NO. 0S/ELEC/00/0M/742/02/2019-20 DATED: 10.02.2020 GUIDELINES ON PRACTICES FOR ISOLATION & NORMALIZATION OF MODULE IN LT MCC/SWITCHGEAR In one of the stations, during normalization of a module in LT MCC flash over occurred when the fuse was put in, In order to avoid such occurrences, following practices need to be followed strictly while isolating & normalizing modules in LT MCC: 01, 02, 03, 04. 05, 06. 07. 08. 09, 10, 11, 12, The isolation & normalization of the module should be done by qualified electrical operator. One additional qualified person should be associated with the person who will be doing the isolation and normalization process. The person doing the isolation & normalization must wear Arc Flash suit and insulating gloves. The labelling of all the LT modules with clear identification should be done, Switchgear/Panels should not be used as a storage area Removed fuses should not be kept inside the module/panel. Isolation and normalization procedure should be displayed in local/Hindi as well as in English language. The live terminals of the module should be shrouded to avoid inadvertent contact. The switchgear/MCC room should be properly illuminated. Insulating mats/Insulating paint must be provided in front and rear of all the MCC/Switchgears, The isolation and normalization procedure for the respective modules should be defined in details. The isolation & normalization procedure of any module should be discussed with the personnel (doing the activity of isolation & normalization) before the each activity. Various types of LT modules based on isolation criteria are in use at various stations of NTPC/JVs. The detailed isolation procedure for each type is mentioned below. er 1|Page (A) Isolation & Normalization procedure for DRAW OUT/FIXED TYPE module (SFU), where with corresponding module isolator in OFF condition, the incoming and Isolator - Outgoing Feeder). ISOLATION 01. The power switch should be made off before opening the module door. 02. The door opening interlock should not be defeated by the operator. If such type of intervention is required, then electrical maintenance team should be informed to carry out such work on module. 03. Soon after opening the door, to ensure the OFF position of Isolator (a) The mechanical indicator provided in the module should be checked and it is to be ensured that, it is in “O/OFF” position. The position of the operating handle should be in OFF position. (b) Using a Multimeter (reputed multi meter with only AC/DC voltage measurement facility should be used)/test lamp (healthiness of the test lamp should be ensured just before it is used), it should be ensured that there is no voltage present at the incoming & outgoing of the power fuses (for all the three phases). 04, After ensuring that no power supply is available at the incoming & outgoing of the fuse, the power fuses should be taken out by using appropriate fuse puller only. _ 05. Then the module door should be locked and the key to be kept in identified PTW box. Danger tag should be put on the isolated module. NORMALIZATION 01. On cancellation of the PTW, it should be ensured that, it is the same module, which is to be normalized 02. It should be ensured that the external operating handle of the Isolator (which is to be normalized) is in OFF Position. 03. After opening the module door (the module, which is to be normalized) , (a) The mechanical indicator provided in the module should be checked and it is to be ensured that, it is in “O/OFF" position. The position of the operating handle should be in OFF position. (b) Using a Multimeter (reputed multi meter with only AC/DC voltage measurement facility should be used)/test lamp (healthiness of the test lamp should be ensured just before it is used), it should be ensured that there is no ID 2|Page voltage present at the incoming & outgoing of the power fuses (for all the three phases). 04, After ensuring that no power supply is available at the incoming & outgoing of the fuse, the power fuses should be placed by using appropriate fuse puller only 05, The door is to be properly closed and then the power switch should be made ON. (B) Isolation & Normalization procedure for DRAW OUT/FIXED TYPE module, where with corresponding module isolator in OFF condition, the incoming side of Fu: are isolated (Bus - Isolator - Fuse - Feeder). Soon after opening the door, to ensure the OFF position of Isolator (a) The mechanical indicator provided in the module should be checked and it is to be ensured that, it is in “O/OFF” position. The position of the operating handle should be in OFF position. (b) Using a Multimeter (reputed multi meter with only AC/DC voltage measurement facility should be used)/test lamp (healthiness of the test lamp should be ensured just before it is used), it should be ensured that there is no voltage present at the incoming and outgoing side of the fuses (for all the three phases), 04, Remove the power fuses. 05. Then the module door should be locked and the key to be kept in identified PTW box. Danger tag should be put on the isolated module. NORMALIZATION 01. On cancellation of the PTW, it should be ensured that, it is the same module, which is to be normalized, 02. It should be ensured that the external operating handle of the Isolator (which is to be normalized) is in OFF Position. 03. After opening the module door (the module, which is to be normalized) , (a) The mechanical indicator provided in the module should be checked and it is to be ensured that, it is in “O/OFF” position. Rack out the module by appropriate handle. 05. Remove the power fuses. 06. Then the module door should be locked and the key to be kept in identified PTW box. Danger tag should be put on the isolated module. NORMALIZATION 01. On cancellation of the PTW, it should be ensured that, it is the same module, which 02, 03. is to be normalized. It should be ensured that the external operating handle of the Isolator (which is to be normalized) is in OFF Position. After opening the module door (the module, which is to be normalized) , 4 4|Page a (a) The mechanical indicator provided in the module should be checked and it is to be ensured that, it is in “O/OFF” position. The position of the operating handle should be in OFF position. (b) Using a Multimeter (reputed multi meter with only AC/DC voltage measurement facility should be used)/test lamp (healthiness of the test lamp should be ensured just before it is used), it should be ensured that there is no voltage present at the incoming & outgoing of the power fuses (for all the three phases) 04. The power fuses shall be placed in the module 05. After fixing of the power fuses, rack in the module. 06. The door is to be properly closed and then the power switch should be made ON. (D) Isolation _& Normalization procedure for FIXED TYPE module, where with jing module isolator in iti incomi ing side of F re not isol = Fuse = - In the above type of modules, even after the isolator in OFF condition, the incoming and outgoing sides of the fuses shall remain live. Hence these type of modules should be modified as per the following at the earliest available opportunity. (a) Modification in the existing module by re positioning the fuse after the Isolator i.e. Bus - Isolator - Fuse Till modification, Bus shut down is to be taken for Isolation of such type of modules.
