SCOPE OF WORKS

As part of a national strategy, the Authority are looking for Contractors, Services Companies and
Developers that can commit to the financing, development and long term operation and
maintenance of high quality permanent workers accommodation in the Umm Salal & Al Khor
areas of Qatar.

The Contract shall be in the form of a Concession Agreement on a Design, Build, Finance,
Operate, Maintain and Transfer (DBFOMT) basis, for a period of 25 years (with an option to
extend) and shall include a Lease Agreement for the land upon which the assets will be
constructed and operated. Upon award the successful contracting party delivering these services
will be referred to as the Concessionaire.

Bidders may be interested in participating to provide high quality and cost effective
accommodation and services for their own workforce or to offer this to the general market as a
business opportunity.

High quality solutions are expected to be proposed at Tender stage that deliver assets and
services that are demonstrably focused around the needs of The Authority.
Under this DBFOMT form of contract, the Concessionaire is required to finance, design, build,
maintain and operate the required assets for the term of the Concession, at the end of which the
assets will be transferred at no cost, to the Authority. This means that the Concessionaire shall
find all the funding required to finance the activities to design, build, operate and maintain the
assets to be provided under the Concession tendered. The Concession term to be priced in
Tender submissions is 25 years.

The Qatar Government will provide the land upon which an Integrated Worker Accommodation
Communities will be built, on a leasehold basis in return for an annual rent. The Concessionaire
shall pay the lease rent in accordance with the Lease Agreement, issued as a Schedule to the
Concession Agreement, at a rate of QAR 2 / m2 per year.

The Authority will provide support to the Tenderers in respect of liaison with the utility suppliers
Ashghal and Kahramaa, and the Building Permit Complex, to assist in the securing of all
necessary consents and approvals. For the avoidance of doubt, whilst the Authority will assist
and support the Tenderer to secure Governmental consents and approvals, it is the Tenderers
absolute responsibility to secure all consents and approvals based upon the design information
developed and submitted by its team.

The land provided by the Government will be the plots identified at the Umm Salal & Al Khor sites,
upon which the Concessionaire shall build and operate the Project assets.

The Umm Salal site under the scope of this Tender, shall provide for two Single Residential
Facilities (SRF) on individual Plots, each SRF providing accommodation for a maximum of 5,000
workers. A Town Centre will also be required. The complete IWAC will have a total population of
28,000 workers and concessions are already in place on four (4) other Plots.

The Al Khor site under the scope of this Tender, shall provide for five separate IWAC’s, with each
including all SRF, Town Centre and necessary support services and facilities. Each IWAC will
have a population of approximately 12,000 workers.

Tenderers may choose whether to submit tenders for one or more than one of these individual
tender opportunities. The Tender Committee reserves the right to award more than one
Concession to a single Tenderer and also reserves the right not to award any or all Concessions.

For a Single Residential Facility, the Concessionaire will earn revenue from renting the
accommodation to parties of its choosing or it may choose to use the accommodation for its own
purposes. It is intended that the accommodation is made available for beneficial use, i.e. not to
be unreasonably withheld from the market in general, and that it is maintained and operated at
the required standards. The Concessionaire shall retain all such rents received to its own account;
there is no payment to the Authority other than the ground rent. The bed-rent amount that can be
charged will be capped under the Tendering process and shall be subject to periodic review and
to an inflation factor. There will be no payment from the Authority to the Concessionaire for the
provision of any of the facilities.

The Town Centre will earn revenue from retail and commercial sales, from service operations and
from rents applied to floor space occupied by others, at the discretion of the Concessionaire.
Tenderers are encouraged to identify types, volumes and prices of retail sales / welfare services
/ entertainment that might be attractive to the resident population / to others in nearby catchment
areas. In the Town Centre, the Concessionaire is free to form sub-let arrangements with third
party operators of commercial, retail or service type operations.

Tenderers may identify additional sources of revenue they consider applicable to the use of
Community Facilities. All such revenues shall be to the exclusive account of the IWAC
Concessionaire. The Concessionaire shall have the exclusive right to decide upon this
opportunity, qualify and quantify it, and to decide whether and when to invest in the design,
construction and maintenance of such facilities, at its own cost.

A key operating principle will be the maintenance of Site security at all times and this shall be a
duty of the IWAC Concessionaire.

The Tenderer is responsible for evaluating the commercial viability of the Accommodation and
Town Centre / Commercial opportunities.

The Concessionaire shall at all times for the Term of the Concession be held responsible and
accountable to the Authority for the upholding of standards and regulations as laid out in the
Tender Documents, whether or not sub-lets have been formed.
