A Guide to Threat and Hazard Preparedness

1. Introduction
- Maple Valley Church (MVC) is a community organization in Maple Valley Washington. It
has been open since the 50’s and has been growing in size and members slowly since
then. It is open to the public year-round and hosts events almost every night of the
week. Although this facility has been fortunate to not have very many traumatic events
occur here throughout the years, it is important to prepare. This document is a THIRA
and SPR for MVC, which has not been previously completed.

2. Goals
- The main goals in completing the THIRA and SPR for MVC is to identify risks and hazards,
Identify capability targets, assess capability gaps, and discuss funding. After these steps
have been completed, MVC should be more prepared and capable in the event of an
emergency event.

3. THIRA (Threat and Hazard Identification and Risk Assessment)


3.1 Purpose of THIRA.
- The purpose of conducting a THIRA is for communities and organizations to
understand what potential threats are, how they could impact the community, and
what can be done to combat these threats. The Comprehensive Preparedness Guide
published by the Department of homeland security identifies three questions that
should be answered by completing a THIRA:
o What threats and hazards can affect our community?
o If they occurred, what impacts would those threats and hazards have on our
community?
o Based on those impacts, what capabilities should our community have?
- The THIRA is a three step process, including Identify Threats and Hazards, Give
Threats and Hazards Context, and Establish Capability Targets.
- By going through these three steps, MVC should be more prepared for any future
threats to come.
3.2 Step One: Identify Threats and Hazards
- The THIRA process identifies three main categories of threats and hazards: Natural,
Technological, and Human-Caused.

3.21: Natural Threats

caused by rainfall or snowmelt could easily reach
the MVC campus.
Earthquake Western Washington is near the Cascadia
subduction zone and has many fault lines across
the Puget sound area. In the past year, the town
of Maple valley has experienced 21 earthquakes.
Although most of these have not caused any
damage, it is possible that in the near future one
larger than average could occur.
Fire Surrounded by a wooded area, MVC would be
greatly affected by a forest fire. The campus also
is home to two kitchens, and fire in either of those
could be common.

3.22 Technological Threats

Threat Reason for Choice


Information Breach On the MVC database, there is all of the
addresses, phone numbers, and payment
information of the members of the church,
the staff, and the preschool families. If this
information id found it could put everyone
on the database in potential danger.

3.23 Human-Caused Threats

Active Shooter Religion is something that has caused many


people pain, and in return places of religion
can be a target of violence. An active shooter
would be able to come into the church easily,
and no one there would be armed but them.

3.3 Step Two: Give the Threats and Hazards Context

- Giving threats and hazards context means to describe potential situations and how
they would be handles for each threat. These should be detailed and provide all of the
necessary information.

3.31 Natural Threat Scenarios

Threat one: Flood

- At 6:00 pm on a Wednesday evening, the Cedar River flooded due to excessive


rainfall that had been ongoing throughout the past three weeks. The river is less
than a mile from MVC and reached the campus within half of an hour. At this time,
the middle school youth group was meeting with 32 middle schoolers and 7 adult
leaders in the lower sanctuary. The lowest floor is at the bottom of a large hill and
began to have water on the floor. The adults instructed the middle schoolers to
evacuate up the nearest stairwell up to the third floor, at the top of the hill. Three of
the adults contacted the Maple Valley Sheriffs department, The Maple Valley Fire
and Life safety department, and the Cedar River Water and Sewer Management
service. The other adults and students begin contacting parents to explain what has
happened. The Middle schoolers and Adults remain in the upper sanctuary (which
has three exits to the upper parking lot) to wait for help to arrive. 10 minutes later
the fire department and police arrive to ensure that everyone is safe and shuttle
everyone to the Cedar River Elementary school to wait while rides come to take
them home.

Threat Two: Earthquake

- At 4:00 pm on a Friday afternoon an earthquake hits Maple Valley. The building


shakes, causing photos and other decorations to fall off walls, several windows to
shatter, and the stage lights to fall in the lower sanctuary. At this time, there were
30 staff members in the building. There were 5 preschool teachers in their
classrooms, 15 people in the third floor offices, four in the lower sanctuary, and six
in the second floor sound booth. 911 is called, and the police and fire department
arrive within 10 minutes. The 5 teachers, evacuate without injury first and inform
the authorities what has happened. Emergency services begin to explore the
building, and find the 15 office people relatively safe and escort them out of the
building. Amoung them five were injured by a shattered window and two had head

booth from a large sculpture falling and blocking off the door. In the room, they are
all uninjured. Of the four people in the sanctuary two were badly injured by the
falling stage lights and require emergency medical services. They are escorted out by
the EMTs and brought to the Valley Medical Center 15 miles away. The people
requiring non-emergency medical services are treated on the spot by remaining
EMTs. Once everyone had been escorted out of the building they are escorted to a
safe location.

Threat three: Fire

- At 2:00 pm on a Sunday afternoon, there is a fire in the third floor kitchen. The fire
was started by three staff members using the gas stove to deep fry food for a staff
lunch. The pot spills and the oil catches on fire. Elsewhere in the building there are
after- sermon staff meeting being conducted in the first floor prayer room and the
third floor youth office. There are 20 people between both of these meetings. In the
kitchen, two of the staff members are injured by the oil and all three runout of the
room. The uninjured one calls 911 to describe what is happening. The fire spreads
quickly through the sanctuary and hallways, which both are carpeted and have
decorative curtains on the windows. They evacuate the building through the upper
main building and tell the staff members in the staff office to evacuate also. As
authorities arrive the people in the prayer room smell the smoke and evacuate
through the door in the prayer room. No one except for the two staff member in the
kitchen have severe injuries, and they are rushed to the Valley Medical Center 15
miles away by the EMTs.

3.32 Technological Threats

Threat Four: Information Breach

- At 6:00 am on a Monday the website manager and senior staff members are notified
by their security system that the private records have been viewed by an
unauthorized member. These records contain the name, address, phine number,
and payment information of all church members, staff, and preschool attendees. The
Federal Trade Commission and the Maple Valley Sheriffs Department were both
contacted, as well as all staff members. The Church website manager puts an
announcement out on the website of what has happened, and an emergency phone
call is made to all affected parties using the pre-decided emergency phone tree. The
church speaks with their insurance providers and freezes all of its accounts.

3.33 Human- Caused Threats

Threat Five: Active shooter

- At 7:00 pm on a Monday night the High School Youth Group is taking place, with 20
high schoolers and five adults present in the upper sanctuary. One of the high
schoolers goes out to his car, and returns with a gun. He orders everyone to sit on
the floor. Two students try to run out the door, and he shoots one of them in the
leg. Two girls were in the bathroom, heard the gunshot and call 911 but stay hidden
in the bathroom. The police and ambulance arrive within 15 minutes, and upon

hearing sirens he leaves to check the hallway for people who could have called 911.
When he leaves, 5 people escape out the side door and explain to the police what
has happened. He returns, and shoots someone else and tells everyone to not leave.
The police come in through the side door, and hold him at gunpoint and order to
drop his weapon. He tries to shoot one of the police, but misses. At this time,
another cop shoots his arm to incapacitate him and arrest him. The emergency
medical services then come in and remove the injured person, and the body of the
second person he shot who died. They are taken to the Valley Medical center 15
miles away to be treated. Everyone else is evacuated to the lower sanctuary and the
students and leader contact the parents. The survivors are given care for shock if
needed and contacts for counseling.

3.4 Step Three: Establish Capability targets


- The purpose of establishing capability targets is to address specific targets for each
of the 32 FEMA core capabilities for the Maple Valley church. Each of these core
capabilities fall under at least one of the five mission areas: Prevention, Protection,
Mitigation, Response, and Recovery. The hope is that by completing all of the
capability targets each of these missions will be effective and the MVC can be a safe
place.

3.42 Core Capability Targets


Interdiction and Disruption
- Within 10 minutes of threat, call all law enforcement individuals needed to delay,
divert, intercept, halt, apprehend, or secure threats and/or hazards.

Physical Protective Measures

- Within two years, update and refresh all policies protecting people, buildings, and
materials in the MVC.

Long-Term Vulnerability Reduction

- Within ten years, have the MVC building checked for integrity to withstand against
natural, technological, or human made threats.
- Within three months of incident repair all minor damage to buildings.
- Within one year repair/ rebuild all major damage to buildings.

Critical Transportation

- Within one year, communicate to all staff members who will be driving the (# vans
owned by church) for evacuation and supply services in the event of an emergency.
- Within three years ensure that all (# vans owned by church) are in working
condition.

Public Health, Healthcare, and Emergency Medical Services

- Within ten minutes of a threat occurrence, call 911 to contact the Valley Medical
Center for emergency medical services.

Mass Search and Rescue Operations

- Within ten minutes of a threat or hazard, contact the Maple Valley Sheriffs
Department, The Maple Valley Fire department, and any volunteers to preform
search and rescue with the goal of saving the most endangered individuals possible.
- Within five years contact the Maple Valley Sheriffs Department and The Maple
Valley Fire department to ensure that they have updated plans of the building to
preform search and rescue when necessary.

Economic Recovery

- Within three years, review the MVC insurance contract to ensure ability to return to
normal business after a threat or hazard has occurred.

Public Information and Warning

- Within one year, review and update methods of distributing prompt and reliable
information to the 500 members of MVC and the 50 staff members.
- With 5 hours of a threat or hazard, distribute reliable and correct information to the
500 members of MVC and the 50 staff members.

Fire Management and Suppression

- Within 5 minutes of fire, notify the Maple Valley Fire Department to save lives,
property, and the environment in the area
- Within six months, drill and notify staff of fire evacuation routes and fire safety
information.

Access Control and Identity Verification

- Within six moths review list of who has access to MVC information database and
update passwords to ensure security.

Cybersecurity

- Within one year check and restore (if needed) security systems to protect MVC

on threats.

countermeasures and investments needed.

On Scene Security, Protection, and Law Enforcement

- Within ten minutes of threat, contact the Maple Valley Sheriffs Department and
inform them of the current situation.

4. SPR (State Preparedness Report)


4.1 Purpose of SPR
- The State Preparedness Report is an annual assessment to be completed by
communities or organizations building off of the capability targets outlined in a
THIRA report. It is a three-step process assessing the communities capability levels
meant to answer these questions outlined in the Comprehensive Preparedness
Guide published by the Department of homeland security:
o What are our current capability levels and how have our capabilities changed
over the last year?
o What gaps exist between the capabilities we want to achieve and the
capabilities we currently have?
o What do we need to do to close the capability gaps or sustain the
capabilities?
o What impact did different funding sources—including grants—have on
building or sustaining the capabilities assessed by the capability targets over
the last year?
- The three steps included in this report are: Assess Capabilities, Identify and Address
Gaps, and Describe impacts of Funding Sources
- By completing these steps, MVC should be more aware of what needs to be done to
meet all of their capability targets and how these can be funded.
4.2 Step One: Assess Capabilities
- The capabilities for each of the targets will only be assessed for the current state
based on available information. This is because Maple Valley Church does not
currently have a THIRA, SPR, or any other type of threat/ hazard response plan in

place. Therefore, no past records for capabilities built or lost over the past few years
are available for analysis.

4.4 Step three: Impacts of Funding Sources


- The purpose of this step is to describe where the money will be actually coming
from to fund addressing the capability gaps. This section will also discuss how
funding was used in past emergency situations.

4.41 Current Funding

- The current funding for MVC comes from two main sources. The first is membership
dues from church members. This is where most of the money comes from to fund the
daily upkeep of the building and the salaries of staff. The second large source of funding
is from donations. These donations are normally used for special events, youth
programs, or remodels for the church. Several fundraising events are also held a year,
such as the youth auction (to support youth mission trips) and the yearly “yard sale”.
