SUBJECT: Service Learning and Progress Report on Coalición Estudiantil Pro-
Agricultura (CEPA) and the Atabey Garden of the University of Puerto
Rico at Ponce

INTRODUCTORY SUMMARY
The purpose of this report is for students of the course Technical Report Writing for
Biology (ENGL 4021) to inform to Professor Pier A. LeCompte Zambrana about the service
performed at the Atabey Garden. The Atabey Garden is CEPA’s main project and is located
in the University of Puerto Rico at Ponce. The purpose of this project was to complete a
minimum of four hours of service. Additionally, we will present the origins and background
of the organization and its projects.
BACKGROUND

Pro-Agriculture Student Coalition or CEPA (in Spanish) first came to be when professor

José Ramón Villalón Sorzano communicated to his students that he wanted to make a project

that would help bring awareness to problems regarding food safety. He wanted the entire

University of Puerto Rico at Ponce (UPRP) community to participate, as well as other

universities in Ponce. Students and professors from different specialties would contribute

with their knowledge in different areas. This idea took the physical form of the Atabey

Garden. Filled with excitement about the project, students and professors took seminars and

invited many professionals to be part of the project. With this, they were looking to gain

experience and skills they could practice in the garden.

The Atabey Garden was officially created on April 16, 2014. After some weekly meetings,
students came together and formed a committee. Then, CEPA was officially founded on May
6, 2014 by:

Other people involved and present in the founding of the organization were: Bárbara
Camacho, Jorge A. Rodríguez, Professor Abraham Pérez and Professor José Villalón. From
2014 to 2017, CEPA counted on two counselors: Professor Pier Angeli Le Compte Zambrana
and Professor José Villalón. Also, Professor Gloria Rojas, of the Biology Department,
provided the students with a nursery. Throughout the years, the CEPA committee has had
many staff members. This year, the members involved were:

Now that the current academic year is soon to end, students involved with the organization
have voted for a new committee, which includes:

Throughout the academic year, CEPA is involved in many activities, such as field trips,
with the purpose of acquiring knowledge and information about agriculture; seminars,
workshops, and conferences, with the purpose of motivating its members to feel confident
about learning how to work in agriculture; and weekly maintenance brigades in the Atabey
Garden. This association also wanted to further impact the community by providing
motivational tools for people to create their own homegrown gardens. With this in mind, the
first Atabey Agricultural Fair was created. After a successful first year, the fair became
known all throughout Puerto Rico. Alongside other organizations, CEPA and the Atabey
Agricultural Fair provided a space for local farmers and artisans to promote their work.
For this reason, our goal with this project is to contribute as much as we can to CEPA and
to document our progress throughout the semester, from February 6, 2020 to May 3, 2020. As
part of the UPRP student body, it is our responsibility to further CEPA’s agenda by lending
our services to the Atabey Garden as well as the Agricultural Fair and any other in-campus
activities the association has planned for the semester. Therefore, we present a plan which
includes a timeline of CEPA’s activities, as well as their goals for the 2019-2020 academic
year in UPRP.

GOALS

The CEPA organization has always stood out for educating our university community.
This year was not going to be the exception and they continued promoting education about
self-sufficiency awareness in local food production with better quality. As a main goal, they
dedicated themselves to updating and modernizing the garden. To complete the goals, they
planned to sow plants that have not been seen before in the institution and installing an
irrigation system. These innovations were influenced by a training course for new agro-
ecological farmers, leaded by Josco Bravo.

Last year's goals were to produce more plants that have not been seen in the garden in
previous years; to give more conferences with the purpose of acquiring more members with
more gardening knowledge; to raise funds through sales; and to acquire an irrigation system.
The optimization of plant care and improvement of the nursery is expected with the purchase
of the irrigation system. The goals of this year’s organizers are similar to previous years. This
is because it takes time and dedication to get the necessary funds to fulfill them.
TIMELINE

The timeline describes the total number of hours the group fulfilled throughout the
semester, described in each month. Each month includes the activities proposed to participate
in and those carried out with their respective dates.

COMPLETED TASKS

The CEPA association is small and it is difficult for them to keep the garden in good
condition without help. This semester, in addition to having the help of biology students, they
had a collaboration with the group of agro-ecological farms Josco Bravo from Toa Alta,
Puerto Rico. Some of the completed tasks were:

• Sow plants that have not previously been seen in the garden

They have a new nursery next to the garden where they have a wide variety of new
seeds donated by Josco Bravo, and the students helped them give them the care
required to germinate healthily.

• Install an irrigation system

In the garden they started an irrigation system thanks to Josco Bravo.


• Keep the garden clean

The students helped clean the garden to avoid invasions of bad weeds and the
backward growth of the sowing.

• Make more seedlines

New seedlines were made on the left side of the garden with the project Josco Bravo.

UNCOMPLETED TASKS

Unfortunately, the association could not achieve certain goals because of the disruption
caused by COVID-19. These were:

• Complete the irrigation system

To complete the irrigation system, all that was left to do was install the timer and this
could not be achieved.

• 5th Atabey Agricultural Fair

By order of the government, all activities in the country had to be suspended to avoid
spreading the virus.

ACTIVITIES

The Pro-Agriculture Student Coalition does different activities every year. Amongst
these are excursions to farms that give workshops and information on agriculture. The
organization also offers workshops, educational conferences, and panel discussions to inform
the university community and the people of Ponce. CEPA also does fellowship activities with
the purpose of motivating the members of the organization to continue with the project.
Members weekly maintained a garden at the University of Puerto Rico in Ponce. The garden
has different plant, such as: chamomile, pennyroyal, prickly pear cactus, ginger, turmeric,
lemongrass, citronella, aloe vera, tobacco, pumpkin, amongst other things. Our group
participated in planting plantains and aloe vera in the garden. The students, as part of the
course ENGL 4021, had to complete some tasks in the garden, such as: planting, composting,
cleaning the garden, creating seedlings, and watering the plants. Technical writing students
were collaborating with CEPA members for the maintenance of the garden. The group
received a mini conference at the beginning of each garden maintenance. Some of these
conferences were about what this organization was about, past members and committees, the
origins of the garden, and the plants they had in the garden. As a part of the maintenance,
CEPA has two days of conferences on organic vs. chemical pesticides. This year’s members
were collaborating with Josco Bravo. The people of Josco Bravo hosted workshops and
conferences at the University of Puerto Rico in Ponce every Saturday. The agricultural course
was open to the public for students interested in learning more about agriculture.

One of the largest activities of this organization is the Atabey Agricultural Fair. This
idea was born when the organization was first created and was present in the President's work
plan for the year 2014-2015 and has continued since then. This fair offers agricultural
workshops and conferences to persuade people to grow their own gardens at home, with the
purpose of saving money and eating healthier. This year’s Atabey Agricultural Fair had to be
cancelled due to COVID-19. CEPA members organized sales and other activities to raise
money for the Atabey Agricultural Fair at the University of Puerto Rico at Ponce. This
semester, they had lemonade, cookies, and pizza sales. CEPA organized meetings for
members of the organization and technical writing students. The purpose of these meetings
was to come together as a team and come up with sale ideas, as well as food catering,
entertainment, vendors, and other things to be included in the agricultural fair. Members of
our group were present at these meetings and were divided into committees with the purpose
of dividing the work that had to be done for the agricultural fair. Amongst these were the
sales, animals, conferences, ushers, entertainment, and publicity committees.

PLANS

CEPA has plans every year, and some of these are to educate the university community
and the city of Ponce on how important it is to increase local food production and to have
better quality food. Another plan was to get more plants in the garden that they have not
planted before. CEPA members also wanted to set up a self-watering system in the garden,
but this was not completed due to COVID-19. The association has some plans in mind to
extend the longevity and legacy of the organization, like to come up with more engaging
activities so more members can get enrolled. They still have plans to celebrate the 5th Atabey
Agricultural Fair as soon as it is determined possible.
SIMILAR INITIATIVES

In Puerto Rico, there are other university garden projects. These universities belong to the
University of Puerto Rico (UPR) system, as well. The UPR at Rio Piedras has The Seed
Garden by the Collective of University Agriculture for a Fertile City known as AUUF. Like
CEPA, they carry out educational activities about agriculture and garden maintenance.
Another one is the UPR at Mayaguez, where its Association of Agriculture Students, known
as AEA, oversees the Ecological Garden which offers an agro-ecological approach with
activities and maintenance. But this movement is not only present in Puerto Rico, but all
around the world. Projects such as the Eco-Campus of the University of Murcia, which has a
similar objective to the Atabey Garden: to raise awareness about food safety. On the other
hand, projects with an emphasis on social interaction and an approach to nature such as the
one worked at the Autonomous University of Barcelona. These gardens try to raise awareness
of the current problem about the lack of safe and sustainable food. They also promote organic
products, local food, as well as educational spaces and social activities, such as gardening.

UPDATED TIMELINE

Due to the situation of COVID-19, our proposed timeline was somewhat affected, so we
were able to carry out activities only in the months of February and March. Given the
unexpected situation, CEPA’s President, Juan G. Negrón Ferrer, offered the students to
contribute with electronic monetary donations as an alternative for the months of April and
May. These donations would for the acquisition of new materials for renovation and
maintenance of the Atabey garden.
The original proposal of the Atabey garden was to incorporate the university community,
including alumni and professors. Not only from a single department, but all departments got
involved and contributed with their knowledge. The idea was to raise awareness about the
food safety issue in Puerto Rico. Throughout the years, the original proposal has not changed,
but the students involved in the Atabey garden have acquired more knowledge and helped
make the garden better.

SUGGESTIONS

Something that would help expand the progress of the Atabey garden would be to come up
with an activity that would incorporate the entire city of Ponce, with the purpose of bringing
awareness to the food safety issue. They would not have to be physically engaged in the
Atabey garden at the university, but each neighborhood and suburb in Ponce could prepare
their own home-grown garden. Also, to bring more awareness to the issue, CEPA can plan
field trips or visit schools to give conferences and workshops, so gardens can be included in
the schools, where they can then take it a step further and motivate the students to try it in
their homes, as well.

CLOSING

Overall, with the Atabey garden, CEPA has raised awareness about safe and sustainable
food, which was their main objective when the organization was founded. In addition to
continuing to raise awareness about sustainable food, this semester the organization also
managed to plant plants that had not previously been planted in the garden. The goal was also
to create an irrigation system, but, like the 5th Atabey Agricultural Fair, it could not be
completed due to the COVID-19 pandemic. On the other hand, the organization also provided
different activities where the university community participated, such as conferences and
garden maintenance. The Atabey garden should be an example to the community. All the
plantations are organic, and no non-natural chemical is allowed. This is only a small step into
a bigger conversation that is yet to be acknowledge by local authorities and the government.
The members of this group contributed immensely to this year’s plans, from working hours in
the Atabey garden to lending their services in the agricultural fair committees. We feel
accomplished with not only the amount, but also the quality of the work done. We want to
extend an invite for people out there to do their own research about the things they are putting
into and on their bodies. Not only food. This goes as far as cosmetics, clothes, fragrances, and
many other things that are not only dangerous to your own body, but to the environment and
the planet overall. Initiatives like CEPA’s should surface all around the country with the
purpose of inciting a bigger conversation surrounding food safety in our society.

1. Professor Le Compte organized the groups for the progress report and explained what we
had to do for the project.
