‘Subpart C—National Bridge Inspection Standards

§ 650.301 Purpose.
‘This subpart sets the national standards for the proper safety inspection and evaluation of all highway
bridges in accordance with 23 US.C. 151
{§ 850.303 Applicability.
“The National Bridge Inspection Standards (NBIS) in this subpart apply to all structures defined as
highway bridges located on all puoic roads.
§ 650.305 Definitions.
‘Terms used inthis subpart are defined as follows:
‘American Association of State Highway and Transportation Officials (AASHTO) Menuel . "Manuel for
Conaition Evaluation of Bridges," second edition, published by the American Association of State
Highway and Transportation Offidals (incorporated by reference, soo §680.317).
Bridge. A structure including supports erected over a depression or an obstruction, such ae water,
highway, or railway, and having atrack or passageway for carrying trafic or otier moving loads, and
having an opening measured along the center of the roadway of more than 20 feet between
Lndereopings of abulments or sping lines of arches, or extreme ends of openings for multiple boxes; it
‘may also include multple pipes, where the lear distance between openings i less than half ofthe
‘smaller contquous opening
Bridge inspection experience. Actve participation in bridge inspections in accordance with the NBIS, in
either a field inspection, supervisory, or management role. A combination of bridge design, bridge
‘maintenance, bridge construction and bridge inspection experience, wih the predominant amount in
bridge inspection, is acceptable.

Bridge Inspector's Reference Manual (BIRIM). A comprehensive FHWA manuel on programs,
procedures and techniques for inspecting and evaluating a variety of in-service highway bridges. This
‘manual may be purchased from the U.S, Government Printing Office, Washington, DC 20402 and fram
National Technical Information Service, Springfield, Virginia 22161, and is avalable at the folowing

(Complex bridge . Movable, suspension, cable stayed, and other bridges with unusual characteristics.
‘Comprehensive bridge inspection training. Training that covers all aspects of bridge inspection and
‘enables inspectors to relate conditions observed on a bridge to established citeria (see the Bridge
Inspector's Reference Manual forthe recemmmended material to be covered in a comprehensive training
course).
Catia! finding. A structural or safety related deficiency that requires immediate follow-up inspection or
action
Damage inspection. This is an urscheduled inspection to assess structural damage resuling from
‘environmental factors or human actions.
Fracture cilcal member (FCM). A steel member in tension, oF with @ tension element, whose failure
‘would probably cause a portion oor the entire bridge to collapse,
Fracture crcal member inspection. A hands-on inspection of a fracture ertcal member or member
components that may include visual and other nondestructive evaluation.
Hands-on. Inspection within arms length ofthe component. Inspection uses visual techniques that may
be supplemented by nondestructive testing,
Highnay. The term ‘highway’ is defined in 23 U.S.C. 104(2)(14).
{In-depth inspection. A close-up inspection of one or more members above or below the water level to
dently any deficiencies not readiy detectable using routine inspection procedures; hands-on inspection
may be necessary at sore location.
Initia inspection, The fis inspacton ofa bridge as it bacomes a part of tha bridge fle to provide all
Structure Inventory and Appraisal (SIBA) data and other relevant data anc to determine baseline
structural conditions.
Legal iad. The maximum legal lead for each vehicle configuration permitted by law for the State in
which the bridge is locate,
Load rating. The determination ofthe lve load carrying capacity ofa bridge using bridge plans and
supplemented by information gathered from a field inspection,
‘National Insitute for Certification in Engineering Technologies (NICE). The NICET provides nationally
‘plicable voluntary certification programs covering several broad engineering technology fields and a
‘umber of specialized subfields. For Information on the NICET program certiiction contact: National

‘Operating rating. The maximum permissible lve load to which tha structure may be subjected for the
load configuration used inthe rating
Professional engineer (PE). An irvidual, who has fulflled education and experience requirements and
passed rigorous exams that, under State licensure laws, permits tom to offer engineering services

direc to the pubte. Engineering licensure laws vaty from State to State, but. in general, to become a
PE an individual must be a graduate of an engineering program accredited by the Accreditation Board
for Enginoering and Technology, pass the Fundamentals of Engineering exam, gain four years of
‘experience working under a PE, and pass the Principles of Practice of Engineering exam,
