Background
With due to the respect of organizational policy and procedure, OHW Senior Management staff
had interactions with several different staff from different divisions, and the different types of
feedbacks comes through, so in this cause the senior management team decided to have a quick
online survey to know the exact status of the organization, which is more or less interrelated to
the program and quality of our work, in reference to that the questionnaire for the survey which
has been prepared by OHW senior management team, and that was uploaded to the website to
get the responses from different divisions of OHW working area, like Balkh, Kandahar,
Nangerahar, Faryab and Kabul.
The OHW would very much interested to know from a very minor positive and negative attitude,
behavior of the staff who are working for the long term so considering that the organization
eager to provide their support from the KBL level to the provincial level, which will be a kind of
capacity building support and some technical supports for the staff to work together and have
full understanding of organizational procedure and Organizational Culture to work for the
improvements of the organization.
For that, it is equally important for the staff to participate in a broader level to share their idea
and knowledge and understanding for the better improvements of the organization, so
considering that the organization sent a link of monkey survey which is very much professional
for collection every individual idea and knowledge for the improvements of the organization, so
that improvements will help the organization to look backward and learn the lessons from the
past and know the challenges, and missed opportunities, that sort of tricky knowledge for the
organization will help to move forward for better and bright future.
Also the organization of human welfare are very much eager to find the real possible ways to be
self-sufficient in future, so that self-sufficiency would not be made by one person only this is a
collective goal of each individual to bring that, that is only possible only once we are committed
to the organization to bring that biggest goal in to the account of organization.
In a broader we can say that the organization needs two types of energies, one is volunteerism
and the second pay time for the those who are committed to work with the organization and
would like to see the broader changes in the organization where he/she is working for the joint
vision, missions and goals of the organization, so that joint missions will help the organization to
bring them in to the top level of different than others.
So that difference is only possible because of hard working and some volunteerism so that types
of volunteerism would make the space for the organization to work more for their broader
collective goals and objectives.

Finally, the organization will invite you for more reading of the detail report on monkey survey
in which you can find out the exact status of the organization, and what recommendation the
staffs have been recommended for better improvements of the organization.
The monkey survey is one of the most famous survey in which every organization and national
institution are seeking their exact situation in viewpoints of the clients, so considering that we
have been impressed to conduct such kind of survey, basically the idea is come from the CD
Country Director to have such kind online survey to know the exact situation of organization,
where we are, what are our weaknesses and what improvements we need further to have a
beautiful organization.
First we overcome to finalize the questionnaire, and then the senior management team seat to
gather and discussed the questionnaire and after long discussion and dialogue the questionnaire
for the survey has been finalized and uploaded to the web for seeking the questionnaire.
Finally, the organization overcome to have bellow responses from the questionnaire, which was
more or less important for the organization to know what is the exact situation of our
organization.
The Questions which has been asked are in bellow with detail correspondence of audiences:

Rs1. In this question out of 30 staff 20 of them said that yes there is the capacity building, 8 of
them said that it is equal, 7 of them said that it is not equal, 3 of them said that is no capacity

building for staff and their improvements, and 2 of them are recommending more training
considering the quality of the work.
It means majority of the staff from OHW Organization of Human Welfare understand that yes
there is capacity building but it is more or less very weak, they have been recommended that
there should be quality training for the staff to build their capacity for better implementation at
the field level, and some staff those who are always in the field to serve the community they are
not satisfied from the training and capacity opportunities because according to them they have
not received the training out of their working environment, and also they are recommending to
have the quality of the training for those field staff those who are serving the community for
that it is important to have the quality assurance for better implementation of the activities in a
better way.
Also some of the staff said that is no training for them they look like they are from finance and
HR, and they are always supporting the program, they are also requesting to have the training
for them as well.

Out of 30 staff from all over the country have responded that they are happy and some of them
said that they are not happy due to some reasons, refer to the bellow justifications:

1. Due to unfair policy and procedure, it means there are no policy and procedure to
ensure their existence at the organization.
2. All of them said there are no salary competence, even the salary of social organizer is
equal to project officer which is not acceptable for them, due working load which is not
equal to all staff.
3. They said that there is no job description for them and still they don’t have job
description to know what they are going to do.
4. Some of them said that there is no job security their job is depend to the project
availability which is not acceptable for them.

Those who are not satisfied they shared the bellow reason for their not satisfactions:
1. Some of them said that they worked day and night but unfortunately they were not
appreciated from their line managers.
2. Some of them were even scared through an official Warning letter.
3. They said that were appreciated orally but they were not appreciated officially which

- To increase the salary based on the experience and knowledge of the staff and the
salary should be competitive.
- Also some of the staff requested to have transportations and per diem while they
traveling officially.
- They are requesting to have salary scale for the organization through that the salary
should be given to the staff.
- They are requesting to get their salary on time, because they are not getting the salary
on time.
- And some of the staff requested that the Saturday should be off.
- Competitive salary is highly recommended for the organization and also at the same
time the staff would be encourage and they work very nice.
- Staff capacity building is also requested in this section they are requesting to have some
capacity building program for the staff.

Q. No6: Do you experienced any discrimination based on ethnicity, religion, culture and race? if

Descriptions:
- One of the uniqueness of the organization is that there is no discriminations at all, and
most of the staff are busy with their work there is no problem at all.
- Some of the staff said that they are proud to be the staff of OHW because they are not
witness of any discriminations neither ethnic, religion and race at all.
- One person said that their discrimination because most of the staff are from one ethnic
group that is Pashtun.
But only problem I have seen in the correspondence was that, because most of the staff do not
respond the questions in a proper manner, they have only fill the questionnaire without any
descriptions, despite that needs more descriptions, now at least we got some idea from the
colleagues those who filled the questionnaire with their fully attentions.
Also some of the staff fill the questionnaire without any further responsibilities which is not
much interested for the organization.

Q. No 7: What is your opinion on the relationship and support between OHW country office and
provincial offices? How it can be improved?
Descriptions:
Yes, there is relationship and country office is supporting provincial offices in a full
manner.
Yes, there is but it is equally important to have close coordination and relationship and
that will improve the quality of the work at the field level.
To bring some changes in the management of field level that will remove the problems
at all level.
Every manager is supporting their subordinates in a better manner.
Most of the time country office is more supportive rather than provincial offices.
One person said that there is no relationship because they are not counting on the field
staff in a better way.
Due to availability of different types of management practices some of the staff are very
angry, because they are looking like dictators.
But some people said that there are full support and that is why most of the time
country office is conducting meeting with field staff to give them support.
Also some of the staffs are not happy with the management because they are just acting
like they are step brother and step sisters.
We cannot say that there is coordination and good relationship at all, but most of the
time even they are not responding our email.
There is good relationship through email but there is no coordination meetings and
interaction among the field staff and country office staff.

From the day I join the organization I haven't seen any problem, but yes there is the
huge problem in Sub Offices, due nonexistence of professional and accurate manager,
which can also destroy the organization image, that should be consider in the future
otherwise that would be a risk.
Recommendations:
The relationship between country office and provincial office should be improved as; 1.
Regular meetings on monthly basis. 2. Quarter and annual result review workshops of
projects. 3. Relationship policy and procedure should be developed and should be
revised, edited and updated
More close coordination, exchanging facilities, including in planning and decision making
are required.
There should be some exposure visits which will help us to learn more from our mutual
understanding and we will have shared knowledge.
Some staffs are recommending to have quarter base, monthly base meetings with the
field staff that will ensure the quality of the work at the field level.
But can be improved by having regular skype meetings with them by involving relevant
country teams too in order to overcome the issues faced by HQ and field.

I. Have a fear policy for keeping the experienced staff in the organization.
II. in policies implementation, fund resign, staff capacity building and management.
III. To improve the quality of coordination and avoid project delay implementation.
IV. To find out some experienced staff and work hard to keep them safe in the office
because that will also eradicate the biggest challenge of the OHW at all.
V. To work hard for renewing the projects to keep the staff with them.
VI. Also most the staff recommending to have core fund for the organization to improve the
quality of the organization in a better way.

Q. No 9: Since 2017 what major positive and negative changes you have seen in Organization
leadership?
Positive Changes:
Stand with poor and marginalized community providing full support for them.
Most of the work has been standardized and experienced staff joined the organization.
OHW has good reputation among the other NGOs.
Good projects and fund raising among other INGOs.
Have a good profile.
since 2017 the organization tirelessly been working to expand its humanitarian
endeavors to reach the goal of the organization and to support huge number of eligible
poor people in humanitarian activities, and also OHW could achieve to obtain some very
useful projects in seasonal support section.
OHW have supported huge number of poor community people who were eligible to be
supported through several seasonal support short term projects.
M&E System is gradually improving, that is a kind of hope we consider it as a positive
change to the organization.
We have some positive changes in the top management of the organization, that most
of the experienced staff we have seen there.
perfect management, financial transparency, leadership and ethical environment.
Since 2017 the major positive change was staff appreciation through 10th year
celebration.

Negative Changes:
I selected OHW because I was always interested to work with the poor communities
and to serve for the welfare of the marginalized societies.
Because OHW is working with poor and marginalized people and providing them full
support for quick relief.
Some said “I have selected OHW because I had no job”
Due existence of lots of project I have selected this organization to work with.
I have selected this organization to build my capacity and provide support to the
community and also there are lots of projects for the community.
I. The staff should be respect at all level, but most the time it is not available at the
Organization.
II. Job security should be considering which can reduce the staff turnover, and the
commitments will automatically come from them.
III. Encourage the staff, don’t insult the staff in some minor things which has no valued for
that.
IV. Increase the staff salary.
V. Number of Holidays need to be increase.
VI. Saturday should be off.
VII. Providing other allowance, ex: security allowance.
VIII. To provide some health facilities at least.
IX. Some other allowance has been required.
X. Reduce working hours in a week.
XI. Staff commitments for the organization very much important, the staff should be
recruited based on their full identity and reliability and should confirm their being
committed to work with honesty.
XII. To have mutual respects, and provide them some allowance to take care of the staff.
XIII. Those staff who are leaving, listen to them how to solve their prime problems, if there is
anything to change that should be considering.
XIV. Promotion, Staff capacity building and benefits will increase the staff turnover.

XV. almost all turnovers are because of less salary scale if staff salary raise a little turnover
will reduce ، and if Saturdays be off, it will also help this process because all non-
governmental organizations are off in this day.
XVI. To provide better and friendly environment for the staff to enjoy working there.

First of the staff requested two days vacant free of job, like Saturday and Friday that will
help the staff to make themselves quiet good and happy and the next day when they
come to the job they will be with full energy.
There should be meeting with field staff to listen to them and find out the solution for
their problems.
OHW should think about staff salary scale and other allowances that the other
organization pay to their staff and also OHW should reduce the working days from 6
days to 5 days and also OHW should think how cay pay the staff salary for 13 months
per year like other organization as EiD bonus in the benefits and also OHW should think
or focus on the policies implementation.
The organization should also think to retain the staff especially those staff those who
have enough experience.
generally, I would prefer to add that the entire authorized staff like program managers
and coordinator should be more concentrated on fund raising process and try their best
to get as much projects as they can and work hand in hand for better coordination with
the national and international organizations and agencies.
Budget issues affects the planned implementation. 2. Trainings for staff capacity
building should be discussed with donors to be provided at hotels at start of project. 3.
Budget should be clear with donor at start of project to ensure smooth implementation.
The Organization should consider to work together to reach to the level of international
INGOs and that is very much possible for OHW.
Computers and equipment should be provided for the staff those who are working.
Safe room is required to be establish at all provincial offices, for the security
measurements.
The staff salary should be given to the staff on time but most of the time it is delaying.
There should be standard salary scale with equal and transparent manner.
Working on logistic and that should be standardized for better service provider.
The country office staff should have field visits that would help us to learn from them
and get the support from them in a better manner.
Promotion for the old staff should be consider and that would help the organization to
keep the staff satisfy.
Annual review program is required for the organization to make the staff update, on the
current status of the organization.

Some social activities should take place like celebrating birthdays and etc. to make the
workplace more enjoyable.
one of my suggestion to the organization is to work and make their own fund through
implementation of the activities and also some sponsorship and fund making
mechanism.

Capacity building is one of the prime and positive point for the organization.
disrespects, Missed management, and non existence of resources for the staff
are weaknesses of the organization. if we can work together to remove all
those weaknesses we would be having a very nice organization. and the staff
turnover will be immediately come down.

در قدم اول باید متوجه دو روز رخصتی جمعه و شنبه چون کارمندان نیاز به یک تفریح دارند که بعد از کار باید فکر شان آرام و
دوم باید به معاشات که کارمندان اخذ مینمایند باید کمی،راحت شود و به روز آینده که به دفتر میآیند پر انرژی و استوار باشند
افزایش کند تا که کارمندان دیگر هم به کار کردن عالقه زیاد پیدا کنند.

OHW should think about staff salary scale and other allowances that the other
organization pay to their staff and also OHW should reduce the working days
from 6 days to 5 days and also OHW should think how cay pay the staff salary
for 13 months per year like other organization as EiD bonus in the benefits and
also OHW should thinks or focus on the policies implementation

generally I would prefer to add that the entire authorized staff like program
managers and coordinator should be more concentrated on fund raising
process and try their best to get as much projects as they can and work hand
in hand for better coordination with the national and international
organizations and agencies.

1. Budget issues affects the planned implementation. 2. Trainings for staff
capacity building should be discussed with donors to be provided at hotels at
start of project. 3. Budget should be clear with donor at start of project to
ensure smooth implementation.
