriate number of landings shall be
provided respectively for access upto the inner tank bottom and for access into the
annular space upto bottom as per MDS.

2.2.5 Hand rails shall be provided completely around the roof circumference, on stairways.
and near ladder/stairways landing. Handrails shall extend 2M on each side of working
areas on tank roof with the right angle corner extension at each open end . On dome
roof, hand railing shall extend on both sides of roof walkway and completely around the
working area/platforms.

2.2.6 Installation/Removal system of In-tank pumps and other instrumentations consisting of


structural steel frame, integral with roof platform, a monorail track and travelling hoist
and cable drum shall be provided by the bidder. Alternatively contractor may also
provide Jib crane of suitable design and capacity.

2.2.7 In tank pumps shall be installed and tested by Contractor under the supervision of the
pump supplier. Also contractor to carry out testing of in tank pumps as per the
instruction of pump supplier.

2.2.8 Pumps well installation shall be such as to allow maximum withdrawal from the tank.

3 FABRICATION:

3.1 GENERAL:

3.1.1 Fabrication involving welding shall not be sublet with out prior approval of
Engineer- in-Charge.

3.1.2 Fabrication shall conform to all requirements of API Std. 620 App. R and this
specification.

3.2 WELDED JOINTS:

3.2.1 No welding shall be permitted to the tank roof, shell or bottom after completion of
hydrostatic tests.

3.2.2 The Contractor shall submit all applicable weld procedures for Owner's approval,
and these shall be qualified prior to commencement of fabrication.

3.2.3 For SA 537 Cl.l material, to be used in primary components, welding procedure
specification/ procedure qualification record shall meet the impact test value of for
the weld metal . Each batch of welding consumables shall be tested. The welding
process and parameters used for procedure qualifications shall be strictly followed
during actual fabrication.

3.2.4 Shell to bottom joint shall be made by groove weld + fillet weld to
ensure complete penetration and complete fusion.

3.2.5 Weld joint for inner tank bottom plates shall be full penetration butt joint- single
welded or double welded. Outer tank bottom plates shall also be butt welded
construction. However, weld joint of bottom sketch plate with annular plate may be
lap welded.

3.2.6 Dome roof may be either of Full penetration single welded or double welded butt
joint construction.

3.2.7 Longitudinal and circumferential shell joints and annular bottom plates joint shall
be made with full penetration double butt welds.

3.2.8 Roof plate may be welded /attached with supporting Roof Structure.

3.2.9 Arc strikes on primary components shall be avoided and temporary attachment
welds on primary components removed. The surface of primary components
where arc strike have occurred and where temporary attachment welds have been
removed, shall be properly conditioned to eliminate surface stress raisers . Such
surfaces shall be examined by either M.P. or D.P. examination and any defect
shall be removed and surface repaired and re-examined before tank is
hydrostatically tested.

4 INSPECTION AND TESTING:

4.1 General

4.1.1 Inspection and testing of all bought out items/materials and shop fabrication shall be
witnessed by Third Party Inspection agency designated by Owner/ElL.

4.1.2 Inspection and testing of tanks at all stages of fabrication/construction at site including the
materials shall be witnessed by ElL.

4.1.3 Welding procedures, welding performance qualifications, production welds etc. shall be
inspected/ witnessed by Inspection Agency in shop or at site.

4.1.4 A detailed Inspection/testing plan shall be prepared by the Contractor based on requirements
of specified codes/standards and requirements of this specification and same shall be got
approved by ElL prior to commencement of construction.

4.2 Radiographic examination

4.2.1 Complete radiographic and D.P. examination shall be carried out irrespective of thickness and
material for any welded seam in the inner and outer tank.

4.2.2 For radiographic examination x-rays source shall be used. The uses of gamma-rays
examination require prior written approval from ElL.

4.2.3 The image quality of radiographic examination shall be in accordance with ASTM E 142 except
that the penetrameter design shall conform to API 620. Radiographic film shall be of fine grain
type possessing high contrast and definition, ASTM E94 type I and II and shall be used with
lead screens only. For any lot of film examined the film density over the weld shall average 2
and no individual film density shall show a density less than 1.5. For film density greater than 2
the adequacy of viewing equipment shall be approved by the Inspector.

4.3 M.P./ D.P. Examination

Root and final M

4.3.2 In addition to 4.3.1 above, DP examination after hydrostatic tests shall be carried out for the
following:

i. Welds in or on the shell including shell to bottom annular, shell to roof, not subjected to full
radiograph examination shall be examined on the inside and outside.
ii. Nozzles and structural attachment welds shall be examined inside and outside.
iii. Shell to roof joint in compression ring region (inside and outside).

4.3.3 All ground areas after removal of welded temporary attachments shall be examined by liquid
penetrant examination.

4.3.4 M.P. or D.P. tests shall be performed and evaluated in accordance with API-620/ASME Code
Sec. VIII Div. l. Any surface irregularities which interface with D.P. examination shall be
removed by grinding, machining or wash blending with a tungsten inert gas torch.

4.4 UT Examination

4.4.1 UT shall be carried out with Automatic Phased array technique along with TOFD.

4.5 Hydro-Pneumatic testing

4.5.1 Tanks shall be Hydro-pneumatically tested as per API-625.

4.5.2 Inner and outer bottom plate welds and the corner joint between shell and bottom shall be
tested by vacuum box method as per Clauses API 620 prior to the hydrostatic test of the
tank .

4.5.3 On completion of hydro-pneumatic tests the Contractor shall carefully examine the tank for
evidence of any structural damage or leakage and make necessary repairs as per the
requirements of code and this specification.

4.5.4 Contractor shall ensure and include suitable measures to prevent any water from entering
into the bottom insulation.

5 REPAIRS:

5.1 In addition to the defects listed in API 620, the following conditions are considered
defective and detrimental to the safety and appearance of a tank and shall be
repaired or removed.
Plate lamination, dents, flat spots, buckled or warped areas, wavy plates or plate edges,
welded joints with distinctive peaks and tanks excessively out of round or out of peak
Acceptable limit shall be as per applicable code.

5.2 When a plate is found to have a defective condition during fabrication , all further
work on that plate and each adjacent plate shall be stopped until the defective
condition is corrected.

5.3 Welds (with defective areas removed) shall be rewelded using qualified welding
procedure subject to ElL approval and repair welds shall be re-post weld heat
treated , if originally required and re-examined by original methods for freedom of
defect . If correction involves serious alterations, the approval of Inspector shall be
obtained prior to such correction.

6 CLEANING AND PAINTING:

6.1 After completion of the hydrostatic tests, the Contractor shall clean and remove
from inside of tank all sand, earth rubbish etc. which may have accumulated during
the test and shall mop the tank bottom until it is dry. The tank shall be left in a
condition acceptable to Owner/Ell.

6.2 Surface finish and painting of tank components including that of raw materials e.g.
plates shall be in accordance with specification 6-79-00020 & A872-000-02-PLS-
0001.

7 CHILL DOWN:

7.1 Supervision during Purging/Chilldown and pre-commissioning shall be undertaken


by the Contractor. Necessary procedure for Chill down shall be prepared by
Contractor and details shall be submitted to ElL/Owner for review .

8 GUARANTEES:

8.1 Contractor shall be fully responsible for supplying tank in accordance with all the
requirements of bid document and all attached documents.

Furthermore Contractor shall guarantee that the materials used for the fabrication are
in accordance with the applicable codes, standards and specifications.
