PSO to Seeretary (I1E) Minutes of the Fourth Meeting of Council of IITs (CFTIs) held under the Chairmanship of Hon’ble HRM on 16.10.2019, | in Shastri Bhawan, New Delhi The Fourth Meeting of the Council of IIITs was held under the Chairmanship of Hon’ble Minister for HRD on 16 October, 2019 at Shastri Bhawan, New Delhi. The list of participants is enclosed at Annexure-A. The Chairman welcomed the members present. At the outset, the Chairman stressed on the need of leapfrogging by IlITs in order to become world class Institutes. The IITs should compete with the best Institutes in the world so that the international students prefer our country over others for niche courses, unique and latest curriculum and best faculty. At the same time Indian students should also get the education of international quality in the country itself. He also emphasized about the social responsibility of these Institutes. He exhorted the Directors to participate in the Govt. Schemes such as Unnat Bharat Abhiyan, Ek Bharat Shreshtha Bharat, Fit India Movement, Water Conservation, Tree Plantation, Adoption of nearby villages etc. ‘Thereafter, the Agenda Items were taken up as follow: Item No. 4.1: To confirm the minutes of the 3 meeting of the Council of IITs held on 27% August, 2018 | The minutes of the last meeting were circulated to the members in August 2018. Item No. 4.3 : To report the changes in the Membership of the Council. ‘The Council noted the changes and welcomed the new members. The Council also appreciated and expressed gratitude towards the outgoing member for their valuable contributions. Item No. 4.4 : To ratify the appointment of Director(s) of IITs (CFTIs) ‘The Council ratified the appointments. Page 4 of 9 WO Item No. 4.5 : To report/ratify the decisions taken by the Chairperson, IIT Council on behalf of the Council. ‘The Council ratified the decisions. Item No. 4.6: Admission to Master’s degree part of Dual degree to be made open to any IIIT candidate. The Council deliberated the matter and advised that the Institutes may decide about the proposal. Item No. 4.7 : To allow Study under Credit transfer mode. ‘The Council agreed to the proposal. Item No. 4.8 : To introduce Continuous Assessment Ordinance for B.Tech., M.Tech., MBA in other IITs ‘The Council advised that individual IITs may decide to adopt it. Item No. 4.9: To consider the proposal of starting Joint Degree Program (JDP) of Doctor of Philosophy (Ph.D.) between the IITs. The Council agreed to the proposal. Item No. 4.10 : Inviting Visitor’s Nominee of other IITs to speed up the process of Selection Committee. The Council approved the proposal. It was further decided that Visitor nominees of IITs may also be taken to avoid delay in recruitments, Item No. 4.11 : Temporary charge of Director. ‘The Council approved the proposal. Page 09 MY Item No. 4.12 : To provide facility of Central Computing Facility of IIIT Allahabad to other IITs The Council appreciated the efforts of IIIT Allahabad towards establishing the high end computing facility and desired that other IITs must utilize the facility being offered by IIIT Allahabad. Item No. 4.13 : Faculty exchange across IlITs for brief periods such as a ¥2 semester up to a maximum of 1 semester to optimally utilize the expertise available across IlITs. ‘The Council approved the proposal. Item No. 4.14 : Uniform contract period for the post of Registrar in CF-IIITs ‘The Council approved the proposal. The Council further advised that normally Professors may not be appointed as Registrars because this results in loss of academics. ‘The vacancy of Registrar should be advertised 6 months before the date of vacancy. Necessary amendments in the Recruitment Rules may be carried out by the Insitutes. Item No. 4.15 : Implementation of Recruitment and Promotion Norms (RPN) 2016 in CF-IITs. The Council approved the proposal. Item No. 4.16 : Tuition fee exemption for PwD candidates ‘The Council approved the proposal for UG students. Item No. 4.17 : Entrepreneurship Development. The Council approved the proposal. The MeitY representative offered that the organizations under their Ministry such as NIELIT and CDAC may be used as finishing schools for 4" year students of IITs, The Council desired that a proposal may be jointly worked out by MeitY and IIITs. Page 6 of 9 Ny Item No. 4.18 : Alignment with future engineering education trends. The Council approved the proposal. Item No. 4.19: Finalising thrust areas for each of the institutions for sustained efforts and focus. It was informed to the Council that each IIIT was requested to finalise the thrust areas for themselves. The Chairman stressed the need for having a focused area of excellence for each IIIT so that they can put sustained efforts to become a global leader of research and teaching in that area. The Council desired that cach IIIT should do this at the earliest and report the progress in every BoG mecting, Item No. 4.20: To review the status of research productivity of the faculty members in each IIITs (CFTIs) and to take stock of the number of faculty members who have not published in reputed journals for the Jast three years. ‘The Council considered the agenda and desired that the Institute should establish a mechanism to evaluate the performance of all the faculty member in research, teaching and other areas. BoG of each IIIT should consider this evaluation at least once a year. ‘The IlIT's were also advised to consider linking performance evaluation with promotion Item No, 4.21: To implement Enterprise Resource Planning (ERP) System ‘The Council desired that a Committee may be constituted for identifying the best course of action in the matter. Item No. 4.22 : To report the’ Minutes of the 1st meeting of the Standing Committee of Council of IITs and Coordination Forum of IIITs (PPP) in its 1st meeting held on 25th March, 2019 ‘The Council took note of the Minutes. Item No. 4.23: To report status of Outreach and International Collaboration. The Council appreciated the efforts of ITDM Kancheepuram and desired that other IITs should also plan similar activities to promote the spirit of entrepreneurship, Page 7 of 9 val innovation, out-of-box-thinking, teamwork, social awareness among students and faculty. At the end, the Chairman appreciated the progress made by IlITs in research, academics and their zeal to make a mark globally. He further desired that the review of the progress made by the IlITs, particularly, in respect of decisions taken in this meeting, in every BoG of the IIITs. ‘The Chairman further desired that IIITs should actively organize events on thrust areas of the Govt. such as Unnat Bharat Abhiyan, Ek Bharat Shreshtha Bharat, Water Conservation, Tree Plantation, Fit India Movement, etc. ‘The meeting then ended with thanks to the Chair and other attendees.
