SUBJECT: Updated List for the Price Freeze of Essential Emergency

Medicines and Medical Devices Due to the Coronavirus Disease
2019 (Covid-19) Health Event

The DOH is mandated to monitor and regulate drug price as well as ensure that consumers
are adequately protected against profiteering, hoarding, cartels and the like that compromise
their access to essential pharmaceutical products.

As in Section 6 of Republic Act no. 7581 otherwise known as the “Price Act,”
stated is the it
policy of the State to ensure the availability of basic necessities and prime commodities at
all
time. Essential medicines and selected medical devices have been identified as a basic
necessity especially in time of natural calamities and man-made disasters that put the health
and lives of Filipino at risk because of unfavorable conditions that cause or aggravate disease
which may lead to epidemics and massive death.

Due to the on-going global concern on the spread of Coronavirus Disease 2019 (COVID-19),
the DOH issues an updated list of essential emergency medicines and selected medical
devices covered by the price freeze. This repeals Department Memorandum No. 2020-0131
dated March 23, 2020 re: “Price Freeze of Essential Emergency Medicines and Medical
Devices due to the Coronavirus Disease 2019 (COVID-19) Health Event.”

Unless otherwise lifted upon determination by the Secretary of Health that the imposition
thereof is
no longer necessary.
