Sardar Vallabhbhai National Institute of Technology, Surat Instructions to Applicants: ‘Online applications are invited for faculty positions at the level of Assistant Professor in pay scale PB-3 AGP 6000/7000/8000(Equivalent to 7th CPC Pay level 10/11/12) in various departments of the Institute. Interested persons may apply in the prescribed online application form available on the Institute website http://www.svnit.ac.in. Candidates are advised to fill up the form online and download the final summary sheet of the credit points. Duly completed summary sheet with duly self attested supporting documents, such as relevant testimonials, certificate, enclosures must be sent by speed/ registered post or by hand, to the Registrar, Sardar Vallabhbhai National Institute of Technology, Ichchhanath, Near Pipload, Surat-395007, failing which their candidature will not be considered. Any change in the grade pay will be through open advertisement and on recommendation of duly constituted selection committee, except where specifically exempted in these rules 2. All new entrants shail have Ph.D in the relevant or equivalent discipline and shall have first class in the preceding degrees. At least one of the qualifying degrees from a centrally funded Institution (CFT|)/Institute of repute (National/ International) is mandatory. For All Engineering Departments: B.Tech. or any equivalent degree and M.Tech. or any equivalent degree in relevant discipline. . Candidates having Ph.D. Degree directly after B.Tech. from reputed Institutions/Universities will also be considered, if other norms are fulfilled. . For Humanities/ Management/ Applied Sciences: B.A/ B.Sc./B.Com. or any equivalent undergraduate degree and/ or M.Phil/ M.A./ M. Sc./ M. Com./ M.B.A./MCA or any equivalent P.G. degree in relevant discipline. For existing faculty members who completed their Ph.D. along-with their normal teaching load of Institute or quality improvement programme, the enrolment period of Ph.D. will be counted as teaching experience 4. Contribution to Institute Administration shall be recommended by concerned Head or Chairman and approved by the Director, Contribution to departmental Administration shall be recommended by concerned Head and approved by the Director. 5. For the departments which are not having any vacancy, movement in higher Academic Grade Pay or cadre shall be carried out as per specified selection process but it will be restricted to only for serving faculty members of the respective departments. For the fresh rectuitees it is desirable to have a gap of three years between the Ph.D. obtained and last date of receipt of application if the Ph.D. is obtained from SVNIT. (In breeding condition) Reservation policy will be as per Government of India norms. Candidates belonging to SC/ST/OBC-non creamy layer/PwD should enclose a copy of the certificate issued by the competent authority along with the Application; candidates belonging to OBC Category — Non- Creamy Layer should enclose photocopy of the OBC Certificate issued by competent authority after 01/04/2017; otherwise their Application will be considered in unreserved (UR) category. (Annexure -VMI) This being an advertisement governed by the Flexible Faculty Recruitment Rules, relevant instructions from MHRD issued till the date of interview will be applicable. 12. 13. 14, Sardar Vallabhbhai National Institute of Technology, Surat Selected candidates to the above faculty positions will be fixed in the minimum basic pay as per norm. Subject to the provisions of the Act and the Statutes, all appointments to posts under the Institute shall be made on probation for a period of one year. The number of vacancies in each department is provided separately. However, the numbers are tentative and the Institute reserves the right to change the number of vacancies, to cancel the recruitment process of the faculty positions in partial or full without assigning any reasons whatsoever. Canvassing in any form will disqualify the candidature of the applicant. More than six months of experience in regular position in any organization will only be considered as total experience. Experience rendered on parttime, daily wages or as visiting faculty will not be counted as experience. The Institute reserves the right to set higher criteria than the Essential Qualifications for short listing the candidates for Department Presentation/Interview. Different Departments may set different short listing criteria and the same Department may also set different short listing criteria for different specializations The Institute reserves the right to short list candidates in the allied disciplines/specializations with superior academic record, appropriate course background and relevant research experience. Candidates in India, if invited, have to appear personally in the interview. Those abroad, if unable to attend in person, may be interviewed by video conferencing. However, the institute does not guarantee consistent connectivity and the candidate will appear at his/her own responsibility. No TA/DA will be paid to the candidates called for Department Presentation/Interview. However, PwD candidates will be paid TA as per Government of India norms. The Institute shall retain the online application /hard copy of non- shortlisted candidates only for three months after the completion of recruitment process. 20. 21. Sardar Vallabhbhai National Institute of Technology, Surat The person with PwD shall be required to produce medical certificate in the prescribed form issued by the competent medical authority. Person suffering from not less than 40% of disability shall be eligible for the benefit of reservation if any and other relaxation as permissible under the rules. (Annexure-VIl) Original documents and ID proof will have to be produced at the time of Interview, for verification else interview will not be conducted, Legal disputes if any with Sardar Vallabhbhai National Institute of Technology will be restricted within the Jurisdiction of Surat only. « Application process i) ii) ili) iv) Candidates should carefully fill up all the details required in the online application form including credit point summary sheet and credit point details sheet along with all Annexures and scanned copy of the demand draft (D.D) .Candidates are advised to make sure that all the details entered are correct and final, before final submission. Hard copy of the summary sheet must be sent along with documents like Age Proof, Educational qualification, proof of previous experience, credit point supporting document etc. All the pages of the hard copy including application form must be numbered and total pages must be written on the first page of summary sheet. This online facility will be available in the Institute website. The online application link will be closed at 11:59 P.M. on 13" May 2019, Candidates other than SC, ST & PwD should pay a non-refundable application processing fee of Rs. 500 for each application through Draft payable at Surat in favour of Director, SVNIT, MHRD Fund. + Application fee once paid for each application will not be refunded under any circumstance. Candidates who are studying/working outside India and satisfying the required conditions can also apply with the same non- refundable application fees. « — The faculty working at SVNIT Surat are exempted from paying the application fee. (1)_ These Statutes may be called the First Statutes of the National Institutes of Technology (Amendment) Statutes, 2017, 2 They shall come into force on the date of their publication in the Official Gazette. 2. In the Fits Statutes ofthe National Institutes of Technology (hereinafter rferred to asthe Principel Statutes), for Statutes 6, the following shall be substituted, namely.- “6. AUTHENTICATION OF ORDERS OF THE BOARD All orders and decisions of the Board shall be authenticated by the signature of the Director. In absence of Director, the Registrar or any person-authorised by the Board in this behalf”. 3. In Statute 8 ofthe Principal Statutes, for clause (xii), the following shall be substituted, namely:- “(xili) _ make recommendations to the Board to disseminate knowledge through distance learning mode to various parts of the State or country or abroad and in the cases of signing of agreement with the foreign agency, agreement may be signed with the approval of the Ministry”. 4. InStatute 10 ofthe Principal Statutes, (@) in sub-statute (1), for clause (v), the following clause shall be substituted, namely: “(W) the Registrar, ex-officio, Member-Secretary: Provided that in addition to the above, the Chairman may invite an expert as special invitee, however, the special invitee ‘may not have voting rights;". Disector or Deputy Secretary or his nominee dealing with the National Institutes of Technology inthe Ministry and Director or Deputy Secretary or his nominee dealing with Finance of the National Institutes of Technology in the Ministry as Ex-Officio Members of the Central Government.” for sub-statute (3), the following shall be substituted, namely:- “(3) Four members shall form a quorum for a meeting of the Building and Works Commitee.” for sub-statute (5), the following shall be substituted, namely:- "(S)__A-copy of the minutes of every meeting of the Building and Works Commitee shall be placed before the Board together withthe recommendations of the Finance Committee on specifie proposal or proposals which requires approval of the Board.” In Statute 13 of the Principal Statutes, in sub-statute (1, for clause (i), the following clause shall be substituted, namely:- Gi) have the power to give the necessary administrative approval and expenditure sanction for minor works ‘and works pertaining to repair and maintenance, within the approved budgetary provision of the Institute and the Board will define the minor work and minor repair and maintenance in terms of quantum or expenditure;”. in sub-statute (1), for clause (i), the following clause shall be substituted, namely:- “Giiy cause to prepare estima of cost of buildings and othce capital works, minor works, repairs, maintenance and the lke. The Building and Works Commitee shall approve the cost extimstes for minor works, minor repairs and maintenance.” in sub-satute (1), for clause (v), the following clause shall be substituted, namely:- “(v)___be responsible for enlistment of suitable contractors and acceptance of tenders and shall have the power to give directions for departmental works where necessary duly recommended by the Dean (P&D) of the Inatieue" In Statute 14 of the Principal Statutes,— for clause (i), the following clause shall be substituted, namely:~ “(ihe shall have the power to send members of the staff, except the Director, of the Institute for training or for a course of instruction, outside India subject to such terms and conditions as may be Isid down by the Board from time to time and the visit abroad by the Director shall be approved by the Chairman, National Institutes of ‘Technology Council for clause (ii, the following clause shall be substituted, namely: “(Gii) he shall execute the contract of service between the Institute and the Director on behalf of the Central Government, but he shall not be personally liable of anything under such contract; and”. In Statute 17 of the Principal Statutes, for sub-statte (1), the following shal be substituted, namely:- “(1) The Director of the Institute shall be appointed by the Visitor on contract basis on the recommendations of a Search — cum ~ Selection Committee constituted by him consisting of atleast five members. The Chairperson of the Council shall be its Chairperson and the Secretary of the Depariment of Higher Education or his representative shall be one of its members besides three other experts in the field of technical education with experience at national and international level”. after sub-statute 16, the following sub-statue shall be inserted, namely:- “(7) _ The disciplinary powers for Director ofthe Institute shall be decided by the Board of Governors of the respective National Institute of Technology from time to time.”. In Statute 18 of the Principal Statutes, for sub-statue (1) the following shall be substituted, namely:- “(1) __ The appointment of the Deputy Director shall be made by the Board on the recommendations of the Selection Committee constituted in terms of provisions under Statutes 23 (5) (a) of the First Statutes of National Institutes of Technology”.
