Plant Location

The proposed plant location in Binan, Laguna beside the Laguna International Industrial

Park, has an estimated area of 1.51 hectare. This chosen location is the best option considering

the surroundings of the disposal facility and the treatment site. It has adequate access to clients,

workers and transportation. Since medical waste treatment does not produce foul smell unlike

that of conventional municipal waste treatment, it won’t make significant inconvenience with the

surrounding residential places, rather it will open opportunities for them. These make it the

optimal location that meets the objectives of the plant.

The medical wastes that will be treated by the plant will be coming from different hospitals,

research and testing laboratories, autopsy centers, mortuaries, blood banks, nursing homes and

other health care facilities all over the country. Regarding the water supply, the water needed

will be coming from a nearby water source from Silang-Santa Rosa River which is ---- meters

away from the borderline of the site. Presented below in figure (.) is the proposed plant location

and the plant size is 1.51 hectares.

Geography

Laguna International Industrial Park is known to accommodate most type of industries in

south Luzon and has the largest export processiong zone. Since geographically the plant is

accessible. The industrial park is located in Binan, 4024 Laguna which is approximately 40.5

kilometers away from manila with a travel time of 1 hour and minutes. It is confined by San

Pedro on the north, Sta. Rosa on the south while Carmona, Cavite on the west and Laguna de Ba

on the eastern and northern horizon. The plant is located between Metro Manila and the rest of

South Luzon. Statistically, majority of the hospitals are located in Metro Manila and South

Luzon, choosing this location made the plant accessible for the clients needing the service

provided by the plant. In addition to that, there is no available medical waste treatment facility

located in this vicinity.

Climate
Presented below is the summarized climate data of Binan, Laguna. The city is known to

have two seasons, dry during the month of November to April and wet during the rest of the

years with an average rainfall of 200 mm.

Demography

Laguna has the second highest population in South Luzon having a growth rate of 2.47

from the year 2010-2015. In 2015, Binan ranked 8th in the most populous cities or municipality in

South Luzon, having a population of 333,028. Recent study by Philippine Statistics Authority

(PSA) showed that the population of the city in 2016 is 333,598. Having 24 barangays and

42,307 households.

Infrastructures and Facilities

Telecommunication

The telecommunication companies providing telecommunication services include Intelco, Isla

Com Telecoms Center, Ayashi Design Company and Philippine Long Distance Telephone

Company. In addition, its internet access and service providers are Globe, PLDT, Sun Cellular,

Royal Cable, E-Net and Intelco. With these, the location has no problems in terms of

telecommunication and internet services.


Power and Water Supply

Laguna Water provides the city its potable water while Pam’s Water Supply, World’s Water and

GMA Water District provides its non-potable water. On the other hand, power supply comes

from Ecozone Power Management Inc., Philllipine Matsuzaka Electric Inc., and Meralco.

Transportation

The plant location is near the national road which is the South Luzon express which

makes the plant accessible for cities in Metro Manila and other parts of Luzon, since the express

way reduces the travel time. In addition to that, Laguna is known to have the largest export

processing zones which make the city open for imports and exports.

Wastes from Metro Manila are to travel for 40.5 kilometers to reach the plant through

South Luzon Express Way. The clients will not transport the wastes generated but the service

provider will collect the wastes every week and the transport fee will be charged to the client and

the transportation may be either by land, air or water.

Economy

Binan, Laguna has two industrial parks. One is where the proposed plant location is

which is the Laguna International Industrial Park and Laguna Techno Park. Which means that

the economy of Binan Laguna is high. It is also considered as a first-class city because it is a

location for the Philippines largest estates. It is popularly recognized as the trading center area

for the south of Metro Manila and has the largest public market in Laguna. It is one of the major
growth areas in CALABARZON region since the city is now transforming into a more

competitive and progressive city.

Environmental Considerations

Major environmental impacts contributed by the plant includes air emissions of components

(CO2, COx, PM, VOC) from the incinerator and will be reduced by the scrubber to minimize the

air impacts. Waste water will be generated from the autoclave unit and from the disinfecting of

bins and since the plant has its own waste water treatment facility, waste water will exit the plant

clean. The plant also contains its own landfill so that contamination of medical solid wastes from

general household wastes will be reduced as it is considered one of the problems that needs to be

address in dealing with solid wastes. It is also important to take into considerations the human

impacts since the waste will be handled by employers but the plant has transport line to reduce

human contact with the wastes but to ensure the safety of the employers it is advisable for them

to be vaccinated.

Waste Water

Waste water discharges are expected to be in small volume and will be discharged from

the autoclave and bin sterilization units. Wastewaters are normally intoxicated since they come

in contact with the wastes that are being treated. These waste waters are stored in a tank to reach

the specific amount of volume that the waste water treatment facility can handle, therefore the

process is by batch operation. The waste water treatment facility comprises the standards for

treating polluted waters and the processes are sedimentation, aeration and disinfection and after

these processes the water is safe for discharge.

Air Emissions

The plant will be utilizing incinerator that will be used for pathological wastes only since

it contains human parts and therefore will not contribute so much environmental impact for air.

In addition to that, scrubber will be used to reduce the amount of air emitted to the atmosphere

which are the components of criteria pollutants. Therefore, the emitted gases will pass the

required level of emission for criteria pollutants by the DENR.

Land Disturbance

In the construction of the plant, it is expected that the local ecosystems will be changed

and damaged that will result to erosion and disturbance of habitats not just for animals but for

humans as well. If the plant location has pipelines underneath, upon the construction, the water

supply will be interrupted for a while until the pipelines are arranged in which it can no longer be

a hindrance for the plant. To lessen the effect of land disturbance, it is necessary to follow orders

for your plant layout to ensure the most efficient construction of the plant.

Social Constraints

The impact on social considerations will be upon the construction of the plant wherein

there will be noisy bulldozer and other construction equipment. Upon the operation of the plant
there will be less noise generated since the plant will be enclosed inside a facility. The manpower

that will be handling the wastes are to be hired from the affected population. The company

assures that each person receives complete set of vaccines in order for their system to tolerate the

exposure of chemicals but these exposure limitations are still observed by the assigned safety

engineer. To address the concerned citizens around the vicinity where the plant will be located,

they will be informed about the construction including the implications that may arise before,

during and after the plant is constructed. This is upon the agreement with the plant

owner/representative and the residents.
