Participation

It is present in Pres. Duterte’s administration. Both men and women have a share in the process of
decision-making through their clear expressions of their desires based on their rights as an individual
and as a member of the society. Thus, voting rights of each Filipino is an obvious participation.

Proof: This translates to about 20 million voters, who fall under the 18-to-35-year-old range. The young
electorate was followed by the oldest demographic (senior citizens aged 60 and up) and then the
middle-aged population.

Rule of Law

It is a doubt if rule of law is manifest in the present administration. There are cases exposed by media, of
extrajudicial killings which do not promote human rights. Also there are victims who were deprived of
right to due process which means unjust enforcement of law.

Proof: “There were numerous reports that government security agencies and their informal allies
committed arbitrary or unlawful killings in connection with the government-directed campaign against
illegal drugs,” the 2018 report released yesterday said.

Transparency

No it’s certainly not. Information is not enough because other Filipinos still don’t know what was really
happening which means information is not made available to everyone who was affected.

Proof: The Philippines fell 14 places in the latest global corruption index released Thursday by watchdog
Transparency International, which found that majority of countries around the world are showing “little
to no improvement” in tackling corruption.

Responsiveness

On certain cases, it is not present. Talking about serving the needs of all stakeholders within a
reasonable timeframe, the government had failed. Immediate help has not been served.

Proof: It is thus a given that there will be delayed implementation of new projects this year, but with our
bureaucratic process laden with CYA (cover your ass) steps that still needs to be played out, it is also a
very distinct possibility that some of them may not be implemented anymore, significantly reducing the
multiplier effect of state spending on the national income. When fewer projects are implemented, less
employment happens, contributing not only to less consumer spending – and therefore less national
income – but also in abetting poverty.

Consensus Oriented

It is not always present. The government tries to communicate however their agenda still be the basis.
This is sometimes, without consideration for the people’s interests.

Proof 1: Malacañang sees no need to bar Chinese – even those from Wuhan – from entering the
Philippines even as the Bureau of Immigration (BI) has suspended the issuance of visa-upon-arrival
(VUA) to Chinese nationals.

Lapu-Lapu City Mayor Junard Chan said the DOH should consider banning flights from China,
while Cebu City Mayor Edgardo Labella will request the BI to ban Chinese tourists in the city. Sen. Francis
Pangilinan also called for a ban on visitors from Wuhan or other places in China deemed most affected
by the contagion.

Equity and Inclusiveness

Yes, through the right to vote of every citizen. Through this, they were ensured that they have an
interest or has a say on what is happening in the society. Furthermore, different organizations or
representatives are being heard or were given an opportunity to speak.

Proof: “It is every individual’s duty to create a safe environment for all women especially the victims of
abuses for them to report the crimes committed against them,” she said.

No, this is not present. Everyone is aware of the threat on our environment yet the government still
permits several activities which ruin it and in turn decreases our natural resources.

Proof: Solving Metro Manila’s growing demand for water should not come at the expense of the rights
of indigenous peoples, the Commission on Human Rights stressed as it urged the government to be
mindful of its state obligations in pursuing the Kaliwa Dam project.

Accountability

Yes, at some point, the government is being responsible to those affected by their decisions or actions.
However, there are cases that accountability can’t be found because there’s no transparency, a proof of
their responsibility/ liability, and rule of law, to govern and to punish whoever deprived the stakeholders
of their rights.

Proof 1: “This involves over billions [of pesos] but as you can see…Congress is silent. They have not
called for an investigation [on the issue],” Duterte said in his speech before members of the League of
Municipalities at the Marriott Hotel in Pasay City.
