SWOT Analysis on Local Government’s Response to the COVID-19.

Due to continuously increasing number of Corona Virus Disease 2019 (COVID-19) cases,

Philippines was declared in a state of calamity in accordance of Philippine Constitution

Article II Section 15 that promotes to protect and give safety measures to the people.

Under the Proclamation No. 929 being conducted, all government and local government

units are tasked to do their job in giving safeness of people and to provide their essential

needs during health crisis in order to disseminate the threat of COVID-19.

In this case, what would be the effect of the said proclamation to us? What would be the

advantages and disadvantages if the LGUs are the one who will handle the

responsibilities in this health crisis? What would be the possible approach and response

that can be conducted by the LGUs?

Using the SWOT Analysis, all these questions will be answered and we will be going to

find out more what are the strength, weaknesses, opportunities and threats of the

mandated proclamation by the president.

Hereby, all listed in the SWOT analysis are the possible strengths, weaknesses,

opportunities and threats base on the observations and studies conducted according to

the situations after the addressed state of calamity by the President Rodrigo Duterte.

SWOT ANALYSIS

Local Government’s Response to the COVID – 19

 People are forced to comply all the ordinances mandated

by the LGUs.

 Higher security level will be implemented.


Strengths
 Curfew will be strictly implement for further protection and

scheduled public market.

 Enough budget for food packs for relief goods.

 All foods are liable by LGUs.


Weaknesses
 Not all LGUs can be trusted. Most of them are corrupt.

 People will be protected from spreading the virus.

Opportunities  There will be no residents are scattered outside their

houses and especially public markets.

 All residents are limited to go out and buy their foods.

 Not all residents will be given financial supports which

Base on the results in SWOT analysis I did, the strengths are the people will be forced to

comply because of the higher security and ordinances being implemented in all

barangays in order to prevent the spread of virus. All the government officials are already

started a plan to face this issue. Curfew hours was already implemented and the

scheduled public market also addressed to prevent being crowded in public market.

The weaknesses of this proclamation are all the foods and financial support will be coming

from the LGUs. This will lead to hesitations through LGUs because not all of the officials

there are trusted.

Opportunities would be reflecting on the strengths given. People will be protected in being

transmitted from the virus because there will be no scattered people outside their houses

and public spaces. They will also get a support from the LGUs especially financial and

food support.

Lastly the threats would be people are limited to go outside. Only the frontliners, health

workers and officials involve in facing the issue regarding COVID – 19. Due to dishonesty

and untrusted LGUs in some barangays, there will be a discrepancy in relief goods that

will going to distribute in communities.

But in reality, LGUs are still giving their best in providing support especially in giving safety

measures, strict ordinances and warnings for the protection of the people.
