Collection Development Proposal
6/18/18
Purpose
The purpose of this collection development project is to expand the materials on
American History in the library collection at Kildeer Countryside Elementary. The
resources gathered in this proposal are necessary to primarily meet the needs of fourth
and fifth grade students. Based on the library’s current collection, as well as the content
taught in fourth and fifth grade social studies, books that cover a variety of major events
in American history are essential to meeting not only the curriculum but also the learning
standards associated with social studies. According to CCS.ELA-Literacy.RI.4.10,
students should “by the end of the year, read and comprehend informational texts,
including history/social studies, science, and technical texts, at the high end of grades 4-5
text complexity band independently and proficiently” (Common Core Standards).
The Illinois Learning Standards for Social Science that were used when generating this
list of materials are as follows:
SS.H.3.5: Explain probable causes and effects of events in U.S. History
SS.CV.1.5: Distinguish the responsibilities and powers of government official at various
levels and branches of government and in different times and places
SS.CV.2.5: Examine the origins and purposes of rules, laws, and key U.S. Constitutional
provisions

Selection Process
When beginning the selection process for this collection development, it was essential to
decide exactly what areas in the subject of social studies would need to be the focus. The
targeted areas were major events in American history that had major impact the United
States, with an added emphasis on government and the Constitution. Kildeer
Countryside’s learning center includes a vast selection on world history, but the
collection on American History is currently lacking valuable content. In the fourth and
fifth grade classrooms, U.S. History is the main focus of the social studies curriculum.
The students are expected to complete several projects and research assignments, and
they frequent the library throughout the school year in search of appropriate books to
assist them. Some of the projects include the fourth graders’ annual Ellis Island
simulation and the fifth graders’ preparation of their very own Constitutional Convention.
While selecting materials for this proposal, Follett Titlewave was primarily used for
generating a list of titles, considering Follett is one of Kildeer’s main vendors. Additional
considerations were made, and book reviews from School Library Journal were consulted
to assist with the selection process. A number of books in this list have been recognized
with renowned literary awards or nominations, including the ALA Notable Children’s
Books, the Parents’ Choice Silver Honor, the YALSA Award for Excellence in
Nonfiction for Young Adults, and the Bluestem. The students at Kildeer are drawn to
books that they are familiar with because of recognition, so titles with these credentials
would be important additions to the collection.
Other resources used to build the list were amazon.com, demco.com, and
teacherspayteachers.com, three websites that provide an endless selection of items and
materials for educational purposes. From these websites, a number of hands-on materials
related to the subject area were selected to augment student learning, including jigsaw
puzzles to promote American History. STEM activities were chosen to enhance problem
solving and collaboration skills. A carpet with a U.S. map printed on the surface was
selected for geographical and reference purchases. Interactive materials allow students to
approach content in a different and more engaging way.
All of the material selected took into consideration a major event or development in U.S.
history. The goal was to represent American History as a whole, including titles from
different eras in order to cover as much as possible. All informational texts are
appropriate to be read and utilized by 4th and 5th graders. Audiovisual and STEM
materials allow teachers to present specific topics to their students in an alternative way.
