Bridge Officers familiar with AIS operation, demonstrate to show internal settings and

GMDSS-AIS MMSI number. Mandatory to take part in the MASTREP system


Bridge- Navtex receiver do not work in Australia (Navarea X) and New Zealand
GMDSS (Navarea XIV). All coastal 518khz transmitters have been shut down. For that
Navtex Inmarsat C must set to EGC call enabled in Navarea X and subdesignators A-Z
put in the system for the respective voyage along AUS or NZ coastline to
receive Navtex message via Inmarsat C. See NP 285 Vol. 5 Pages 260 and 261.
Both pages to be copied and put near Radio station. All Officers familiar to
demonstrate settings to PSC inspector. Settings to be stated out in Passage
Plan.
Bridge All officers familiar to send undesignated and designated distress Messages.
GMDSS Inmarsat must run on battery weekly and test recorded, all Officers familiar
Inmarsat C with this procedure.
AMSA will check if equipment is running on battery properly. Battery Voltage
between 26 to 28 Volts when under load. E.g sending message. Weekly Link
test and Monthly PV test to be printed out and kept in File folder.
Bridge All nav lights in good condition and regularly cleaned from salt after bad
Navigation light panel weather periods.
Bridge All officers to be familiar with executing Radio check by DSC message.
GMDSS Preferably Charleston Radio should be used an frequencies 12KHz during day
HF/MF DSC or 8 KHZ during night for test. Test to be run when equipment is on battery.
Records / printouts of test (weekly) to be kept in file.
Bridge All officers familiar with equipment. Able to demonstrate test by sending out
GMDSS ship to ship message (same MMSI) from No1 VHF DSC to the second device.

Bridge All officers familiar with SART test settings. Should demonstrate this and could
GMDSS explain picture on the X-band Radar and why S-Band Radar don’t work with
SART SART. Officers should know preferably settings for SART finding on the RADAR
(Range and pulse length) or able to use default SART finding settings on RADAR
where applicable. (See GMDSS Handbook -Makers instruction for this)
Bridge All Officers familiar with RADAR and could execute RADAR Performance Test.

Officers able to explain all three procedures to PSC inspector.

Bridge No alarms or faulty loops on panel. All officers familiar with the alarm panels
Fire alarm panel and its information. Officer able to explain the areas of fire from respective
Fire detection Panel loops.
Bridge Comprehensive PP for the last voyage and the next voyage must be prepared at
Passage Plan the time of attendance of PSC Inspector. A not prepared PP / sea charts for
upcoming voyage could let to detention. PP must show: All charts and NP in
use. All used Charts and NP corrected to latest NTM. Largest Scale chart for
voyage to be onboard. Note that AUS HO Office has introduced a new Port
Botany (Sydney) chart NP 196. This chart is not inside BA catalogue and for that
often forgotten. AMSA Sydney will inspect always if this chart is on board and
used for calls in Port Botany. All Charts from the last voyage to the AUS port of
Call must be available and plotting intervalls in the sea chart must correspond
with the PP. Plotting intervalls should not exceed 30 minutes, max 60 minutes
on very small scale chart.
During passing sensitive or narrow and confined waters e.g TSS Wilson
Promontory, Great barrier Reef , Torres strait, Banks strait etc. plotting of
intervalls to be set to 6 to 12 minutes.
Plotting positions under Pilotage is mandatory, the bell bog entries alone for
passing boys etc. is not sufficient for AMSA Inspectors. Bridge resources may
increased by additional Officer or by a Cadet, 4 th mate / training mate to
support bridge team during the pilotage and berthing to ensure proper Pos.

UKC form filled out and in UKC in line with companies requirements and local
harbor/pilot requirements. This to be checked with Pilot during briefing for

Bridge The Australian Handbook AHP 20, the AUS Chart Catalogue, the Australian
Passage Planning Marine Notices and Marine Orders should be on board
AUS MN and AUS MO are available from website and should be send on board
as attachment to vessel. Request via SI. All AUS MN should be printed out and
read by OOW’S record for this to be taken.
Bridge On vessels using combined latter for embarking , pilot ladder must be secured
Pilot embarking to ships side by yellow magnets. Gangway to be secured to ships side by blue
procedures suction bell. Bosun / AB’s familiar with rigging the pilot ladder according to this
IMO/IMPSA arrangement. Magnets and blue suction bell only on stock in
Sydney for whole Australia. If equipment is not onboard Pilots must be notified
via agent, they will normally give one time exemption. Otherwise this could
lead to delay in pilot boarding until weather conditions are feasible to a low sea
state.
Bridge Magnetic compass in good order corresponds with Gyro. Officers able to
Mag compass convert chart courses into Mag courses, using the correct magnetic Isodynen
Bridge/Monkey deck for Variation and Mag compass steering table for deviation. Variation up to 18°
degrees in AUS). Compass easy visible no bubbles, light and emergency light
working.
Bridge Hydro-unit from VDR in good order and not overpainted. Hydrostatic release in
Monkey deck good order.

Bridge Battery room clean and in good order. Natural venting open. Battery change

Safety equipment Lifeboat sea side secured in fall preventers, ready for inspection. Officer to
Lifeboats demonstrate release procedure, engine starting on first and second battery

demonstrated. Release hooks (on & Off load9 well maintained clearly showing

No drain water from laundry allowed to discharge into port basin
MLC Sufficient fresh provison onboard for the next voyage. If fresh provision come
to end soon provision order for the next harbor should be presented to AMSA
inspector. First in First out system to be established. All cartons with fresh or
frozen food stuff must marked with edding for port and date when received on
board.
MLC Vessels changing room clean, shower not obstructed and ready for use, shower
curtain is in place and clean
MLC Skin care protection scheme system implemented, in washing and sink areas,
all dispensers filled up and working.
MLC All cabins clean and tidy. All bathrooms have cold_hot water, toilet flushing is
working
MLC During port stay local broadcast TV could be received in crew recreation room
MLC Standard working arrangement and watch schedule ( sea and port) displayed at
easy accessible place.
MLC All crew has valid SEA (seaman employment agreement =seaman employment
contract). Usually 6+1 months for ratings. If a relieve date is missed and crew is
staying longer then the 7 month a new contract must be issued. Normally a 1+1
extension. Every crewmember on board must have a valid working contract.
Item will be excessively checked by AMSA esp. for Myanmar crew.

Engine room Sewage plant in good working condition, blower running, gauges clearly

Approved “pump rate to vessels speed” table is displayed for discharging
sewage tank in case of failureof sewage plant. (outside of 12nm only)
Engine room OWS in good condition, all seals in place, Officers able to demonstrate
operation of OWS. Calibration certificate in place. 15 ppm device working.
Clear indication that three valve is working *air pressure”. Valve to be openend
and rod and disc and housing checked for good condition, cleaned from oily
debris. AMSA randomly request to dismantle valve to check for condition.
Engine room IMO number and Official number displayed with “welded on” letters at
bulkhead or were best visible.
Engine room Fire flaps in tunnel and ER fans fire flaps are in good working condition
Hospital Hospital clean and tidy, toilet clean recently flushed, drug locker locked, keys in
2nd mate custody.
Hull Ahmings and Plimsoll marks painted and in good condition
Hull Gangway in good condition, net rigged.
SOPEP_ The definition “nearest land” as used in the Marpol and IMO regulations as
MARPOL reference line e.g for discharge of food waste or use of the OWS is defined by a
Nearest land _ safety basis line determine the great barrier reef also as land. The relevant “nearest
distances to land land “ borders are printed into the sea charts and called “Torres strait PSSA”
at Australias east and “Great barrier reef PSSA”. All distances to be measured from this line
coast. seawards to maintain the required distances. The waypoints of these lines are
described in the Marpol annex IV Reglements for discharge of sewage and AHP
20 “Australian Handbook for seafarers” page 71ff.
