It ie bounded on the north by Lamon Bay and the Pacific Ocean, and the southern side of the province is adjacent to Camarines Sur on the Bicol Peninsula and a portion of the elongated province of Quezon. The present name of Camarines Norte originated from the term “camarin,” a kind of roof. In the past, “camarin” was the usual type of roof used in all parts of the province. Even at present, in some barrios, “camarin” is still a common sight. During the early years of Spanish colonial rule, Camarines Norte formed part of a province known as Ambos Camarines. Formerly, the towns of Ragay, Lupi and Sipocot were parts of Camarines Norte. In 1847, however, such municipalities were added to Camarines Sur. In 1854, Camarines Norte and Camarines Sur were merged again only to be separated three years later and were once more reunited in 1893 under the name Ambos Camarines. The last partition was decreed in March 1919, when the Philippine Legislature authorized the governor general to split Ambos Camarines into two provinces. This partition prevails until today and the boundaries between Camarines Norte and Camarines Sur are substantially the same as they were in 1919. The scenic beauty of Camarines Norte makes it a natural site for tourism development. Green dominates the landscape and is a source of wonder to most visitors. One of its popular attractions is its clear and sandy beaches which draw people from neighboring provinces during the summer months. The province stretches across a total land area of 2,112.5 square kilometers of lush vegetation, representing 0.7 percent of the total land area of the country. With the creation of the municipalities of Santa Elena on June 21, 1969 and Imelda on November 8, 1970, the number of municipalities increased to 11 and 12, respectively, in 1970 and 1975) At present, 12 municipalities comprise the province with Daet as the capital town. Daet ie 351 kilometers from Manila and can be reached in ten hours by bus and one hour by plane. Sources: National Statisties Office and Departaent of Finance. ww Chapter 2 PHYSICAL CHARACTERISTICS Topographical and hydrological features land classification The topography of the province is characterized by rolling hills and mountains in the interiors, and fertile plains and valleys along the coast. While Camarines Norte has extensive tracts of fertile soil, some parts are stony and sandy, prohibiting human cultivation. The province has 47 rivers and 9 mountains. Camarines Norte has a total land area of 211,249 hectares. In 1986, 64.66 percent was classified as certified alienable and disposable land while the rest, 35.14 percent, was certified as forest land. Forest land decreased by 3,191 hectares from 77,418 hectares in 1982. In 1986, forest land, which had an area of 74,227 hectares, was classified either as established reserve, established timberland, national parks, or fishponds. Land area apportioned to established forest reserve increased by 6,213 hectares from 799 hectares in 1962 to 7,012 hectares in 1986. Land devoted to national parks increased by 32 hectares from 2.777 hectares in 1983-1985 to 2,609 hectares in 1986. Chapter 3 DEMOGRAPHY Thie section contains population data and vital statistics. Population data were gathered from private as well as collective households. A private household consists of a group of persons who sleep in the same dwelling unit and have a common arrangement for the preparation and consumption of food. Persons who sleep with a household but individually cook their meals or eat elsewhere are considered separate households. Collective households consist of persons living in collective living quarters such as welfare institutions, penal and corrective institutions, dormitories, military camps and lodging houses. While a complete count of the population was made, data on other population characteristics such as language or dialect generally spoken at home, school attendance, literacy and economic activity of the person were collected on a Sampling basis. All persons were enumerated in their usual place of residence, the geographic place where the enumerated person usually resides. Vital statietice, on the other hand, are facts related to births, deaths, foetal deaths and marriages collected systematically by civil registration and compiled umerically by local and national offices involved. It must be noted that the data were based on the documents filed and no adjustments for under-registration were made. The National Statistics Office ie responsible for the collection, compilation and dissemination of population data and vital documents. 10 Population Density Average annual growth rate Age-cex coxposition ‘rban-rare] population Marital status Literacy rate The 1990 Census of Population and Housing revealed that the province of Camarines Norte had 391 thorsand population, an inerease of 6%,975 persons from the las. census count in 1980. In terms of population size, the province ranked 53rd among the 73 provinces in the country, and 5th within the Bicol region, comprising 10.0 percent of the region’s population. If the 391 thousand population of the province were evenly distributed in its total land area of 2,112.5 square kilometers, there would be about 185 persons for every square kilometer. The population of the province grew at a mean annual rate of 2.41 percent between 1980 and 1990. This was a reversal from the downward trend of the population’s growth rate in the province since 1960. Camarines Norte had a relatively young population considering that its population below 15 years old comprised nearly half (46.4 percent) of the total. Population in the productive age group (15-64 year old) made up 50.7 percent while population 65 years and over comprised 2.9 percent. There were more males than females, or a ratio of 104.9 males to 100 female>. Percentage share of rural to total population declined from 1975 to 1980. In 1980, 71.1 percent of the population resided in rural areas, as compared to 75.5 percent in 1975. Of the population 10 years old and over in 1980, 51.3 percent were married; 44.5 percent, never married; 3.6 percent, widowed; and 0.6 percent were either divorced/separated or the status was not determined Out of 207,748 pergons 10 years old and over in private households, 90.6 percent were literate and 9.4 percent were illiterate. Literacy rate was slightly higher for males than females, with 90.9 and 90.3 percent, respectively. an Births Deaths Marriages Migration Table 9 shows that out of 10,893 reported births in 1956, 9.2 percent and 9 percent, respectively, were registered in December and January. May ranked third with 977 livebirths reported. A decline of 5.6 percent from 11,537 births in 1985 was reported. ‘Table 10 shows that during the years under review, births attended to by an unlicensed midwife constituted the largest percentage, followed by births attended to by a licensed midwife. Registered deaths for 1986 totalled 3,256; 58.7 percent were males and 41.3 percent were females. Most deaths occurred in “under 1" and in “1 to 4” age groups. These two age groups claimed 36.5 percent of the total deaths. Infants deaths may be Sttributed to unhygienic health habits and the susceptibility of infants to many diseases. Another significant observation was that the “AO and over” age group also constituted a high proportion of the total reported deaths. Total marriages in the province for 1086 was registered at 2,368, a decrease of 8.8 percent from 1985. April was the peak month for marriages with 18.6 percent of the total, followed by dune - A total of 19,501 persons left the province and migrated to other places, either permanently or temporarily, between the censal years 1975 and 1980. Female out-migrants outnumbered male Sut-migrants with 54.1 percent and 45.9 percent, respectively. The biggest number of out-migrants, totalling 5,695, went to Metropolitan Manila or the National Capital Region (NCR). On the other hand, in-migrants totalled 7,327; 50.4 percent were females and 49.6 percent were males. Presented are the estimated vital rates such as infant mortality rate, crude birth and death rates, fertility rate and life expectancy at birth; number of hospitals; health facilities and personnel; and the number of family planning acceptors. While data on vital statistics are provided by the National Statistics Office, the rest of the information are provided by the Camarines Norte Integrated Provincial Health Office and Camarines Norte Provincial Hospital. ital rates The health status of the province is characterized by declining birth, death and infant mortality rates. Birth rate Crude birth rate in 1990 is estimated at 35.0 birtho per thousand population, and expected to decrease in year 2000 to 28.7 : Death rate Crude death rate is likewise expected to decrease from 7.2 deaths per thousand population in 1990 to 6.1 in year 2000. Teading causes of death Pneumonia ranked first among the ten (10) leading causes of death from 1980 to 1987. Second in the list was heart diseases and third, pulmonary tuberculosis. Other leading causes of death as of 1987 were as follows: diarrhea, prematurity, accidents, ‘roncho/measles, gunshot wounds, malignant neoplasm, and stab wounds. Lie expectancy at birth The average life span of a person in 1990 is 64.5 years. However, this ia expected to increase in year 2000 to 67.5 years. 33 Alealth facilities Health persone! As of 1988, the province of Camarin: . Norte had a total of 12 hospitals, of which, 9 were privately owned and 3 were owned by the government. These hospitals had a total bed capacity of 527 - a ratio of 1 hospital bed to 721 persons. In 1987, barangay health stations numbered 70; dental clinics, 57; family planning clinics, 21; rural health units, 12; and malaria unit, 1- Government health personnel in 1967 totalled 275. Crime statistics throughout the country, however, generally suffer from undercoverage, the extent of which is not known. Thus, an area with a higher crime rate than another area does not necessarily mean that the former is relatively less peaceful and orderly than the latter. Moreover, this limitation must also be considered when comparison is done over time. This section includes data on crime volume and rate, jail population and number of drug dependents. Crise voluse Reported crime volume increased by 105 percent from 20 in 1987 to 41 in 1988. Crive rate Crime rate in 1988 was placed at 1.08 cases for every 10,000 population. Most crimes committed were non-index crimes with a rate of 0.66 as against index crime with a rate of 0.42. Jail population There were 66 reported jail population in 1987, a decline of 48.4 percent from 1986. Mostly jailed were males, 25-29 years old. Drag dependents There were no reports of drug dependents from 1980 to 1984 and 1966. In_ 1985, only 1 drug dependent was reported which increased to 3 in 1986 and 4 in 1987. Total enrolment for the same school year numbered 115 thousand, an increase of 3.3 percent from the previous school year. Elementary school enrolment totalled 72.0 thousand; secondary, 33.3 thousand; tertiary 7.6 thousand and pre-school 2.0 thousand. Number of teachers totalled 3,210 of whom 86.1 percent were government. or public school teachers and only 13.9 percent were private school teachers. In the labor force op economically active population refers to population 15 years old and over who are either employed or unemployed Employed persons include all those who, during the reference week, are either at work or with a job but not at work. A person is at work if he does any work for pay Sr profit. or work without pay on the farm or business enterprise operated by & fember of the same household related by blood, marriage or adoption. On the other hand. a person iz considered with a job but not at work if he has a job or business. but not at work because of temporary illness, vacation, strike or other reasons; or tthe is supposed to start the operation of a farm or business enterprise within 30 days from the date of interview. Unemployed persons include all those who, during the reference week, are reported wanting and looking for work. Also included are persons wanting full” or part-time work but not looking for work because of temporary illness, bad weather or other valid reasons. Labor force projections by age and sex for 1970-2000 was prepared based on the results of the 1970 Census of Fopulation as well as national household surveys cendueted annually, semi-annually and quarterly since 1956 by the NSO. These trojections, however, include estimates for economically active population 10-14 vreke old because prior to 1877, labor force referred to population 10 years old and over who were either employed or unemployed. 50 In the Labor force Baploynent by sector Labor Force Survey conducted in January 1989 showed that of the 215 thousand population of Camarines Norte who were 15 years old or over, 187 thousand or 73 percent were in the labor force. Of the persons in the labor force, 96.2 percent were employed and 3.8 percent were unemployed; 63.6 percent were males and 36.4 percent were females. Chapter 8 INCOMES, EXPENDITURES AND PRICES 1988 fanily incose asd expenditure Main source of incowe Expenditure pattern According to the i988 Family Income and Expenditure Survey, the 66.4 thousand families in Camarines Norte had a total family income of P1-98 billion, or a mean income of P29.8 thousand, placing it 41st among the 72 provinces (excluding Rizal; no data available for this province). Total family expenditure for the same year was P1.73 billion or a mean expenditure of P26 thousand. Most of the families (35.7 percent) had annual income between P20,000-P29,999. Some 5.2 percent had income below P10,.000 Of the number of families, 45.7 percent derived income mainly from wages and salaries. Only 46.4 percent derived income mainly from entrepreneurial activities, and 7.9 percent, from other sources. The top five expenditure items of the families were food, comprising 50.4 percent of the total expenditures; rent/rental value of occupied dwelling unit, 6.2 percent; fuel, light and water, 5.9 percent; and clothing, footwear and other wear and miscellaneous expenses such as gift and contribution to others, with,5.1 percent each. 57 58 Consuaer price indices From 1981 to 1989, consumer price i dex | for all items recorded an increasing trend. An index of 467.5 was posted in eee. an increase of 172.1 percent from 1981. Prices, of foodstuff went up from 147 index points in 1961 to 449.2 in 1989. Comparatively, price movement of consumer goods and services in Bicol region also showed an upward trend but was generally lower than the indices posted by Camarines Norte. For the 1980 Census. a farm as such had to satisfy any of the following conditions: a) at least 1,000 square meters were devoted te crops: b) at least 10 hectares were under permanent meadows and/or pastures: c) at least 10 heade of large animals such as carabao, cattle, or horse, pegardiess of age and kind, were raised: d) at least 20 heads of small animals such as hog. goat, or shee, regardless of age and kind, were raised: e) at least 100 heade of poultry, regardless of age and kind, were raised; f) at least 50 heads of rabbit. regardless of age and kind, were raised: g) the combination of land area and Enimaly raised amounted to at least 10 agricultural units. One agricultural unit is equivalent to one tenth of the cut-off in each of the aforementioned categories. Thie definition of — iarm slightly differs from the 1971 definition. There are also other cases where concepts, definitions, methodologies and scope are different: nevertheless, the data are basically comparable. For the 1980 data, two sets of tabulations were made: by residence of farm operator, and by location of farm or farm parcel(s). The number and hectarage of ferme tabulated by residence of operator may not necessarily be the same as the number and hectarage cf farms tabulated by location of farm or farm parcel(s). For 1971, data were tabulated by residence of operator, except for Manila and suburbs, wherein the farm or farm parcel(s) were listed by actual location. Analysis in this chapter only includes data tabulated by reeidence of farm operator(s). rR funber and ares of faras Faras by land use Faras by type and tenere fare bouseho ds 73 From 1971 to 1980, total number and area of farms in Camarines Norte increased by 31.8 percent and 9.3 percent, respectively. Farms in 1980 numbered 19,779 with a total lend area of 111,319 hectares. In 1980, 27.2 percent of farms were between 1.0-2.99 hectares, 26.1 percent were between 5.0-9.99 hectares, 21.3 percent were between 3.0-4.99 hectares, 10.3 percent were leas than one hectare while 15.1 percent were 10 hectares or more. By land use, 87.7 thousand hectares of the total land area in 1980 were under permanent crops, and 17 thousand hectares were arable land. Of the total arable land, 12.4 thousand hectares were planted to temporary crops and 4.6 thousand hectares were lying idle. In 1980, coconut farms comprised the biggest number of farms totalling 9,948 with total farm area of 76-9 thousand hectares, followed by palay, numbering 2,926 then tuber, root and bulb crops, numbering 279 farms. Fifty six percent of the total number of farms were fully~ owned, 32.3 percent were rented or leased and only 5.2 percent were partly-owned. The remaining 6.5 percent were of other forms of tenure. In 1971, 59.5 percent of farms were fully-owned, 32.7 percent were rented or leased and 5.1 percent were partly-owned. Farms under other forme of tenure, comprising 2.7 percent, increased by 219.7 percent from 1971 to 1980. Farm household members 10 years old and over totalled 82,142. Of this number, 31.6 percent were not involved in any farm activity; 33.5 percent worked in their own farms, with 18.4 thousand working as occasional/seasonal workers and 9 thousand a5 permanent workers. Some 30.7 percent worked both in their own farms and other farms while 4.0 percent were engaged in non-own farm activities. (Thousands) -1. Marine resources include coastal areas and other traditional fishing grounds, while inland resources include lakes, reservoirs, rivers, brackishwater and freshwater fishponds. For fish production purposes, fishery resources are categorized as either marine or aquaculture, Marine resources consist of commercial and municipal fisheries, . while aquaculture comprises brackishwater fisheries, freshwater fisheries and seafarming Camarines Norte reported a total of 218 aauafarms in 1960, of which 211 were ‘ fishponds and 7 were fishpens. On the other hand, only 4 commercial fishing operators were reported. Inland Fishpond Area covered by inland fishponds decreased from 1,697 hectares in 1981 to 1,268 hectares in 1987 It declined by 25.3 verecent from 1961. while total production increased by 5 percent. Brackishwater fishponds, with an area of 1,244 hectares, consti ed 98.1 percent of the total area in 1987. Area owned by the government was 64.4 percent, while 16.6 percent was a privately owned, Froduction in 1987) was 585 metric tons, increasing by 3.2 pereent from 539 metric tons recorded in 1981 Freshwater fishpends constituted 1.9 percent (24 hectares) of the total area and were all privately owned. Production was id metric tons. 92 Coot of aquafere . operation Aenicipal fishing population 93 Reporte from the 1980 Census of Fisheries showed that during the year, operation cost of aquafarms amounted to P2.35 million or an average cost of P10.7 thousand for every aquafarm. Operating cost apportioned to fishponds was higher compared to fishpens. They totalled P2.34 million and P1.1 thousand, respectively. The bulk of expenditures, comprising 51.7 percent of the total operation cost, went to compensation of workers. Maintenance and repair amounted to P437 thousand (18.6 percent); fry, P244 thousand (10.4 percent); while fingerlings reached P158 thousand (6.8 percent). Expenses on fertilizers, pesticides, feeds, rental, fuel and lubricants, and other expenses totalled P294.8 thousand or 12.5 percent of total operating cost. Municipal fishing population in 1980 numbered 26.5 thousand or a total of 4.5 thousand households. The highest percentage of the population (27.7 percent) were males 16 years old and over. Among the municipalities, Mercedes reported the biggest number of municipal fishing households, followed by Vinzons, then Jose Panganiban. 94 Fig. 10.1. Of this number, 96.9 percent were single houses; and the remaining 3.1 percent were other types of building. Number of households in occupied dwelling units was 53,150, yielding an occupancy rate of 1 household for every dwelling Unit. Of the total households, 65 percent were residing in dwelling units with floor area of less than 30 square meters. Out of the 53,150 households, 87.7 percent owned the dwelling unit; 6.7 percent were tenants/lessees; 5.4 percent were rent-free dwellers and 0.2 percent were sub-tenants/sub- lessees. O£ the total number of households, 46.3 percent dwelt in units with outer walls made of wood/plywood; 28.1 percent, in Units with walls of cogon/nipas and 25.6 percent in units with walls of other materials. Registered motor vehicles totalled 3,721, of which 2,138 were private, 115 were government-owned, and 1,468 were for hire. Of this total, 1,847 were motorcycles/tricycles; 1.159 jeepneys: 265 trucks; 246 passenger cars: and 164 buses. Out of the 187 airports (national and private) in operation as of 1988, Camarines Norte had one national airport. This airport is classified as a secondary airport, and warrants the operation of jet-prop aircrafts. It has a runway area of 1,150 meters x 30 meters. and is located in the municipality of Daet. Favorite spots for beachgoers are the San Jose Beach and Pulang Daga.
