Central Agricultural University (Imphal), an agricultural university having 13 constituent
colleges spread across the North Eastern States of India is directly under Department of
Agricultural Research and Education, Ministry of Agriculture and Farmers Welfare,
Government of India. The Headquarters of the University is located at Lamphelpat, Imphal.
The Director of Instruction, CAU, Imphal invites e-tenders through the Website (www.
cau.ae.in.) under two bid systems (Technical Bid & Financial Bid) from eligible and qualified
bidders for supply of the Library Books of latest editions,

1, Tender Documents can be downloaded from the Central Agricultural University website
https:// www. cauac.in. or from the Central Public Procurement Portal
URL:hitp://eprocure.gov.in/eprocure/app . Bidders should enroll/register in the e-
procurement module of Central Public Procurement Portal through the website:
URL:http://eprocure.gov.in/eprocure/app for participating in the bidding process. Bidders
should also possess a valid Digital Signature Certificate (DSC) for online submission of
bids.
2. Bids received on e-tendering portal only will be considered. Bids in any other form sent
through sealed cover/emailpost/fax/manually, etc. will be rejected.
3. Central Agricultural University will not be responsible for any delay in enrollment /
registration as bidder or submitting /uploading the offer on e-tender portal. Hence, bidders
are advised to register in e-tendering website URL:http://eprocure.gov.in/eprocure/app and
erirol their Digital Signature Certificate and upload their quotation well in advance.
4. Any change/corrigendum/extension of opening date in respect of this tender shall be
issued through websites & CPP only. Bidders are therefore requested to regularly visit
these website for updates.
5. In case, any holiday is declared by the Government on the day of opening, the tenders will
be opened on the next working day at the same time. The Director of Instruction, CAU,
Imphal reserves the right to accept or reject any or all the tenders without assigning any
reason thereof.
6. The interested firms are required to deposit (In original) an Earnest Money Deposit (EMD)
in the form of Demand Draft for an amount of Rs.92,000 (Rupees ninety two Thousand)
made in favour of Director of Instruction, CAU, Imphal and addressed to Director of
Instruction, Central Agricultural University, Lamphelpat, Imphal -795004, Manipurby
speed post to the office latest by the last date of bid submission on CPPP. The details of
the DD physically sent, should tally with the details available in the seanned copy and the
data entered during bid submission time on CPPP otherwise the uploaded bid will be
rejected.
7. Instruction for online bid submission: As per the directive of the Government the tender
document has been published on the CPP Portal. The bidders are required to submit soft
copies of their bids electronically on the CPP Portal, using valid Digital Signature
certificates. All bids must be accompanied with all relevant documents. The bids received
in time willbe opened in the presence of the bidders/authorized representatives who opt to
attend, at the Directorate of Instruction, CAU, Lamphelpat- Imphal, Manipur on the
scheduled date & time.
8, Technical and Financial bids must be uploaded in CPP Portal, separately.
a) TECHNICAL BID. (Annexure-V)

This part shall contain the technical proposal. The Technical bid (Annexure-V) shall be
uploaded in scanned copies of the original document, only.
b) FINANCIAL BID (Annexure-VI)
This part II ie Financial bid (Annexure-VI) shall be filled in CPP Portal in the given
BOQ format. Correction fluid is not allowed to be used. In case there is any correction,
the Bidder shall cut the same neatly and put his signature and stamp with date near the
place of each correction. This part (i.e Financial bid) shall contain only the rate/amount
quoted after discount offered and any other informationldocument which has been
specifically asked to be furnished along with the price bid. It is to be noted that the price
part shall contain only the Amount quoted (Rs.) after discount and no conditions
whatsoever. Any conditions given in this part shall not be considered and may render the
offer liable for rejection.
The bid shall be signed by a person legally authorized to enter into commitment on
behalf of the Bidder. The Bidder shall submit Power of Attomey in favour of the person
who is authorized to enter into commitments on behalf of the Bidder.
CAU, Imphalwill not be bound by any Power of Attorney granted by the Bidder or
changes in the constitution of the firm made subsequent to submission of the bid or after
the award of the contract. CAU, Imphal may, however, recognize such Power of
Attorney and changes after obtaining legal advice, the cost of which will be borne by the
Bidder.
‘The cancellation of any document such as Power of Attorney, Partnership Deed etc.
should be communicated by the Bidder to the CAU, Imphal in writing well in time,
failing which CAU, Imphal shall have no responsibility or liability for any action taken
by CAU, Imphal on the strength of the said documents.
Should the Bidder have a relative or relatives in CAU, Imphal, the relevant authority
inviting bids shall be informed of the facts at the time of submission of the bid, failing
which the bid may be disqualified or if such fact subsequently comes to light, CAU,
Imphal reserves the right to take any other action as it deems fit in accordance with any
applicable law, rules, regulations of the like in force
0. Financial bid will be opened only of those firms which qualify technical bid. Bids must
be submitted by the time as per mentioned in the schedule in the Notice Inviting Tender.
