Sir/Madam, As you are aware, Delhi is threatened with the spread of COVID-19 epidemic, which has already been declared as a pandemic by the World Health Organisation, and has considered it necessary to take effective measures to prevent its spread in NCT of Delhi; 2g oot. of India had notified lockdown all over India, including the territory of NCT of Delhi, w.e.f. 25" March, 2020 till midnight of 3° May, 2020 to curb the menace of “COVID-19". 3. 4, Now, the Ministry of Affairs, Gol while extending the lockdown for two more weeks w.e.f 04 May, 2020 to 17" May, 2020 has issued order No, 40-3/2020-DMI (A) dated 01.05.2020 Specifying guidelines regarding the activities permitted in various zones i.e. Red, Orange and Green zone, classified by the Ministry of Health & Family Welfare. 4. ___ The Ministry of Health & Family Welfare, Gol has classified all the 11 districts of Delhi under the “Red Zone”, conveyed vide D.O, letter dated 30.04.2020 of Secretary, Ministry of Health & Family Welfare, Gol, 5. As per Clause-7 ii. d of the guidelines issued by Ministry of Home Affairs, Gol vide order dated 01.05.2020, the following activities in Red Zones (Hotspots) (outside containment zones) are permitted: “All malls, market complexes and markets shall remain closed in urban areas, i.e. areas within the limits of municipal corporations and municipalities. However, shops selling essential goods in markets and market complexes are permitted. All_ standalone (single) shops, neighbourhood (colony) shops and shops in residential complexes are permitted to remain open in urban areas, without any distinction of essential and non-essential. All shops in rural areas, except in malls, are permitted to remain open, without any distinction of essential and non-essential. ‘Social distancing (2 Gaz ki doori) will be maintained in all cases.” 6. _ In this regard, | am directed to request you to provide lists of L-6 & L-8 shops immediately, which conform to the above criteria prescribed by Ministry of Home Affairs, Gol along with an undertaking as per performa enclosed to be signed by officer not below the rank of Executive Director/General Manager of the Corporation.
