Indian Coast Guard conducts 9th edition of rescue exercise ‘SAREX-2020’ in Goa
Indian Coast Guard (ICG),an armed force that protects India’s maritime interests,has conducted a 2-
day 9th edition of national level search and rescue exercise ‘SAREX-2020’ based on the theme ‘Harmonization
of Maritime and Aeronautical Search and Rescue (HAMSAR)’ in the sea at Vasco,South Goa district from March
5-7,2020. It was inaugurated by Dr. Ajay Kumar, IAS, Secretary (Defence), Ministry of Defence.
Key Points:
i.For the 1st time, it was attended by 3 pillars of national SAR mechanism i.e. Ministry of Shipping, Ministry of
Civil Aviation and Ministry of Defence.
ii.It also saw the participation of 24 representatives from 19 countries, primarily from Asia and Africa,
international delegates including 38 national observers and officials of 7 commercial airlines including 2
helicopter operators.
iii.This exercise consists of a series of conduct of workshop ,table top exercise and sea exercise with focus on
Mass Rescue operation (MRO).
About SAREX exercise:
ICG conducts this exercise biennially under the aegis of National Maritime Search and Rescue Board (NMSARB)
since 2003.

Agartala and Ghojadanga approved as authorised land immigration check posts


On March 6, 2020 Government of India (GOI) has approved Tripura capital Agartala and West
Bengal’s Ghojadanga as authorised land immigration check posts to enter or exit India. Agartala and
Ghojadanga are located along the Indo-Bangladesh border.
Key Points:
i.The senior immigration officers, under the Bureau of Immigration, have been appointed for the Check posts
with effect from March 2, 2020.
ii.The Central Government issued notification and approved check posts according to sub-rule (b) of rule 3 of
the Passport (Entry into India) Rules, 1950, to Tripura and Ghojadanga land check post, located in North 24
Parganas district of West Bengal.

Government reconstructs The National Platform for Disaster Risk Reduction (NPDRR),
appoints Amit Shah as chairman
On March6, 2020 the government reconstructs the National Platform for Disaster Risk Reduction
(NPDRR) a multi- stakeholder & multisectoral decision making body on disaster management &
appoints Union Home Minister Amit Shah as chairman. Defence Minister Rajnath Singh & Finance Minister
Nirmala Sitharaman are named as members among others.
Members & Nominations of NPDRR
i.NPDRR’s vice chairpersons will be the minister of state in-charge of disaster management in the home
ministry & the vice-chairman of the National Disaster Management Authority (NDMA)

MWCD & world bank organizes a discussion programme-“The Future of Work: Women in
India’s Workforce
On March 6, 2020 the Ministry of Women and Child Development (MWCD) & the World Bank organized a
discussion programme on the topic “The Future of Work: Women in India’s Workforce” at New Delhi. It was

• The WCD minister announced a diet plan for women & lactating mothers for the 1st time,

• To ensure counselling and improve the quality of counsellors in schools across all districts in the
country WCD Ministry is working with National Institute of Mental Health and Neurosciences
(NIMHANS)

hurdles faced by them when they wish-to setup their own business,to avail bank loan & to join the
workforce.

India joins Indian Ocean Commission (IOC) as its 5th observer to boost Indo-Pacific vision
On March 6, 2020, India has joined Indian Ocean Commission (IOC) as its 5th observer state to strengthen its
Indo-Pacific vision and also to boost strategic partnership with France, and Vanilla Islands. The decision has
been taken during the meeting of the Commission’s council of ministers in Seychell.

Key Points:
i.With this move, India would lead to greater security cooperation with countries in East Africa.
ii.It facilitates collective engagement of India with the islands in Western Indian Ocean (WIO).
iii.It also boosts Indian cooperation with France that has strong presence in the WIO and lends depth to India’s
SAGAR (Security and Growth for All in the Region) policy of PM Narendra Modi 2015.
About IOC:
Established in 1982, IOC is an inter-governmental organization that coordinates maritime governance in the
south-western Indian Ocean. It consists of Comoros, Madagascar, Mauritius, Reunion (France) and Seychelles.

Girls still face violence and discrimination, 70% trafficked in 2016: UNICEF report “A New Era
for Girls”
In accordance with the United Nations Children’s Fund (UNICEF) report titled “A New Era for Girls: Taking
stock on 25 years of progress” in collaboration with UN Women and Plan International, girls still face
violence and discrimination even after 25 years of Beijing Declaration and Platform for Action. The Beijing
Declaration was aimed at advancing women’s and girls’ rights in the country.
• The report has been launched in line with the Generation Equality campaign, and to mark the 25th
anniversary of the Beijing Declaration and Platform for Action.

Highlights from the report:


-In 2016, women and girls accounted for 70% of detected trafficking victims globally, mostly involving sexual
exploitation

-One in 20 girls between the ages of 15 and 19 reported being raped in her lifetime.
-Each year 12 million girls are married off in childhood, and four million risks FGM (Female genital
mutilation).
–Suicide is currently the second leading cause of death among adolescent girls.
-Around 970,000 adolescent girls between the ages of 10 and 19 are today living with HIV (human
immunodeficiency viruses), accounting for around three-in-four new infections among adolescents worldwide
as compared to 740,000 girls in 1995.
-The number of girls out of school worldwide dropped by 79 million between 1998 and 2018.
-The number of female youth aged 15–24 years who are illiterate declined from 100 million to 56 million
between 1995 and 2018, but 1 in 10 female youth remain illiterate.
-Nearly one in four adolescent girls aged 15–19 years globally are neither in education, employment nor
training compared to 1 in 10 boys of the same age.
-Over the past 20 years, progress to reduce anaemia among adolescent girls has been slow. In South Asia one in
five girls are moderately or severely underweight.
-Globally, the proportion of girls aged 5–19 years who are overweight has nearly doubled since 1995.
Female youth Labour Force participation declined to 33% in 2020
The global participation of female youth aged 15–24 years in the labour force has declined from 47% in 1995 to
33% in 2020 owing to improved Educational opportunities but still work towards girl’s safety and gender
equality is required.

RBI announced draft scheme “Yes Bank Ltd. Reconstruction Scheme, 2020” for Yes Bank’s
revival; SBI willing to invest
A day after Yes Bank Ltd. placed under moratorium which will be effective upto April 3, 2020, on March 6,
2020, Reserve Bank of India (RBI) after exercising its powers conferred under sub-section (4) of section 45 of
the Banking Regulation Act, 1949, has issued a draft scheme of reconstruction of the Yes Bank. It should be
noted that State Bank of India (SBI) wants to invest in Yes Bank and also to participate in its reconstruction
scheme. SBI can invest for up to 49% stake for nearly Rs 2,450 crore. Here are the key points from draft
scheme titled “Yes Bank Ltd. Reconstruction Scheme, 2020”:

-RBI plans to alter the authorised capital for the reconstituted bank to Rs 5,000 crore and number of equity
shares will also be altered to 24,000 crore of Rs 2 each aggregating to Rs 48,000 crore.
-The Investor bank or SBI should invest in the equity of the Yes Bank to the extent that post infusion it
holds 49% shareholding in the Yes Bank at a price not less than Rs.10/-.
-The Investor bank shall not reduce its holding below 26% before completion of three years from the date of
infusion of the capital.
-There will be Alteration in Articles of Association (AoA) of Yes Bank i.e. Article 110(b), Article 127 (b), Article
127A (a), and Article 127A (b) will be deleted after the scheme will come into effect.
-A new Board of Yes Bank or Reconstructed bank will be created by RBI should include two nominee directors
from investor bank.
-All the employees of Yes bank shall continue with the same remuneration and on the same terms and
conditions of service (T&C) for at least one year. However, the new Board has the freedom to discontinue the
services of the Key Managerial Personnel (KMPs) at any point of time after following the due procedure.
-It will be upto Yes bank to open new offices and branches or close down existing offices or branches.

DMK party general secretary K Anbazhagan passed away at 97
On March 7, 2020 Kalyanasundaram Anbazhagan, DMK (Dravida Munnetra Kazhagam) party General
Secretary for 43 years, passed away at the age of 97 in Chennai, Tamil Nadu (TN). He was born as Ramaih on
December 19, 1922 Kattoor, Thiruvarur district, TN.
Key Points:
i.About Anbazhagan: He was a sound academician and served general secretary of DMK party for 9 times from
1977.
ii.He was also close friend of former Chief Minister (CM) of TN late Karunanidhi and was a former Education
Minister and Finance Minister of TN in DMK cabinet.

Madhya Pradesh Cabinet approved to form trust for ‘Ram Van Gaman Path’ project
On March 6, 2020 The Madhya Pradesh (MP) Cabinet approved to form the trust under the Chairmanship of
Chief Minister Kamal Nath for the project of constructing ‘Ram Van Gaman Path’ project, a route taken by Lord
Ram during his 14-years of life in the forest.
Key Points:
i.About Ram Van Gaman Path Project: The project seeks to retrace the route believed to have been taken by
Lord Ram during his life in forest and it is proposed to be constructed from Chitrakoot to Amarkantak. State
chief secretary will be the member of the trust.
ii.Other approval: The cabinet also approved for the purchase of 1, 320 MW (megawatt) power from Adani
Power Limited on the basis of a competitive bidding process at the rate of Rs 4.79 per unit for the year 2026- 27
as per the long-term power purchase guidelines.

Himachal CM Jai Ram Thakur presents 49,131 crore budget for FY21
On March 6, 2020, Himachal Pradesh (HP) Chief minister(CM) Jai Ram Thakur has presented Rs.49,131
crore budget for the financial year (FY) 2020-21 in state assembly in Shimla. This is the 3rd budget being
presented by Thakur & for the first time, a paperless budget was presented as he read from a laptop.The state
has a debt burden of Rs 55,737 crore.
Here are highlights from the budget speech:
The Key Focus of the budget is road and air connectivity, housing for poor and scheduled castes and quality
education.
i.The state’s revenue receipts are estimated to be Rs 38,439 crore in the year 2020-21 while the total revenue
expenditure is estimated at Rs 39,123 crore.

ii.The revenue deficit grant of about Rs 19,308 crore received from the Center on the recommendations of the
15th Finance Commission has helped in making this budget for the next financial year.
• The state Government will celebrate 2020-21 as golden jubilee year of statehood as it attained
statehood in 1971.
• A provision of Rs 3,986 crore for PWD ( Public Works Department)
• An outlay of Rs 44 crore has been allocated to install crash barriers and improve condition of roads
& Modern Transport Nagar also proposed in Hamirpur.
• A provision of Rs 150 crore for ‘nayi rahein nayi manzilen’ scheme, which aims to beautify untapped
areas of the state in terms of tourism.
• Rs 480 crore subsidy for domestic power consumers & Rs 158-crore scheme to deal with low
voltage issues.
• For the welfare of startups in the state, ‘Him startup Yojana’ to be launched with the venture capital
fund of Rs 10 crore.
• Rs 2,213 crore for irrigation and public health department & State’s TB (tuberculosis) patients will
get Rs 1,500 crore as monthly financial assistance.
• Allocation of Rs 8,016 crore for education sector ,Rs 15 crore to increase forest cover, Rs 50 crore
for anti-hail net structures, Rs 25 crore for natural farming has been made.
• 101 new trout units to be established in Himachal to boost trout production.
• State government will use approximately Rs 5,109 crore on loan interest payment out of the total Rs
49,131 crore budget in 2020-21.
• The fiscal deficit is estimated at Rs 7,272 crore for 2020-21, which is 4 per cent of GSDP. The net
borrowing will be 3 per cent of GSDP.
• Rs 14.79 will be spent on pension, Rs 10.4 on interest payment, Rs 7.29 on loan repayment and Rs
41.22 will be on development works and other activities
• The pension of 1.25 lakh widows and disabled has been increased to Rs 1,000 from Rs 850 per
month. Besides, social security pension will be provided to 50,000 more eligible persons.
• Per capita income in Himachal Pradesh is Rs 60,205 higher than that of the country.
• Rs 1,013 crore earmarked for expanding air connectivity, the amount is the highest ever in any
budget of the state.

On March 6, 2020 Maharashtra Deputy Chief Minister & finance minister Ajit Pawar presented Rs 1.15 Lakh
crore budget for financial year 2020-21 in the state assembly. The budget estimated revenue receipt of Rs

3,47,457 crore & revenue expenditure of Rs 3,56,968 crore while revenue deficit is Rs 9,511 crore & fiscal

Major Highlights
• Rs 30,000 core proposed to infrastructure development.
• Proposed to increase value-added tax (VAT) on petrol & diesel by Rs 1 per litre.

regularly pay their dues will be offered an incentive of Rs 50,000 crore.
• Rs 22,000 crore allocated for The Mahatma Jyotirao Phule loan waiver scheme in 2020-21, where Rs
9000 crore has been disbursed
Food & Tourism
• Announced Rs 150 crore for ‘Shiv Bhojan’ thali scheme, a subsidised food scheme for the poor.
• At a cost Rs 1000 crore an international level aquarium & tourist hub to be built at Worli & Rs 100
crore to be set aside for boosting tourism in Mumbai annually
Department
• The MLA development fund has been increased from Rs 2 crore to Rs 3 crore.
• Rs 9000 crore allotted for the social justice department
• Rs 5 crore alloted to to create a separate corporation for welfare of transgender community
• Rs 2,100 crore allotted for the Women and Child Welfare development department for the purpose
of women’s safety.
Employment & medical
• Introduced The Chief Minister’s Employment Generation Scheme for educated unemployed,
where the government will bear 75% due to them during training period in new industries & also
will create 1 lakh industrial units and create employment.
• Proposed Rs 5,000 crore for total health outlay, where Rs 2,500 crore has been set aside for medical
education.
Water Conservation & Metros
• Introduced the Chief Minister’s Water Conservation Scheme by which Rs 2000 crore is allocated to
the Water & Soil Conservation department.
