PROCLAMATION OF EMERGENCY JUNE 3, 2020 WHEREAS, an emergency exists within the Village of Ashwaubenon and the greater Gen Bay area resulting from civil commotion, disturbances, looting and rioting; and WHEREAS, the peaceful assombly of persons exercising ther First Amendment ight 9 protests ended at approximately 10:00 pm. inthe City of Green Bay on Sunday, May 31, 2020. [After the conclusion of the peaceful protests, other individuals began to actin a manner that resulted inthe dispersal of disruptive individuals into the Village of Ashwaubenon that disrupted the safety and good onder of th Village of Ashwaubenon; WHEREAS, on May 31% 2020, into the moming hours of June Ist, 2020, several riotous individuals continued t endanger the helt, safety, welfare, and good order in the greater Green Bay area and the Village of Ashwaubenon by engaging in unlawfdl activity unrelated to any peaceful protest, Such activity included, but was no imited to, the increased presence of various ‘vehicles containing multiple individuals with prepared incendiary weapons such as « Molotov cocktail, Further, aetvity has continued thereafer with eedible threats of damage and looting to area businesses and National Football League facilites; and WHEREAS, itis necessary and expedient forthe healt, safety, welfre and good onder ofthe Village of Ashwaubenon that a curfew be imposed limiting pedstian and vehicular travel {in onder to stop the looting and property damage to private and public property in the Village of Aahvaubonon; and WHEREAS, a a result of the foregoing, « Proclamation of Emergency was signed on June 1, 2020; ana WHEREAS, the conditions requiring the previous Proclamation of Emergency contin to exist thus requiring an extension.NOW, THEREFORE, pursuant to sections 323.11 and 323.14 (4) of the Wisconsin Statutes, and Sections 82-45, 8-2-46, and 2-47 of the Ashwaubenon Municipal Code, the Village of Ashwaubenon hereby declares @ local State of Emergency for the Village of Ashwaubenon, and order an emergency curfew in the enti Village of Ashwaubenon for all ‘persons from 9:00 p.m. until 06:00 a.m. bexinning on June Ist, 2020, and ending on June 8°, 2020, unless earlier terminated ifthe Village President and Emetgeney Operations Manager determine ‘thatthe conditions giving rise to the emergency no longer exist. All persons shall cease vehicular and pedestrian travel on the public way, streets, sidewalks and highways and return to their homes, places of work or other convenient place. The following individoals, working in their official capacity are exempt from this order: govemment personnel, ‘emergency services personnel, utility serviess providers, medical providers, social services providers, and credentialed press. Persons experiencing homelessness or fling. dangerous domestic situations are also exempt from this order. No person shall wilfully obstruct, hinder oF delay any member of the Village of Ashwaubenon inthe enforcement of any onder ule, regulation ‘or plan issued oF violate any order, rule, regulation or plan issued pursuant to the authority for this Proclamation, which may be punishable by «forfeiture pursuant to seotions 82-47 and I-1-13 of the Ashwaubenon Municipal Code and/or Wisconsin Statute section 323.28, ‘As Chief Elected Official ofthe Village of Ashwaubenon in testimony whereof I, Village President Mary C.
