And whereas, an especial set-up has been deemed essential
for 'clearing up the aforepaid itmosphere, for maintaining law
and order, and for saving the country from the criticalsituation
facing it;
Now, therefore, keeping in view nothing but the good of
the country and the people, We have this day, in exercise of
the powers conferred on Us by Article 55 of the Constitution,
dissolved by this Proclamation the Cabinet along with both the
Houses of Parliament; and have assumed unto Ourselves the
entire administration of the country till such time as may be
required for the installation of an alternative arrangement.
Further, by this Proclamation we have suspended for the
present the operation of the following provisions of the
Constitution --
All the provisions of Part 2
All the provisions of Part 3
All the provisions of Part 4 with the exception of Article XI
A11 the provieione of Part 6 with the exoeption of Article LV
Chapter 3 of Part 9 with the exoeption of Artiale LXXIII
All the provisions of Pert 10

or military, ehould deviate from or be in doubt of hie or her
duties, functione, and re~ponsibilitiee.Wehave, on the contrary,
full faith that everyom will continue t o discharge the dutiee
appertaining to the atation he or ehe occupies and that, with
the goodwill of all the countrymen, everything will go well with
the country.
In the field of foreign rtffaire, We shall oontinue, ae We
have done hitherto, to hold firm to the principle of neutrality
and friendship with ell the friendly countries. Meanwhile, We
re-affirm Our desire for peace and friendship throughout the
eountry and the world.

To all our beloved people greetings,
We express our cordial thanka to all the people who hsve
unanimously supported the etepe taken by Ue in order
to safeguard the intereats of a11 and who, mindful of the
national interests at stake, have with patience helped maintain
peace and security throughout the Kingdom a8 a mark of tho
faith they have reposed in Ue eince the proclametion of
December 15. Nor mast We forget to acknowledge with C h k r
the loyalty and devotion to duty dieplayed in particular by
the officers and men of the bra.ve Royal Army and the officere
and men of the Police Force. Our thanks are also due t o othcr
governrnerlt servarits of every aector.
Everyone of you iu well aware of how under the leatier-
ehip of Our August Father of Revered Memory democracy
was ushered into our country t o replace the age-old ~ y s t e m of
administration with the goodwill and co-operation of the people
anrl how subsequently We too had t o the best of Our ability
matie every effort from time t o time so that the task of
national construction under a democratio system arid conven-
tion might march forward.
It is not, however, the duty of a Nepali t o give impetue
t o forces of lawlessrlese in the Kingdom,disintegration of national
unity and other forms of mismanagement through a spirit of
irresponsibility and misuse of power in the name of democracy.
Unfortunately for all of us, wo b e r e subjected t o this sort of
experience. .

the country.
Since there was no tax system in the country so far,
it was necessary for eome time in the beginning t o inculcate
in the people the habit of paying taxee. Taxes have an
important ~ont~ribution
to make in mobilising internal reso-
urces for development. Hence in the early stages it was
proper t o i n c r e w the rate of the tax, to familarise the
people with the tax system and gradually enhance the
rate of new taxes.
But a tax system was adopted without educating the people
that no development is possible without taxation and without
sufficient regard to existing conditions and considera-
tions of equity. As a consequence an atmosphere of econo-
mic uncertainty spread among the people. The land tax
was imposed with a view to bringing about distribution
of land among the cultivators. It was never hoped that
t h b tax would bring much additional revenue. ~ u i t tpro-
duced just the opposite result. As there was no record of
lend-tiller's rights, even those who *could have acquired
the rights of protected tenants were evicted. The
was there was mass eviction creating a serious problem.
There was some land distribution but very little land went
to the cultivator. The landlord stopped all credit for food,
cultivation etc., even to those who were protected tenants
who thus found themselves in a helpless conditions.
The present government has resolved t o abolish the
Birta eystem and t o introduce the tax system. It will be its
duty to implement both these measures after a careful consi-
deration of what has been referred to above, in the light of the
past experience, and on the strength of a practical policy based
on scientific analysis of facts and figures.
As Nepal is predominantly an agricultural country the
standard of living of the majority of the people connot be raised
without adequate reforms in the present system of land tenure.
The ownership of land ie vested in a very small number of
people and the majority of cultivstore are exploited. Such a
situation is a great obstacle to economic development and t o
democracy. The government will make a thorough study of all
problems connected with land system s n d will certainly take
necessary steps to end exploitation in the land as soon en
possible.
The government realises that industrialisation is necessary
for economic development and will pay attention to overhead
requirements like transport and communication and power,
without which thera can be no industrialisation. I n the mean-
time the plan for economic development will assign wdll-mapped-
out fields for the public and private sectors and will provide
proper safeguards for private capital, special facilities and
encouragement in industries. Since domestic private capital
alone is not sufficient for development, foreign private invest-
ment will be most welcome.
It will be the objective of our foreign policy to maintain
friendly relations with all frien(lly natiorls a ~ l t lto strive for t,lle
certainly work very hard for it and give up ease and comforts
of life. The call to the Nep lleso nation to-day is for sacrifice
and discipline. I n our long history we have more than once
successfully met challenges of the times and difficult circums-

During tho ehort period that hee elapsed since the dis-
solution of the previous administration, an atmosphere of
alarm and terror has happily turned into one of confidence, peace
and security. This clearly ehows whither the faith, aspiration8
and active co-operation of the poople lie. Despite all that may
be said to the contrary, it has hence been proved that the
previous government, was run by a few self-seeking individuals
who, in the name of democracy, flouted the interests and
aspirations of the people and did not even hesitate to imperil
national unity, solidarity and sovereignty. Let every patriotic
Nepalese, however, understand that the success of the timely steps
we have, in response t o the genuine wishes and aspirations of
the people, ta,ken with a view to preventing any further
national deterioration that would have been an inevitable
result of the continuation of the former government, depends on
the labours, the love for the nation and the devotion t o
national unity on the part of every Nepali. These steps have
been taken by us with the intention of making a real begin-
ning of the Era of Development.
Everybody must be aware that, for the past few years, our
policy of friendship and ileutrnlity has been paying dividends
by way of better and stronger international relations. I n the
light of this, our State visits to India, Ceylon, USSR, Japan,
USA and UK and similar historical visits t o our country by
Their Excellencies the Presidents of India aud USSR and Their
Imperial Highnesses the Crown Prince and Princess of Japan
and by the Honourable Prime Ministers of India and China
acquire special importance.

Your Majesty,
We are very happy to welcome you, His Royal High-
ness Prince Philip and the other dietinguiahed guoste t o
this function to-night. It is no exaggerrttion to say that this
is a landmark in the hge-long history of unbroken friendship
between our two countries. Your welcome arrival to-day
has certainly strengthened the growing relations of friendship
between our two countries.
The happy memories of our pleasant visit to your
country last October are uppermost in our mind on thie
occasion. I have been greatly inspired by the British national
character and the intellectual attainments and material
progress of Your Majesty's subjects. We are also grateful
for the co-operation and assietance recoived from your
country.
Engaged in the task of development of their country,
my subjects can learn a good deal from your glorious King-
dom. Your Majesty's land, juatly called the land of the
Mother of Parliaments, is also, I believe, aware of the
difficulties that beset a country rece~itly dedicated to tho
development of this system.
Although, on account of many and diverse errors and
shortcomings, my desire t o work out a, strong and unalloyed
form of parliamentary democracy for the betterment of
my Kingdom could not be a success a t the moment, I am
still iirm in my eatlier belief that your experiences in the
development and working of your institutions can be and
are of great value to us.At the same time, it is but
natural for any good and successf~lsystem to take time
to strike roots.
Despite the courage and well-known devotion of our
people t o arts and matters cultural, there is a lack of
modern amonities in our ancient land and this fact must
have told upon Your Majesty's comforts. Even then, I
trust' that our honoured guests must have felt today
how happy and pleased my people are t o welcome Your
Majesty.
I hope that the fresh breeze from the High Himalays
of Nepal will make Your Majesty's historical visit a plea-
sant one,
And now, I propose a toast to the health and long life
of Your Majeety and that of His Royal Highneee Prinee
Philip and to the continued proeperity of the people of
the United Kingdom.

Beloved countrymen,
It gives us great joy to give you on this New Year's Day
a message of awakening with the prayer that this auspicious
day may be, for all of us, a bringer of lasting inspiration to
march along the path of progresa with new thought, fresh
enthusiasm and a vernal vision.
On this sacred occasion,I should like to draw the attention
of all our fellow-countrymen t o the one supreme aim of
national development while reminding them once more of
the changing times.
Everybody has understood by now t h a t r q i d develop.
ment, by all fair means, is the cryill:; neccl of nn nndorcievelopcd
country like ours. Our quest for t.ho system best suited to our
national genius and neccessi t ies let1 us through the clepres~ing
experience of the democratic experiment of the last ten yeihra.
It is, of course, true that every organization and ideology
has progros~l as its goal and its motivating force. But
i t is our common experience thnt absence of probity and
integrity makes the same organization or ideology a sturubling-
block on the way of t,he country's aclvancement.Tllis experience
is not peculiar t o us. This has, in fact, been the experience of
several countries of South-East Asia. For us, the vital cluest,ion
is the question of national development, not the qnew
tion of the superiority or inferiority of any ism or ideology
based on pure theories. We have to solve our boroblems in our
own way and accomplish the development of our country. We
are all fed up with the devastations wrought in our national
life by blindly copied isms. All the same, some sort of system
is absolutely necessary for the progress of the country, That
is why we have evolved a new system based on the bedrock of
popular feelings and aspirations and having for its sole aim the
establishment of a democracy suited t o our national genius. It
is but natural, t,herefore, t h a t our countrymen should have
increasing faith in the necessity and correctness of this
system. It is, indeed, a matter of pride for all patriotically
minded people thnt this has been possible within such a short
period of time. When people have shown such faith and also
redoubled enthusiasm for useful pursuits, we can unhesitatingly
say t h a t the gateway t o national prosperity is now open. This
is a matter of joy for 11s as well as for our compatriots.
Let those who have understood the purport of this

system explain it to, those who have not. Any unselfish work
in this direction will surely be a contribut~on to the nation
and commendable as such. Let all rest assured t h a t sycophants
and selfish-minded people will get no quarter whatsoever in
t h i ~new set-up. Hence, let all co-operate in the noble task of
national development by faithfully discharging their duties
from their re~pectivepoets. For the time being, we shall march
forward on tho bssie and with the goal of a basic democracy
suited t o our national aspirations and built up from the
bottom. Then after five years or so: people will be in a position
t o judge what kind of ideology is in their best interests and
adopt the same. Tllis kind of ideology alone will be an asset,
inctead of a liability, in the work of advancing our motherlanci
along the luminous path of all-round advanceme 11t . Tileu alone
will many benefit instead of just a few. Lct us, therefore, not
have diverse goals or i n , l ~ ~ l in
g e point!c-ss controversies. Let us
single-mindedly a t t a i r ~higher and higher targets of progress.

With this idea in vidw, some steps :lave been taken t o
organise various classes and communities and various works of
common welfare and national development have been sct afoot,
with more t o follow, through the basic organization of rural,
town and district councils. I n this very way, people will be
made d&velopment-conscious and their constructive energies
will be fruitfully channelised. The reason for laying special
emphasis on this type of organisation and the Panchayat
principle underlying it, is t h a t i t enables people of all levels t o
take an active part in national welfare work and also makes
possible a n actual representation of each and every individual.
Planing,capital and labour, these are the essentials for nati-
onal development. Practicable plans will soon be ready. Capital
is also available with the co-operation of all friendly countries
including India. We Nepalese are industrious. So, there is no
dearth of labour. Now the only necessary thing is to apply
ourselves to useful activities. With this aim in view, the
government is going to show the way. It is, however, the
duty of all countrymen to engage themselves in work with
enthusiasm and dedication. Thus, to lay the foundation of an
enviable future with all possiblu kinds of co-operation is the
demand of t h i ~era of development.
On one side, we see progressive order and stability in our
country.0n the other side, outside our country some people are
still indulging in all sorts of misleading propaganda based on lies
and invented! by imagination. This ie regrettable. Truth is
always truth and defies all attempts a t hiding it. But, truth
has no meaning for those who, for selfish interests, go about
spreading lies based on imagination.Evon such people, however,
have not been denied the opportunity for finding out the truth
and clearing up their delusions.
On this occasion, I should like to make this also quite
clear that our government is run wholly on the basis of the
laws of our country, which were made in accordance with
our peace-loving and law-abiding traditions. Thua also peace
and tranquility is being maintained throughout our country.
The same spirit will also be observed in future. Also, rights
and duties have received due legal protection. Just because a,

ough the effective solution of the problems currently agitating
mankind and that international good-will and co-operation may
grow from strength to strength.
I n conclusion, I once again convey t o you all my cordial
good wishes, headed by the prayer t o Lord Pashupatinath that
He may bless our determination to pool together our new zeal
and enthusiasm for the all-round development of our country.

fight for independence. Some of the cou~ltriea of Africa have
wo11 their independence in recent yema aud, speaking of the
corltinent t ~ ea whole, there is a tremendoue upsurge of the
massee for liberation in all African countriee.
Nepal is firmly on the side of the forcee of revolution. We
believe that coloniali~mis a n unmixed evil. Rocial and political
order involving such relationehips between man and man ia
not acceptable. Anti-colonial revolution, wherever i t f a h place
and in whatever form, must be supported. And Nepal has
always taken this uncompromising stand on thie question. If
the colonial powera say that we do not appreciate their inten-
tione and understand their problems, we reply t o them that
they do not understand our feelinge.
While taking thie uncompromising atand against coloni*
lidm, we do recogrlise that some colonial powers have acted
with more grace, and with greater statesmanship end imagi-
nation in reacting to the challenge of time than othere. A colo-
nial power like the United Kingdom, having grasped the fact
that the days of colol~ialismare numbered, has acted on the
whole in such a manner as to get the approbation of many
countries. Having taken lead in enslaving large masses of
people, ehe has also taken lead in freeing them. But it may be
observed at this stage that we will be misled, and misled
utterly, if we believe on this ground that anti-colonial struggle
is all over. On the other hand, we should still be ready and
prepared for a hard and protracted struggle before the liquida-
tion of the colonialism is complete. I n Algeria bitter fight here
gone on relentlessly and without break for more than seveu
year0 against the French colonielism. I f the French record in
Algeria belies her own great liberal tradition, the Algerian
record has simply been inspiring. The people of Nepal have
regarded the courage and bravery of the p e a t Algerian people
with unbounded admiration and respect. We are particularly
happy that the representatives of the Algerian Provisional
Government have come here to participato in this Conference.
Port~igesecolonialism,ae is well known, has oaused unspeakable
agony to the people of Angola and Mozambique. I n Konya the
people are still waiting to be free.
It is in Africa again that some disturbing signs of uew
colonialism are visible. Reoent events in Bizerta go t o prove
that colonialism dies hard and it needs costly fight to remoire
the last remnants of colonialism. Agai11, had it not been for
the new colonial design of Belgium, the Congo would have beer1
quiet long ago. Both in the Congo and in the United Nations
all the attempts directed tawards tho solution of the Congolese
problems failed in the past not because some have supported
one faction and other8 another, but because Belgium has
definite nco-colonial ambitions in the uranium-rich Congo.
Neo-color~iulism aims a t the economic domination of tho
and is an even subtler farm of oxploitation in
former colo~~ies
many ways. Nepal has made it clear in the United Nations and
outside that she is opposed to all domination over any country
by any other.
Anti-colonial movement is a part of the wider movement
for pence. Another factor that is equally important for peace
and seourity is disarmament and drastic reduction of all arms.
The importance of disarmament cannot be too strongly empha-
sised. I n the first place, ever-mounting piles of armaments that
are being made and stocked by rival power-blocs are the
constant source of danger, because, if history is any guide,
armaments that have been piled up have always been used.
Therefore, armament increases the sense of insecurity. Second-
ly, armament race is extremely expensive and consumes
resouroes that could be used for raieing living etandard of the
people. Low living standard generates teneiorl within the
community. Finally, the baaic source of tension among the
nations, in our opinion ia not ideology but economic disparity
between individuals and natione, and the baeic cure ie not
armament but economio development. Armament, therefore,
creates a vioious circle, in 00 far as it withdraw8 a large part of
the resourcee that could be used for economio development.
And this has the effect of retarding economic development and
perpetuating the basic source of tension.
We are no experts on the question of disarmament, and
we believe that it is a matter which should essentially be
settled between the two partieo directly involved. It i~ for thie
reason that we have always eupported any step, that is likely
in our view, t o briug the two parties together. Our repreeen-
tative a t the United Nations worked in this spirit when he
participated in the Disarmament Commission. My government
held the same view when supporting the Ten-Nation Disarma-
ment Committee and had expected much more from that Com-
mittee than what actui~llyis achieved. The course of disarma-
ment negotiations has been far from smooth and there ha8 been
a wide range of ebb and flow in our expectations. The course
of negotiations on the ban of nuoleer test8 has been equally
tenuous, though more progreaa had been made in this field
than in other fields. We believe the Conferenoe must make i t
clear that non-aligned countries are unitedly in favour of the
complete banning of nnclear tests.
B u t the goal is as distant a0 ever. We must remember,
however, that iilepite of the great debate over the question of
whether disarmament before control or control before dbarma-
ment, we have a feeling that the Western and the Soviet
positions are not so fundamentally opposed as they are made
out to be. And givon the will and determination, it should still
be possible to come to an agreement. It is very clisturbirlg to
find that the Vienna meeting between President Kenrledy and
Premier Khrushchev should have acturtlly resulted in inoreaeecl
tension, when our hopes and expectations were so different. Aa
matters stand today, we seem to be heading towards a world
of more threats, more incrimination and more tension. FOP
this reason, the Confererlce we are holding its confronted with
a challenging task- the task of doing something concrete in
the direction of lessening the tension at the present moment.
The principle of peaceful co-existence, belief in which is
the common factor among all of us present here,is the principle
which has grown out of the recognition of the realhies of the
international situation. It is for this reason that peaceful co-
existence is being accepted by ever-increasing number of states
in Asia, Europe, Africu and Latin America. The principle of
peaceful co-exiatence when used negatively in the sense of
military non-invol \-ement becomes one of non-alignment. Belief
in the policy of nou-alignment implies in our opinion rejection
of the theory t h .t the challenge of the modern world is a mili-
t ary challenge.
Western countries have achieved their economic eman-
ciyc~tion within a certain social and political system and the
Soviet Union has achieved hers in a different political system.
They achieved their difficult targets a t great sacrifice and after
sustained hard work. B u t the problem collectively facing the
under-developed countries of Asia, Africa and Latin America
today is' far more difficult and demands greater sacrifice and
harder work. Exacting nature of the problems, the drastic
character of the disease, requires drastic remedy.
I n Nepal, as elsewhere, we are passing through a great
xevolution. The central purpose of the revolution is the raising
of the etnndard of the poople through economic devdopment,
and an essential measure of ite suocess ie the actual achieve.
ment of economic developmente. This is a great and exacting
ttuk. Ttlorefore, Nepal has etriven to achieve this rapid econo-
mic development through inetitutions and organisatione which
are in keeping with her national genius and tradition, and
which are competent enough to effect speedy development. We
are fortified in our belief by the examples of our friends in the
different parts of the world. Deeply rooted in her epiritual and
religious traditions, Nepal cannot be galvanised into action by
purely materialistic view of ti&. Handicapped by extremely
undeveloped, monl~lithiceconomy, based on agriculture, ahe
cannot solve her j)r.ohlerns by the method of trial and error,
impl~citin the capitalist system of production. A middle way
seems to be destined for Nepal-a way, which combinea human
aud spiritual values of life, with adequate rate of economic
growth. In so doing, we must develop intitututions, that sell to
the poople, that strike roots among the people and above all
that are geared to action rather than talk.
As we are absorbed completely in this national develop-
ment we want to keep away from all sorts of military alliances
a.14, so for as bloc fromtltion is concerned, we are not in favour
of forming even a neutral bloc. It ie only in the last ten years
that we have started t o achieve contact~ with internaticnnl
community, and in this ~ h o r period
t we have done all we could
to strengthen the forces of peace.
But this does not mean that we should not work collec-
tively for the world peace and for the economic development
of the underdeveloped countries. W e must strive t o achieve
unity amongst ourselves by developing positive poi~ite of
contact,cultural and eo~nomio~entirely
different in quality from
those that are usually fostered between big and small powers.
The best form of co-cporation ie of course the economic
co-operation, and a substantial measure of ecorlomic co-opera-
tion is possible even among non-aligned countries. In political
field also co-operation has always been fouad po~sible and, in
our opinion, the Conference could holp to make political co-
operation even more purposeful and effective specially in tho
United Nations. There are a number of questions filciug the
United Nations which still divide the non-aligned nations and
on which agreement could be possible if more effective mansof
consultation could be devised.
One of the matters likely to engage tho attention of the
non-aligned countries for some time is the question of the
structure of the United Nations. I t ia generally believed that
the structure as provided for in the Charter does not reflect
,he present political realities in Asia,Africa and Eastern Europe
and t h a t the Secretariat too as a t present constituted is
weighted far too much in favour of Western Europe and North
America. The interesting suggestion made by the Sovie, Union
that the office of the Secretary General be replaced by a trium-
virate, composed of the representative of Western Powers,
communist powers and neutral countries, seems t o us clearly
unworkable, and the solution of thia question will have to be
found, perhaps, in a fairer representation of the countries.
Another difficulty in the United Nations i~ on the ques-
tion of proper representation of China. It has been our view
that by refusing to accept China in the United Nations the
World Organisation has lost much of its effectiveness. Whether
in the United Nations or outside, China remains a world power.
And not to have this power in the United s a t i o n s is harmful
to it, and irritating t o China.
Nepal regards the United Nations as a guardian of free-
dom of the small nations and would like i t to grow in such
a manner as would inspire the confidence ef euch nations. This
Conference coulcl, in our opinion, give lead in this direction.
I have juet outlined very briofly Nepa,l9eattitude to eome
of the more important international problems. As the agenda
before us is very long and fairly complicated, reflecti~g as it
does compromise between various points of view, I feel that
we must confine ourselves to a discus~ion of general iseues
rather tllan specific ones. When the idca of the Heads of States
of non-aligned countries was firet suggested, Nepal readily
accepted the idea, and has worked to the best of her
ability to make the Conference a success In our view, BUCC~SY
