SPECIFICATION – FIRE EXTINGUISHERS AND CABINETS

1.0 GENERAL
This specification contains the minimum design and installation requirements for fire extinguishers
and cabinets. The location and type of fire extinguishers is to assure the safety of the occupants in
the building during a fire.

2.0 REFERENCES
The referenced codes and standards are intended to provide an acceptable level of quality for
materials, products and workmanship. In case of conflict between these standards and the text of this
Specification, the Specification text shall govern.
The latest revision of the referenced codes and standards shall be used as a minimum guide. In case
of conflict, the Contractor shall propose equipment, materials and processes conforming to one group
of codes and standards.

3.0 DEFINITIONS
Refer to NFPA 10.

4.0 HEALTH AND SAFETY CONSIDERATIONS


All works undertaken in relation to this Specification are to be completed in full compliance with the
respective health and safety requirements established by the following:
 MARAFIQ Standards
 Kingdom of Saudi Arabia
Legislation, Regulation, Standards and Codes.
 Contractor
Health and Safety Standards and Systems as accepted by MARAFIQ
 Health and Safety Conditions
Refer to NFPA 10.
In the absence of any of the above, best accepted industry practice shall be employed throughout.

5.0 SUBMITTALS
The Contractor shall submit for approval, the following items for review and approval before
commencing the work:

 Product Data
Product data shall include principal dimensions, general construction and material for each
item intended to be furnished and installed.
Manufacturer's catalog data sheets shall be submitted for all fire extinguishers, cabinets,
supports, signage and all other accessories and components.
 Shop Drawings
Working plans, prepared according to NFPA 10.
 As-Built Drawings
Clearly indicate sprinklers, systems, locations and symbols on the Shop Drawings and As-
built plans.

Identify any variation from Contract Drawings.

 Maintenance and Operating Instructions


Submit data conforming to NFPA 10 for testing and maintenance of fie extinguishers.
Equipment manufacturer recommended spare parts and tools list.

6.0 QUALITY CONTROL


The Contractor shall be responsible for the quality of work and shall develop and propose programs
and methods of construction and testing to achieve the specified quality to the approved.
The Contractor shall prepare and submit a set of As-Built Drawings of the location and type fire
extinguisher and cabinets, maintenance and instruction bulletins

6.1 Engineering Responsibility


Preparation of location, type, quantities and size of fire extinguishers shall be prepared by a
professional specialized fire protection engineer.

6.2 Single-Source Responsibility


System components and accessories shall be obtained from one source and a single
manufacturer, as far as possible.

6.3 Product Quality


Products shall be free of defects in materials, fabrication, finish and installation.
All materials and performance shall meet the appropriate NFPA standard.
Each item of equipment shall be listed by Underwriters Laboratories (UL) and approved by
Factory Mutual (FM).
Each major item of equipment shall bear the manufacturer’s name, trademark, serial number
and a UL and FM label.
Any fire extinguisher, cabinet or accessories that are damaged, painted, or sprayed with any
obstructive material shall not be accepted.

7.0 DESIGN CRITERIA


All fire extinguishers, cabinets and any additional fire fighting equipment shall be UL listed and FM
approved.
The minimum amount of fire extinguishers protecting an area shall be in accordance with NFPA 10,
NFPA 101, and Project Specification.

The maximum spacing between fire extinguishers shall be in accordance with NFPA 10, NFPA 101,
and Project Specification.
The selection of fire extinguishers shall be based on the hazard to be protected as per NFPA 10 and
the Project Specifications.
The selection and installation shall reflect high quality professional work that properly accounts for
practical maintenance concerns and aesthetic concerns, as well as meets the design requirements.
Fire extinguishing and cabinets shall be suitably designed to withstand ambient temperature changes,
vibration, humidity, impact, and corrosion.

8.0 PRODUCTS
All goods and products covered by these Specifications shall be procured, when available, from an in-
Kingdom manufacturer. Procurement of all goods and products manufactured out-of-Kingdom must
be approved by MARAFIQ. All products, system components and hardware shall be in compliance
with NFPA 10. Only listed materials and devices shall be used.
Fire extinguishers and cabinets installed outside, or in the presence of a corrosive atmosphere, shall
be constructed of materials that will resist corrosion or shall be suitably protected from corrosion.
All products, system components and hardware shall be in compliance with the applicable NFPA
standards and the Project Specifications.
All fire extinguishers, cabinets and any additional fire fighting equipment shall be UL listed and FM
approved.
To simplify the training of personnel and the stocking of spare parts, fire extinguishers and cabinets
shall be by the same manufacturer.

8.1 Portable and Wheeled Fire Extinguishers


The fire extinguisher shall be sized to provide sufficient extinguishing agent to extinguish the
fire and assure the safety of the occupants.

8.2 Wheeled Fire Extinguishers


Wheeled fire extinguishers shall be provided with a minimum hose length of 30 m (100 ft).

8.3 Extinguishing Agent


The extinguishing agent provided for the fire extinguishers shall be compatible to the area it
is to protect, so as not to cause undue damage to the equipment or area.

8.4 Cabinet Construction


Manufacturers' standard red enameled steel box, trim frame, door, and hardware to suit
cabinet type, trim style, and door style. Cabinets that are exposed to elevated temperatures,
the cabinets shall be provided with screened openings and drains.

8.4.1 Cabinet Doors - Indoors


Door construction shall be as per manufacturer's standard, vertical duo style with
double strength glass, continuous hinge and 180° swing.

8.4.2 Cabinet Doors – Outdoors or in Corrosive Areas


Door construction shall be as per manufacturer's standard, vertical duo style with
a full metal door, continuous hinge and 180° swing.

8.5 Brackets
Brackets for portable fire extinguishers shall be designed to prevent accidental dislodge of
extinguisher, of sizes required for type and capacity of extinguisher required.

8.6 Outdoor Protection


Portable and wheeled fire extinguishers located outdoors shall be protected by a heavy duty
all-weather vinyl iridescent cover. The cover shall be red in color.

8.7 Corrosive Areas


Fire extinguishers located in corrosive areas shall be enclosed in a cabinet. The fire
extinguisher cabinet shall be coated to resist corrosion.

8.8 Signage
Bracket-mounted extinguishers shall be identified with the words “FIRE EXTINGUISHER” in
red letter decals applied to wall surface.
Fire extinguisher in cabinet shall be identified with the words “FIRE EXTINGUISHER”
applied to the cabinet door.

 Application process shall be decals.

 Lettering color shall be red.

9.0 EXECUTION
All products and equipment shall be installed in accordance with MARAFIQ regulations, applicable
local codes and standards, the manufacturer's written installation instructions and Project
Specifications.
All fire extinguishers, cabinets and any additional fire fighting equipment shall be UL listed and FM
approved.
Fire extinguisher and cabinets shall be installed in accordance the applicable NFPA standards.
Provisions shall be made to facilitate frequent inspection, testing and maintenance as described in
NFPA 10.
Protect all equipment and materials at all times.
Cover and protect equipment and materials from dirt, water, chemical or mechanical damage.

10.0 INSTALLATION
Installation of fire extinguishers and cabinets shall conform to this specification, Project Specification,
and MARAFIQ Fire Code. Equipment, materials, installation, workmanship, inspection and testing
shall be in accordance with the manufacturer's installation instructions and NFPA 10. Extinguishers
shall be fully charged and ready for operation upon installation.
Fire extinguishers shall not be exposed to temperatures outside of the listed temperature range
shown on the fire extinguisher label. Fire extinguishers installed under conditions where they are
subject to physical damage (e.g., from impact, vibration, the environment) shall be adequately
protected. Where fire extinguishers are installed in closed cabinets that are exposed to elevated
temperatures, the cabinets shall be provided with screened openings and drains.
All materials and equipment used in the installation of the fire extinguisher and cabinets shall be new
and the latest design by the manufacturer.
All materials and devices shall be UL Listed and FM approved.
Fire extinguishers and cabinets installed outside, or in the presence of a corrosive atmosphere, shall
be constructed of materials that will resist corrosion or be suitably factory protected from corrosion.
Portable fire extinguishers shall be positioned for easy access and shall be protected from moving
equipment and mechanical or environmental abuse.
Extinguishers shall not be obstructed or obscured from view.
Portable fire extinguishers shall be installed securely on the hanger, or in the bracket supplied by the
extinguisher manufacturer, or placed in cabinets. Mounting brackets and fire extinguisher cabinets
shall be securely fastened to structure, square and plumb.
To avoid corrosion on the bottom of the unit, hand extinguishers shall be hung in position rather than
allowed to rest on grade.

10.1 Wheeled Extinguishers


When outdoors, wheeled extinguishers shall be located on a concrete pad with a ramp to
facilitate mobility.

10.2 Portable Fire Extinguishers – Mounting Height


The mounting height of portable fire extinguishers shall be in accordance with NFPA 10.

10.3 Portable Fire Extinguisher Mounting Identification

10.3.1 Banding Columns


When an extinguisher is mounted on a column, the column shall be painted on all
sides with a band of fire engine red paint. The band shall cover the portion of the
column covered by the extinguisher and continue past the top and bottom of the
extinguisher. When such banding will be obscured by storage, it shall be
continued to a point 1 m (3 ft) from the ceiling. A clearly visible sign shall indicate
the extinguisher location.

10.3.2 Wall-Mounted Extinguishers


When the extinguisher is mounted on a wall, the area behind the extinguisher
shall be painted fire engine red and a clearly visible sign shall indicate the
extinguisher location.

10.3.3 Mounting Extinguishers Indoors


The area behind extinguishers need not be painted fire engine red for indoor
occupancies (such as offices, office hallways and cafeterias) where decor is
important. Fire extinguishers shall be enclosed in a cabinet. A clearly visible
sign shall indicate the extinguisher location.

11.0 COORDINATION
Installation of fire extinguishers and cabinets shall be coordinated with other work so as not create
obstructions.

12.0 COMPLETION OF INSTALLATION


The location of fire extinguishers and cabinets shall be visually verified upon completion of
installation.

The type of fire extinguisher shall be visually verified to confirm the appropriate type and size of fire
extinguisher has been provided for the hazard it is to protect.
All fire extinguishers shall be visually verified that they are fully charged and in good condition.

13.0 DELIVERY, HANDLING AND STORAGE


The Contractor shall deliver, handle and store equipment and material units in accordance with
Project Specifications.
All products shall be inspected at time of delivery for damage and for compliance with specifications.
All products shall be handled and stored as recommended by the manufacturer.
Fire extinguishers shall be stored in a cool, dry place.
Materials shall be protected from weather, soil; and damage during delivery, storage and
construction.
Any products that are damaged or found not to be in accordance with the specifications shall be
immediately replaced.

14.0 CERTIFICATION
The Contractor shall prepare and submit a set of As-built Drawings of the location of the fire
extinguishers and cabinets, maintenance and instruction bulletins, and the applicable parts of the
Contractor’s material and test certificates covering material and tests certifying that the work has
been completed and tested in accordance with plans and specifications.
