In view of the general public, the unfamiliarity of the public towards the e-payment is
one of the factors of the unpopularity of e-payment in Hong Kong. Based on the source,
68% of the citizens agreed that they are unfamiliar with e-payment. E-payment is a novel
idea and has only gain recognition recently. People are used to traditional paying
methods like paying with cash or credit card. For them, learning a new paying method is
not necessary and they would not allocate time to familiarise with it. This causes
misunderstandings of the public towards e-payment. For example, they may think that it
is necessary to own a credit card to use e-payment while in reality, it does not.
Moreover, the registration and payment would be quite complicated intimidating for new
users. Especially when Hong Kong is facing ageing population, the older generation is
unfamiliar with electronic gadgets. They are confused and don’t think e-payment is
worth the hassle. Thus, most of them will stick to traditional paying method and
unfamiliarity of the public towards the e-payment is one of the factors of the
unpopularity of e-payment in Hong Kong.

In view of the enterprises, the expensive introduction of e-payment is one of the factors
of the unpopularity of e-payment in Hong Kong. Based on the source, 33% of the
business sectors reflected that the handling fee is too expensive. Other than that,
installing gadgets for e-payment requires money. It can also be seen that the incentives
provided by the e-payment to the business sectors is not attractive. While people are still
unfamiliar with the e-payment, the utilisation of e-payment is kept low. Many economic-
oriented enterprises would not think that it is profitable to invest in e-payment.
Especially when the traditional method is free of charge and is still popular, the business
sectors would not pay extra money on using e-payment. For new enterprises, it is
impossible for them to invest huge amount of money on e-payment with limited fund.
Thus, the expensive introduction of e-payment is one of the factors of the unpopularity
of e-payment in Hong Kong.

One of the supporting arguments that it is necessary to develop e-payment in HK is that


developing e-payment can let HK gain a head start of other countries to become a smart city.
In this technologically-emphasised decade, it is seen that AI and technology are slowly
blending in our daily lives. A lot of developed countries like USA and China have already
started to utilise technology, including e-payment. For example, people in USA pay with
“Apple Pay” and Chinese would often pay with “Alipay” and “Wei-xin Pay”. Since it is
inevitable that technology would be part of our lives in the future, Hong Kong, as an
economic pillar, should not hesitate to gain a head start. If there is no development e-
payment, HK may easily be lagged behind in the future. It is a good idea to have an edge in
the development in e-payment by developing it earlier so that HK have more experience
utilising it. Thus, one of the supporting arguments that it is necessary to develop e-payment in
HK is that developing e-payment can let HK gain a head start of other countries to become a
smart city.

One of the opposing arguments that it is necessary to develop e-payment in HK is that e-


payment is unpopular in HK. The majority of HK citizens are used to traditional methods.
While paying with credit cards and cash do not cause any inconvenience, people and
enterprises would not bother to try out e-payment. Some may even regard e-payment as a
more complicated paying method since they are unfamiliar with the registration and paying
process. Thus, e-payment is unpopular and not supported. Moreover, while HK is facing
ageing population, the majority of the older generation is unacquainted to electronics and
technology. Since e-payment is not popular and is hard to gain support, it is unnecessary to
develop e-payment.
