The non-members have been advised to find solutions based upon goodwill and common

sense. For the members to U.N, Art 2 already provides for “Duty to render every
assistance”, thus in this light they should work out among themselves general conventions
or agreements that would reduce or eliminate the competition between them. It should be
noted that various states have successfully implemented these guidelines and cooperatively
found a practical solution for this.

An ancillary issue is the possibility of the victim being a national of the defendant state. It is
to be remembered that the action of Organization if not based on the nationality of the
victim but upon his status as its agent, hence it is not pertinent for admissibility of the claim.
