Special Fund Project Application Requirements
1, Projects shall contribute to good-neighborliness and friendship, economic and social
development, and the building of a community of shared future of peace and prosperity
‘among the Lancang-Mekong countries,
2, Projects shall facilitate the deepening of Lancang-Mekong cooperation (LMC) and be in
line with goals set out in the Sanya Declaration of the First LMC Leaders’ Meeting, the
Phnom Penh Declaration of the Second LMC Leaders’ Meeting, the Five-Year Plan of Action
on LMC(2018-2022), and joint press communiqués of the Foreign Ministers’ Meetings.
3, Projects adopted at LMC Leaders’ Meetings or Foreign Ministers’ Meetings as well as
those in the fields of industrial cooperation, connectivity, cross-border economy, public
health, water resources, agriculture, education, environmental protection, and non-traditional
security will be prioritized, and those recommended by the Joint Working Groups of the
Priority Areas will be given positive consideration, Projects shall be multilateral in principle
with participation of at least 3 countries and benefit all or most of the LMC member
countries. Bilateral projects with sub-regional significance could be considered. Joint
application of multiple countries, and projects that can be developed into flagships will be
encouraged. Project proponents and implementing agencies are also welcomed to provide
financial support and resources,
4, Projects shall be result-oriented, Practical cooperation projects are preferred over training
classes, conferences and field trips. The “must-have” training projects shall prioritize
technological application and other directions that can enhance livelihoods and economic
development,5, Projects shall include publicity and public diplomacy elements in the design, and increase
promotion measures in implementation in order to enhance public recognition and exposure
of the projects,
6. Projects shall be ready for implementation in 2021 and aligned with the funding priorities.
‘The enclosed project proposal template shall be completed with all the information required
in full, Project budgets shall also be compiled by outlining input costs under the relevant
subheadings in budget formats.
7.1f there are projects planned to be implemented in 2022, their concept papers could be
submitted this year following the same project application procedures of 2021, and qualified
‘ones will be included in a project reserve. A reserve project will be given preference in 2022
if it has been improved as required and project proposal is submitted officially then.
8, Project proponents shall elso submit Project Progress Reports or Project Completion
Reports for on-going projects or completed projects of 2017 and 2018. Implementation of the
projects will serve as an important criteria for future project approval.
