MEMORANDUM

TO: ALL COA OFFICIALS AND EMPLOYEES


SUBJECT: UPDATE: Adoption of Alternative Work Arrangements and other
Precautionary Measures in the Light of the Coronavirus Disease 2019
(COVID 19) Outbreak

In view of the Enhanced Community Quarantine over Luzon announced by the President on
the evening of 16 March 2020 and in particular, the suspension of public transportation, the
recent Proclamation No. 929 declaring a State of Calamity throughout the Philippines, as
well as for the safety of all concerned, the following shall be observed:

Work at the COA Central Office, Regional Offices, Provincial Satellite Auditing Offices, and
offices of the Auditing Units all over the country is hereby suspended until 14 April 2020.

Work from home assignments for COA employees will be determined by the Assistant
Commissioners, as recommended by and which may be coursed through the Directors
concerned.

As an exception, with respect to the Central Office, personnel deemed necessary for the
processing of payroll for salaries and/or benefits and payments for services, IT
infrastructure maintenance, building maintenance, and motor pool shall be allowed to
perform work but only as may be needed upon the direction of the Assistant
Commissioners for Planning, Finance and Management, Systems and Technical Services,
or Administration Sectors, as the case may be.

As for the Regional Offices and Provincial Satellite Auditing Offices, the determination of
such necessity and the personnel concerned shall be left to their respective Regional
Directors.

In determining such personnel, the Assistant Commissioners or Regional Directors


concerned shall consider the accessibility of such personnel to the premises, as well as
their age and health condition. If necessary, such personnel may be provided transportation
through COA vehicles, or be allowed to stay in the dorm, if available.

Arrangements should also be made to ensure the security of the Offices. For purposes of
approvals and signatures required from officials, approvals sent through text message
(SMS), e-mail, or private message may suffice provided the recipient is able to validate the
authenticity of the communication.
