School Reconfiguration Question & Answer Document
The Calcasieu Parish School Board will consider a School Reconfiguration plan agenda item at the Budget
Committee Meeting on May 26. This plan would affect John F. Kennedy, T.H. Watkins, Combre-Fondel,
and J.D. Clifton Elementary Schools.
The potential changing and/or reconfiguration of any campus within our district is something that is
taken very seriously by our staff and the board. Any recommendation presented to the board is certainly
made in the very best interest of students, and this reconfiguration plan is no exception.
There will be opportunities for the public to share feedback prior to and during the meeting. We hope
this document provides information and details about the potential changes.
1. Why is a school reconfiguration plan being submitted to the Calcasieu Parish School Board on May
26 for John F. Kennedy, T.H. Watkins, Combre-Fondel, and J.D. Clifton Elementary Schools?
These schools have had a pattern of declining enrollment in grades K-5. The reconfiguration provides an
opportunity to keep a viable, operational school in each of these communities, while maximizing the use
of school system financial resources and continuing to improve academic opportunities. Students at all
campuses would also benefit from the change as teachers will be able to collaborate at a deeper level
and better plan curriculum and consistent delivery.
2. What’s included in the reconfiguration plan for John F. Kennedy and T.H. Watkins for the 2020-2021
school year?
Attendance zones for the two schools would be combined and all K-5 grade students would attend T.H.
Watkins Elementary. John F. Kennedy Elementary would become an early childhood center, serving
three and four-year-old students in the Head Start and Pre-Kindergarten Programs.
3. What’s included in the reconfiguration plan for Combre-Fondel and J.D. Clifton for the 2020-2021
school year?
Attendance zones for the two schools were combined several years ago when the schools were paired.
All K-5 grade students would attend J.D. Clifton Elementary. Combre-Fondel Elementary would become
an early childhood center, serving three and four-year-old students in the Head Start and Pre-
Kindergarten Programs.
Combre-Fondel/Clifton:
• All K-5 grade students in same household will attend the same school
• Economic efficiency
• Support from the district more direct and focused on one school rather than two
• Early childhood students receive more focused support and common resources in unified setting
6. How many students are projected to be served at each school by grade level in the plan?
