програми курсу навчальної дисципліни «Практика перекладу». Кожен розділ
містить теоретичний та практичний блоки, спрямовані на опанування
навичок письмового перекладу. Теоретичний блок кожного розділу — це
стисле викладення деяких актуальних проблем перекладу. Практичний блок
представляє собою тексти та вправи на переклад, які містять лексико-
граматичні особливості, що відповідають темі розділу. До деяких розділів
додається ілюстративний блок. В кінці посібника розміщено додаткові
комплексні вправи та питання для самоконтролю з кожної теми.

використовується майбутній час. Керуючись контекстом, слід перекладати
такі речення не майбутнім, а теперешнім часом, іноді з відтінком
модальності.

точка кипіння. При перекладі їх слід розшифровувати.
Деякі слова чи висловлювання в англійському тексті містять
невластивий нашій мові образ. При перекладі їх замінюють аналогами.

Замість dozen дюжина в нашій мові зазвичай використовується слово
десяток. Тому перекладемо це речення наступним чином.

Реферати мають стандартну структуру й відрізняються цілим рядом
мовних особливостей. В структурі реферата можна виділити шість головних
розділів.
Перший розділ має включати детальну характеристику джерела, на
основі якого роблять реферат. Тут вказується ім’я автора, назва тексту,
видавництво, місце й час видання, кількість сторінок.
У другому розділі вказується загальна тема чи тематична рубріка
документу.
В третьому розділі формулюється загальна думка тексту. Вона може
бути виражена експліцитно чи імпліцитно. У деяких рефератах цей розділ
може бути відсутнім, але в кожному випадку перекладач має зрозуміти
головний замисел автора тексту й постійно мати його на увазі під час
створення реферату.
Четвертий розділ – це головна частина реферату. В ньому пропонується
короткий й узагальнений виклад тексту, й саме до нього, головним чином,
відносяться загальні вимоги до реферату, мова про них піде нижче. Робота
над цим розділом вимагає особливих прийомів, які майбутні перекладачі
мають опанувати.
У п’ятому розділі реферату можуть міститися висновки, що витікають
зі змісту тексту, до яких приходить автор, чи які можна зробити на основі
вищезазначеного матеріалу. Цей розділ є не завжди: перекладач робить
відповідні висновки, коли вважає це доцільним чи коли цього вимагає
отримане їм завдання.
Шостий розділ є також факультативним, адже він містить коментарі
перекладача, що оцінює степінь новизни й значимості тексту, що
реферується, доцільність аргументів автора, наявність інших робіт з цієї
тематики. Зрозуміло, що такі коментарі можливі лише за умови, що
перекладач є висококваліфікованим спеціалістом у цій області й може дати
самостійну оцінку змісту оригінала.

The British are said to have a high respect for the law. Although they may
not have much respect for the present institutions of the law, this reputation is more
or less true with respect to the principle of law. Of course, lots of crimes are

committed, as in any other country, but there is little systematic law-breaking by
large sections of the population. For example, tax evasion is not the national
pastime that it is said to be in some countries.
However, while 'the law' as a concept is largely respected, the British are
comparatively unenthusiastic about making new laws. The general feeling is that,
while you have to have laws sometimes wherever possible it is best to do without
them. In many aspects of life the country has comparatively few rules and
regulations. This lack of regulation works both ways. Just as there are
comparatively few rules telling the individual what he or she must or must not do
so there are comparatively few rules telling the government what it can or cannot
do. Two unique aspects of British life will make this clear.
First, Britain is one of the very few European countries whose citizens do
not have identity cards. Before the 1970s, when tourism to foreign countries
became popular (and so the holding of passport became more common), most
people in the country went through life without ever owning a document whose
main purpose was to identify them. British people are not obliged to carry
identification with them. You do not even have to have your driving license with
you in your car. If the police ask to see it, you have twenty-four hours to take it to
them!
Second, and on the other hand, Britain is also the only country in Western
Europe without a Freedom of Information Act. There is no law which obliges a
government authority or agency to show you what information it has collected
about you. In fact it goes further than that. There is a law (called the Official
Secrets Act) which obliges many government employees not to tell anyone about
the details of their work. It seems that in Britain, both your own identity and the
information which the government has about your identity are regarded as, in a
sense, private matters.
These two aspects are characteristic of the relationship in Britain between
the individual and the state. To a large degree, the traditional assumption is that
both should leave each other alone as much as possible. The duties of the
individual towards the state are confined to not breaking the law and paying taxes.
There is no national service (military or otherwise); people are not obliged to vote
at elections if they can't be bothered; people do not have to register their changes
of address with any government authority when they move house.
Similarly, the government in Britain has a comparatively free hand. It would
be correct to call the country 'a democracy' in the general accepted sense of this
word. But in Britain this democracy involves less participation by ordinary citizens
in governing and lawmaking than it does in many other countries. There is no
concept of these things being done 'by the people'. If the government wants to

make an important change in the way that the country is run - to change for
example, the electoral system or the powers of the Prime Minister - it does not
have to ask the people. It does not even have to have a special vote in Parliament
with an especially high proportion of MPs in favor. It just needs to get Parliament
to agree in the same way as for any new law.
In many countries an important constitutional change cannot be made
without a referendum in which everybody in the country has the chance to vote
'yes' or 'no'. In other countries, such as the USA, people often have the chance to
vote on particular proposals for changing laws that directly affect their everyday
life, on smoking in public places or the location of a new hospital, for example.
Nothing like this happens in Britain. There has only been one countrywide
referendum in British history (in 1975, on whether the country should stay in the
European Community). In Britain democracy has never meant that the people have
a hand in the running of the country; rather it means that the people choose who is
to govern the country, and let them get on with it!

NAPOLEONIC PLANS
The State Duma on Friday approved President's proposal to end the election
of regional governors by popular vote, a move seen as a key part of his drive to
centralize state power.
In a separate vote that critics have slammed as muzzling political dissent, the
Duma passed a law significantly raising the hurdles for registering political parties.
The Duma voted 358-62, two abstentions, in the third and final reading for
the bill on gubernatorial elections. Now the bill moves to the Federation Council
and to the President for his signature. The draft law has been criticized at home
and abroad as a step back from democracy.
It would give the president the right to appoint governors, who would then
be confirmed by regional legislatures.
The other measure would do away with direct elections of Duma lawmakers
from individual electoral districts, instead filling the 450-seat chamber through
voting on party lists.

Elections
The electoral system used in Britain doesn’t seem to add up. In the 1992
election, the Conservative Party received less than half of the votes but won
slightly more than half of the seats in the House of Commons. The Labour Party
also got a disproportionately large number of seats in relation to votes. The Liberal
Democratic party, on the other hand, did very badly out of the system. One in
every six people voted for it, but it won only one in thirty of the seats in the
Commons. It got fewer seats than the combined total of the smaller parties even
though it received five times as many votes. On average, it took about seven times
as many votes to elect a Liberal Democrat MP as it did to elect a representative of
any other party. What’s going on?
Is there a conspiracy against the Liberal Democrats? No, there isn’t. As is
often the case with British Institutions, the apparently illogical figures are the result
of the history.

more.
The local associations of the major parties will have already chosen their
candidates and will pay the deposits for them. However, it is not necessary to
belong to a party to be a candidate. It is a curious feature of the system that, legally
speaking, parties do not exist. That is to say, there is no written law which tries to
define them or regulate them. The law allows candidates, if they wish, to include a
short ‘political description’ of themselves on the ballot paper. In practice, of
course, most of these descriptions simply state ‘Conservative’, ‘Labour’ or ‘Liberal
Democrat’. To be eligible to vote, a person must be at least eighteen years old and
be on the electoral register. This is compiled every year for each constituency
separately. People who have moved house and have not had time to get their names
on the electoral register of their new constituency can arrange to vote by post.
Nobody, however, is obliged to vote.
The campaign

Polling day
General elections always take place on Thursday. They are not public
holidays. People have to work in the normal way, so polling stations are open from
seven in the morning till ten at night to give everybody the opportunity to vote.
The only people who get a holiday are schoolchildren whose schools are being
used as polling stations.
Each voter has to vote at a particular polling station. After being ticked off
on the electoral register, the voter is given a ballot paper. Elections on the British
mainland are normally fairly conducted. Northern Ireland, however, is a rather
different story. There the political tensions of so many years have had a negative
effect on democratic procedures. Matters have improved since 1960s, but the
traditional, albeit joking, slogan in Ulster on polling day is ‘vote early and vote
often’ — that is, try to vote as many times as you can by impersonating other
people.
After the polls close, the marked ballot papers are taken to a central place in
the constituency and counted. The Returning Officer then makes a public
announcement of the votes cast for each candidate and declares the winner to be
the MP of constituency. This declaration is one of the few occasions during the
election process when shouting and cheering may be heard.

*Canvassing
This is the activity that occupies most of the time of local party workers during an
election campaign. Canvassers go from door to door, calling on as many houses as possible and
asking people haw they intend to vote. They rarely make any attempts to change people’s minds,
but if a voter is identified as ‘undecided’, the party candidate might later attempt to pay a visit.
The main purpose of canvassing seems to be so that, on election day, transport can be
offered, if needed to those who claim to be supporters. It also allows party workers to estimate
how well they are doing on election day. They stand outside polling stations and record whether
their supporters have voted. If it looks as if these people are not going to bother to vote, party
workers might call on them to remind them to do so. Canvassing is an awful lot of work for very
little benefit. It is a kind of electoral ritual.
Election night
The period after voting has become a television extravaganza. Both BBC
and ITV start their programs as soon as voting finishes. With millions watching,
they continue right through the night. Certain features of these ‘election specials’,
such as the ‘swingometer’*, have entered popular folklore.
The first excitement of the night is the race to declare. It is a matter of local
pride for some constituencies to be the first to announce their result. Doing so will
guarantee that the cameras will be there to witness the event. If the count has gone
smoothly, this usually occurs at around 11.30 p.m. By midnight, after only a
handful of results have been declared, experts (with the help of computers) will be
making predictions about the composition of the newly elected House of
Commons. Psephology (the study of voting habits) has become very sophisticated
in Britain so that, although the experts never get it exactly right, they can get pretty
close.
By two in the morning at least half of the constituencies will have declared
their results and, unless the election is a very close one (as, for example, in 1974
and 1992), the experts on the television will now be able to predict with confidence
which party will have a majority in the House of Commons, and therefore which
party leader is going to be the Prime Minister.
Some constituencies, however, are not able to declare their results until well
into Friday afternoon. This is either because they are very rural (mostly in Scotland
or Northern Ireland), and so it takes a long time to bring all the ballot papers
together, or because the race has been so close that one or more ‘recounts’ have
been necessary. The phenomenon of recounts is a clear demonstration of the
ironies of the British system. In most constituencies it would not make any
difference to the result if several thousand ballot papers were lost. But a few, the
result depends on a handful of votes. In these cases, candidates are entitled to

demand as many recounts as they want until the result is beyond doubt. The record
number of recounts is seven (and the winner won by just three votes!).
*The swingometer
This is a device used by television presenters on election night. It indicates the
percentage change of support from one party to another party since the previous election – the
‘swing’. Individual constituencies can be placed at certain points along the swingometer to show
how much swing is necessary to avenge the party affiliation of their MPs. The swingometer was
first made popular by Professor Robert McKenzie on the BBC’s coverage of the 1964 election.
Over the years, it has become more colourful and complicated. Most people enjoy it but say they
are confused by it!
Throughout the second half of the twentieth century, the contest to form the
government has effectively been a straight fight between the Labour and
Conservative parties. As a general rule, the north of England and most of the inner
areas of English cities return Labour MPs to Westminster, while the south of
England and most areas outside the inner cities have a Conservative MP. Which of
these two parties forms the government depends on which one does better in the
suburbs and large towns of England.
Scotland used to be good territory for the Conservatives. This changed,
however, during the 1980s and the vast majority of MPs from there now represent
Labour. Wales has always returned mostly Labour MPs. Since the 1970s, the

respective nationalist parties in both countries have regularly won a few seats in
Parliament.
Traditionally, the Liberal party was also relatively strong in Scotland and
Wales (and was sometimes called the party of the ‘Celtic fringe’). Its modern
successor, the Liberal Democratic party, is not so geographically restricted and has
managed to win seats (although only a few) all over Britain, with a concentration
in the south-west of England.
Northern Ireland always has the same proportion of Protestant Unionist MPs
and Catholic Nationalist MPs (since the 1970s, about two-thirds the former, a third
the latter). The only element of uncertainty is how many seats the more extremist
(as opposed to the more moderate) parties will win on either side of this invariant
political divide.
In the fourteen elections from 1945 to 1992, the Conservatives were
generally more successful than Labour. In only five elections did Labour achieve a
parliamentary majority and in three of them the majority was so small that if they
had lost a few by-elections* they would have lost their majority. In the same
period, the Conservatives won a majority eight times, nearly always comfortably.
Despite this imbalance, nobody, until recently, voiced the opinion that Britain was
in danger of becoming a ‘one-party-state’. Whenever the Conservatives were in
power, the Labour party always looked like a realistic alternative government with
a possibility of winning the next election. In this situation, politicians had few
thoughts about changing the system or seeking a regrouping of political forces.
However, in the 1992 election the Conservatives won for the fourth time in a
row, the first time this had been achieved for more than 160 years. Moreover, they
achieved it in the middle of an economic recession. This made many people
wonder whether Labour had a realistic chance of ever winning again. It looked as
if the swingometer’s pendulum had stuck on the right. Labour’s share of the total
vote has gradually decreased in the last four decades while support for the third
party has grown since the early 1970s. Many sociologists believe this trend to be
inevitable because Britain has developed a middle-class majority (as opposed to its
former working-class majority). Many people have become worried about this
situation. It is considered to be basic to the British system of democracy that power
should change hands occasionally. Moreover, it is obviously not good for the
United Kingdom when two distinct parts of it, Scotland and Wales, regularly vote
overwhelmingly against the government.
Therefore, it is possible that there will be a major reorganization of British
politics in the near future. One possibility is a change in the electoral system.
Support for some form of proportional representation, as used throughout Europe,
is growing. Such a change would at least offer Labour a share in a coalition

government. Another possibility is that Labour might enter a formal union with the
Liberal Democrats, so that together they have a realistic possibility of defeating the
Conservatives. However, people have seen things this way before (for instance in
1959, after the Conservatives had won three elections in a row), only to find the
old familiar pattern surviving. In early 1996, opinion polls were suggesting that
labour had an excellent chance of winning the next election on its own.
By-elections
Whenever a sitting MP can no longer fulfill his or her duties, there has to be a special
new election in the constituency which he or she represents. (There is no system of ready
substitutes). These are called by-elections and can take place at any time. They do not affect who
runs the government, but they are watched closely by the media and the parties as indicators of
the current level of popularity (or unpopularity) of the government.
A by-election provides the parties with an opportunity to find a seat in Parliament for one
of their important people. If a sitting MP dies, the opportunity presents itself, if not, an MP of the
same party must be persuaded to resign.
The way an MP resigns offers a fascinating example of the importance attached to
tradition. It is considered wrong for an MP simply to resign; MPs represent their constituencies
and have no right to deprive them of this representation. So the MP who wishes to resign applies
for the post of ‘Steward of the Chiltern Hundreds’. This is a job with no duties and no salary.
Technically, however, it is ‘an office of profit under the Crown’ (i.e. a job given by the monarch
with rewards attached to it). According to ancient practice, a person cannot be both an MP and
hold a post of this nature at the same time because Parliament must be independent of the
monarch. (This is why high ranking civil servants and army officers are not allowed to be MPs).
As a result, the holder of this ancient post is automatically disqualified from the House of
Commons and the by-election can go ahead!

Слід особливу увагу звертати на переклад реалій, термінів, політичних
течій, партій, установ. Керуватися слід правилами, які властиві мові
перекладу, а не оригіналу.
В газетно-інформаційному стилі дуже широко вживаються власні
назви, імена, що роблять повідомлення більш конкретним описуючи якісь
події на певній місцевості, або тих, що стосуються певних людей або
установ. Через це у рецептора мають бути певні попередні знання, що
дозволить йому пов’язати назву з предметом чи об’єктом, що називається.
Так, наприклад, будь-якому американському читачу добре відомо, що Amtrak
–це залізнична компанія, або Frick Collection- художній музей в м.Нью-Йорк.
2) Часто публіцистичний твір буває особливо образним, яскравим й
динамічним завдяки особливій авторській стилістиці, яка передає
настрій автора, його думки.
При перекладі необхідно підбирати аналогічні образні засоби, щоб
дати можливість читачеві відчути настрій оригіналу.
3) Якщо при роботі над текстом зустрічаються складні лекичні
конструкції їх інколи можна видозмінити. Нерідко складні речення з
багатьма підрядними при перекладі тільки ускладнюють зміст тексту.
В цьому разі перекладач може дещо трансформувати текст, звісно,
зберегаючи головні риси вихідного матеріалу.
5)Нерідко при перекладі необхідна експресивно-стилістична адаптація.
Інколи та чи інша метафора чи фразеологізм, які є своєрідними штампами
для вихідної мови в мові перекладу можуть стати чимось незвичним й
незрозумілим. Саме тому при перекладі іноді необхідна заміна, на ту
одиницю, яка містить більш підходящий образ.
6)Ще одна визначна риса публіцистичних матеріалів — наявність іронії.
Це досягається за допомогою використання лексики високого стилю в
нейтральному чи близькому до розмовного контекстах. Перекладачеві
доведеться підшукати серед варіантних відповідників такі, які
контрастують за тим самим принципом.
7) Особливістю американських газет є, звичайно, заголовки газетних
матеріалів. Автори статей докладають максимум зусиль аби заголовок їх
статті складався з якомога меншої кількості слів, при цьому передавав
інформацію про яку йдеться і привертав до себе увагу читача. Так аби
читач побачивши заголовок вже був зацікавлений придбати газету і
прочитати саме ту статтю, заголовок якої йому видався цікавим з
інформаційної точки зору. Перекладач має розуміти зміст газетного
заголовку та вміти правильно його передати з мови оригіналу на мову
перекладу. Адже для заголовків американських газет характерним є і те,

що заголовок може мати подвійний зміст, так як комбінація слів
підбирається таким чином, що за змістом можна зробити абсолютно
протилежні переклади,тому дуже важливо відчувати цей нюанс.
Наприклад заголовок Milk drinkers are turning to powder можна
перекласти як “ Люди, що п’ють молоко, перетворюються на порошок” ,
хоча, звичайно, правильно перекласти необхідно як Люди, які полюбляють
молоко, починають вживати сухе молоко.
Взагалі, так як автори статей намагаються привернути увагу читача і
зробити так, щоб він таки прочитав сам матеріал, то заголовки часто не
передають зміст статті, а навпаки, бувають зовсім в незначній мірі пов’язані з
нею.Тому основна інформація знаходиться у підзаголовку. Це значно
полегшує роботу перекладача, адже, як ми вже зазначили вище, не завжди
вдається перекладачу перекласти газетний заголовок з першого погляду, так
як або бракує інформації, або заголовок можна перекласти декількома,
абсолютно не поєднаними між собою за змістом, способами.
При перекладі англійських заголовків перекладач має враховувати, що
для американських газет характерними є дієслівні заголовки : BOB DORREL
IS DEAD. FLOODS HIT FLORIDA. Для української преси дієслівні заголовки
не є характерними і перекладач має це враховувати при перекладі. На
українську мову вищенаведені заголовки будуть перекладатись як “Смерть
Боба Доррела. Повінь у Флориді.”. Іноді буває важко при перекладі уникнути
дієслова, наприклад воно буде зберігатись, якщо заголовок буде складатись з
питального речення : WILL PRICE CURBS BOOST EXPORTS? На українську
цей заголовок можна перекласти “Чи підвищить рівень експорту зниження
цін?”
Загалом, говорячи про переклад публіцистичних матеріалів, можна
стверджувати, що не достатньо знати дві мови, щоб успішно перекладати з
однієї на іншу. Під час роботи над такими текстами необхідно знати різні
закономірні відповідності між конкретною парою мов. Саме тому, мови слід
вивчати у зіставному плані. Перекладачу слід звертати увагу на те, які
відповідники можна встановити між лексичними одиницями, граматичними
конструкціями, між стилістичними особливостями.

перше найпоширенішим є переклад шляхом знаходження відповідного
аналога в іншій мові. Наприклад, to cop out—пасувати (перед чимось).
Другий спосіб — це переклад шляхом транскрипції та транслітерації.
Це найкоротший варіант. Так, steel lobby ми передаємо як лоббі
сталеливарних компаній. Це накоротший варіант. Переклад-тлумачення—
група осіб, які в кулуарах Конгресу намагаються тиснути на членів Конгресу
в інтересах володарів сталелітейних компаній, навряд чи можна вважати
вдалим. Хоча інколи без роз’яснення не обійтись. Action painting—школа
абстрактного живопису, що використовує прийоми розбризкування фарб.

Третій спосіб — метод калькування. Наприклад, ”hot oil”—„гаряча”
нафта (тобто та, що видобувається з перевищенням норми)

POLITICAL ANIMAL
Every politician who makes a promise raises a hope. Election campaigns are
all about aspirations to end unemployment, to build homes, to cut taxes, to care
better for the sick or to raise national self-esteem. Sometimes the promises have
even been honored. Occasionally, they have been honored grandly. But in the end,
each government making the pledge, whether honored or not, gets shown the door.
Oppositions, it has been said, do not win elections. Governments lose them. It is
not that they have necessarily done anything to rile the electorate, just that after a
while we all get disillusioned and bored with them and want a change. Even great
achievements are no insurance. Having led his country through the Second World
War, Churchill found himself resoundingly rebuffled in the 1945 election. The
Attlee government, responsible for the greatest social reforms of the twentieth
century, including the creation of the National Health Service, was bounced out of
office after only six years. Margaret Thatcher led the government which fought
Britain’s last imperial war, a war which was won, against all the odds, at the other
end of the earth, yet she was defenestrated by her own party because it sensed that
the electorate was sick of her. Throwing eggs at politicians seeking election is a
venerable British political tradition.
And so, after the cheering has died away, when the toasts have been drunk,
after the run on the banks’ reserves of false sympathy, after the instantly forgotten
speeches of thanks and the mean-spirited booing from supporters of the bad losers,
after, perhaps, the
TV trucks have de-rigged and returned to base, after the vote counters have
left the town hall to its rancid fug, after the ballot papers they so meticulously
sorted into piles of political preference have been taken away under lock and key,
after the weeks of smiling, exhortations, promises and foot-weary begging, the
victorious candidate goes to bed. He wakes a few hours later, with fuzzy tongue, in
the lodgings which have been home for campaign. The marked ballot papers,
twenty-four hours ago livid with his future, are now so much rubbish.

In a rare interview, John Major talks candidly about Tony Blair, the
monetary union’s problems, the muck-up factor and doing the right thing.
Ten months ago John Major’s Conservative Party was blasted out of office,
ending 18 years of Tory rule in Britain. Major, who turns 55 this month, returned
to Parliament not as prime minister but as the M.P. from Huntingdon, a country
town north of London. Comfortable in his elder-statesman role, he keeps busy
speaking on the lecture circuit, writing his memoirs and watching cricket. He
grants interviews only rarely, though he has spoken out on commanding issues
such as Iraq. Last week, seated in his House of Commons office near a grand oil
painting of himself and his wife, Norma, he met with Newsweek’s Alexis Gelber
and Stryker McGuire.
You launched the peace process in Northern Ireland, and Prime
Minister Tony Blair has accelerated it. How do you assess the prospects for a
settlement?
It’s clearly reaching either what will be the breakthrough phase or the
terminal phase. The only thing imperiling a settlement is whether the participants
sitting round the table have the courage to reach an agreement. They must know
that no one is going to get a hundred per cent of what they want or anything like it.
The other thing I believe is very important—indeed, I have said this to the Prime
Minister, and he concurred—that once the trouble began with some of the fringe
groups, that the talks should be accelerated, not decelerated. Slow them down, and
people are going to fall off the sledge.
As the PM, you once gave a speech about Britain’s place in the world
and you conveyed a tremendous sense of optimism about the future. Is there
anything about the way the present Labour government is managing the
country that would cause you to be a little less optimistic?
I think the first thing to say is that the country is in extraordinarily good
shape. It takes real skill to produce the best economy we’ve had this century and to
lose the election! But some of the policies the Blair government have followed I
think are wrong. The first thing they did was to raise taxes in a fashion that nobody
had imagined. Not taxes on income. They went like a heat-seeking missile to the
company pension funds. Secondly, a raft of policies is helping to force up and
sustain the exchange rate at a very high level. That is beginning to have quite a
marked effect on Britain’s exports.
What do you think Tony Blair will have learned during his first year in
office?

He will begin to learn about the immediacy and imperative nature of events.
He will begin to learn about the muck-up factor, when wallpaper [purchased by
Blair’s Lord Chancellor, the highest judge in Britain to expensively refurbish his
government apartments] becomes more important than substance. When he has

Починаємо аналіз з кінця речення:
1) Знаходимо перший присудок—were completed і його підмет —
preparations for independence, що стоїть зліва від нього. Перед
підметом стоїть сполучник if, отже це — підрядне умовне речення (by
that date—обставина часу).
2) Знаходимо другий присудок—would be proclaimed і його підмет —
Independence. Це речення приєднується за допомогою сполучника that;
оскільки перед реченням стоїть дієслово (had agreed), а не іменник,
тобто робимо висновок, що це підрядне додаткове речення.
3) Виділяємо третій присудок — had agreed і підмет — their Governments.
Це речення також приєднується за допомогою сполучника that. Перед
реченням стоїть іменник (the Committee), і формально можна було б
припустити, що це підрядне означальне речення. Однак,
проаналізувавши зв’язки усередині речення, доходимо висновку, що
підрядне речення their Governments had agreed відноситься до дієслова
informed. Отже, це також підрядне додаткове речення.

chemical and biological and nuclear weapons for terrorists.”
As in any war, it helps to know the enemy. There are more than three of
them. In a report published just before the Bush administration came into office,

countries that either possess, or are trying to develop, weapons of mass destruction
or the means to deliver them. Since chemical and biological weapons are outlawed,
and the Nuclear Non-Proliferation Treaty (NPT) allows for only five nuclear
powers – the United States, Russia, China, Britain and France – plenty of
governments are clearly up to no good.
Particularly troubling, however, are the seven countries long fingered by the
State Department as sponsors of international terrorism: Iran, Iraq, Syria, Libya,
Cuba, North Korea and Sudan. All but Iraq publicly condemned last September`s
assault on America. But as Mr. Cohen`s successor, Donald Rumsfeld, has argued,
“It doesn`t take a leap of imagination” to see the dangers in a list of regimes both
so fundamentally unfriendly, and so keen to have the worst kind of weapons.

Today the Queen is not only head of State, but, also an important symbol of

Crown and the 'supreme governor' of the established church of England. In

judges, offices in the armed forces, governors, diplomas; opening of the new
session of Parliament with a speech from the throne; appointing Prime-Minister. In
international affairs the Queen has the power to proclaim war and conclude peace,
to recognise foreign States and Governments, to make treatys and to annex or cede
territory.

QUESTION TIME
This is the most well-attended, and usually the noisiest, part of the
parliamentary day. For about an hour there is no subject for debate. Instead, MPs
are allowed to ask questions of government ministers. In this way they can, in
theory at least, force the government to make certain facts public and to make its
intentions clear. Opposition MPs in particular have an opportunity to make
government ministers look incompetent or perhaps dishonest.
The questions and answers, however, are not spontaneous. Questions to
ministers have to be 'tabled' (written down and placed on the table below the
Speaker's chair) two days in advance, so that ministers have time to prepare their
answers. In this way the government can usually avoid major embarrassment. The
trick, though, is to ask an unexpected 'supplementary' question. After the minister
has answered the tabled question, the MP who originally tabled it is allowed to ask
a further question relating to the minister's answer. In this way, it is sometimes
possible for MPs to catch a minister unprepared.
Question time has been widely copied around the world. It is also probably
the aspect of Parliament most well-known among the general public. The vast
majority of television news excerpts of Parliament are taken from this period of its
day. Especially common is for the news to show an excerpt from the fifteen
minutes on Tuesdays and Thursdays when it is the Prime Minister's turn to answer
questions.

HOW A BILL BECOMES A LAW
Before a proposal for a new law starts its progress through Parliament, there
will have been much discussion. If it is a government proposal, Green and White
Papers will probably have been published, explaining the ideas behind the pro-
posal. After this, lawyers draft the proposal into a bill.
Most bills begin life in the House of Commons, where they go through a number
of stages.
First reading: This is a formal announcement only, with no debate.
Second reading: The house debates the general principles of the bill and, in
most cases, takes a vote.
Committee stage: A committee of MPs examines the details of the bill and
votes on amendments (changes) to parts of it.
Report stage: The House considers the amendments.
Third reading: The amendment bill is debated as a whole.
The bill is sent to the House of Lords, where it goes through the same stages.

Once upon a time, in a land far, far away with the fairies, there lived a young
prince known as the Shadow King. The land had been ruled for three score years
by his much-loved grandmother, but with his father now so old he had been
granted a magic Oyster to help him travel, the nation was looking to the Shadowy
One as the man who would lead them through the critical early years of the third
millennium.
Yes, that's right. Here we are, a decade into the early 21st century, and we're
still having to talk about fairytale royal successions. "The Palace" has just issued a
denial that Prince William is being groomed as the "shadow king", as Elizabeth II
starts to reduce the number of her foreign visits. Royal denials aren't really worth
the wax they're sealed with, but in this case that's hardly the point. The real

question is, why on earth should we even be having to think about the lineage of
the house of Windsor at all?
Until now, most people have shrugged their shoulders at such questions.
Yes, it may be a little silly, but the Queen works very hard you know, and think
about all the tourism money they bring in. Besides, if you didn't have a monarch,
what would you have? President Boris? Republicanism is just for frustrated class
warriors with a chip on their shoulder about posh people acting as heads of state.
When our current queen took office in 1952, the vast majority
wholeheartedly supported the monarchy. The coronation in 1953 was a day almost
everyone from that generation remembers as incredibly special. At the time of the
silver jubilee in 1977, the nation could still be counted on to celebrate a major
royal event more or less as one, as was shown again when Charles took Lady
Diana Spencer as his wife in 1981. That, of course, marked the turning point.
Since then the mystique of royalty has gradually eroded. When the Queen
celebrated her golden jubilee in 2002, the majority hardly even noticed.
Nevertheless, most had also grown up with her reign as a fact of life, her throne
simply a part of the cultural furniture. So what will happen when a nation that has
fallen out of love with the monarchy has to face the spectacle of a succession?
Pushing the Queen off the throne is one thing, installing Charles or Wills on it is
quite another.
The choice itself is a dismal one. Whether you agree with him or not, Charles is
too opinionated a figure to occupy the role of head of state by mere dint of being
the product of winning a medieval sperm and egg lottery.
But if the monarch is to be purely ceremonial, then why should William be
condemned to a life of being no more than a professional hand artiste, specializing
in shaking and waving? If a contemporary king with power and opinions is
outrageous, then one with no more than a smile and good social skills is ridiculous.
So, whether it's a top priority or not, we're going to have to rethink the
monarchy soon. A republic is not the only choice. There is no reason why an
elected president would have to come from the ranks of the political parties. And,
really, what is the worst that could happen? I'd rather risk Boris Johnson for 10
years than an unelected regal buffoon for life. If history has taught us anything, it's
that both are horribly possible.
