Ne : The policy of tationalization of schoois under School and Mass Education Department has been framed by the Govt. in S&ME Dept. vide Notification No 10442/SME dated 14,05.2018,The objectives of such rationalization have been elucidated in the said notification. In view of the immense benefit such: rationalization provides in terms of savings of state resource and also Improvement of quality of ‘education, there is continuous endeavour at the level of Govt. to further strengthen the policy of rationalization, expand its scope and consolidate the process in order to achieve the following: «Ensure achievement of grade appropriate level learning outcome. + Making schools aspirational « Insprovernent of Pupil-Teacher Ratio (PTR) «+ Better infrastructure facilities in consolidated schools « Better academic environment with increased staff and larger peer group for students + Vibrant parent communityas the enrollment increases «+ improve the quality. of monitoring of schoois in the State * Better utilization of public resources + Better transition rate and school management + Eniabling school ecosystems to create future entterpreneurs & employers Thus, after careful consideration, Govt: have been pleased to introduce the policy of rationalization and consolidation of schools in the following manner: 1. Objectives: « The objectives of the policy are as follows: i. To reduce the number of educationally and economically sub-optimal schools. Fi To rationalize and consolidate existing schools to reduce the category of schools and thus fix the range category to only four, 1.2. EY, IVIL FX & VEX. To create as many integrated secondary schools as possible hence provide education upto. secondary level in one single campus, improving transition. iv, To consolidate standalone Upper Primary and Secondary Schools. 2, Scope: All government schools of Schoo! & Mass Education Department both Elementary and ‘secondary shall be taken for rationslization and consolidation under the policy.“SRT Ree 43. Initiatives under the Policy ‘the following major initiatives shall be undertaken for implementation of the poliey:” A, Merger of schools 8, Up-gradation and introduction of Lower classes in schools where necessary A) Merger of schools: i. Principles ‘The exercise of merger & to be conducted in a manner s0 as to ensure optimum number of schools with optimum enrollment, create as many integrated secondary School's as possible and convert all other schools having reasonable enrollinent to any of the four categories of schools as mentioned in the objectives of the policy. In the set of ‘wo or more schools identified for merger under this policy, one Schoat will be identified vuith which other schools will be'merged, this schools will be referred to 2s the Lead School, The other school(s) which will merge with the Lead School will be referred tos the Satellite Schools. In order to achieve this, the fotlowing kinds of mergers are to be taken up! 2. Government Elementary and Secondary Schools having enrollment less than of equal to 20t0 be merged with nearby schools irrespective of distance, b, Government Elementary and Secondary Schools Tocated in same campus oF within 4100 meters irrespective of enroilment are to be merged. c, Standalone Government Upper Prinary.(UP) Schools with class range 6-8 are 1 be rorged with nearby Primary/Uppet Primary end Secondary scheels or view ~verss. di.
