About the Magazine


THE FACULTY OF LAW AND POLITICAL SCIENCES JOURNAL is an annual review, published since
1948 by the National University of San Antonio Abad of Cusco, Peru (UNSAAC). It is open
to intellectual works that raise original articles, not previously published, with a broad
theoretical vision from the varied optics of the Sciences of Law, and from a plural perspective.
In this 12th issue of the magazine we extend the invitation to academics and professionals
from all universities, research institutions and civil society intellectuals to propose their articles
that will focus on the subject “Linguistic Rights and Public Policies”, on the occasion of the
International Year of Indigenous Languages 2019, proclaimed by the General Assembly of
the United Nations Organization.

Note: Although the subject of this issue of the magazine is specific, free content articles are
not excluded from this call, provided they are original and the product of research or
academic reflection. These articles will be published in the “Free Content Section”.

About the dossier “Linguistic Rights and Public Policies”


For this issue we propose the topic “Linguistic Rights and Public Policies” adding to the
UN call that has declared 2019 as the international year of indigenous languages, with the aim
of gathering academic articles, research products, about the phenomenon of modern / post
colonial multilingualism of the Latin American States and other realities.
The articles will scrutinize the subsistence of the colonial linguistic model aimed at
extinguishing the use of native languages through Spanish, or the imposition of imperial
languages in America as well as in other geographical realities.
Contributions are expected to develop studies of the necessary public policies for the
preservation, promotion and dissemination of indigenous languages, which should be carried
out by the States as a pending democratic task.
The aforementioned assessments should consider the framework of linguistic rights
recognized in the international arena in instruments such as Convention 169 of the OIT
(1989), the Universal Declaration of Linguistic Rights (1996), the Framework Agreement for
the Protection of National Minorities (1994), the United Nations Declaration on the Rights
of Indigenous Peoples (2007) and the American Declaration on the Rights of Indigenous
Peoples (2016). Together with these international standards, national and regional laws will
be considered.

The dossier edition “Linguistic Rights and Public Policies” is in charge of Luz Amparo
Ramos Ayala (Master in Linguistic Policies from the University of the Basque Country).

Basis for submitting articles


1. The texts to be submitted must be unpublished, products of research or academic
reflection and must be addressed to address any problems in relation to the special
dossier of this issue.
2. The article should have a maximum length of 25 pages including the respective
bibliography.
3. Texts must be sent in Microsoft Word format with the following specifications:

Letter size: 12.
Footer font size: 10 (with correlatives 1, 2 ,3…).
Space between lines: 1.5.
Margins: 2.54 x 2.54 cm.
Titles and subtitles: They must be presented in bold, without altering the font size
or with underlines, italics and any indentation. The general title of the article must be
translated into Spanish. Our editorial team will make the translations of the general title
and summary to Quechua (Qosqo-Qollao variant). The titles will be numbered in a
correlative order, for example

4. The name or names of the authors should align to the right margin, followed by
the author's institutional affiliation (University or other institution institution)
5. The condition of the author (undergraduate student, master's degree, teacher), the
institution of origin and their respective email should be in a footnote.
6. The texts must have a Summary / Abstract written in Spanish and English. For
both cases they must be in a single paragraph that does not exceed 15 lines.
In addition, the abstracts must include Keywords in a maximum of 5, both in
Spanish and English. Everything stated above must be included immediately after
the author's information.
The Magazine may translate the Summary and the Keywords into Quechua
(Qosqo-Qollao variant).

7. Tables should be presented listed, with title in letter size 10 in the upper central
part and following the order of appearance in the text.

8. If the text to be presented has images, the same indications made for the tables
and tables should be considered. The photos must attach information about their
copyright

9. The bibliography to be included will be according to the alphabetical order and in


the final part of the text. Both the bibliography and the cited sources must follow
the APA format, for example:

LATOUR, Bruno. (2008). Reensamblar lo social: Una introducción a la


teoría del actor-red. Buenos Aires: Manantial.

10. Items must be sent to the following email address:idespocusco@gmail.com


- Making clear reference to the call, and placing as subject the title of the article.
In turn, the emissary must include at the end of his message his personal data
and the institution to which he is affiliated.

11. About the evaluation of the articles: The texts presented will be evaluated by
the Magazine's Editing Committee and submitted to the peer review, consisting of
specialists in the subject of this issue. This will take into account the quality and
clarity of the article, the internal coherence of the writing, and the correspondence
of the bibliographic citations with the content of the article in general.

12. About the detection of plagiarism: If, after the review process, the Editing
Committee detects unquoted contributions, plagiarism or undue intellectual
appropriation, it will proceed to reject the text. Fact that will be communicated to
the sender for correction or return respectively.

13. Papers that do not respect the format and basis of this call will be automatically
excluded and returned to the authors.

Deadline for delivery of items: May 1, 2020

Articles submitted outside the indicated date, or those that do not comply with the
guidelines established by the journal will not be considered for the evaluation.
